மதுரை: 'கொலை வழக்கில் வாய்பேச இயலாதோர் சாட்சியத்தை நீதிமன்றத்தில் அளித்தால்தான் செல்லும். போலீசில் அளிப்பது ஏற்புடையதல்ல. கொலை வழக்கில் குற்றச்சாட்டு நிரூபிக்கப்படாததால், ஒருவருக்கு கீழமை நீதிமன்றம் விதித்த ஆயுள் தண்டனை ரத்து செய்யப்படுகிறது,' என உயர்நீதிமன்ற மதுரைக் கிளை உத்தரவிட்டது.புதுக்கோட்டை கணேஷ் நகர் ஜெரின் (எ) திவான். இவர் ஒரு பெண்ணை காதலித்தார். அவரை 2014 ல் வலுக்கட்டாயமாக ஜெரின் அழைத்துச் செல்ல முயன்ற போது ஏற்பட்ட மோதலில் அரிவாளால் வெட்டப்பட்டு பலியானார். மேதா திவான் உட்பட சிலர் மீது கணேஷ் நகர் போலீசார் வழக்கு பதிந்தனர். மேதா திவானுக்கு புதுக்கோட்டை நீதிமன்றம் ஆயுள் தண்டனை விதித்தது. இதை எதிர்த்து அவர் உயர்நீதிமன்றக் கிளையில் மேல்முறையீடு செய்தார்.நீதிபதிகள் எஸ்.வைத்தியநாதன், என்.ஆனந்த் வெங்கடேஷ் அமர்வு:பெண்ணின் சகோதரர் வாய் பேச முடியாதவர்; செவித்திறன் குன்றியவர். அவரது சாட்சியத்தை சைகை மொழியில் வாய்பேச இயலாதோர் மற்றும் மற்றும் செவித்திறன் குன்றியோருக்கான புதுக்கோட்டை அரசு நடுநிலைப் பள்ளி தலைமையாசிரியர் உதவியுடன்போலீசார்பதிவு செய்துள்ளனர். இது இந்திய சாட்சிய சட்டப்படி ஏற்புடையதல்ல.சாட்சிய சட்டப்படி வாய்பேச இயலாதோரின் சாட்சியத்தை எழுத்து அல்லது சைகை மொழியில் நீதிமன்றத்தில்தான் அவசியம் பதிவு செய்ய வேண்டும். போலீசார் தேர்வு செய்யும் இடத்தில் சாட்சியம் அளிக்க முடியாது என இந்நீதிமன்றம் கருதுகிறது.உண்மைக் குற்றவாளிகளை கண்டறிய போலீசார் தவறிவிட்டனர். சாட்சிகளில் பலர் பிறழ் சாட்சிகளாக மாறிவிட்டனர். சந்தேகத்திற்கு இடமின்றி மனுதாரர் மீதான குற்றச்சாட்டை நிரூபிக்கவில்லை. மனுதாரருக்கு தண்டனை விதித்த கீழமை நீதிமன்ற உத்தரவு ரத்து செய்யப்படுகிறது என்றனர்.

செவித்திறன் குறைபாடுள்ள குழந்தைகளின் சிகிச்சைக்கு நிதி திரட்டுவதற்காக கன்னியாகுமரி விவேகானந்த கேந்திரத்தில் இருந்து குஜராத் வரை செல்லும் ஆட்டோ விழிப்புணா்வுப் பேரணி செவ்வாய்க்கிழமை தொடங்கியது.

செவித்திறன் குறைபாடுள்ள குழந்தைகளுக்கு 6 வயதுக்குள் அறுவைச் சிகிச்சையும், பிறகு தொடா் சிகிச்சையும் அவசியம். இதற்காக குஜராத் மாநிலம், புணே அருகே மருத்துவமனை அமைக்கப்படுகிறது.

இந்த மருத்துவமனையில் பொதுமக்களின் பங்களிப்பு இருக்கும் வகையில், நிதி திரட்டுவதற்காக கன்னியாகுமரி முதல் குஜராத் வரை விழிப்புணா்வு ஆட்டோ பேரணி நடத்த சக்சம் அமைப்பு முடிவு செய்தது. இதன்படி, ஆட்டோ விழிப்புணா்வு பேரணி கன்னியாகுமரி விவேகானந்த கேந்திரத்தில் தொடங்கியது. பேரணியை குமரி மாவட்டம் வெள்ளிமலை விவேகானந்த ஆசிரமத் தலைவா் சைதன்யானந்தஜி மகராஜ் கொடியசைத்து தொடங்கி வைத்தாா்.

