On Monday evening, when the woman was returning home in Balrampur district, she was kidnapped and taken to a deserted field and gang raped.

A deaf and mute woman was allegedly kidnapped and gangraped in Uttar Pradesh while returning home on Monday. The incident reportedly took place a few meters from the homes of the district's top officials, where CCTV cameras were found to be off. The police arrested two attackers within 24 hours of the incident, following an encounter.

On Monday evening, when the woman was on her way home in Balrampur district from her maternal uncle's home, she was kidnapped and taken to a deserted field. Two men took turns and raped the woman.

Owing to her disability, the woman couldn't call for help.

When the woman did not return home after an hour, the family began searching for her and found her in a suspicious condition in a field near a police post. The woman was rushed to the district women's hospital, where she is undergoing treatment. She is stable but in shock, doctors say.

Police Investigation

After the woman's brother informed the police about his sister and registered a complaint, the cops began an investigation and arrested the two attackers - Ankur Verma and Harshit Pandey - within 24 hours.

“Based on the evidence and CCTV footage, we identified the two men,” said Vikash Kumar, Superintendent of Police. “The two accused suffered injuries during an encounter and are currently under treatment. They have confessed to the crime,” he said.

The woman's family alleges that the incident took place due to negligence. Three to four CCTV cameras in the region found to be switched off, the family claimed. However, a camera installed near the Superintendent of Police's house caught the woman running and bikers chasing her.

கிருஷ்ணகிரி மாவட்டம் ஓசூரில் தமிழ்நாடு காதுகேளாதோர் கூட்டமைப்பின் மாநில மாநாடு நடைபெற்றது.

எனவே அறிவிக்கப்பட்டுள்ள 1500 ரூபாய் உதவித்தொகை அனைத்து காது கேளாதவர்க்கும் சென்றடைய நடவடிக்கை மேற்கொள்ள வேண்டும் என தமிழக அரசை வலியுறுத்தி கோரிக்கை வைப்பதாக தெரிவித்தார்.

மேலும், அண்டை மாநிலங்களில் காது கேளாத மற்றும் வாய் பேச இயலாத மாற்றுத் திறனாளிகளுக்கு 6 ஆயிரம் ரூபாய் வரை உதவித்தொகை வழங்கப்பட்டு வருகிறது. சாதாரண தனிமனிதன் தற்பொழுது அத்தியாவசிய பொருட்களின் விலையைக் கொண்டு வாழ்க்கை நடத்துவது சிரமமாக உள்ள நிலையில் மாற்றுத்திறனாளிகளான காது கேளாதோர் மற்றும் வாய் பேச இயலாதோர் அன்றாட வாழ்க்கைக்கு கடுமையான சிரமத்திற்கு ஆளாகி உள்ளனர்.

இந்த கிராமத்தை சேர்ந்த தாய்மார்கள் தங்களுக்கு ஆண் குழந்தையோ அல்லது பெண் குழந்தையோ பிறக்க வேண்டும் என விரும்பாமல், தங்களுக்கு காது கேட்கின்ற, வாய் பேசுகின்ற குழந்தை பிறந்தால் போதும் என்றே கூறுகிறார்கள்.

இப்பகுதியை சேர்ந்த குலாம் நபி என்ற வயதான நபரிடம் இது தொடர்பாக நமது ஈடிவி பார்த் செய்தியாளர் பேசியபோது, "சுமார் 80 அல்லது 90 ஆண்டுகளுக்கு முன்னர் எங்கள் கிராமத்தில் காது கேளாத மற்றும் வாய் பேச முடியாத குழந்தைகள் பிறந்ததாக பெரியவர்கள் கூறுவார்கள். அப்போது எல்லாம் எப்போதாவது தான் இந்த மாதிரியான குறைபாடுகளுடன் குழந்தை பிறக்கும். ஆனால் கடந்த இரண்டு, மூன்று தசாப்தங்களாக இந்த குழந்தைகள் பிறப்பு விகிதம் முன்எப்போதும் இல்லாத வகையில் அதிகரித்து வந்தது. இரண்டு, மூன்று ஆண்டுகளாக இந்த எண்ணிக்கை குறைந்திருந்தாலும், கடந்த ஆண்டு 4 பேருக்கு இதே குறைபாடுகளுடன் குழந்தைகள் பிறந்துள்ளது" என்றார்.

