Hearing impaired may soon get driving licences

18.03.2016, New Delhi : Persons with hearing impairment may soon be able to get driving licences after passing tests. The road transport ministry is planning to incorporate provisions including some sort of "prominent identification" of vehicles driven by such persons.

Recently, social justice and empowerment minister Thawar Chand Gehlot had written to road transport minister Nitin Gadkari to look into this aspect and take necessary steps to enable hearing-impaired persons to get driving licence.

"We are considering all aspects. This is a genuine demand from one segment of the society and they must not be deprived of their right," Gadkari told TOI.

Ministry sources said they are considering options like pasting stickers on vehicles driven by the hearing-impaired to alert other drivers, as it is done in the case of vehicles driven by someone with a learner's licence or a "child on board" stamp.

"In case of drivers with hearing impairment, we can think of pasting such stickers both in the front and rear windscreens so that they can be spotted quickly. Safety of such drivers largely depends on how other drive," said a government official.

The demand for amendment of the law to allow such persons to have a driving licence has been going on for over a decade and some of the cases have also been referred to courts.

In February 2011, the Delhi high court, on a PIL filed by the National Association of the Deaf, had observed that people with hearing impairment can also drive and if they meet the necessary criteria and pass the test, they would be given driving licences. In 2009, the Central government had even told the Delhi high court that they were considering issuing licence to the hearing impaired.

The constitutional validity of Section 8(4) of Motor Vehicles Act was also challenged in the Bombay high court. The section says that if a person who has applied for a learner's driving licence suffers from a disease or a disability which might put the public or other vehicles in danger, the regional transport office may reject such application and refuse to issue the licence.

தூத்துக்குடியில் மாற்றுத்திறனாளி பெண்ணுக்கு பாலியல் தொந்தரவு அளித்ததாக தொடரப்பட்ட வழக்கில், குற்றம்சாட்டப்பட்ட மூவருக்கு தலா 8 ஆண்டு சிறைத் தண்டனையும், தலா ரூ.1 லட்சம் அபராதமும் விதித்து திருநெல்வேலி நீதிமன்றம் தீர்ப்பளித்தது.

தூத்துக்குடி அருகேயுள்ள டி. சவேரியார்புரம் பகுதியைச் சேர்ந்த, வாய் பேச இயலாத, காது கேளாத 38 வயதுப் பெண், கணவரை இழந்தவர். தன் தந்தையுடன் வசித்து வரும் இவர், ஆடு மேய்த்து வந்தார்.

கடந்த 18.11.2013இல் வழக்கம்போல் அப்பெண் தனது உறவுக்கார சிறுமியுடன் அங்குள்ள தோமஸ்புரம் காட்டுப் பகுதியில் ஆடு மேய்க்கச் சென்றார். அப்போது அங்கு வந்த டேவிஸ்புரத்தை சேர்ந்த சண்முகவேல் மகன் சரவணமுத்து (26), முனியசாமி மகன் செல்வம் (38), சௌந்திரபாண்டியன் மகன் லட்சுமணகுமார் (25) ஆகிய மூவரும் அப்பெண்ணுக்கு பாலியல் தொந்தரவு அளித்தனர். பின்னர், அப்பெண்ணை காட்டுப் பகுதிக்கு தூக்கிச் சென்றனர்.

உடன் சென்ற சிறுமி, தாளமுத்துநகர் காவல் நிலையத்துக்குச் சென்று தகவல் தெரிவித்தார். விரைந்து சென்ற போலீஸார், அப்பெண்ணிடம் பாலியல் பலாத்கார முயற்சியில் ஈடுபட்ட சரவணமுத்து, செல்வம், லட்சுமணகுமார் ஆகியோரை கைது செய்தனர்.

திருநெல்வேலி மாவட்ட 2ஆவது கூடுதல் அமர்வு நீதிமன்றத்தில் நடைபெற்று வந்த இவ்வழக்கில், நீதிபதி ஏ.அப்துல்காதர் செவ்வாய்க்கிழமை தீர்ப்பு கூறினார். குற்றம்சாட்டப்பட்ட மூவருக்கும் தலா 7 ஆண்டு சிறைத் தண்டனையும், தலா ரூ. 1 லட்சம் அபராதமும் விதித்தார். மற்றொரு பிரிவின் கீழ், மூவருக்கும் தலா ஓராண்டு சிறையும், தலா ரூ.1000 அபராதமும் விதித்துத் தீர்ப்பளித்தார்.

அபராதத் தொகை ரூ.3 லட்சத்தை பாதிக்கப்பட்ட பெண்ணுக்கு இழப்பீடாக வழங்க வேண்டும் என்றும், சிறைத் தண்டனையை மூவரும் தனித்தனியே அனுபவிக்க வேண்டும் என்றும் நீதிபதி தீர்ப்பில் குறிப்பிட்டுள்ளார்.

மாற்றுத் திறனாளிகளுக்கு விருது வழங்கிய விக்ரம், ரேவதி

 

 17.03.2016, சென்னையில் நடந்த மாற்றுத் திறனாளிகளுக்கான விருதுகள் விழாவில், நடிகர் விக்ரம் கலந்து கொண்டு விருதுகளை வழங்கி சிறப்பித்தார். மாற்றுத் திறனாளிகளுக்காக கவின்கேர் மற்றும் எபிலிட்டி தொண்டு நிறுவனம் இணைந்து நடத்திய, 14 வது விருது வழங்கும் விழா சமீபத்தில் நடைபெற்றது.

Coach of India’s deaf cricket team slams BCCI for lack of support

15.03.2016, Dubai: Coach of the Indian deaf cricket team, Himmat Singh, has slammed the Board of Control for Cricket in India (BCCI) for their lack of recognition and support.

