Teaching and learning system for disabled students

New Delhi: Department of School Education & Literacy is implementing the Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA) at elementary level and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) at secondary level, whereby provision is made for inclusive education of children with special needs (CWSN), besides other components.The Sarva Shiksha Abhiyan is the main programme for universalising elementary education for all children between 6-14 years of age. Its overall goals include universal access and retention, bridging of gender and social category gaps in education and enhancement of learning levels of children. SSA focuses on providing inclusive education to CWSN, wherein children with and without disabilities participate and learn together in the same class. The major interventions for the education of CWSN are identification, functional and formal assessment, appropriate educational placement, preparation of Individualized Education Plan, provision of free aids and appliances, transport and/or escort support, teacher training, appointment of resource teachers, therapeutical support and barrier free access.
Under SSA, during the year 2017-18, 3762 assessment camps have been conducted, 65596 CWSN provided assistive devices, 16731 visually impaired children provided Braille Books and 37741 low vision children have been provided large print books, till 30.09.2017. Further, transport and escort support has been provided to 92539 and 75889 CWSN respectively. Therapeutical support has been provided to 137507 CWSN and 222602 teachers have been given training on curricular adaptations.
SSA provides approval @Rs. 3000/- per child per annum, of which at least Rs. 1000/- per child can be earmarked for engaging resource teachers exclusively for CWSN. SSA also has a provision of engagement of two resource persons per Block Resource Centre for CWSN. 18,934 such resource persons and resource teachers are currently engaged under SSA. These resource persons/teachers are technically qualified to teach CWSN.
The National Council of Educational Research & Training has developed exemplar material on curricular adaptations, inclusive teaching and how to adopt flexibility in evaluation for children with disabilities in inclusive classrooms. These handbooks, meant for primary and upper primary level teachers, cover all disabilities, including cognitive and intellectual disabilities, and have been disseminated to all States and UTs.
Under SSA, a series of five training modules has also been developed in collaboration with the World Bank. These modules aim to prepare teachers to work with children of all disabilities including children with Autism, Cerebral Palsy, Deaf blindness and hearing impairment in mainstream inclusive environments.
At the secondary level, the Ministry is implementing the scheme of Inclusive Education for Disabled at Secondary Stage (IEDSS) as part of RMSA with an objective to provide all students with disabilities an opportunity to complete four years of secondary schooling (Class IX to XII) in an inclusive and enabling environment. Under IEDSS component, central assistance is provided for student oriented assistance @ 3000/- per child per annum, besides support for engagement of special teachers, equipping resource room, making school barrier free, orientation of parents, administrators, educationists etc.
This information was given by the Minister of State (HRD), Shri Upendra Kushwaha today in a written reply to a Rajya Sabha question.
Top Court Grants Rs. 15 Lakh Compensation To Deaf And Mute Rape Survivor