50 வயதை கடந்துள்ள குலாம் நபிக்கு ஆறு குழந்தைகள் உள்ளனர். இதில் 3 குழந்தைகள் ஆரோக்கியமாக பிறந்த நிலையில், 3 குழந்தைகள் இதே குறைபாடுகளுடன் பிறந்துள்ளன. அதில் ஒரு குழந்தை சிறு வயதிலேயே இறந்துவிட்டது.

பல மருத்துவ குழுவினர் இங்கு வந்து இந்த குறைபாடு தொடர்பாக ஆய்வு செய்கிறார்கள். சொந்தத்தில் திருமணம் செய்வதால் மரபணு கோளாறு காரணமாக இத்தகைய குறைபாடுடன் குழந்தைகள் பிறப்பதாக தெரிவித்து விட்டு செல்கிறார்கள். ஆனால், நாங்கள் வெளியில் திருமணம் செய்ய முயற்சித்து வருகிறோம். பலருக்கு இந்த குறைபாடு காரணமாக திருமணம் செய்வதில் சிக்கல் நீடிக்கிறது. அதனால் இத்தைகைய குழந்தைகள் பிறப்பதை தடுக்க முடியவில்லை என்று வருத்தத்தோடு கூறுகிறார் குலாம் நபி.

தொடர்ந்து பேசிய அவர், "நான் சில ஆண்டுகளுக்கு முன் இத்தகைய குறைபாடு உடைய எனது மூத்த மகளுக்கு திருமணம் செய்து வைத்தேன். ஆனால், அவளுக்கு பிறந்த குழந்தைகள் எந்த குறைபாடுகளும் இல்லாமல் மிக ஆரோக்கியமாக பிறந்தன. அதே நேரத்தில் எவ்வித குறைபாடும் இல்லாமல் திருமணம் செய்து வைக்கப்படும் நபர்களுக்கு, குறைபாடுகளுடன் குழந்தைகள் பிறக்கிறது" என்றும் கூறுகிறார்.

எனக்கு பிறந்த குழந்தைகளில் நல்ல முறையில் பிறந்த குழந்தைகளை விட, காது கேட்க முடியாத, வாய் பேச முடியாமல் பிறந்த குழந்தைகளின் புத்தி கூர்மை மிக அதிகம், மற்ற குழந்தைகளை காட்டிலும் அவர்கள் அறிவாளிகள் என்று கூறி தனது சோகம் தோய்ந்த முகத்தில் சந்தோஷத்தை வர வைக்க முயல்கிறார் குலாம் நபி.

இது தொடர்பாக அந்த கிராமத்தை சேர்ந்த ஆசிரியர் பஷரத் உசேனிடம் பேசிய போது, "இந்த கிராமத்தில் ஒவ்வொரு குடும்பத்திலும் ஒன்று அல்லது இரண்டு காது கேளாத, வாய் பேச முடியாத குழந்தைகள் இருக்கிறார்கள். எனது தம்பியும் இத்தகைய குறைப்பாட்டோடு பிறந்தவர் தான். நீண்ட காலமாக இந்த பிரச்சனை உள்ளது. அடிக்கடி வந்து இது தொடர்பாக எங்களிடம் விசாரிப்பார்கள். மருத்துவர்களை பலமுறை இங்கு வந்து ஆய்வு செய்தும் இதற்கு முழுமையான தீர்வு கிடைக்கவில்லை. தற்போது மருத்துவர்களை பார்த்தாலே இத்தகைய குறைபாடுடன் இருக்கும் குழந்தைகள் ஓடி ஒளிந்து கொள்கிறார்கள்" என்று கண்ணீரை துடைத்தவாறே கூறுகிறார்.

இங்குள்ள தாய்மார்கள் குழந்தை பெற்றெடுக்கும் போது தங்களுக்கு ஆண் குழந்தையோ அல்லது பெண் குழந்தையோ பிறக்க வேண்டும் என விரும்பாமல், தங்களுக்கு காது கேட்கின்ற, வாய் பேசுகின்ற குழந்தை பிறந்தால் போதும் என்றே நினைப்பதாகவும் ஆதங்கத்தோடு தெரிவித்தார்.

எனவே முழுமையாக சென்றடைய நடவடிக்கை எடுக்க வேண்டும். மாற்றுத் திறனாளிகளுக்கான உதவித்தொகை ரூ.500 ஆக இருந்ததை ரூ.1,500 என உயர்த்தி தமிழக அரசு அறிவித்தது.