தமிழ்நாடு, கா்நாடகம், கோவா, மகாராஷ்டிரம் வழியாக வரும் 21 ஆம் தேதி குஜராத்தில் பேரணி நிறைவடைகிறது. 30 ஆட்டோக்கள் பங்கேற்கும் இந்தப் பேரணியில் இங்கிலாந்து, கனடா, ஆஸ்திரேலியா, நியூசிலாந்து உள்ளிட்ட வெளிநாடுகளைச் சோ்ந்த 26 பெண்கள் உள்பட சுமாா் 90 போ் பங்கேற்கின்றனா்.

சின்னாளப்பட்டி பஸ் ஸ்டாண்ட் நகரைச் சோ்ந்த கூலி தொழிலாளி மகாலட்சுமி. இவரது மகள் காது கேளாத, வாய் பேச முடியாத மாற்றுத் திறனாளி பொற்கொடி (49). இவருக்கு சில ஆண்டுகளுக்கு முன் திருமணம் நடைபெற்றுள்ளது.

குழந்தை இல்லாததால், கணவன்-மனைவியிடையே கருத்து வேறுபாடு ஏற்பட்டு, சில மாதங்களாக கணவா் சிவக்குமாரை பிரிந்து தாயுடன் சின்னாளபட்டியில் வசித்து வந்தாா்.

வீட்டில் இருந்த பதின் வயது சிறுமியை ஒருவர் வீட்டிற்குள் புகுந்து பாலியல் வன்கொடுமை செய்துள்ளார். சிறுமியின் தந்தை வேலைக்காக வெளியே சென்று விட, காது கேட்காத, வாய் பேச முடியாத சிறுமியின் தாயார் மொட்டை மாடியில் இருந்துள்ளார். இந்நிலையில், லக்னோவைச் சேர்ந்த சர்வேஷ் ராவத் என்பவர், வீட்டிற்குள் புகுந்து சிறுமியை அடித்து துன்புறுத்தி, பாலியல் வன்கொடுமைக்கு ஆளாக்கியுள்ளார். இதற்கிடையே, சிறுமியின் தாய் இதைப்பார்த்து மகளை காப்பாற்ற முயற்சி செய்துள்ளார். ஆனால், ராவத் அவரையும் அடித்து தள்ளிவிட்டுள்ளார். அவர், மகளைக் காப்பாற்ற எவ்வளவோ முயன்றும் பலனளிக்கவில்லை.

Hearing-impaired youth wins award on international disability day

Specially-Abled Ayush N Chandra, 23, has proved that you need determination and the inner strength to achieve goals. Despite dealing with total hearing loss, he’s a trained Kathak dancer and tabla player. On the occasion of the International Disability Day, Ayush was conferred the National Award for the Empowerment of the Persons with Disabilities 2019 in the role model category by the Vice President of India Venkaiah Naidu, also comprising a citation and Rs 1 lakh prize.

The Ministry of Social Justice and Empowerment, Vigyan Bhawan, organised this event on Tuesday. Elated by his son’s achievement is Bikash Chandra, an advocate at the Supreme Court. “Ayush underwent speech therapy at AIIMS, which makes him understand what people are saying. He can even communicate using Google translator. But he can’t hear and feels the vibrations of music to perform. This year, he performed Kathak with normal students at UN headquarters New York and a solo performance at Times Square on International Yoga Day.”

This BSc student in Physical Education at Dayal Singh College learnt yoga from Morarji Desai National Institute of Yoga. He proactively raises awareness about issues that the hearing and speech impaired face in India and abroad. Bikash says Ayush had secured admission for computer science in three NYC colleges last year.

“But we couldn’t send him due to lack of funds. We are trying to gather money to make him join the course by next year,” says Chandra. Ayush studied with 40 normal students at Navy Children School, Chanakyapuri, till Class 12.

With guidance from his elder brother – Apoorv Om, a hearing and speech impaired activist – support from parents and an indomitable zeal in his heart, he’s keen to achieve great things.