The top court modified a Himachal Pradesh High Court order directing the payment of Rs. 30,000 per month for life as compensation to the survivor, who is 80 per cent handicapped.
NEW DELHI: The Supreme Court has granted a one-time compensation of Rs. 15 lakh to a hearing and speech impaired rape survivor from Himachal Pradesh who had delivered a girl child, modifying a high court order directing the state government to make monthly payments.
The top court said that it was not initially inclined to interfere with the high court order but later thought it necessary to make some appropriate arrangement regarding the payment of compensation to the survivor, having regard to her disability.
The top court modified a Himachal Pradesh High Court order directing the payment of Rs.30,000 per month for life as compensation to the survivor, who is 80 per cent handicapped.
"In the circumstances, we deem it appropriate to modify the order of the High Court insofar as it pertains to the payment of compensation to the survivor by directing the State to deposit an amount of Rs. 15 lakh in an interest bearing fixed deposit in the name of the survivor in any nationalised bank in consultation with the Member-Secretary of the Himachal Pradesh State Legal Services Authority...," a bench of justices J Chelameswar and Sanjay Kishan Kaul said.
It said that the interest accrued in the fixed deposit shall be withdrawable every month and be paid to the parents of the girl, so long as the parents are alive.
The court further directed for appropriate steps to be taken from time to time to ensure that the amount is actually spent on the welfare of the survivor.
Standing counsel Varinder Kumar Sharma appearing for the state said that instead of making monthly payments, as directed by the high court, it would be appropriate, that a lumpsum amount be directed to be paid to meet the ends of justice in the instant case.
The Himachal Pradesh government has challenged the high court order, saying there was no scheme for compensating the rape survivor for lifetime.
It had said that the quantum of compensation awarded by the high court was contrary to the scheme and the highest compensation payable was Rs. 1 lakh in case of death or disability equal to or more than 80 per cent.
The high court had on June 29, 2016, while dismissing the appeal of convict Rajneesh alias Vicky, said that the prosecutrix was doubly in disadvantageous position since she has to maintain herself and her baby.
"She belongs to the lowest strata of the society. She has already suffered a lot. Thus she needs a special rehabilitation," it had said and partially modified the trial court order to direct Rs. 10,000 per month as survivor compensation, in addition to Rs. 20,000 awarded to her by the trial court by way of fine, during her lifetime.
On June 26, 2015, a sessions court at Hamirpur in Himachal Pradesh had held Rajneesh guilty of rape and sentenced him to 10 years' rigorous imprisonment and a fine of Rs. 20,000.
According to the FIR lodged on December 26, 2013 by the parents of the survivor, the convict, taking advantage of the prosecutrix who is hearing and speech impaired, had raped her several times and impregnated her.