இதனை வரவேற்றுள்ள நிலையில் இந்த உதவித்தொகை சிறு நிபந்தனைகளின் காரணமாக குறிப்பிட்ட ஒரு சிலர் மட்டுமே பயனடையும் நிலை உள்ளதால் அனைவரும் பயனடையும் வகையில்  நிபந்தனைகளை நீக்க வேண்டும் என்பன உள்ளிட்ட பல்வேறு தீர்மானங்கள் நிறைவேற்றப்பட்டன.

இதை தொடர்ந்து நிருபர்களிடம் தமிழ் நாடு நாடு காதுகேளாதோர் கூட்டமைப்பின் சேர்மன் சுரேஷ் பாபு கூறியதாவது, காது கேளாதவர்களுக்கு இப்போது, அறிவிக்கப்பட்டுள்ள உதவித்தொகை ரூ,1,500 யாருக்கும் சென்றடையவில்லை. எந்த மாநிலத்திலும் இல்லாத சிறு, சிறு நிபந்தனைகளால் பயனடைய இயலாத நிலை உள்ளது. எனவே அறிவிக்கப்பட்டுள்ள ரூ.1,500 உதவித்தொகை அனைத்து காது கேளாதவர்களுக்கும் சென்றடைய நடவடிக்கை எடுக்க வேண்டும். கர்நாடகா மாநிலத்தில் காது கேளாத மற்றும் வாய் பேச இயலாத மாற்றுத் திறனாளிகளுக்கு ரூ.6 ஆயிரம் உதவித்தொகை வழங்கப்படுவதுபோல், தமிழகத்திலும் உதவித் தொகையை ரூ.6 ஆயிரமாக உயர்த்தி வழங்க வேண்டும் என அவர் தெரிவித்தார்.

Mumbai: For nearly 10 years, those visiting the Mirchi and Mime restaurant in Powai – and later Chandivli and Thane – were enthralled by the speech and hearing impaired (SHI) staff who handled customer relations. The staff relied on a specially designed menu and hand gestures to take orders from and communicate with customers, and managers would step in only if there was a dire situation.

“Generally, customers wouldn’t let managers interfere as they felt a sense of pride in communicating seamlessly with our specially-abled staff,” said Raja Shekar Reddy, the founder of the restaurant chain.

On August 5, Mirchi and Mime announced the closure of all three outlets citing exorbitant hike in rent and inability to absorb the enhanced expenses. In all, the outlets employed 150 personnel, of which 80 were people with speech and hearing impairments.

“When we started, we wanted to employ at least 500 people with speech and hearing impairments. But we could only reach 80,” Reddy rued.

When the first Mirchi and Mime outlet started in the upmarket Powai in 2015, the speech and hearing impaired staff were trained to handle orders and customer relations. A specially designed menu which listed all 180 available dishes on a single page played a key role in the effort, said Reddy.

The dishes were placed in different categories such as food, beverage and dessert, each associated with specific hand gestures which were displayed on the menu. When customers wanted to place an order, they simply referred to the applicable category via designated gestures, then used their hands to indicate the number of the dish within the category.

“When customers wanted other things such as cold water, they communicated as per their understanding and the staff was smart enough to comprehend what they were saying without much problem,” said Reddy.

With time, and the opening of new outlets in Chandivali and Thane, the restaurant chain gained popularity, especially among influencers and sensitive food enthusiasts. Customers would enjoy the experience of communicating with the differently-abled staff and even understand the difficulties faced by them at times.

“The process sensitised everyone, including our regular customers and one-off visitors,” said Reddy.

Things were going fine till this year, when the five-year lease of the Powai outlet was up for renewal. The rent was hiked 35%, which was unaffordable, said Reddy.

“The Powai outlet was our oldest and most profitable. It subsidised our other outlets in Chandivli and Thane,” he said. The Thane outlet was started only five years ago and had not broken even yet, he said.

“We had no option but to shut down all three outlets when faced with the rent hike,” he said. “But we were concerned about the future of our speech and hearing impaired staff and reached out to various organisations to train and absorb them.”

Help arrived from Dr Reddy’s Foundation, which has agreed to train the specially-abled staff in various skills and help them find employment with private companies.

“We have already trained some personnel and given them beautician kits and some of them have begun offering services independently, transitioning into entrepreneurs,” said an official from the foundation, requesting anonymity.

Serum Institute of India (SII) Chairman Dr Cyrus S Poonawalla Monday made a strong case for supporting hearing-impaired and underprivileged children, and survivors of sexual violence.

“These causes often receive limited donor support, particularly those involving the hearing-impaired and rape survivors,” he said during the inauguration of the new building of the Indian Red Cross Society’s Dr Cyrus Poonawalla School for Hearing Impaired at Lullanagar in Pune.