காது கேளாத ஒரு குழந்தைக்கு காது கேட்பதற்கான இயந்திரம் பொருத்தப்படுகிறது. தன் அம்மா பேசுகிறாள். இந்த உலகில் அந்த பச்சிளம் பெண் குழந்தை கேட்கும ஒலி தன் அம்மாவினுடையது. எப்படி இருக்கும்… மகிழ்ச்சியில் துள்ளி குதிக்கிறது குழந்தை.

ஜியார்ஜினா என்னும் பெயருடைய அந்த குழந்தையின் அப்பா ஹாரோகேட், தன் ட்விட்டர் பக்கத்தில், “இன்று காலை எங்கள் மகளின் காது கேட்கும் இயந்திரத்தை ஆன் செய்தபோது,” என்று பதிவிட்டு வீடியோ ஒன்றைப் பகிர்ந்துள்ளார். தன் அம்மா லூசி பேசுவதை கேட்கும் ஜியார்ஜினா, எழுப்பும் சத்தம், இசைபோல எங்கும் நிறைக்கிறது.

தி டெலிகிராஃப் செய்தி நிறுவனம் தெரிவித்துள்ள தகவல்படி, ஜியார்ஜினாவுக்கு இரண்டு காதுகளும் கேட்காது என்று கடந்த செப்டம்பர் மாதம் தெரிவித்துள்ளார்கள். இதைத் தொடர்ந்து அந்த குழந்தைக்கு, காது கேட்பதற்கான இயந்திரம் பொருத்தப்பட்டுள்ளது. இதைத் தொடர்ந்துதான் தன் மகள், சத்தம் கேட்கும் போது எப்படி ரியாக்ட் செய்கிறாள் என்பதை ஜியார்ஜினாவின் தந்தை பகிர்ந்துள்ளார்.

ட்விட்டர் தளத்தில் மட்டும் ஜியார்ஜினாவின் வீடியோவுக்கு 7 லட்சம் வியூஸ். பலரும் அந்த வீடியோவைப் பார்த்து நெகிழ்ந்து போயுள்ளனர்.

“காது கேட்கும் இயந்திரத்தைப் பொருத்தினால், ஒரு லைட் பல்பு ஆன் செய்யப்பட்டதுபோல இருக்கிறது அவளுக்கு. மிகுந்த ஆச்சரியமாக உள்ளது.

இந்த இயந்திரத்தினால் என் மகள் துடிப்பாக, மகிழ்ச்சியாக, தாயின் குரலைக் கேட்பவளாக இருக்கிறாள்.

இப்படி இயந்திரம் பொருத்தப்படுவதால் ஜியார்ஜினா மிகவும் மகிழ்ச்சியாகவும் உயிரோட்டமுடனும் மாறுகிறாள்,” என்கிறார் ஜியார்ஜினாவின் தந்தை ஆடிசன் ஆனந்தம் ததும்ப.

வேலூரில் செய்தியாளா்களுக்குப் பேட்டியளித்த சிஎம்சி மருத்துவமனையின் காது, மூக்கு, தொண்டை பிரிவு துறைத் தலைவா் அஞ்சலி லெப்ச்சா.

காது கேட்கும் திறனை இழந்த 5 மாத குழந்தைக்கு ‘காக்லியா் இம்பிளான்ட்’ என்ற காது உட்பதியக் கருவியை பொருத்தி வேலூா் சிஎம்சி மருத்துவமனை மருத்துவா்கள் சாதனை படைத்துள்ளனா்.

திருவண்ணாமலை மாவட்டம், போளூரைச் சோ்ந்த வேலு, ஷாலினி தம்பதிக்கு வேலூா் சிஎம்சி மருத்துவமனையில் ஆண் குழந்தை பிறந்தது. குறை பிரசவத்தில் பிறந்ததால் அக்குழந்தையின் எடை குறைவாக இருந்தது. இதனால், குழந்தையின் உடல் எடையை அதிகரிப்பதற்காக இன்குபேட்டா் கருவியில் வைக்கப்பட்டிருந்த நிலையில், அக்குழந்தைக்கு மூளைக் காய்ச்சல் பாதிப்பு ஏற்பட்டு கேட்கும் திறன் பாதிக்கப்பட்டது.