பாலியல் பலாத்காரத்தால் பாதிக்கப்பட்ட மாற்றுத் திறனாளி பெண்ணுக்கு ரூ.15 லட்சம் நஷ்டஈடு வழங்கும்படி இமாச்சல பிரதேச மாநில அரசுக்கு உச்ச நீதிமன்றம் உத்தரவிட்டுள்ளது.
இமாச்சல பிரதேசத்தைச் சேர்ந்த காது கேளாத மற்றும் வாய் பேச முடியாத மாற்றுத் திறனாளி பெண் ஒருவரை ரஜ்னீஷ் (எ) விக்கி என்ற வாலிபர் பாலியல் பலாத்காரம் செய்ததில் அப்பெண் கர்ப்பமடைந்தார். இதன்மூலம் அவருக்கு பெண் குழந்தை பிறந்தது. கடந்த 2013-ம் ஆண்டு நடந்த இச்சம்பவம் குறித்து பாதிக்கப்பட்ட பெண்ணின் பெற்றோர் அளித்த புகாரின் பேரில் வழக்கு பதிவு செய்யப்பட்டு ஹமீர்பூர் குற்றவியல் நீதிமன்றத்தில் விசாரணை நடந்தது. ரஜ்னீஷ் மீதான குற்றம் நிரூபிக்கப்பட்டு அவருக்கு 10 ஆண்டு கடுங்காவல் தண்டனை விதிக்கப்பட்டது. பாதிக்கப்பட்ட பெண்ணுக்கு மாதந்தோறும் ரூ.20,000 நஷ்டஈடு வழங்க உத்தரவிடப்பட்டது.
இந்த உத்தரவை எதிர்த்து தொடரப்பட்ட மேல்முறையீட்டு வழக்கு இமாச்சல பிரதேச உயர் நீதிமன்றத்தில் நடந்தது. இந்த மனுவை நிராகரித்த உயர் நீதிமன்றம், பாதிக்கப்பட்ட பெண்ணுக்கு மாதந்தோறும் ரூ.30,000 நஷ்ட ஈட்டு தொகை வழங்க வேண்டும் என்று மாநில அரசுக்கு உத்தரவிட்டது. இதை எதிர்த்து இமாச்சல பிரதேச அரசு சார்பில் உச்ச நீதிமன்றத்தில் வழக்கு தொடரப்பட்டது. மனுவில், “பாலியல் பலாத்காரத்தால் பாதிக்கப்பட்ட பெண்ணுக்கு வாழ்நாள் முழுவதும் நஷ்டஈடு வழங்க எந்த திட்டமும் அரசிடம் இல்லை. பாதிக்கப்பட்டவர் இறந்தால் அல்லது உடல் உறுப்பு பாதிக்கப்பட்டால் அதிகபட்சமாக ரூ.1 லட்சம் வழங்குவதற்கு மட்டுமே மாநில அரசு திட்டத்தில் இடமுண்டு. எனவே, உயர் நீதிமன்ற உத்தரவை ரத்து செய்ய வேண்டும்” என்று கோரப்பட்டது.
உச்ச நீதிமன்ற நீதிபதிகள் ஜெ.சலமேஸ்வர், எஸ்.கே.கவுல் அடங்கிய அமர்வு முன்பாக இம்மனு விசாரணைக்கு வந்தது. வழக்கை விசாரித்த நீதிபதிகள், “இந்த விஷயத்தில் உயர் நீதிமன்றத்தின் உத்தரவில் நாங்கள் தலையிட விரும்பாவிட்டாலும், பாதிக்கப்பட்ட பெண் 80 சதவீத பாதிப்புள்ள மாற்றுத்திறனாளி என்பதையும் அவர் ஒரு பெண் குழந்தையின் தாய் என்பதையும் மனதில் கொண்டு உத்தரவை மாற்றியமைக்க விரும்புகிறோம். பாதிக்கப்பட்ட பெண்ணுக்கு இமாச்சல பிரதேச அரசு ரூ.15 லட்சம் உடனடியாக நிவாரணம் வழங்க வேண்டும். இந்த தொகையை தேசியமயமாக்கப்பட்ட வங்கி ஒன்றில் வைப்பு நிதியாக செலுத்தி அதிலிருந்து கிடைக்கும் வட்டியை அவரது பெற்றோரிடம் வழங்க வேண்டும். அந்த வட்டித் தொகை பாதிக்கப்பட்ட பெண்ணின் நலனுக்காக செலவழிக்கப்படுகிறதா என்பதை அவ்வப்போது கண்காணிக்க வேண்டும்” என்றும் உத்தரவிட்டனர்.

A minor hearing and speech impaired girl was raped in a private travel bus in the coastal town of Visakhapatnam in Andhra Pradesh.
Though the incident took place in the afternoon on December 30, it came to light today after the girl's family approached the police.
According to the police, SEZ private travel bus driver C Viswanathan raped the girl inside the bus on December 30 in the premises of VSEZ (Visakhapatnam Special Economic Zone), where the girl was working as a gardener.
After being raped, the victim was threatened by the bus driver to keep the incident quiet.
The victim's family grew suspicious after noticing some physical disabilities in her. The inquired about and came to know about the heinous act.
"Based on the complaint, police has registered a case under relevant sections of Nirbhaya Act, SC/ST Act and POSCO (Protection of Children from Sexual Offences) Act, and has started an investigation," said South zone ACP J Ram Mohan Rao.

இதில் கரூர் மாவட்டத்தில் இருந்தும், தமிழகத்தின் பல்வேறு பகுதிகளில் இருந்தும் ஏராளமான மாற்றுத்திறனாளிகள் கலந்து கொண்டனர்.
போட்டியானது செஸ் மற்றும் கேரம் என இரு வேறு பிரிவுகளில் நடத்தப்பட்டது. இறுதியாக போட்டியில் பங்கேற்றவர்களுக்கு சிறப்பு பரிசுகளும், சான்றிதழ்களும் வழங்கப்பட்டது.

