மத்திய வீட்டுவசதி மற்றும் நகர்ப்புற விவகாரங்கள் அமைச்சகம் ஒரு முக்கியமான நடவடிக்கையை எடுத்துள்ளது. இனி, மத்திய அரசு வீடுகள் ஒதுக்கீட்டில் மாற்றுத்திறனாளிகளுக்கு நான்கு சதவீத இடஒதுக்கீடு வழங்கப்படும் என்று தெரிவிக்கப்பட்டுள்ளது.

இது பொது மக்களுக்குக் கிடைக்கும் வீடுகளில் மாற்றுத்திறனாளிகளின் உரிமைகளை அங்கீகரித்து, சமத்துவம், மரியாதை, அணுகல் ஆகியவற்றை வலுப்படுத்தும் ஒரு முக்கிய விஷயம் விஷயம் நடவடிக்கையாகக் கருதப்படுகிறது.

வீடுகளை பெறுவதற்கான ஆதாரங்கள் என்ன தேவை .?

மாற்றுத்திறனாளித்தன்மைக்கான அடிப்படையில் அரசு வழங்கிய தனித்துவமான இயலாமை ஐடி (UDID) அட்டை செல்லுபடியாகும் சான்றாகக் கருதப்படும். RPwD சட்டத்தின் பிரிவு 2(r)-இல் வரையறுக்கப்பட்டுள்ள 'அளவுகோல் இயலாமை'-க்கு ஏற்ப இந்த இடஒதுக்கீடு பொருந்தும்.

ஒதுக்கீடுகள் முழுமையாக தானியங்கி ஒதுக்கீட்டு முறை (ASA) மூலம் நிர்வகிக்கப்படும். மாற்றுத்திறனாளிகளாகப் பதிவுசெய்த விண்ணப்பதாரர்கள் ஒவ்வொரு மாதமும் eSampada இணையதளத்தில் புதிதாக உருவாக்கப்பட்ட PwD பிரிவில் பதிவு செய்ய வேண்டும். தங்கள் பெயரைப் புதுப்பிக்கும்போது UDID அட்டையைப் பதிவேற்றி, அந்தந்த விண்ணப்பதாரர்களின் துறைகள் சரிபார்க்கப்பட வேண்டும்.

சென்னை: குரூப் - 4 தேர்வு எழுதும் மாற்றுத் திறனாளி மாணவர்களுக்கு சென்னையில் இலவச பயிற்சி வழங்கப்பட்டு வருவதாக மாவட்ட ஆட்சியர் ரஷ்மி சித்தார்த் ஜகடே தெரிவித்துள்ளார்.

அனைத்துவகை மாற்றுத் திறனாளி மாணவர்களுக்கு தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையம் (டிஎன்பிஎஸ்சி) மூலம் கிராம நிர்வாக அலுவலர், இளநிலை உதவியாளர், தட்டச்சர் பணியிடங்களுக்கான ஒருங்கிணைந்த குரூப் 4 தேர்வு நடத்தப்பட உள்ளது.

இதையொட்டி தேர்வெழுதும் மாற்றுத் திறனாளி மாணவர்களுக்கு இலவச பயிற்சி வகுப்புகள் சென்னை கிண்டியில் உள்ள மாற்றுத் திறனாளிகளுக்கான சிறப்பு வேலைவாய்ப்பு மற்றும் தொழில்நெறி வழிகாட்டும் மையத்தில் நேற்று முன்தினம் முதல் நடைபெற்று வருகிறது.

இந்த பயிற்சியானது வார நாட்களில் திங்கள் முதல் வெள்ளி வரை, காலை 10 முதல் மதியம் 1 மணி வரை நடத்தப்படுகிறது. தேர்வுக்கான குறைந்தபட்ச கல்வித் தகுதியாக 10-ம் வகுப்பு நிர்ணயிக்கப்பட்டுள்ளது. அந்தவகையில் பயிற்சி வகுப்பில் சேர விருப்பமுள்ள மாற்றுத் திறனாளி மாணவர்கள் விண்ணப்பப்படிவ நகல், ஆதார் அட்டை நகல், புகைப்படம் ஆகியவற்றுடன் சென்னை கிண்டியில் செயல்பட்டு வரும் மாற்றுத் திறனாளிகளுக்கான சிறப்பு வேலைவாய்ப்பு மற்றும் தொழில்நெறி வழிகாட்டும் மையத்தை அணுகலாம்.