இதையடுத்து சிஎம்சி மருத்துவமனையின் காது, மூக்கு, தொண்டை பிரிவு மருத்துவா்கள் தீவிர முயற்சி மேற்கொண்டு, பிறந்த 5-ஆவது மாதத்திலேயே அக்குழந்தைக்கு அறுவை சிகிச்சை மூலம் ‘காக்லியா் இம்பிளான்ட்’ கருவி பொருத்தி சாதனை படைத்துள்ளனா். ஒரு வயதுக்கு குறைவான குழந்தைக்கு வெற்றிகரமாக காக்லியா் இம்பிளான்ட் கருவி பொருத்தப்பட்டது நாட்டிலேயே இதுவே முதல்முறையாகும் என்று அத்துறைத் தலைவா் அஞ்சலி லெப்ச்சா தெரிவித்தாா்.

பொதுவாக ஒரு வயது நிரம்பிய குழந்தைகளுக்கு மட்டுமே அறுவை சிகிச்சை செய்து காக்லியா் இம்பிளான்ட் கருவி பொருத்தப்படுகிறது. ஆனால், இக்குழந்தைகளுக்கு மேலும் சில மாதகாலம் அறுவை சிகிச்சை செய்யாவிடில் நிரந்தரமாக கேட்கும் திறனை இழக்கவும், இதன்தொடா்ச்சியாக ஊமையாகவும் வாய்ப்புள்ளது. இதைக் கருத்தில் கொண்டு 5-ஆவது மாதத்திலேயே குழந்தைக்கு காக்லியா் இன்பிளான்ட் கருவி பொருத்த வேண்டிய அவசியம் ஏற்பட்டது.

சிறுவா்களுக்கு இந்த சிகிச்சை அளிப்பதில் பல அபாயங்கள் உள்ளன. அனுபவம் வாய்ந்த மருத்துவக் குழு இணைந்தே இந்த அறுவை சிகிச்சை செய்யப்பட்டது. இரு வாரங்கள் கழித்து இக்கருவி இயக்கப்படும். இதனால் குழந்தையின் வளா்ச்சியில் எந்த பாதிப்பும் இருக்காது என எதிா்பாா்க்கப்படுகிறது.

கேட்க உதவும் கருவிகள் பயன்படாதபோதுதான், இத்தகைய சிகிச்சை அளிக்கப்பட்டு வருகிறது. காது கேளாத நிலையை விரைவாக கண்டறிவது அவசியமாகும். மூளைக் காய்ச்சலை தொடா்ந்து சிகிச்சை மேற்கொள்ளாமல் போனால் உள்காது என்ற பகுதி நிரந்தரமாக மூடிவிடும். இதைத் தொடா்ந்து சிகிச்சை அளிப்பது முடியாமல் போக்கூடும். காக்லியா் இம்பிளான்ட் கருவி மிகவும் விலையுயா்ந்தது. தமிழக முதல்வரின் காப்பீட்டு திட்டம் மூலம் இலவசமாக இந்தக் கருவி வழங்கப்படுகிறது. இந்த சிகிச்சை அனைத்துத் தரப்பு மக்களுக்கும் கிடைக்க வழிவகை செய்யப்பட்டுள்ளது என்றாா் அவா்.

Hearing, speech-impaired people, Sikhs join CAA protest

Guwahati, Dec 18 (PTI) A group of hearing and speech-impaired youth of Assam, including a pageant winner, on Wednesday joined an anti-CAA protest in Guwahati, as people of the state reaffirmed their resolve to counter the legislation with unrelenting spirit.

A large number of protesters gathered in the Latasil playground in the heart of the city at the call of All Assam Students'' Union (AASU), whose chief advisor Samujjal Bhattacharya hailed the solidarity shown by women in the movement.

While AASU leaders and state government employees, who ceased work on Wednesday, made emotive speeches after being detained at Digholi Pukhuri, in the milling crowd was a group of youth who were being given the import of the speeches through sign language.

Among them was Miss India Deaf 2016, Anjala Lahon, who intently looked at the sign language interpreter, and waved her hand whenever people cried ''Jai Ai Axom'' (glory to mother Assam).

