மாற்றுத்திறனாளிகளுக்கு தேசிய அடையாள அட்டை: மத்திய அரசு முடிவு

மாற்றுத்திறனாளிகளுக்கு தேசிய அடையாள அட்டை வழங்க மத்திய அரசு முடிவு செய்துள்ளது.

இதுகுறித்து டெல்லியில் நேற்று நடைபெற்ற கருத் தரங்கில் மத்திய சமூக நலத்துறை அமைச்சர் கிஷன் பால் குர்ஜார் கூறியதாவது: மாற்றுத்திறனாளிகள் தொடர்பான புதிய மசோதாவை மத்திய அரசு வரையறுத்து வருகிறது. இதில் 12 வகையான உடல் குறைபாடுகள் புதிதாக சேர்க்கப்பட உள்ளன.

மாற்றுத்திறனாளிகளுக்கு அந்தந்த மாநில அரசுகள் அடையாள அட்டைகளை வழங்கி வருகின்றன. இந்த அடையாள அட்டைகள் வேறு மாநிலங்களில் ஏற்றுக் கொள்ளப்படுவது இல்லை.

இப்பிரச்சினைக்கு தீர்வு காணும் வகையில் தேசிய அளவில் அடையாள அட்டை வழங்க முடிவு செய்யப்பட்டுள்ளது. இந்த அட்டை நாடு முழுவதும் அங்கீகரிக்கப்பட்டதாக இருக்கும்.

மாற்றுத்திறனாளிகள் பயன் படுத்துவதற்கு ஏதுவாக நாடு முழுவதும் 50 நகரங்களில் 100 அரசு மற்றும் தனியார் அலுவலக கட்டிடங்களில் சிறப்பு வசதிகளை மேற்கொள்ள திட்டமிடப்பட்டுள்ளது. இதற்கு ரூ.218 கோடி செலவாகும்.

ஒவ்வொரு ஆண்டும் காது கேளாத 15 ஆயிரம் குழந்தை களுக்காக ரூ.900 கோடியில் கருவிகள் வழங்க திட்டமிடப்பட்டுள்ளது. நாடு முழுவதும் 1800 முகாம்கள் நடத்தப்பட்டு மாற்றுத் திறனாளிகளுக்கு உபகரணங்கள் வழங்கப்பட்டுள்ளன.

AIIMS to study hearing loss

05.03.2016, Bhubaneswar: AIIMS Bhubaneswar on the occasion of World Hearing Day on Thursday launched a programme to screen 15,000 people to gauge their hearing ability as part of a national study commissioned by the Indian Council of Medical Research (ICMR).

"It will be done through random sampling method. Our researchers will tour 70 villages and 30 urban wards in a specialised van fitted with advanced equipment," said assistant professor, department of otorhinolaryngology, C Preetam.

People detected with hearing problem during the programme will be provided free treatment at AIIMS, he said.

The AIIMS Bhubaneswar recently started the cochlear implant (a hearing aid) programme. "The cochlear devices are implanted on the hearing impaired free of cost under the programme. The same implants cost around Rs 5 lakh to Rs 6 lakh in the private sector," Preetam added.

Centre To Introduce Universal ID For People With Disabilities

05.03.2016, NEW DELHI: The Centre has decided to introduce a universal ID for people with disabilities which will be valid throughout the country, a move which will allow the differently-abled to easily avail the benefit of various schemes and reservation.

Union Minister of State for Social Justice and Empowerment Krishan Pal Gurjar said that the government is drawing up a new Act which will include another 12 types of physical disabilities.

"The physically-handicapped certificates issued by the state governments are not recognised by one another. So, the Centre is coming out with a universal ID which will be valid everywhere in the country," he said at a workshop on prevention of corneal blindness in Delhi.

"The existing Act recognises only seven types of disabilities, but we are coming out with a new Act which will include another 12 types of physical disabilities," he said.

Mentioning the Sugamya Bharat Abhiyan, a campaign for making India 'disabled-friendly', the minister said various steps have been taken to make services and facilities accessible to differently-abled people.

"An outlay of Rs. 218 crore has been made for the campaign. We will select 100 government and non-government buildings each in 50 cities which, through ramps, lifts and other facilities, will be made accessible for persons with disabilities," he said.

The Centre has decided to ensure complete accessibility for persons with disabilities by 2019 by improving civic facilities and modes of transportation, including the railways and airlines, the minister said.

The minister also said that, for the first time in the country, a programme has been started to facilitate cochlear implants for children born with hearing and speech impairment.

Mr Gurjar said that covering 15,000 such children every year will involve a cost of around Rs.900 crore even as he called on corporate houses to contribute towards the initiative.

He said the Department of Empowerment of Persons with Disabilities has organised 1,800 camps, including 150 mega camps, across the country to distribute equipment to persons with disabilities, he said.

BSF hands over deaf-mute minor girl to Pak Rangers

Jalandhar, March 5: A five-year-old deaf and mute Pakistani girl, who inadvertently crossed the international border here, was handed over to the Pakistani Rangers by Border Security Force.

During questioning, the personnel realised the girl was mute and deaf as she failed to say anything, he said.

How architecture changes for the deaf

We live in a world made for people who hear. But what would our cities looks like if they were designed for the deaf? DeafSpace is an emerging approach to design and architecture that is informed by the unique sensory experience of those who don't hear. In conjunction with Curbed's feature on DeafSpace, we visited Gallaudet University to see what DeafSpace looks like in action:

People who hear might not realize what role sound plays in everyday life. If you want a passerby's attention, you shout his name. If a professor needs to explain a math problem, it's not a problem to talk while writing concepts on the board.

But people who are deaf and hard of hearing depend on different senses to navigate everything from social interactions to academics. The concept of DeafSpace uses that experience to inform the design of environments.

Gallaudet University — a school located in Washington, DC, and the world’s only institution of higher education for the deaf and hard of hearing — is in the process of modifying the historic university’s campus to create a more inclusive environment for the deaf student body.

Hansel Bauman, the architect behind DeafSpace, has redesigned parts of Gallaudet's campus around five basic principles: space and proximity, sensory reach, mobility and proximity, light and color, and acoustics. DeafSpace is the project that has grown up around Bauman's work and is quickly gaining recognition both inside and outside deaf communities.



On our recent visit to the campus we sat down with Derrick Behm, a former student who now works in the Office of Campus Design and Planning. He walked us through some of the background of the DeafSpace project while also giving us a demonstration of how these concepts play out in action, which you can see in the video above.

National deaf team favourites in Dubai tournament

Lahore—Manager of Dubai bound Pakistan deaf cricket team, Zaheer ud Din Babar has described his team “favourite” to win the 4-nation Deaf international cricket council championship being played there from March 9 to 14.

“The team is a good combination of specialized players and we are confident of its success in the 50-overs format”,he told APP here on Wednesday. The team will leave for Dubai on March 6 and will play its opening match against India on March 9. The two other participating teams are England and South Africa. The deaf team official while throwing light on the preparation of the team for the event said it was currently engaged in practice matches which will end on March 5.
“The purpose of series of these matches is to help the players to fully warm up for the event in which we will be facing tough challenge from England and South Africa and India”,he said.

Zaheer said Pak team is also the winner of the Asia Cup held in Pakistan last year.To a question,he said the team is fully prepared to defy Indian challenge in the event as Pak team has some good all rounders including Zaka,Nadeem,Gohar and Qamar, besides having medium pacers in Adnan, Nadeem and Naeem and Shakeel in the role of a spinner.