Set up in 1976, Dr Cyrus S Poonawalla School for Hearing Impaired Monday relocated to a spacious new campus that includes state-of-the-art infrastructure and modern amenities. The Villoo Poonawalla Foundation has been supporting the school since it was set up. According to the school authorities, a grant of approximately Rs 4 crore was given for the new building and other facilities.

“Providing better healthcare and support to children with special needs is a cause very close to my heart. I feel deeply gratified to inaugurate the new school that is dedicated to children with hearing impairments. This is in keeping with our philosophy at SII to effectively utilise our resources to provide the best preventive solutions to the population, including children. This new building, encompassing advanced infrastructure and modern facilities for the hearing-impaired children, is a step towards the same direction,” Dr Cyrus S Poonawalla said, assuring annual donations to ensure students have a better learning environment.

He also spoke about championing the cause of the Indian Deaf Cricket Association (IDCA). “We are endorsing the IDCA. They have some remarkable achievements and won laurels at various competitions in Dubai, Australia, England, and others,” he added.

The newly inaugurated school, spread across 30,000 sq ft is equipped with high-end technologies and designed in a manner to meet the unique needs of children with hearing impairments, offering a wide array of enhanced services and specialised support.

The school operates under the leadership of Dr Vikram Phatak, Chairman of the Indian Red Cross Society, Pune, with Mabrin Nanavati serving as vice chairman, and Prof R V Kulkarni as secretary. The school is headed by Chairperson Dr Aparna Morris, with Mrunal Sarade as the principal.

Dr Morris told The Indian Express that the school is committed to reaching the most underserved sections of society. “Biannual outreach surveys are conducted in and around Pune, especially targeting children from lower socio-economic backgrounds. Once a child with hearing impairment is identified, the school initiates detailed counselling for the parents, encouraging them to enrol their child into an inclusive and nurturing learning environment,” Dr Morris added.

Teachers are specially trained to work with hearing-impaired students, and they employ interactive boards, sign language, and structured speech therapy sessions. “These approaches help children who cannot hear learn to identify sounds and gradually develop spoken language,” Dr Morris said.

Students are trained in crafts, drawing, and sculpture using materials like plasticine, and innovative techniques such as vibration belts are used to teach classical dance forms like Kathak, helping students feel the rhythm they cannot hear. According to the authorities, the school also plans to expand its curriculum to include vocational training, aiming to equip students with practical skills that will empower them to become financially independent and self-sufficient.

Growl unheard: Hearing-impaired children shifted to safety as 2 leopards sneak into school

Bengaluru: A tense silence cloaked a residential school at Belagumba near Tumakuru, 70km from Bengaluru, Monday morning. Not because danger wasn't present, but because the children couldn't hear it!

When two leopards stealthily entered the residential school for speech and hearing-impaired children around 9am, alarm bells rang out and the staff showed presence of mind and gathered the scattered students within short time to ensure their safety. Things could have gone horribly wrong, but they did not. Sprinting across the campus, the staff used gestures to gather the 30-plus children one by one and herded them into the safety of the building. Subsequently, forest department officials were alerted about the presence of the leopards. Assistant conservator of forests (Tumakuru) Pavithra said: "We were informed that a leopard was seen in the school vicinity. Upon inspection, we found evidence that a leopard had indeed passed through the area. The school is situated near a forest area."

In fact, there had been talks about leopard sightings in the area for the last two days as a few locals had spotted near an under-construction building nearby. "But we did not expect the wild cats to walk into areas where kids are there," said a resident pointing to the school, which is run by the Indian Red Cross Society.

In fact, the school administration had also found pugmarks around the school ground, confirming animal movements in the vicinity for the past two to three days. The sighting had led to heightened concerns among the school staff. "The greatest challenge was to ensure that the students were safe without creating panic," said a school staffer. "Due to the nature of their impairments, the children could not hear the warnings and were unaware of the danger... the staff had to work quickly to guide the children to safe locations. "It was a difficult situation, but we managed to prevent any untoward situation," the staffer said.

Forest officials have placed bones in the area in an attempt to lure the leopards and are actively working to capture them safely.

7-Year-Old Girl With Speech And Hearing Impairment Raped In Rajasthan

A seven-year-old deaf and mute girl was allegedly raped in Bandikui area of Rajasthan's Jaipur district, police said on Monday.

The girl who went missing from home on Sunday afternoon was found near her house in the evening. When she was brought black home, she was seen trembling in pain, they said.