India were the only side at the four-team Deaf International Cricket Council (DICC) Championship, which concluded at Sharjah Cricket Stadium on Monday, that isn’t officially recognised and funded by their own national body.

The three other participating teams, victors Pakistan, losing finalists England and South Africa, are all fully funded members of their respective associations, the Pakistan Cricket Board (PCB), England and Wales Cricket Board (ECB), and the South African Cricket Board of Control (SACBOC).

However, a report in a leading English daily in India, dated February 4, said that each Indian player had to raise Rs120,000 (Dh6,559) towards their flight, visa, food, accommodation and transport in order to take part in this week’s tournament in Dubai.

The newspaper reported that players relied heavily on hand-outs from charitable groups and individual donors, but Singh told Gulf News they also spent out of their own pockets.

“This is the sad part of the BCCI that they are not supporting us financially or in any other way,” he said via a sign language translator on the sidelines of the DICC Championship in Dubai.

“We pay for everything, spending our own money, distributing it between one another. All other countries are supporting their deaf teams but the BCCI haven’t supported us yet financially or morally.

“The BCCI is not listening to us and this behaviour should change. We’ve tried many times and will continue trying hard to get their attention and support, but still there is nothing from their side. We will not stop the hard work, it’s up to them if they recognise us or not.”

According to the latest BCCI annual report of 2014-15 published in November, the board consolidated its position as the world’s wealthiest cricket body, breaking the Rs50 billion (Dh2.7 billion) mark for the first time in its 87-year history.

The board earned a total Rs13.5 billion in the 2014/15 financial year taking their overall worth to Rs54 billion.

You can prevent hearing loss in your child

World Health Organisation (WHO) said in one its reports that there is an increasing prevalence of hearing problems among kids these days. The report clearly states that around 32 million children across the globe are impaired with disabling hearing loss.

The most startling fact about the report is that out of the total cases, around 60% were preventable. This simply means that approximately 19 million kids can be saved from developing irreversible hearing problems. Throwing light on the condition, Dr Etienne Krug, Director of the WHO Department for Management of Non communicable Diseases, Disability, Violence and Injury Prevention said, "A child who struggles to hear may also struggle to learn to speak, underachieve at school and end up socially isolated."

Dr Atul Mittal, ENT Director, Fortis Memorial Research Institute adds, "It is of utmost importance for us to take note of the signs that point towards the probable development of hearing problem in kids. Parents at any cost must not avoid problems reported by kids as ordinary. Many of the ear problems can be treated easily if diagnosed in time."

Why it happens?

The main causes of the problem as underlined by WHO are genetic causes, infections such as measles, mumps, rubella and meningitis and complications at birth, including prematurity, low birth weight and neonatal jaundice. It is also important to note that using medicines unknowingly can also lead to hearing loss.

Do's and don'ts

- Teachers and parents must never slap kids, landing the pressure close to their ears. Shock and trauma to ears can cause severe damage to ear drums resulting in loss of hearing capabilities.

-While bathing one should make sure that water does not enter the ears. Swimming in unclean water must be avoided at all costs. For those who swim regularly must use swimming caps.

- Infants must be medically tested for the presence of hearing problems. Early detection leads to better treatment, says Dr Mittal.

- No sharp object must be inserted in the ears.

- You must keep children away from loud music, could be from radio, television or any other source. The frequency of these at most times is more than enough to impact the hearing capability. Dr Mittal explains, "Loud music causes acoustic trauma to hearing abilities, children start developing hearing problems so steadily that you do not even get to know they have a hearing problem." He further adds that metal music or any other type of loud music must be avoided.

- Parents should make sure that children are timely immunized against infections like measles, mumps, rubella and meningitis. These infections cause hearing loss in children.

-There is a dire need for regular hearing screening programs for kids across ages at regular intervals. These programs are helpful in diagnosing hearing problems early on.

In the end, please note that if the doctor prescribes hearing devices for your kids, do not hesitate as it is only for the well being of your child.

New-look England ready for Deaf ICC Championship

England Deaf will have a new skipper in tomorrow's Deaf ICC Championship opener against South Africa in Dubai, with Paul Allen replacing 20-year incumbent Umesh Valjee.

Umesh Valjee has ended his 20-year run as captain

Valjee (MBE) first captained England Deaf in 1996 after making his Test debut against Australia in 1992 and among many achievements was named England Disability Cricketer of the Year in 2011.

Commenting on his decision, Valjee said: “After speaking with the management team I have decided the time is right for a change. It has been a great honour and a privilege to captain England Deaf since 1996 and I hope I have played a part in building a successful side over the years.

“Being a part of the team has made me the person I am today and I thank all past and present players and staff for allowing me this great honour for so long.

“I'm looking forward to continuing to play for England as long as I'm selected to do so.”

The Deaf ICC Championship is the first international series for England since their unbeaten tour to South Africa in 2013 and features a new-look management team including Head Coach Phil Hudson and Assistant Coach Mark Nash.

Hudson's squad will play three round-robin 50-over fixtures against South Africa, Pakistan and India ahead of the final and the third v fourth play-off, both of which take place on Monday 14 March.

Speaking about the importance of the tournament, ECB Head of Disability Cricket Ian Martin said: “The England Deaf team are really looking forward to testing themselves against international opposition in the forthcoming Deaf ICC Championship in Dubai.

“It will be the first international series the squad has played since completing a whitewash against South Africa in Pretoria in 2013.

“The team have been training very hard and hopefully they can top off a great 12 months for England’s disability teams and build on the successes of England Visually Impaired, Learning Disability and Physical Disability teams.”