"We may not be able to hear it or listen to any words, but we understand the pain of our Assamese people, and we are together in this struggle to have the CAA (Citizenship Amendment Act) eventually revoked. If it is not repealed, we will continue to protest," Lahon told PTI, with the help of an interpreter.

Besides Lahon, several young men and women under the banner of the Guwahati-based Assam Association of the Deaf turned out for the protest.

Wearing face painting like mime artists, matching black T-shirts and ''gamosas'', the young men joined the protesting masses.

One of them had ''Jai Ai Axom'' painted on his face while another had ''No CAA'', and others had ''Mur Axom Thik Korok (Restore My Assam) and ''No Infiltrators'' painted in red on their faces.

General Secretary of Assam Association of the Deaf, T K Sarma, said he had participated in the Assam Movement (1979-85), and the disabled community was coming out in full support because the CAA is "totally against the Accord".

"We can neither hear the rallying cries of our fellow Assamese people nor speak to them, but our heart beats as one. We are all Assamese first and fight this battle till the end," Sarma said.

His son Ankur Sarma, who did the sign language interpretation of the speeches delivered during the protests, said the association is one of the petitioners which has appealed to the Supreme Court to revoke the "unjust amendment" to the Act.

"The group of people from our association who joined the protest today, as they all understand the cause we are fighting for. And we hope that this battle won''t go in vain," he said.

The father-son duo proudly held out their gamosas and said people of Assam are united in this fight, as they all understand the "Axomiya pride".

"In Assam, we do not discriminate people of one religion from another, as we call ourselves as proud Assamese," T K Sarma said and alleged the Act tries to create that religious divide in the state, and people reject this.

Also among the motley group of protesters could be seen some members of the Sikh community.

Their red turbans stood out in contrast in a sea of gamosas, said Ganesh Das, a social worker who also joined the protest.

AASU''s Bhattacharya during his address told the protesters that ''Nari shakti'' had given "extraordinary strength" to this movement.

"On December 21, AASU will organise all-women protests in Guwahati at Latasil playground and in rural areas of Assam to drive home our message to people in Delhi," he said.

The three days of ''satyagraha'' organised by AASU saw "unprecedented solidarity" from people as they defied curfew and assembled peacefully to register their protest, he said.

"The Supreme Court has spoken today on the appeals, and we are hoping that people''s voice will eventually prevail. But, our protests will continue till we achieve your goals," Bhattacharya told PTI.

On Thursday, artistes are organising a protest at Chandmari and AASU will extend its support to it.

"The central government may think that people of Assam will lose their steam and buckle under pressure. But, we are Assamese, and we will continue to fight with unrelenting spirit," the AASU leader said.

Conference on quality edu for deaf organised by hearing impaired to be held in Hry from Dec 10

New Delhi, Dec 8 (PTI) In a first-of-its-kind initiative, a two-day international conference on providing quality education for the deaf which is organised and led by educators who themselves are hearing impaired will be held in Haryana''s Rohtak from December 10.

The conference is being organised by the Haryana Welfare Society for Persons with Speech and Hearing Impairment (HWSPHI) in association with the University of Central Lancashire, UK. The State University of Performing and Visual Arts is partnering in the event.

"This is the first-of-its-kind conference organised in India which is completely deaf-led and focuses on identifying the key challenges and coming up with solutions towards quality education," HWSPHI Vice-President and Chairman Sharanjeet Kaur said.

Experts on education for the hearing-impaired from India, the UK, the USA, Uganda and Canada will attend the conference. Approximately 150 people from across the nation are expected to a be part of this conference, she said adding, the event was recognised by the Rehabilitation Council of India (RCI).

Kaur further said, "Experts in education for the hearing impaired who themselves are suffering drom such disability will train sign language trainers. I think no one can better describe and explain sign language then them."

Pallavi, who is a project planning manager at HWSPHI, said every country has their own sign language which is based on that nation''s tradition and it will be for the first time that so many sign languages of the different countries will be expressed and interpreted in a conference in India.

There will be many stimulating brainstorming sessions and panel discussions in the conference, she said, adding it also carries Continuous Rehabilitation Education (CRE) points which are mandatory for special educators and rehabilitation professionals.

The Haryana Welfare Society for Persons with Speech and Hearing Impairment is perhaps one of the largest and oldest organisation in the country working for development of children with hearing impairment.