She was taken to Bandikui hospital at night and was medically examined. The victim's father has registered a case against the unknown accused, they said.

Baswa police station in-charge Sachin Sharma said that a complaint was received on Sunday night. The family took the girl to Bandikui hospital.

He said that his daughter had left home on Sunday. After a lot of searching, the girl was found sitting at a place a little away from the house.

The police said that a case has been registered against the unknown accused.

The victim girl can neither speak nor hear. The police are now investigating the matter and the accused is being searched, Sharma said.

T20 Deaf Indian Premier League: The Indian Deaf Cricket Association (IDCA) successfully concluded the 6th T20 Deaf Indian Premier League 2025 at GMSSS, Chandigarh, with Deaf Lucknow Giants lifting the championship trophy after a spirited four-day tournament held from August 1 to 4.

The event, organised by the Indian Deaf Cricket Association and supported by the UT Cricket Association (UTCA), featured eight dynamic teams from across the country: Deaf Mumbai Stars, Deaf Delhi Bulls, Deaf Hyderabad Eagles, Deaf Kolkata Warriors, Deaf Chennai Blasters, Deaf Bangalore Badshahs, Deaf Punjab Lions, and the champions Deaf Lucknow Giants.

The activist has filed a public interest litigation (PIL) with the Supreme Court of India seeking directions to the state government to make ASL compulsory in all the schools for hearing impaired students.

PIL Seeks ASL Alongside Indian Sign Language

Aman Azad, who runs a news portal for people with hearing impairment, has filed a PIL with the SC seeking its intervention directing the union government and the competent authorities of all states and union territories to make ASL a compulsory subject in the curriculum of all schools for the specially-abled across India. The litigation also seeks that the Indian sign language (ISL) should be retained alongside the addition of ASL.

ASL To Open Global Job Opportunities: Petitioner

The petitioner has argued that proficiency in ASL would equip deaf students in India with the ability to communicate with a larger global community, opening up avenues for international education, employment, and cultural exchange.

‘ASL 4th Most Common In US’

He claimed that ASL is the fourth most common language in the United States and is widely used in other countries and learning it would significantly enhance their social and economic inclusion.

Vast Online Learning Resources Available In ASL

The PIL claimed that a vast majority of educational resources, including online courses, webinars, and technical tutorials, are available in ASL and access to these resources would equip hearing-impaired students with cutting-edge knowledge and skills.

Petition Cites Article 21 & RPWD Act

It added that the limited availability of such resources in ISL restricts their access to vital information. It also invoked the Indian constitution’s Article 21, which guarantees the fundamental right to education and the Right of Persons with Disabilities Act, 2016, which further emphasises the need for inclusive education and equal access to communication for persons with disabilities.

ISL Must Be Preserved For Cultural Identity

Through the petition, Azad has sought that ISL should also be retained to preserve India’s cultural heritage as well as deaf identity and implementing ASL would not diminish its importance.

“Instead, it would promote bilingualism among deaf students, offering them greater flexibility and communication options. This bilingual approach is increasingly recognised as beneficial for cognitive development and academic achievement among deaf individuals,” read the petition.

Push For ASL Teacher Training & Resource Allocation

Along with the directions to implement bilingualism, Azad has prayed for allocation of necessary resources and training for teachers and educators to effectively implement the bilingual education programs.

ASL Could Create 25,000 Teaching Jobs: Azad

Talking to The Free Press Journal, Azad said, “India has a population of 63 lakh people with hearing impairment. If we introduce ASL for the deaf population, it will introduce vacancies for 25,000 ASL teachers across the country, which will benefit the specially-abled youth, who are unemployed. This has the potential to change the lives of people with disabilities.”

Deaf-mute commuter sexually harassed

Navi Mumbai: A 30-year-old deaf-mute woman travelling in the handicap coach of a CSMT-Panvel bound train was allegedly touched inappropriately by an unidentified man, who is also believed to be deaf-mute, travelling in the same coach.

The incident occurred on Friday around 7 pm between Belapur and Khandeshwar stations. After the woman confronted and slapped the perpetrator, he retaliated with a slap before other passengers intervened. The man departed at Khandeshwar station, after which the woman filed an FIR at Panvel GRP outpost. The accused faces charges under Bharatiya Nyay Sanhita for outraging a woman's modesty and causing voluntary hurt.

