Kanpur: Hearing And Speech Impaired Girl Sexually Assaulted at School

Kanpur, Aug 13: A hearing and speech impaired girl was allegedly sexually assaulted at her school in Rail Bazar police station area in Kanpur, Uttar Pradesh. The girl’s mother informed the police after the school authorities refused to help her in identifying the accused. The incident came to light on Saturday when the minor victim refused to go to the school.

“Through actions, she informed us that she had been sexually assaulted at her school,” her mother said. The girl is a student of a non-government organisation (NGO) in Kanpur city.

It is not yet clear if the girl was assaulted in school or some other place as she is unable to speak, Station house officer, Rail Bazar, Manoj Raghuvanshi said. “The girl will be taken to school on Monday to identify the accused. The girl has been sent for medical examination,” he said.

This has come a few weeks after at least 24 girls were rescued from the shelter in Deoria after one of them, who had escaped on Sunday night, told the police that they were treated like servants by the shelter homeowners and were sexually assaulted by visitors. Following the revelation, the manager of the ‘Ma Vindhyavasini Mahila Prashikshan Evam Samaj Seva Sansthan’ and his wife have been arrested.

“The girl who escaped had been staying at the home for the last three years. She said they treated her like a servant. She also told us many girls were taken away in cars at night. They returned in the morning and cried through the day. Adoptions were also happening in an illegal manner here,” NDTV quoted Superintendent of Police Rohan P Kanay as saying.

BHOPAL: The alleged rape and molestation of four speech and hearing impaired Industrial Training Institute (ITI) girl students by the head of a private girls hostel, Ashwini Sharma, in Bhopal is turning into a major political issue in poll-bound Madhya Pradesh.

The Opposition Congress will stage statewide protests and demonstrations over the issue at all 51 district headquarters on Tuesday.

According to Chandraprabhash Shekhar, the state Congress vice president and party's organization in-charge in the central Indian state, all district party units and frontal organizations have been asked to hold protests and demonstration at district collectorates across MP on Tuesday.

The party office-bearers in each district will hand over a memorandum to respective district collectors to make public the details of security arrangements at shelter houses and girls' hostels in the area of their jurisdiction as also details about inspections made by authorities at all concerned shelter homes and hostels, added Shekhar.

In Indore, meanwhile, state Congress' media in-charge Shobha Oza demanded the resignation of MP minister for social justice and disabled persons welfare Gopal Bharagava, for rendering "misleading" information in the serious matter.

"The minister (Bharagava) had recently told journalists that no financial grant was sanctioned by his department to the concerned private girls' hostel, which is factually incorrect. Instead, the truth is that money was sanctioned by the social justice department to the hostel run by accused Ashwini Sharma," alleged Oza while releasing before journalists an official document dated December 2016 in which clearance has been given by the department as a special case to render funds worth Rs 1800 per student to 74 speech and hearing impaired ITI-Bhopal students staying at the hostels run under Sharma's Kritarth Boys Hostel.

While alleging that the special investigation team (SIT) constituted to probe the matter is nothing, but institutional exercise aimed to cover up the matter, Oza, demanded a CBI probe into the entire episode. She also questioned why statements of only 4 molestation and rape victim girls were being recorded by SIT in the matter when there were 70 more speech and impaired students who were staying at the private hostel run by Sharma.

The Congress leader reiterated that Sharma had links with BJP and RSS and also a bonding with the CM, exposed by a video in which CM Shivraj Singh Chouhan is seen patting Sharma's back during 2013 Uttarakhand flood tragedy relief work.

In Bhopal, meanwhile, the accused Ashwini Sharma was produced before a local court, which extended his police remand period by a day till Tuesday.

Sources connected to the ongoing SIT probe confided to the The New Indian Express that under the scanner are documents of communication between Sharma and social justice department of state government, which suggest that money was sanctioned by the state government to only Kritarth Boys Hostel run by the accused. This suggested that the private girls' hostel being run by him at Crystal Ideal City (CIC) residential township in Bhopal's Awadhpuri area could have been illegal.

If sources are to be believed further, the SIT is also analyzing certain video clips relevant to the entire case.

கடந்த புதன்கிழமை அன்றே கைது செய்யப்பட்ட விடுதி இயக்குநர் அஷ்வனி குமார் மீது வன்புணர்வு, மிரட்டல், சட்டவிரோதமாக அடைத்து வத்தல், தலித்துக்கு எதிரான வன்கொடுமை ஆகிய பிரிவுகள் மீது வழக்குகள் பதிவுசெய்யப்பட்டுள்ளன.

