மாற்றுத்திறனாளி சாதனையாளர்களை கவுரவிக்கும் நிகழ்ச்சி

10.01.2015, சென்னை மயிலாப்பூரில் மாற்றுத்திறனாளி சாதனையாளர்களை கவுரவிக்கும் நிகழ்ச்சி சனிக்கிழமை நடைபெற்றது. இந்நிகழ்ச்சி லோக் சத்தா கட்சி, தோழன் அமைப்பு, லிட் தி லைட் அமைப்புகளால் இணைந்து நடத்தப்​பட்டது.

​ இந்நிகழ்ச்சிக்கு சிறப்பு அழைப்பாளர்களாக முன்னாள் இந்திய கிரிகெட் அணியின் வீரர் ஸ்ரீகாந்த் மற்றும் முன்னாள் ​நந்தனம் கலைக் ​கல்லூரி முதல்வர் பிரபு ஆகியோர் கலந்து ​கொண்டு மாற்றுத்திறனாளி விளையாட்டு வீரர்களை பாராட்டினர்.

தமிழகத்தின் முதல் பார்வையற்ற கல்லூரி முதல்வர் பிரபு (நந்தனம் கலைக் கல்லூரியின் முன்னாள் முதல்வர) பேசுகையில், "மாற்றுத் திறனாளிகளுக்கு தேவை அனுதாபம் இல்லை. இந்த சமூகத்தின் ஊக்கம் மட்டுமே" என்று கூறினார். இதுபோன்ற நிகழ்வுகள் பிற மாற்றுத் திறனாளிகளையும் ஊக்குவித்து அவர்களையும் சாதனையாளர்களாக ஆக்க பெரிதும் துணை புரியும் என்றார்.

இந்நிகழ்ச்சியில் பார்வையற்றோர் உலகக் கோப்பை கிரிகெட் போட்டியில் வெற்றி பெற்ற இந்திய அணியில் இடம்பெற்ற ஒரே தமிழக வீரர் ரமேஷ் அவர்களுடன் கிரிகெட், பண்பலை தொகுப்பாளர், ஜூடோ, பள்ளிக் கல்வி, சிறுவர் பாராளுமன்றம் ஆகிய துறைகளில் சாதனை புரிந்து வரும் பிற மாற்றுத் திறனாளிகளும் அங்கீகரிக்கப்பட்டனர்.

Sign language yet to get with the lingo

If you want K Murali, founder of Deaf Leaders Institute in Coimbatore, to click a selfie, you need to describe it to him by standing next to him and putting out your phone. He immediately smiles and offers to click the picture since he his arm is longer, but there is no 'word' in his language of signs to describe a selfie.

With more than 500 new words like selfie, bestie, cinder toffee and aperture stop entering the lexicon, sign language experts are working overtime to find ways to include these in their lingo. Until now, the hearing impaired have depended on descriptive sign language or spelling out each alphabets to use such 'new words'.

"We need to describe and spell out such words because sign language experts are yet to come up with a sign for 'selfie' though we use the word so often," says his daughter Sneha Murali, who acts like a sign-language interpreter for her father and helps run the institute. "While we ignore words like bestie because we have signs for best friend and close friend, others like toffee or Facebook have to be spelt out," she says.

Sign language interpreters say the deaf community has to wait for experts to meet every six months and come up with signs for new words. D Sabika, a sign language interpreter, says, "Disability welfare institutes usually invite sign language experts from across the country to give suggestions and decide on signs for new words. Once they decide on it, interpreters are called for training and taught the new signs." People who can't attend training programmes update themselves using CDs and videos.

Many hearing impaired adults are yet to get with the lingo because the sign-language committee focuses on words used in the academic world especially for science subjects like physics, chemistry and biology.

"We still don't have signs for words like cool, chilling, hanging out, online chatting and surfing the net among others," says K Sivanantham, a hearing impaired person studying at Government Arts College. "We just use old words that mean the same thing like relax instead of chilling or hanging, good instead of cool, and talk on the internet instead of chatting online," he says. "We learn of new words only when we browse online or read books and magazines."

Knowing the 'Signs' of the Perfect Partner

Love is blind, some say. In the case of the speech and hearing impaired, it perhaps has no language.

The eighth Tamil Nadu Swayamvaram for the speech and hearing impaired was conducted by the publishers of Silence Brotherhood magazine – a publication for the speech and hearing impaired — to drive home the point that relationships last on unconditional love. It provided a platform for members of the speech and hearing impaired community to meet their matches.

The magazine’s founder-editor VR Venkatesan, conversing with the help of an interpreter, told City Express that the initiative began when he found out that parents of the deaf and dumb children had to struggle to find a partner for their sons and daughters. “Parents approached me asking if we could carry matrimonial advertisements as they were on the lookout for a bride or groom. It was then that we decided to provide a platform such as this where parents and the bride or groom themselves got an opportunity to select their partners,” he said.