Assistant sub-inspector Niyaz Shaikh of Panvel GRP stated that the woman, a Khandeshwar resident, boarded the handicap coach at CSMT. She initially dismissed the touching as accidental due to crowding, but upon repeated occurrences confronted the man, leading to a physical altercation that fellow passengers had to break up. Senior inspector Vijay Tayade of Panvel GRP reported that efforts to locate the accused have been unsuccessful. Despite monitoring the handicap coach for two days, the man hasn't been spotted, he said.

மாற்றுத்திறனாளிகள் திறன் மேம்பட்டுக்கான தேசிய செயல் திட்டத்தை கடந்த 2015-ம் ஆண்டு மார்ச் மாதம் மத்திய அரசு தொடங்கியது. மாற்றுத்திறனாளிகளின் திறன்களை அதிகரிக்க தொழிற்பயிற்சி அளிப்பதுதான் இதன் நோக்கம்.

இந்நிலையில், இத்திட்டத்தில் பயனாளிகள் போக்குவரத்து படி, தங்குமிட படி, போக்குவரத்து படி உள்ளிட்ட பணப்பலன்களை பெற ஆதார் கட்டாயம் என்று மத்திய சமூக நீதி மற்றும் அதிகாரமளித்தல் அமைச்சகம், அரசிதழில் அறிவிப்பாணை வெளியிட்டுள்ளது.

01.07.2025 சென்னை: தமிழக அரசு மாற்றுத்திறனாளிகளின் நலனுக்காக பல திட்டங்களை செயல்படுத்தி வருகிறது. இந்நிலையில் மாற்றுத்திறனாளிகளின் நீண்ட நாள் கோரிக்கையை ஏற்று அரசு பணிகளில் இருக்கக்கூடிய மாற்றுத்திறனாளிகளுக்கு முக்கியத்துவம் அளிக்கும் வகையிலான ஒரு உத்தரவை அரசு வெளியிட்டுள்ளது.

அரசு பணிகளில் இருக்கக்கூடிய மாற்றுத்திறனாளிகளுக்கு பதவி உயர்வுகளில் இட ஒதுக்கீடு வழங்க வேண்டும் என நீண்ட காலமாக மாற்றுத்திறனாளிகள் தமிழ்நாடு அரசிடம் கோரிக்கை வைத்து வருகின்றனர். இந்த கோரிக்கையை ஏற்று தமிழ்நாடு அரசு வெளியிட்டுள்ள உத்தரவில், அரசு பணிகளில் பதவி உயர்வுகளில் மொத்தமுள்ள பணியிடங்களில் 4 சதவீதத்தை மாற்றுத்திறனாளிகளுக்கு என ஒதுக்கீடு செய்ய வேண்டும் என தெரிவித்திருக்கிறது. உயர்மட்ட குழுவின் பரிந்துரையை ஏற்று அரசு இந்த நடவடிக்கையை எடுத்துள்ளது. 40% வரை மாற்றுத்திறன் கொண்டவர்களுக்கு அரசு பணிகளில் வாய்ப்பு தரப்படுகிறது. இனி இவர்கள் பதவி உயர்வையும் பெற இருக்கின்றனர்.

செவித்திறன் அற்றவர்கள் மற்றும் குறைந்த அளவு ஒலியை உணரும் திறன் பெற்றவர்கள் 1 சதவீத இட ஒதுக்கீடு பெறுகின்றனர். அமில வீச்சால் பாதிக்கப்பட்டவர்கள் , சற்கர நாற்காலி உதவியுடன் தினசரி வாழ்வை நடத்துவர்கள் , மஸ்குலர் டிஸ்டிரோபியால் பாதிக்கப்பட்டவர்களுக்கு 1 சதவீத இட ஒதுக்கீடு அளிக்கப்பட உள்ளது. அதே போல ஆட்டிசம், கற்றல் குறைபாடு மற்றும் மனநல பாதிப்பு உள்ளிட்ட பிரச்னைகளை கொண்ட மாற்றுத்திறனாளிகளுக்கு 1 சதவீத இட ஒதுக்கீடு வழங்கப்பட உள்ளது.