It has been working since 1971 in Haryana and neighbouring states towards education, skill development and rehabilitation of persons with speech and hearing impairment.

Cochlear implants: Putting technological interventions in context for disabled people in poor nations

For families with deaf children, a cochlear implant can feel like a miracle: An electronic device weighing less than an ounce, seemingly capable of opening a world of sound.

But a new study by a University of Chicago medical anthropologist lays out the complications these implants also can cause, especially when they are used as cure-alls, rather than as part of a holistic treatment program featuring language-focused therapy

In a case study published in this month's New England Journal of Medicine, Asst. Prof. Michele Friedner examines how a deaf child in India received a cochlear implant at five years old, only to have it break, leaving him without access to either spoken or signed language by age 12. The boy's struggles, she said, highlight the need for medical professionals to better inform patients about technological interventions—and for them to recognize that living with disabilities is not only possible, but normal.

"I'm not arguing that cochlear implants are not a good thing," said Friedner, a leading expert on deaf communities in India. "They just also have to be seen in context. We have to think about the complex dependencies and relationships they can create long-term."

Friedner's study focuses on a child named S., whose family lives five hours away from the Indian capital of Delhi. After S. was diagnosed as deaf at a year old, a physician told his family to get a "machine" to help him hear. After hearing aids failed to improve S.'s condition, that advice sent the family down a path that included a $10,000 cochlear implantation, plus more money for maintenance and repairs.

Because Indian Sign Language remains stigmatized even as its visibility increases, doctors never informed S.'s family that signing was a viable option to help their son learn language and attend school. The boy's father earned less than $200 a month as a cloth seller, but he and other family members borrowed money for the cochlear implant. They had even considered selling their land, so invested they were in S's success and in the idea of implantation as the only way for him to become "normal."

However, the school in their village still declined to educate S. over the next five years, claiming it was too difficult to accommodate his needs. This prompted the family to move to Delhi, where the child continued to lag behind his peers. During their time in Delhi, they also had to purchase new batteries and cables for the implant. Eventually, the processor broke, requiring a $3,950 replacement the family could not afford.

Now 12 years old, S. mostly communicates via informal gestures. His family remains reluctant to pursue sign language education, seeing it as a sign of failure after having invested so much time and money into their son's still-broken cochlear implant.

S. is unfortunately not unique, Friedner said. Too often, surgeons push families toward cochlear implants at the expense of other options. Because only a small handful of companies make implants, patients also become dependent on a manufacturer for batteries, accessories and replacement parts. If the devices fail, Friedner added, the lack of alternatives can create children and adults "who are neither deaf nor hearing," often unable to navigate the world through any type of formal language.

Government officials in India have poured millions into promoting and sponsoring the use of cochlear implants—viewing it as an expensive, one-time fix. But the central government only offers two years of support for the devices, leaving many families in a financial lurch if problems occur.

Because many surgeons see successful cochlear implantation as a marker of prestige, they often pursue surgery without learning about legislation and policies that exist to support disabled people. Very few work in close collaboration with allied health and rehabilitation professionals and speech therapists, who usually spend much more time with patients.

Had S. lived in a culture that allowed for multiple understandings of "normal," he could have been given the chance to learn sign language in conjunction with his cochlear implant. Perhaps, Friedner argued, the family might not have chosen surgery at all. Challenging conventional attitudes toward disabled people, she said, could go a long way toward fixing the problem—both within India and in similar situations across the globe.

"In this context, surgeons are so highly revered and respected," Friedner said. "I do think that they have an obligation to take a more holistic approach—to educate themselves and become disability experts and advocates, so they can then educate and empower their patients and their patients' families."

Assam Association of Deaf files complaints with state rights panel over internet shutdown: Official

Guwahati, Dec 19 (PTI) A Guwahati-based NGO working for the hearing and speech-impaired community on Thursday filed a complaint with the Assam Human Rights Commission (AHRC), alleging that the mobile internet suspension by government authorities in the wake of anti-CAA protests, "violates" rights of people, its senior official said.

"We the people from the deaf and mute community use video calling over phones for communicating with each other, as we use sign language. The mobile internet suspension has caused great problems for us in communicating," the official said.

In its complaint to AHRC, the NGO has alleged that the suspension of internet services "violates rights of people" from the deaf community and others.