இந்திய தேர்தல் ஆணையம் மாற்றுத்திறனாளிகள் இலகுவாக தேர்தலை அணுகிட மாவட்ட மற்றும் சட்டமன்றத் தொகுதிகள் வாரியாக கண்காணிப்பு குழுக்கள் அமைத்து காலாண்டு தோறும் ஆய்வுக்கூட்டம் நடத்தப்பட வேண்டும் என அறிவுறுத்தி உள்ளது. நாமக்கல் மாவட்ட வாக்காளர் பட்டியலில் தற்போது வரை உள்ள 14,243 மாற்றுத்திறனாளிகள் உள்ளது. இவர்கள் இலகுவாக அணுகக்கூடிய தேர்தலுக்கான மாவட்ட அளவிலான கண்காணிப்புக்குழு அமைக்கப்பட்டுள்ளது. இக்கண்காணிப்பு குழுவானது மாற்றுத்திறனாளி வாக்காளர்கள், வாக்குச்சாவடி வாரியான அவர்களின் வாக்குப் பதிவை உறுதி செய்தல், மாற்றுத்திறனாளி வாக்காளர்களின் புதுப்பிக்கப்பட்ட தரவை மாற்றுத்திறனாளி வாக்காளர்களின் வகை உட்பட பராமரித்தல் வேண்டும். வாக்காளர் பட்டியலில் சேர்க்கப்படாத மாற்றுத்திறனாளிகளை அடையாளம் கண்டு வாக்காளர் பட்டியலில் சேர்க்கப்படுவதை எளிதாக்குதலை உறுதி செய்ய வேண்டும். எளிதில் அணுகக்கூடிய வாக்குச் சாவடி மற்றும் எளிதில் அணுகக்கூடிய வாக்குப்பதிவு குறித்து விழிப்புணர்வு பிரச்சாரம் செய்து, வாக்குகளை பதிவு செய்வதற்கு தடையற்ற சூழலை உருவாக்குதல் வேண்டும். தேர்தல் ஆணையம் மற்றும் தமிழ்நாடு தலைமை தேர்தல் அதிகாரி பிறப்பித்த பல்வேறு வழிமுறைகளை செயல்படுத்தி தேர்தல் செயல்பாட்டில் மாற்றுத்திறனாளிகளின் திறமையான மற்றும் பயனுள்ள பங்கேற்பை உறுதி செய்தல் வேண்டும். தேர்தல் பணியாளர்களுக்கான அனைத்து பயிற்சிகளிலும் மாற்றுத்திறனாளிகளின் சிறப்புத் தேவைகள் குறித்த விவரங்களை சேர்க்க வேண்டும். மாற்றுத்திறனாளிகள் சேர்க்கை மற்றும் அவர்களுடைய வாக்கை பதிவு செய்வதற்கான விழிப்புணர்வுக்காக சிறப்பு முகாம்களை ஏற்பாடு செய்ய வேண்டும். இந்திய தேர்தல் ஆணையம் மாற்றுத் திறனாளி வாக்காளர்களுக்கென சக்ஸாம் (Saksham) என்ற மொபைல் செயலியை பிரத்யேகமாக உருவாக்கியுள்ளது. இச்செயலியில் வாக்காளர் பட்டியலில் தங்கள் பெயரை பதிவு செய்தல், பதிவை இடமாற்றம் செய்ய மற்றும் திருத்தம் செய்தல், மாற்றுத் திறன் வகையை வாக்காளர் பட்டியலில் பதிவு செய்தல், குரல் ஒலி உதவி, காது கேட்கும் திறன் குறைபாடுள்ளோர்க்கான- எழுத்திலிருந்து குரல் ஒலியாக மாற்றும் உதவி (Text to Speech), பெரிய அளவிலான எழுத்து- வண்ணம் கொண்ட பதிவுகள், வாக்குச் சாவடியின் அமைவிடம், வாக்குச் சாவடியில் அமைந்துள்ள வசதிகள் மற்றும் தேர்தல் அலுவலர்களின் தொடர்பு எண்கள், தேர்தல் செயல்பாடுகள் குறித்த புகார்கள் பதிவு செய்தல் உள்ளிட்ட வசதிகள் ஏற்பாடு செய்யப்பட்டுள்ளன. எனவே, மாற்றுத்திறனாளிகள் இலகுவாக தேர்தலை அணுகுவதற்கான அனைத்து நடவடிக்கைகளையும் துறை சார்ந்த அலுவலர்கள் ஒருங்கிணைந்து மேற்கொள்ள வேண்டுமென மாவட்ட ஆட்சியர் தெரிவித்தார். இக்கூட்டத்தில் மாவட்ட சமூக நல அலுவலர் தி.காயத்திரி, மாவட்ட கல்வி அலுவலர் கற்பகம், மாவட்ட மாற்றுத்திறனாளிகள் நல அலுவலர் திருமதி கலைச்செல்வி, தேர்தல் வட்டாட்சியர் செல்வராஜ் ஆகியோர் உட்பட துறை சார்ந்த அலுவலர்கள் கலந்து கொண்டனர்.