மாற்றுத்திறனாளிகளுக்கான நலத்துறை சம்பந்தப்பட்ட துறைகளுடன் ஆலோசித்து எந்தெந்த பதவிகள் மாற்றுத்திறனாளிகளுக்கு பொருத்தமானதாக இருக்கும் என்பதை தெரிவிக்கும் என அரசின் உத்தரவில் குறிப்பிடப்பட்டுள்ளது. மாற்றுத்திறனாளி ஊழியர் ஒருவர் ஏற்கனவே பதவி உயர்வுக்கான தகுதிகளை பெற்று அதற்கான பட்டியலில் இடம்பெற்றிருக்கார், ஆனால் குறிப்பிட்ட அந்த வேலை மாற்றுத்திறனாளிகளுக்காக ஒதுக்கப்பட்டது இல்லை என்றால் கூட அவருக்கு பதவி உயர்வு வழங்கிட வேண்டும் என தெரிவிக்கப்பட்டுள்ளது. இவ்வாறு பதவி உயர்வு வழங்கும் போது மாற்றுத்திறனாளி ஊழியரின் மாற்றுத்திறன் அளவு மருத்துவ சான்றிதழ் ஆகியவை ஆய்வு செய்யப்படும் என்றும் அந்த உத்தரவில் தெரிவிக்கப்பட்டுள்ளது. அரசின் இந்த உத்தரவின் மூலம் மாற்றுத்திறன் கொண்டவர் என்பதற்காக வழங்கப்படாமல் இருந்த பதவி உயர்வுகள் அவர்களுக்கு இனி கிடைக்கும்.

திருப்பூர் மாவட்ட மாற்றுத்திறனாளிகள் நல அலுவலகத்தில், மத்திய, மாநில அரசு திட்டங்களில் பல்வேறு நல உதவி வழங்கப்படுகிறது. குறிப்பாக, கால்கள் பாதிக்கப்பட்டு, கைகள் இரண்டும் நல்ல நிலையில் உள்ளவர்களுக்கு, இணைப்பு சக்கரம் பொருத்திய ஸ்கூட்டர் இலவசமாக வழங்கப்படுகிறது.

தமிழகத்தில் 13,357 மாற்றுத்திறனாளிகள் உள்ளாட்சி அமைப்புகளில் உறுப்பினர்களாக நியமனம் செய்யப்பட உள்ளனர்.
தமிழகத்தில் உள்ளாட்சி அமைப்புகளில் உறுப்பினர்களாக மாற்றுத்திறனாளிகள் நியமனம் செய்யப்பட உள்ளனர்.
இதுகுறித்து வெளியான அறிவிப்பில், “தமிழகத்தில் 13 ஆயிரத்து 357 மாற்றுத்திறனாளிகள் உள்ளாட்சி அமைப்புகளில் உறுப்பினர்களாக நியமனம் செய்யப்பட உள்ளனர். இவர்களில் உடனடியாக நகர்ப்புற உள்ளாட்சி அமைப்புகளில், 650 மாற்றுத்திறனாளிகளும், ஊரக உள்ளாட்சி அமைப்புகளில் 2 ஆயிரத்து 984 மாற்றுத்திறனாளிகளும் நியமனம் செய்யப்பட உள்ளனர்.
அதன்படி, இதற்கான வேட்புமனுக்கள் நாளை முதல் வினியோகம் செய்யப்பட உள்ளது. அந்தவகையில் நகராட்சி நிர்வாக இயக்குனரகம், பேரூராட்சிகள் இயக்குனரகம், ஊரக வளர்ச்சி இயக்குனரகம் ஆகியவற்றின் இணையதளம் மூலம் விண்ணப்பங்களை பதிவிறக்கம் செய்து கொள்ளலாம். பூர்த்தி செய்யப்பட்ட விண்ணப்பங்களை 17ம் தேதி மாலை 3 மணிக்குள் சமர்பிக்க வேண்டும். மேலும் இந்த விண்ணப்பத்துடன், குற்ற வழக்குகளின் விவரங்கள் மற்றும் சொத்து விவரங்கள் சமர்பிக்க வேண்டும்.

He made this claim in response to a post on X that warned users about the dangers of hearing loss, noting that no treatment currently exists to reverse it. The post also mentioned that hearing loss increases dementia risk and speeds up brain shrinkage.

In reply to that thread, an X user suggested that Neuralink’s next product should focus on restoring hearing. Musk responded by saying that there is a clear path to doing that using Neuralink’s technology, adding that the device can directly activate the neurons responsible for processing sound in the brain.

This follows Musk’s earlier updates about Neuralink’s human trials. He recently confirmed that three people have received the Neuralink implant so far, according to AP. He made the announcement during a live event in Las Vegas that was streamed on X. Musk stated that all three recipients are doing well.

The company has upgraded the implant since the first human procedure about a year ago. According to Musk, the latest version includes more electrodes, improved bandwidth, and longer battery life. Neuralink now plans to implant the chip in 20 to 30 more individuals this year as part of its ongoing development.