தற்போது புகார் அளித்துள்ள 23 வயது பெண் மத்தியப் பிரேதசத்தின் தார் மாவட்டத்தைச் சேர்ந்தவர் ஆவார். இவருடன் சேர்த்து மொத்தம் நான்கு பெண்களை அவத்புரியின் கிரிஸ்டல் ஐடியல் சிட்டியில் உள்ள ஒரு தனி வீட்டில், தனியார் விடுதி இயக்குநரான அஷ்வினி குமார் அடைத்து வைத்திருந்ததாகக் கூறப்படுகிறது.

இப்புகார் குறித்து, போபால் காவல்துறையின் மூத்த அதிகாரி தர்மேந்திரா கூறுகையில், "நான் இந்தூர் காவல்துறையுடன் தொடர்பில் உள்ளேன். புகார் மீது வழக்குப் பதிவு செய்து விவரங்களை மேல் விசாரணைக்காக போபால் காவல்துறைக்கு அனுப்புமாறு அவர்களைக் கேட்டுக்கொண்டுள்ளேன்" என்றார்.

மேலும் மாநிலம் முழுவதும் பெண்கள் விடுதிகளில் மாதாந்திர சோதனைகளை நடத்த அரசு உத்தரவிட்டுள்ளது.

இதனிடையே காங்கிரஸ் கட்சி, "அண்மையில் பீகாரில் குழந்தைகளை வன்புணர்ந்து சித்திரவதை செய்த வழக்கில் கைது செய்யப்பட்ட பிரஜேஷ் தாகூர் என்னும் நபரைப் போலவே அஷ்வினி குமாரும் பாஜகவுடன் தொடர்புடையவர்" என்று குற்றம்சாட்டியுள்ளது. இதுகுறித்து வீடியோ ஒன்றை வெளியிட்ட காங்கிரஸ் செய்தித்தொடர்பாளர் ஷோபா ஆஸ், "கைது செய்யப்பட்ட அஷ்வினி குமார் ஒரு ஆர்எஸ்எஸ் செயற்பாட்டாளர். முதல்வர் சிவராஜ் சிங் சவுகானின் ஆசி பெற்றவர்" என்று கூறினார். காங்கிரஸ் வெளியிட்ட வீடியோவில், அஷ்வினி குமார் முதல்வர் சிவராஷ் சிங் சவுகானோடு நெருக்கமாக நின்றிருப்பதாகவும் அவரின் பாதத்தைத் தொட்டு ஆசி பெறுவதாகவும் காட்சிகள் உள்ளன.

Overcoming handicap: 17-year-old Diksha Dagar overcomes disability to pursue golf

Diksha Dagar, the No 1 woman amateur in the country, is ‘profound deaf’ but the 17-year-old hasn’t let the disability come in the way of pursuing golf.

“When I hit the ball, I can judge by the feeling on contact whether I have hit it well. If I have, I don’t even have to look up to see where the ball has gone. If I haven’t, I just have to implore the ball to go, go, go.”

That may be the standard response for any golfer, but is especially so in the case of a player who can’t necessarily judge the quality of the shot by the sound of the club making contact with the ball. Like Diksha Dagar. The left-hander looks like any other promising young golfer from a distance. Till you interact with her.

Diksha is “profound deaf”, a condition which, according to the website hear-it.org, means she is very hard of hearing and relies mostly on lip-reading, and/or sign language.

That hasn’t prevented the 17-year-old from being the No.1 woman amateur golfer in the country for the last three years and according to coach Amandeep Johl, a strong medal prospect at the upcoming Asian Games, where she will feature along with Ridhima Dilawari and Sifat Sagoo in the individual as well as the team competition. And she will be going to Indonesia in prime form.

Her last event was the Malaysian Ladies Amateur Championship in Putrajaya, where she finished third. With Ridhima second and Sifat fifth, the Indians comfortably won the team trophy. It came close on the heels of a title triumph at the World Deaf Golf Championship in Ireland. The next best competitor finished as many as 26 shots back.

It is all part of a recent purple patch in which she ended tied fifth at the prestigious Queen Sirikit Cup in Thailand in May, a couple of months after winning the Singapore Ladies Amateur Open. Her impressive results have not been confined to the ongoing calendar year either. In 2017, she clinched her maiden Women’s Pro Golf Tour title, while still being an amateur, as she lapped the field by a whopping 11 shots at the Classic Golf & Country Club, Manesar. And she also has a silver medal from last year’s Deaflympics in Turkey.