The Indian Deaf Cricket Association: The Indian Deaf Cricket Association (IDCA) has announced the highly-awaited International Deaf Series 2025, a milestone event as Trinidad & Tobago welcomes the Indian team for the very first time in the history of deaf cricket.

Scheduled from May 23 to 29, the series will have an exciting five-match itinerary, consisting of two ODIs and three T20Is at top venues across Trinidad & Tobago, representing a new era of international recognition and integration in deaf cricket.

Following their remarkable performances in past international deaf cricket tournaments, Team India, under the leadership of the Indian Deaf Cricket Association (IDCA), is all set to take on Trinidad & Tobago in a historic encounter.

Marking the first time Trinidad & Tobago will host an international deaf cricket series, the event, titled "Historic Boundaries, New Beginnings," symbolises not just sporting competition but a deepening of global solidarity and the promotion of deaf cricket on an international scale.

Expressing his enthusiasm, IDCA president Sumit Jain said, "We are honoured to be invited by the Trinidad & Tobago Deaf Cricket Association (TTDCA) for the International Deaf Series 2025. ராம்நகர்: ''உயிரிழந்த மாற்றுத்திறனாளி சிறுமி பலாத்காரம் செய்யப்படவில்லை,'' என, ராம்நகர் எஸ்.பி., சீனிவாஸ் கவுடா உறுதி செய்துள்ளார்.

ராம்நகர் பிடதி அருகே பத்ராபுரா கிராமத்தில் உள்ள பழங்குடியினர் காலனியில் வசித்தவர் குஷி, 14. காது கேட்காத, வாய் பேச முடியாத மாற்றுத்திறனாளி. கடந்த 12ம் தேதி பத்ராபுரா கிராமம் வழியாக செல்லும், ரயில்வே தண்டவாளத்தின் அருகே உள்ள குழியில் இறந்து கிடந்தார்.

அவரது தலையில் பலத்த காயம் இருந்தது. குஷியை யாரோ பலாத்காரம் செய்து கொன்றதாக குடும்பத்தினர் குற்றஞ்சாட்டினர். இதனால் சிறுமியின் உடலில் இருந்து 32 மாதிரிகள் எடுக்கப்பட்டு தடய அறிவியல் ஆய்வகத்திற்கு அனுப்பி வைக்கப்பட்டன.

சிறுமியின் தலையின் காயத்திற்கான அறிகுறி உள்ளது. பிரேத பரிசோதனை அறிக்கையில் எப்படி காயம் ஏற்பட்டது என்பது தெரியவரும். சிறுமி இறந்தது பற்றி சமூக வலைதளங்களில் சிலர் தவறான தகவல் பரப்புகின்றனர். அவர்கள் யார் என்று கண்டறிந்து நடவடிக்கை எடுப்போம். இந்த வழக்கில் 10 பேரிடம் விசாரித்தோம். யாரையும் கைது செய்யவில்லை.

ராம்நகர் பிடதி அருகே பத்ராபுரா கிராமத்தில் உள்ள ஹக்கிபிக்கி காலனியில் வசித்தவர் குஷி, 14. காது கேட்காத, வாய் பேச முடியாத மாற்றுத்திறனாளி. கடந்த 11ம் தேதி மாலையில் இருந்து மாயமானார். மறுநாள் காலையில் பத்ராபுரா கிராமம் வழியாக செல்லும், ரயில் தண்டவாளத்தின் அருகில் உள்ள, பள்ளத்தில் இறந்து கிடந்தார்.

