A deaf and blind dog in Lucknow got a new lease of life after a man built a robot to take care of him. Milind Raja, a robot enthusist, rescued the dog during the pandemic-forced lockdown and brought him home. He built a robot to feed the dog when he's not at home.

"I found this dog when the pandemic was at its peak. I took him to the vet who told me that he's blind and deaf. So I built a robot, which feeds and monitors him, in my absence," Milind Raja was quoted by news agency ANI as saying.

Udupi: Rape of deaf and mute minor girl proved in court, verdict reserved

Udupi, Feb 20: District additional and sessions POCSO special court justice Yadav Vanamala Anand Rao who heard arguments of the case involving the rape of 15 year old deaf and mute girl making her deliver a baby girl has concluded that the guilt of the accused are proved and reserved the verdict for February 22.

The case was registered in Karkala rural police station in 2019. Harish (33), the neighbour of 15-year-old deaf and mute girl had escorted her to his residence and raped her. The matter did not surface as the girl was deaf and dumb. She suffered stomach pain on a night in 2019 and was bleeding. She was taken to the hospital, where she had delivered a baby girl. The mother of the victim had complained to the police. The girl who had studied till seventh standard had identified the accused by hand signs and writing. The accused was arrested under POCSO Act.

The then Karkala in charge CPI Mahesh Prasad initially conducted investigations. Circle police inspector Sampath Kumar who conducted investigations subsequent to it had submitted a charge sheet to the court. 13 witnesses including the mother of the victim out of 22 witnesses had testified in the court. The DNA report also was conducive.

The then audiology department staff of Udupi district hospital Kamala Boyer had helped the victim to register her statement in the court. Manipal KMC hospital speech and hearing therapy division’s Dr Kishan and Dr Bhargavi P G had assisted under court directions.

From names of banks, political parties, websites and apps to fast food dishes like pani puri and momos, the third edition of the digital Indian Sign Language dictionary launched on Wednesday included 10,000 terms across six categories.

The dictionary, prepared by the Indian Sign Language Research and Training Centre under the Social Justice and Empowerment Ministry, included terms of daily use, academic, legal and administrative, medical, technical and agricultural terms, SJE Minister Thaawarchand Gehlot said releasing the dictionary virtually.

Available as a Google document and videos on YouTube, the dictionary includes the sign, the English term and pictures wherever relevant, a Department of Empowerment of Persons with Disabilities statement said. The dictionary also includes terms used in different regions, including momos from Dehradun, bandit from Munger, Bihar, and tug of war from Haryana. Arranged marriage, break-up and live-in relationship also find a mention.

Mr. Gehlot said the project of making education materials accessible for students of Class 1 to 5 by the ISLRTC and the NCERT would be completed by March 31.

Involvement of community

“The dictionary has been made with the full involvement of the deaf community by ensuring that only deaf experts have provided the signs for the dictionary...Since the launch of the first edition in 2018, the ISL dictionary has been utilised by special educators, ISL interpreters, parents of children with hearing disabilities, professionals in the field, organisations working with people with hearing disabilities and by the general public,” the statement said.

The first edition was launched in March 2018 with 3,000 terms, followed by the second edition in February 2019 that had 6,000 terms.

இதுகுறித்து பலமுறை மாற்றுத்திறனாளி அலுவலகத்தை தொடர்பு கொண்டு கேட்டபோதும் அவர்கள் எந்த நடவடிக்கையும் எடுக்கவில்லை என்றனர். இதையடுத்து, அங்கு வந்த போலீசார் அவரிடம் பேச்சுவார்த்தையில் ஈடுபட்டனர். இருப்பினும் இதை ஏற்றுக்கொள்ளாத மாற்றுத்திறனாளிகள் தங்களுக்கு உடனடியாக தீர்வு கண்டு செல்போன் கிடைக்க நடவடிக்கை எடுக்காவிட்டால் இங்கிருந்து செல்ல மாட்டோம் என கூறி கலெக்டர் அலுவலக நுழைவு வாயில் முன்பு திடீரென அமர்ந்து தர்ணா போராட்டத்தில் ஈடுபட்டனர்.

இச்சம்பவத்தால் கலெக்டர் அலுவலகத்தில் பரபரப்பு ஏற்பட்டது. பின்னர் அதிகாரிகள் மாற்றுத்திறனாளிகளிடம் அனைவருக்கும் செல்போன் கிடைக்க நடவடிக்கை எடுப்பதாக உறுதி அளித்ததை தொடர்ந்து அனைவரும் கலைந்து சென்றனர்.