Such results will naturally fill any golfer with good vibes. “I am aiming for gold medal in both the individual and team categories,” the Class XII student from Army Public School, Dhaula Kuan, said haltingly, but the determination in her voice was evident.

With all three Indian players in decent form, a first-ever medal for Indian women golfers at the Asian Games is a distinct possibility. And they will not be stepping into alien territory when they tee off at the Pondok Indah Golf Course in Jakarta.

“It is a long course but very narrow. There are several water hazards and bunkers on every hole. It is a tough place to play and course management will be key there. But I’m confident of playing well there,” the tall teenager said with an air of confidence. “Korea, Japan and Thailand will be our toughest competitors, but we will not be intimidated by anyone.”

Family behind the success

If Diksha comes back from Indonesia with a medal, it will belong as much to her family as to her personally. It is her parents who have helped her make light of her hearing disability and get one up on the sporting turf. Narinder Dagar is a colonel in the Indian Army and is not easily cowed down by adversity and setbacks. After seeing his son Yogesh, three years Diksha’s senior, suffer the same ailment, he was determined to do everything in his power to help her lead as normal a life as possible.

“The signs were there when she was just a few months old. She was not responding to sound. We had the same issue in the case of her brother and had a better idea about what needed to be done. Medical technology had also improved in the meantime,” Dagar said.

“We had a cochlear implant done on her before she was six years old. Having one in each ear would have been ideal, but one is better than none. We also had an implant done for our son, but he was much older by then.”

Dagar understood, from personal experience, that sports would provide as great an opportunity as any to instill confidence in his offspring. A product of Sports School, Haryana, he represented the Army in golf and played good enough hockey to be called up for the senior national camp.

Apart from golf, Diksha was proficient in tennis, swimming and athletics. As far as academics are concerned, the family has taken a pragmatic view. “If you want to excel in sports, you will have to compromise somewhere. If someone is representing the country, she cannot attend school as regularly as other students.

“Diksha has taken up the commerce stream as it would allow her more time to pursue golf. As far as any academic problems due to the hearing ailment are concerned, that is taken care of by sitting on the front benches in class and the teacher paying a little extra attention,” Diksha’s father said.

The parents play a significant role in Diksha’s career on the course as well. Either of them is at hand for the daughter as caddie at most tournaments. There was a family picnic of sorts at the recent World Deaf Golf Championship in Ireland where Narinder was on Yogesh’s bag while his wife Sunita caddied for Diksha.

Nat’l conference on neonatal deafness

Amritsar, August 12, Sri Guru Ram Das University of Health Sciences organised its first national conference themed ‘Screening of universal neonatal deafness (SOUND) for early identification and intervention of children with hearing impairment for facilitating societal inclusion on Sunday.

It is the first private university empanelled under the ‘Assistance to disabled persons for purchase or fitting of aids and appliances’ (ADIP), a Central Government scheme.

Dr Manjit Singh Uppal, Director, SGRD University, said under this project, the university was screening 180 newborn children on an average monthly for deafness, using OAE test. The newborns and those came for immunisation are being screened bedside as well as in ENT–OPD to identify deaf children. Regular camps are being organised in nearby villages as well as civil hospitals to screen deaf children. Early identification of deaf children leads to early treatment.”

Dr AK Sinha said an estimate showed that in India, around 35,000 children needed cochlear implant annually. The Central Government has made a provision to sponsor 500 needy under the scheme which is a minuscule number as compared to actual requirement. Till date, more than 1,000 cochlear implant surgeries have been successfully conducted in the country, under the ADIP scheme. He opined it was heartening that public sector undertakings and corporate sectors were coming forward to fulfill their corporate social responsibilities by helping the persons with disabilities (divyangjans).

12.08.2018, Indore: One more hearing-and-speech impaired tribal woman in Madhya Pradesh has lodged a police complaint against the director of a hostel in Bhopal for allegedly raping her after showing pornographic material to her.

A case was registered in Bhopal on Saturday against Ashwini Sharma, the hostel's director, based on a complaint filed by the 23-year-old woman, a native of Dhar district, Indore's Hira Nagar police station in-charge Mahendra Singh Bhadauria said on Sunday.

The victim, in her complaint, has accused Sharma of raping her after showing pornographic material to her, the official said, but did not divulge any further details.