அவரது தலையில் இரும்பு கம்பியால் அடித்த காயம் இருந்தது. பலாத்காரம் செய்து, குஷியை மர்மநபர்கள் கொன்றதாக, அவரது குடும்பத்தினர் குற்றம் சாட்டியுள்ளனர்.

துணை முதல்வர் சிவகுமார் நேற்று முன்தினம், குஷி குடும்பத்திற்கு நேரில் ஆறுதல் கூறினார். முதலில் கொலையாளிகளை கைது செய்ய 3 தனிப்படை அமைக்கப்பட்டது. தற்போது கூடுதலாக 2 தனிப்படை அமைக்கப்பட்டுள்ளது.

குஷி இறந்து கிடந்த இடத்தில் இருந்து சில பொருட்களை, தடய அறிவியல் ஆய்வக ஊழியர்கள் எடுத்து சென்று உள்ளனர். அறிக்கை வெளியான பின்னரே, உண்மை தெரியவரும் என, ராம்நகர் மாவட்ட எஸ்.பி., சீனிவாஸ் கவுடா கூறி உள்ளார்.

13.05.2025 மாநிலத்திலேயே முதல் மையமாக கிருஷ்ணகிரி மாவட்டம், ஒசூரில் மாற்றுத்திறனாளி பெண்களுக்கான திறன் மேம்பாட்டுப் பயிற்சி மையம் புதன்கிழமை தொடங்கப்பட்டது.

ஒசூா் மாநகரில் தின்னூா், லட்சுமி நரசிம்மன் நகரில் அமைந்துள்ள இந்த திறன் மேம்பாட்டுப் பயிற்சி மையத்தை மாவட்ட மாற்றுத் திறனாளிகள் நல அலுவலா் முருகேசன், ஒசூா் ஏ.எஸ்.பி. அக்ஷய் அனில் வாக்ரே ஆகியோா் குத்துவிளக்கேற்றி தொடங்கி வைத்தனா்.

இந்த நிகழ்ச்சியில், தமிழ்நாட்டின் பல்வேறு மாவட்டங்களைச் சோ்ந்த மாற்றுத்திறனாளி நிா்வாகிகள், மாற்றுத்திறனாளி மகளிா் பங்கேற்றனா்.

தையல் கலையில் அடிப்படை தையல் மற்றும் ஆரி ஒா்க், எம்ப்ராய்டரி உள்ளிட்டவற்றில் பயிற்சிகள் வழங்கப்படுகின்றன. இதன் வாயிலாக பெண்கள் வீட்டில் இருந்தபடியே தொழில் செய்து வாழ்வாதாரத்தை மேம்படுத்திக்கொள்ள முடியும்.

குரூப் - 4 தேர்வுக்கு விண்ணப்பிக்கும் மாற்றுத்திறனாளிகளில், மாற்று எழுத்தர் கோரும் விண்ணப்பதாரர்கள், மாற்றுத்திறனாளி சான்றிதழுடன், அங்கீகரிக்கப்பட்ட அரசு தலைமை மருத்துவர், அறுவை சிகிச்சை நிபுணர் அல்லது அரசு சுகாதார தலைமை கண்காணிப்பாளரிடம் பெற்ற மருத்துவச் சான்றிதழை பதிவேற்றம் செய்ய வேண்டும் என கடந்த மாதம் அறிவித்தது.

தமிழ்நாடு மாற்று திறனாளி வழக்குரைஞர்கள் நல சங்கம் சார்பில் சென்னையில் மாநாடு நடத்துவதற்காக பல்வேறு மாவட்டங்களில் கலந்தாய்வுக் கூட்டங்கள் நடைபெற்று வருகின்றன. அதன் தொடர்ச்சியாக இன்று கோவை காட்டூர் பகுதியில் உள்ள சிறப்பு குழந்தைகள் பள்ளியில் கலந்தாய்வு கூட்டம் நடைபெற்றது.