The government had suspended internet services on December 11 evening to check spread of rumours and to maintain law and order in wake of violent protests that had broken in Guwahati and other parts of Assam over the Citizenship Amendment Act (CAA).

Assam minister Himanta Biswa Sarma said on Thursday that mobile internet to be restored on Friday in Assam.

9th Maharashtra Deaf Conference in Yavatmal to unite the deaf people of the state

There are many organisations in India working for the empowerment of disabled people. The ‘State Level Association of Deaf-SLAD’ is one such NGO based in Maharashtra that is dedicated to the welfare of people of the deaf community. SLAD is hosting its annual state level meet- ‘Maharashtra Deaf Conference’ this month in Yavatmal with the support of ‘Mukbadhir Association Yavatmal’.

Ever since its inception in 2012, SLAD has been instrumental in giving voice to the demands of the deaf community. The NGO organizes various events, programs and also takes up the cause of deaf welfare with the authorities through silent marches and protests.

9th Maharashtra Deaf Conference of SLAD

On 22 December the 9th Maharashtra Deaf Conference of SLAD will again provide a platform to the deaf people to meet and learn more about each other.

"We have achieved a few milestones in the last one year and there is a long way to go. We had taken our demands to the previous government and now we will approach the new state government. Sign language interpreters are needed by the deaf people to communicate with others and the shortage of interpreters in government departments isolates the deaf community. The aim of the conference will be to bring the deaf community together in presence of various deaf leaders, activists, government representatives etc. Delegates from many districts of Maharashtra are invited to the conference.

Several topics will be discussed at the conference that are crucial for the development of deaf people. These include talks about government policies, youth guidance, women empowerment, education etc. SLAD’s performance over the past one year will be presented with details of the achievements of the organization. Shortcomings and failures will also be discussed and plans will be made to overcome them in the future.

Speakers such as Santosh Biradar from Hyderabad, deaf leader Pradeep More and Manoj Patwari will give lectures on various issues. A Zilla Parishad official will also speak at the conference.

Information will be shared at the conference though discussions and presentations by the speakers. The lack of awareness about laws, rights, and government schemes is a major obstacle in the growth of disabled people in India. To overcome these obstacles, SLAD and many such organizations encourage the disabled community to become self-aware.

Only 5% hearing impaired children go to school in India

Only 5% hearing impaired children get basic schooling and 1% of the total deaf population has access to quality education in the country.

Stating this here at an international conference on education for the deaf, experts said most of the children face difficulties in understanding concepts on a daily basis in schools because education and information are not accessible in Indian languages.

Speaking at the conference organised at the State University of Performing and Visual Arts on Tuesday, Dr Seema, the director at the Gurugram centre of Haryana Welfare Society for Persons with Speech and Hearing Impairment, said that there is little or no emphasis on sign language and 98% of the special educators in the country have limited or no sign language skill.

“As a result, despite years of schooling, students with hearing impairment remain language and education deprived. More than 90% of such children are born to parents who don’t have the required information and resources to provide early communication skills,” she said.

According to the 2011 census, there were 50.72 lakh hearing impaired students of which 1.15 lakh were in Haryana.

NO COURSE IN SIGN

LANGUAGE IN STATE

The experts said that Haryana does not have any sign language college for hearing impaired students and most of them were forced to drop out after Class 12.

In Haryana, the welfare society runs eight schools in Gurugram, Hisar, Sirsa, Karnal, Sonepat, Nagina (Mewat), Raipur Rani and Panchkula. The Haryana governor is the president of the society and chief minister its vice-president.

Only two schools in Karnal and Hisar are up to Class 12 , while the rest teach students till matriculation.

German linguist Ulrike Zeshan, who is a professor of sign language at the University of Central Lancashire, said that due to less focus on hearing impaired students, most of the educated ones are forced to work in lower paid and lesser skilled jobs. “The government should provide better education and infrastructure for these students,” she said.

DECISION-MAKING

The researchers said most policies for hearing impaired students are framed by people who can hear and only few deaf researchers are involved in decision-making, resulting in substandard teacher training courses for such students.

“The area of education for the hearing impaired has information gaps besides misconceptions. Through the digital lab technology, such students can be provided videos with subtitles, voice over and relevant graphics of their school curriculum using sign language,” the expert said.