The alleged incident occurred between December 2017 and February 2018, when the woman was staying in Sharma's hostel in Bhopal for her studies, Bhadauria said.

Based on her complaint, a case was registered under IPC sections 376 (rape), 377 (unnatural offence) and the relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

The case diary was being transferred to the Bhopal Police for further investigation, Bhadauria said.

Sharma was arrested in Bhopal on August 8 after another 20-year-old deaf-and-mute woman lodged a police complaint, accusing him of repeatedly raping her during her stay in the hostel over the last three years.

So far, four FIRs have been lodged by the police on the basis of separate complaints from four deaf-and-mute women, including two sisters, accusing Sharma of sexually exploiting them.

The police had earlier said the accused used to run a hostel for hearing-and-speech impaired people in the Awadhpuri area of Bhopal.

Inspector General of Police (Intelligence) Makrand Deuskar had last week said the police would talk to all the inmates of the hostel.

On August 9, the opposition Congress had claimed that the hostel was aided by the Madhya Pradesh government's Social Justice department and demanded a thorough investigation into the incident and a social audit of all such hostels.

The party had drawn parallels with the Muzaffarpur (Bihar) and Deoria (Uttar Pradesh) shelter home rape cases, which have rocked the country after being unearthed in April-May and August respectively.

The Congress had on Saturday claimed that the accused is an "activist of the RSS" and "enjoys the blessings" of Madhya Pradesh Chief Minister Shivraj Singh Chouhan.

Madhya Pradesh Congress's chief spokesperson Shobha Oza had also released a video, in which Sharma was seen standing close to Chouhan and touching the latter's feet.

She had alleged that Sharma's Facebook account was deleted to hide his connection with BJP leaders.

While the police had on Friday announced the setting up of a Special Investigation Team (SIT) to probe the case, Oza had said the Congress did not have "faith" in it.

பிஹாரைத் தொடர்ந்து உத்தரப் பிரதேசத்திலும், காப்பகத்தில் தங்கியிருந்த சிறுமிகள் பாலியல் பலாத்காரத்திற்கு ஆளான சம்பவம் நடந்துள்ளது. அந்தக் காப்பகத்தில் இருந்து 24 சிறுமிகள் மீட்கப்பட்டுள்ளனர்.

பிஹார் மாநிலம் முசாபர் நகர் மாவட்டத்தில், சேவாக் சங்கல்ப் இவான் விகாஷ் சமிதி சார்பில் சிறுமிகளுக்கான காப்பகம் ஒன்று செயல்பட்டு வருகிறது. இந்தக் காப்பகத்தில் காது கேளாத, வாய்பேச முடியாத, மனநலம் பாதிக்கப்பட்ட 11 வயது முதல் 17 வயது வரையிலான சிறுமிகள் தங்கி இருக்கின்றனர். இவர்களுக்கு இரவு உணவில் மயக்க மருந்து கொடுத்து அந்தக் காப்பகம் நடத்துபவர்கள் பலாத்காரம் செய்துள்ளனர்.

இந்த விவகாரம் சமீபத்தில் வெளியாகி பெரும் அதிர்வலையை ஏற்படுத்தியது. அந்தக் காப்பகம் நடத்துவோரும், அங்கு பணியாற்றும் ஊழியர்களும் காப்பகத்தில் உள்ள 34 சிறுமிகளைப் பலாத்காரம் செய்துள்ளதாகவும் குற்றச்சாட்டு எழுந்தது.

இது குறித்து போலீஸார் வழக்குப் பதிவு செய்து அந்தக் காப்பகத்தின் உரிமையாளர்கள், ஊழியர்களைக் கைது செய்து விசாரணை நடத்தி வருகின்றனர்.

இந்நிலையில் உத்தரப் பிரதேச மாநிலத்திலும் இதேபோன்ற சம்பவம் நடந்துள்ளது. தியோரா மாவட்டத்தில் உள்ள காப்பகம் ஒன்றில் இருந்து தப்பி வந்த சிறுமி ஒருவர் போலீஸில் புகார் அளித்தார். அப்போது, அந்தக் காப்பத்தில் உள்ள சிறுமிகள் முறைகேடான வகையில் பாலியல் பலாத்காரத்துக்கு ஆளாகி வருகின்றனர்.