அச்சங்கத்தின் மாநிலத் தலைவர் வழக்குரைஞர் வெற்றிவேல் தலைமையில் நடைபெற்ற இந்த கலந்தாய்வு கூட்டத்தில் பல்வேறு மாவட்டங்களை சார்ந்த வழக்குரைஞர்கள் கலந்து கொண்டனர். இந்த கலந்தாய்வுக் கூட்டத்தில் மாற்றுத்திறனாளி வழக்கறிஞர்களுக்கான தேவைகள் குறித்து ஆலோசனை மேற்கொள்ளப்பட்டது.

குறிப்பாக மாற்றுத்திறனாளி வழக்குரைஞர்கள் நீதிமன்றங்களில் சென்று பணியாற்றுவதற்கு தேவையான லிப்ட், சாய்தளம் போன்ற அடிப்படை வசதிகள் குறித்தும், மாற்றுத்திறனாளிகள் கழிவறைகள் குறித்தும் மாற்றுத்திறனாளி வழக்கறிஞர்களுக்காக தனி சேம்பர்கள் வேண்டும் என்பது குறித்தும் கலந்தாலோசிக்கப்பட்டது. இது சம்பந்தமாக வருகின்ற ஜூலை 31ம் தேதிக்குள் சென்னையில் மாநாடு நடத்துவதற்கு இக்கூட்டத்தில் திட்டமிடப்பட்டுள்ளது.

Rappers use sign-language to make some noise

Indian hip-hop artists are incorporating Indian Sign Language or ISL into their music. This makes their work accessible to the hearing-impaired community. Rappers like Indeep Bakshi and Y-ASH 1HUNNED are using ISL in their videos. Enkore is also integrating sign language. This initiative promotes inclusivity and breaks down stereotypes. Global artists are also using sign language.

At Coldplay's Mumbai concert earlier this year, Indian Sign Language (ISI.) interpreters stood alongside the British band, translating the music in real time for the hearing-impaired audience. Even the band's frontman Chris Martin used simple ISL signs to interpret a verse from Something just like thisduring the show, and welcomed a few visually-impaired fans on stage. While moments that prioritise accessibility remain rare, they are beginning to inspire change across the music industry. A growing number of Indian hip-hop artistes are now weaving ISL into their performances and videos, opening new ways to connect with audiences who have long been left out of the experience.

How Indian rappers are leading the way

In 2023, Indeep Bakshi released a track featuring ISL in the chorus, accompanied by a video in which a hearing-impaired artiste interpreted the lyrics alongside the rapper. In another case, Y-ASH 1HUNNED'S video featured a split-screen showing an interpreter mirroring the song's rhythm and intensity, delivering each word in ISL. Besides these two, emerging and independent artistes like V-Town Chronicles and Enkare recently joined hands with Signing Hands Foundationfor an initiative called The Right Sign to integrate sign language into their song videos. Mumbai-based Enkore shares that the feedback from the hearing-impaired community has been heartening but his focus was more on those with no hearing impairments. "I felt it was a really cool idea the moment I heard about it. For me, this was more about addressing the disconnect in society and how we are oblivious to it. I think change, in whatever small way, will begin by just introducing the language in everyday conversations and content.

Why accessibility matters

For decades, sound was looked at as the only way to experience music, resulting in the hearing-impaired community being restricted to the sidelines in music. But that's changing. Music, especially rap, is more about expression, rhythm, movement, attitude, and a story. "When we talk about inclusivity, we forget that such an audience also exists. They love rhythm, performance, and storytelling, and sign language can convey the emotions, flow and punchlines effectively for the hearing-impaired audience to be part of this musical experience. That's what true inclusivity looks like," says Suvita Charudatta, an ISL interpreter and inclusion consultant.

Dismantling stereotypes

Hip-hop has long been associated with hand signs, but not all of them have positive connotations. The use of gang-style gestures has sometimes led to stigma, censorship, or misunderstanding. By introducing ISL into this visual vocabulary, artists are subverting those assumptions. Dr Ravi Narayan, a linguist and cultural researcher, explains, "ISL becomes a way to open doors, and also a way to clean up some of those old associations. It lets rappers use hand movements to show empathy and connection, instead of anything negative. For a young, hearing-impaired person watching this rap video is not just about understanding the words; it's about feeling like they belong."

Done globally

From American rapper Denzel Curry performing alongside ASL interpreters at major festivals, to Beyoncé and Eminem including interpreters in their shows, performers across the world have been integrating sign language in their shows. Festivals like Coachella, Lollapalooza, and Glastonbury have featured sign language performers for years.