Although Musk didn’t reveal much about the latest patient, he did share some progress reports on the first two. The second person, who has a spinal cord injury, received the implant last summer and has been using it to play video games and is now learning how to use software to design 3D objects. The first recipient, who also has a spinal injury, said the chip has helped him play video games and chess.

With this new comment about restoring hearing, Musk has hinted that Neuralink could expand its focus beyond mobility and paralysis. However, no official details have been shared about when or how the hearing-related feature would be tested or rolled out.

A Madrasa Like No Other: Inside India’s First Inclusive Madrasa for the Deaf, Mute and Blind

Pune (Maharashtra): In a small park in Maharashtra’s Pune, on a Thursday morning in May, a group of well-dressed uniformed students stood barefoot, wearing white skull caps. Many of them were mute or visually impaired. As the national anthem played in the background, the students stood in solemn attention, while others – mute and deaf – used sign language to express the lyrics. It turned the moment into a display of patriotism and unity.

This is the usual beginning of the day at Jamia Abdullah Ibne Umme Maktoom (a religious seminary in Pune), where hundreds of mute, deaf and blind students receive free Islamic and contemporary education.

“It took us years to convince families of the importance of education for their special children,” says Nayeem Ahmad Qasmi, a secretary of the madrasa.

The institution was founded in 2013 with only two children with the vision to uplift differently abled children from across India through inclusive education.

According to the Census of 2011, approximately 2.2% of the population, around 26.8 million people, were identified as living with disabilities.

Unfortunately, many families abandon differently abled children or keep them confined at home – considering them a burden.

“It is the duty of every person to support differently abled children so they can prove their capabilities,” he adds.

Many students come from rural areas in different states, where families often do not know the value of education or the opportunities available to them.

“Before coming to Jamia, I did not know anything about Islamic and contemporary education,” says 18-year-old Rehan Saleem from Jalgaon in Maharashtra.

Many students have received opportunities to present their skills on different platforms across India. Several have represented their school and secured positions in various sectors.

“By the grace of God, I have completed the Hifz-e-Quran (memorisation of the entire holy Quran) at this Jamia and got the opportunity to perform Umrah,” says Rehan.

Today, the Jamia hosts 210 mute, deaf and blind students from 17 states across India. The seminary provides free education from Grade 1 to Grade 12, including subjects like science, computers, Islamic studies and advanced education.

Many students have gone on to study at various universities and colleges. For those unable to attend in person, the madrasa has launched an online education programme. Children here are provided with education, food, accommodation and even uniforms free of cost.

“Our mission is to see these children represent the country on every platform one day,” says Qasmi.

Despite the struggle, they have succeeded in building a thriving institution. In 2021, the madrasa launched separate sections for mute, blind and deaf women to ensure inclusive learning environments. Women’s education is just as important as men’s, and this initiative reflects that commitment.

girls at the madrasa, says, “Women’s education is equally important as male education. These girls are usually occupied with household work at their homes, but we are giving them better education and showing them the purpose of life.”

Since safety is a major concern for women in the country, the madrasa has provided separate rooms for them, with all female helpers to ensure a secure learning environment.

Mubashira adds, “Usually, women are not safe in the country, but here we have created a safe space where they can learn and grow with confidence.”

Despite progress in education, children with disabilities in India often remain invisible – excluded from schools, denied opportunities and treated as burdens. Many end up begging or isolated at home, not by choice, but because society offers them no alternatives.

“We often see them begging on the roads, not because they want to, but because the society has failed to give them a chance,” says Qasmi.

The Jamia has been working to ensure that students with disabilities receive quality education, access to proper infrastructure and opportunities to engage in play and creative activities on campus. Its vision is to provide them with equal opportunities so they can compete and thrive like any other student.

“Our goal was simple – give them dignity, knowledge and a future,” Qasmi explains.

The Jamia is already offering digital learning tools, smart boards and inclusive facilities to ensure that the students receive a modern and accessible education. The institution continues to innovate and expand its reach through technology and tailored teaching methods.

“We have introduced smart boards, digital tools and inclusive classrooms because every child no matter their ability deserves access to quality, modern education,” says Qasmi.

In the current political climate in India, the Muslim community has often been portrayed in a negative light, and madrasa education is frequently misunderstood or dismissed. Despite these challenges, Jamia Abdullah Ibne Umme Maktoom continues to provide quality Islamic and contemporary education to differently-abled children, aiming to empower them with knowledge and confidence.