ஒவ்வொரு நாளும் இரவுதோறும் வாகனம் ஒன்று வந்து சிறுமிகளை ஏற்றிச் செல்வதாகவும், பின்னர் அதிகாலையில் திரும்பி வந்து விட்டுச் சென்றதாகவம் கூறினார். இதுமட்டுமின்றி அந்தச் சிறுமிகளை மிக மோசமாக நடத்துவதாகவும் அந்தச் சிறுமி கூறினார்.

இதையடுத்து அந்தக் காப்பத்தில் சோதனையிட்ட போலீஸார் 24 சிறுமிகளை மீட்டனர். அந்தக் காப்பகத்தில் இருந்த 18 சிறுமிகள் காணாமல் போயுள்ளனர். இந்தக் காப்பகத்தை மோகன் திரிபாதி, கிரிஜா திரிபாதி ஆகிய இருவர் நடந்து வருகின்றனர்.

அவர்களை போலீஸார் கைது செய்ததுடன், காப்பகத்துக்கும் சீல் வைத்துள்ளனர். அந்தக் காப்பகத்தில் இருந்து மீட்கப்பட்டு சிறுமிகள் அனைவரும் மருத்துவப் பரிசோதனைக்கு அனுப்பப்பட்டுள்ளனர்.

இந்தக் காப்பகத்துக்கு முன்பு அரசு நிதியுதவி அளித்து வந்த நிலையில், 2017-ம் ஆண்டு இந்த உதவி நிறுத்தப்பட்டுள்ளது. காப்பகம் குறித்து பல்வேறு நிதி தொடர்பான புகார்கள் வந்ததால் நிதியுதவி நிறுத்தப்பட்டது. அதன் பிறகு அந்தக் காப்பகத்தை உரிமையாளர்கள் நடந்தி வந்துள்ளனர்.

இந்த சம்பவம் பெரும் அதிர்ச்சியை ஏற்படுத்தியுள்ள நிலையில், இதுகுறித்து விசாரணை நடத்த முதல்வர் யோகி ஆதித்யநாத் உத்தரவிட்டுள்ளார்.

காதுகேளாத மாற்றுத்திறனாளி மாணவிகளின் 94 மெழுகுவத்தி அஞ்சலி!


09.08.2018, சென்னையில் உள்ள அரசு உதவிபெறும் பள்ளியில் பயிலும் மாற்றுத்திறனாளிகள் மாணவிகள், 94 மெழுகுவத்திகளை ஏற்றி கருணாநிதிக்கு அஞ்சலி செலுத்தினர்.

தி.மு.க. தலைவர் கருணாநிதி, 94 வயதில் மரணமடைந்தார். அவரின் உடல், மெரினாவில் உள்ள அண்ணா நினைவிடத்தில் அரசு மரியாதையுடன் நல்லடக்கம் செய்யப்பட்டது. முன்னதாகக் கருணாநிதியின் உடலுக்கு ராஜாஜி அரங்கில் ஏராளமானவர்கள் நேரில் சென்று அஞ்சலி செலுத்தினர். இதன்காரணமாகத் தமிழகம் முழுவதும் நேற்று விடுமுறை அளிக்கப்பட்டது.

வழக்கம்போல இன்று கல்வி நிலையங்கள், அலுவலகங்கள் செயல்படத் தொடங்கின. சென்னை, அண்ணா மேம்பாலம் அருகில் உள்ள அரசு உதவிபெறும் பள்ளியான லிட்டில் பிளவர் காதுகேளாதோர் கான்வென்ட்டில் கருணாநிதிக்கு அஞ்சலி செலுத்தும் நிகழ்ச்சி நடந்தது. பள்ளியின் முதல்வர் ஜெஸிந்தா ரோஸ்லின் தலைமையில் ஆசிரியைகள், மாணவ, மாணவிகள் மெழுகுவத்திகளை ஏற்றி அஞ்சலி செலுத்தினர். கருணாநிதியின் வயதைக் குறிக்கும் வகையில் 94 மெழுகுவத்திகள் ஏற்றப்பட்டன. அதாவது, 94 என்று எழுதப்பட்டு அதில் 94 மெழுகுவத்திகள் ஏற்றி ஆசிரியைகளும் மாணவ, மாணவிகளும் மௌன அஞ்சலி செலுத்தினர். நிகழ்ச்சியில் கருணாநிதி மரணம் குறித்து வெளியான செய்திகளைச் சேகரித்த மாணவிகள் அதற்கு முன்புதான் மெழுகுவத்திகளை ஏற்றியது குறிப்பிடத்தக்கது.