Heart ailment cannot be included under disability: Supreme Court

The judgment comes on an appeal filed by a sailor for disability compensation

The Supreme Court on Wednesday said a heart ailment cannot be included as a disability under the Rights of Persons with Disabilities Act.

“Section 2(i) of the Act takes into account visual disability, locomotor disability, mental illness, mental retardation, hearing impairment and leprosy. A heart ailment is not covered within the definition of disability in the Act. We would hesitate to import words, which the legislature chose not to, in their definition of disability,” a three-judge Bench of Justices S.K. Kaul, Dinesh Maheshwari and Hrishikesh Roy observed.

The judgment came on an appeal filed by a sailor for disability compensation. The Bench upheld a judgment of the Patna High Court, which had concluded that the dilated cardiomyopathy condition suffered by the seaman would not facilitate any benefit to the appellant under Section 47 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act.

“In the case in hand, no linkage between the on-ship duty and the appellant’s medical condition could be established. The dilated cardiomyopathy condition of the appellant is neither a specified disability nor is the same relatable to the broad spectrum of impairments, which hinders his full and effective participation in society,” the court held.

Dilated cardiomyopathy is a condition in which the heart muscle becomes weakened and enlarged. As a result, the heart cannot pump enough blood to the rest of the body.

The petitioner, Nawal Kishore Sharma, had challenged the High Court’s rejection of his claim for disability compensation under clause 21 of the National Maritime Board Agreement.

KITE brings out audio books, sign language-adapted classes

Effort is to help the visually challenged and the hearing impaired

The State has taken another significant leap in digital inclusion by incorporating audio books, particularly helpful for visually challenged children, and sign language-adapted classes for hearing impaired children, in the First Bell digital classes.

The Kerala Infrastructure and Technology for Education (KITE) has released the audio books and the sign language-adapted classes for revision portions for Classes 10 and 12, highlighting the focus areas, for the annual examinations in March, as part of the classes aired through the KITE VICTERS educational channel.

The revision class audio books can be heard like one would listen to a radio programme and are easily downloadable and shareable on mp3 format. The entire Class 10 revision is covered in just 10 hours, says K. Anvar Sadath, CEO, KITE, in a statement here.

All material will be available on the First Bell portal firstbell.kite.kerala.gov.in The portal facilitates easy downloading and sharing of the audio books.

KITE has issued directions to the officials concerned to extend the broadband Internet facility provided to schools as part of the High-Tech School project to the students who require these.

Free software-based screen reading software ‘Orca’ has been installed in all laptops supplied to schools, and all visually challenged teachers are given specialised information and communications technology (ICT) training by KITE.

Visually challenged children are already listening to the audio of the First Bell digital classes in a big way. The exclusive audio books will be an added advantage to these students, says Mr. Sadath.

Sign-language

Specific classes with sign-language adapted content have also been developed for students with hearing disabilities. At present, these students are provided with special classes developed by their teachers at the school levels.

However, with the inclusion of sign language-adapted classes, they will be able to understand the revision classes in a more structured manner. The State Council of Educational Research and Training has provided sign-adapted training to teachers in the sector.

First Bell has completed telecast of over 6,300 classes (3,150 hours) till date, including for the Kannada and Tamil medium along with the general medium classes.

The White Board programme by the Samagra Shiksha, Kerala, for students with special needs is in place in the State. With the inclusion of the audio books and the sign-language adapted classes, the First Bell programme has created a new model of digital inclusion. This model will subsequently be replicated for all classes, says Mr. Sadath.

Gautam Gambhir lauds Indian Deaf Cricket Association (IDCA) for scheduling National Zonal Championship

New Delhi: Former India opening batsman Gautam Gambhir has lauded the Indian Deaf Cricket Association (IDCA) for taking the initiative to organise the 50-over National Zonal Championship next month, ahead of the Deaf ICC World Cup 2022.

The tournament to be held from 1st to 5th March will witness talents from across the country compete for the title.

The performances in this tournament will define players' chances of securing a place in next year's Deaf ICC World Cup to be held in Dubai.

"I am proud of the initiative taken by the Deaf Cricket Association of India to promote cricket and for introducing the National Zonal Championship tournament prior to the Deaf ICC World Cup 2022," the cricketer-turned-politician said.

"This tournament is important for the players as their performance will be a critical aspect in their selection. I wish all the teams and the Deaf Cricket Association of India all the best for the upcoming World Cup," Gambhir added in a statement issued by IDCA.

The winners of the tournament will get a cash reward of Rs 1,00,001 while the runner-up team will be awarded a cash prize of Rs 50,001.