பாகிஸ்தானின் லாகூர் பகுதியைச் சேர்ந்த சிறுவன் ஹுசைன் (12) கடந்த மே மாதம் இந்தியாவின் பஞ்சாப் எல்லைக்குள் நுழைந்தான். அவனை எல்லைப் பாதுகாப்புப் படையினர் பிடித்து உள்ளூர் போலீஸில் ஒப்படைத்தனர்.
அந்த சிறுவன் காது கேளாத, பேச முடியாத மாற்றுத் திறனாளி என தெரியவந்தது. இதனால் அவனது முகவரியை கண்டறிவதில் சிக்கல் ஏற்பட்டது. இதுகுறித்து பாகிஸ்தான் அரசுக்கு தகவல் தெரிவிக்கப்பட்டது. அந்த சிறுவன் லாகூரை சேர்ந்த ஜாவித் இக்பாலின் மகன் ஹுசைன் என தெரியவந்தது. இதையடுத்து சிறுவனை பாகிஸ்தானுக்கு திருப்பி அனுப்ப மத்திய உள்துறை அமைச்சகம் நேற்று உத்தரவிட்டது.

மதுரை அரசு ராஜாஜி மருத்துவமனையில் இன்று ஆடியோ வெர்பெல் தெரப்பி எனும் காக்ளியர் அறுவைசிகிச்சை செய்துகொண்ட குழந்தைகளுக்கான சிறப்புப் பேச்சுப் பயிற்சிக்கான முறை கொண்டுவரப்பட்டது. அரசு மருத்துவமனையிலையே வயதுவரம்பு அரசு காப்பீட்டுத் திட்டம் உள்ளிட்டவை மூலம் இந்தத் திட்டத்தில் பயன்பெறலாம் என மருத்துவர்கள் தெரிவித்தனர்.இது குறித்து ராஜாஜி மருத்துவமனையின் முதல்வர் மருதுபாண்டி கூறுகையில், “தென் தமிழகத்தில் அரசு ராஜாஜி மருத்துவமனையில் பிறவியிலே முற்றிலும் காது கேளாத, வாய் பேசாத 6 வயதுக்கு உட்பட்ட குழந்தைகளுக்கு ரூபாய் 7 லட்சம் பெறுமான காக்ளியர் இம்ப்ளான்ட் அறுவைசிகிச்சை முதலமைச்சரின் விரிவான காப்பீட்டுத் திட்டத்தின் கீழ் கடந்த 2015 ஜனவரி முதல் தற்போதுவரை 61 குழந்தைகளுக்கு இலவசமாக அறுவைசிகிச்சை சிறப்பாகச் செய்யப்படுகிறது . இதுவரை 50 குழந்தைகளுக்கு அறுவைசிகிச்சை செய்துகொண்டு இன்று நல்ல முறையில் காது கேட்கவும் பேசிக் கொண்டும் உள்ளனர்.

A Pakistani child with hearing and speech disabilities who had been behind bars in India was finally set free on Monday.
A spokesperson for the Pakistani High Commission, New Delhi said that Hasnain, 15-year-old, who couldn’t hear or talk, was handed over to officials at Wagah border, Express News reported.
He was arrested by the Indian Border Security Force (BSF) on May 17, 2017 after he couldn’t tell them details of his whereabouts.
Hasnain had been kept at a juvenile medical care unit in Fareed Kot, and was given consular access on November 21 this year.
Hasnain conveyed to officials during the consular access that he is Pakistani, and was able to identify Pakistani currency, flag and the picture of Quaid-e-Azam Muhammad Ali Jinnah.
During this entire process, the Pakistani High Commission remained in contact with Indian officials.
Earlier today, Pakistan and India exchanged lists of nuclear installations and prisoners through diplomatic channels between the two countries.
Pakistan conveyed details of 457 Indian prisoners in its jails. Of these, 399 are fishermen who had crossed into Pakistani waters, while 58 are civilians. Pakistan will release 146 fishermen on January 8.