Men and women lined up on the stage with an interpreter. Using sign language, they conveyed details of the family’s background as well as contact details. Interested matches exchanged contact details and horoscopes. The rest of the process mirrored any other marriage custom.

While there is enough scope for a differently-abled person to marry a person without disabilities, Bala Venkata Ram Rao, president of the All India Central Government Deaf Employees Association, said that such relationships most likely ended up in separation. The point was endorsed and reiterated by other members of the organisation to the prospective brides and grooms who were present. “Many a time, the issue starts with communication problem. The person without disabilities does not understand sign language and finds it difficult to communicate. A few months into the marriage, many such couples approach marriage counsellors,” said TP Vasantharaman, co-editor of the magazine.

“Even among speech and hearing impaired couples, the initial period is bound to be frustrating. But the key is to find ways and means to communicate better and remain patient. No problem is ever solved if one jumps the gun,” said Rao.

விழுப்புரம் மாவட்ட மத்திய கூட்டுறவு வங்கியின் கீழ், நகர கூட்டுறவு வங்கிகள் மற்றும் தொடக்க கூட்டுறவு வழங்கிகள் செயல்பட்டு வருகின்றன. இந்த வங்கிகளின் மூலம், மத்திய அரசின் தேசிய ஊனமுற்றோர் நிதி மற்றும் மேம்பாட்டு கழகத்தின் நிதி ஒதுக்கீட்டுடன் மாற்றுத் திறனாளிகளுக்கு தொழில் கடனுதவி வழங்கப்படுகிறது. இத்திட்டத்தின்படி, 18 வயது முதல் 60 வயது வரை உடைய மாற்றுத் திறனாளிகளுக்கு 10 ஆயிரம் ரூபாய் முதல் 3 லட்சம் ரூபாய் வரை மிக குறைந்த அளவிலான 4 விழுக்காடு வட்டியில் சுய தொழில் வங்கிக் கடன் வழங்கப் படுகிறது. வங்கி கடன் பெற்ற மாற்றுத் திறனாளிகள், தொகையினை முறையாக செலுத்தும்பட்சத்தில், அவர்கள் செலுத்த வேண்டிய வட்டியினை தமிழக அரசு முழுமையாக ஏற்றுக் கொள்கிறது. விழுப்புரம் மாவட்டத்தில் உள்ள நகர கூட்டுறவு வங்கிகள் மற்றும் தொடக்க கூட்டுறவு வழங்கிகள் மூலம் மாற்றுத் திறனாளிகளுக்கு வட்டிதொகை இல்லாமல், சுய தொழில் வங்கி கடனுதவி வழங்கப்பட்டு வருகிறது.

இந்த வங்கி கடனுதவி மனவளர்ச்சி குன்றிய மாற்றுத்திறனாளிகளின் பாதுகாவலர்களுக்கும், வழங்கப்பட்டு வருகிறது. இந்த வங்கி கடனுதவியை பெற மாற்றுத்திறனாளிகள் மற்றும் அவர்களின் பாதுகாவலர்கள் விண்ணப்பித்து பயன்பெறுமாறு கேட்டுக் கொள்ளப்படுகின்றனர். இத்தகவலை கலெக்டர் சம்பத் தெரிவித்துள்ளார்.

Funding Cuts will lead to one of Australia’s most Vulnerable Groups being Further Disadvantaged.

Just days before Christmas a number of peak organisations of persons with disabilities were advised by the Department of Social Services that their funding will be discontinued.

The department has decided to fund 6 organisations instead of the previous 13 which had been funded for many years, providing valuable advice to government and support to their membership.

This is happening at a time where it has been recognised worldwide that disability is viewed within a human rights framework. This means that people with disabilities speak on their own behalf and make their own decisions. Australia has indicated its commitment to this framework through ratifying the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the introduction of the National Disability Insurance Scheme (NDIS).

Funding has been preserved for organisations representing various population groups such as women, children, CALD communities and Indigenous groups, all of which play a very important role. However, the organisations representing the specific disability groups such as blindness, deafness and intellectual disability, have had their funding terminated. Peak organisations representing specific disability groups have extensive knowledge in addressing the needs that cannot be covered by organisations representing various population groups. These organisations have significant concerns as to how well broad-based organisations will be able to address the needs of specific disability groups.


Maryanne Diamond, AO, immediate past president of the World Blind Union (WBU) and Chair of the International Disability Alliance (IDA), and Colin Allen, President of the World Federation of the Deaf (WFD) and First Vice Chair of the IDA, expressed serious concerns about the potential impacts of this decision.

“The membership of IDA is made up of the leaders of global and regional disability organisations.” said Ms Diamond. “The groups representing each specific disability were the founding members of IDA, and played an important role working together in the development and adoption of the UNCRPD. They bring huge experience and expertise to the table which is essential for all our decision making as the global body of persons with disabilities.”

Mr Allen also emphasised the importance of specific disability expertise in shaping policy: “Without the insistence and persistence of the WFD and the WBU, and their members, neither sign language, which is the primary language of deaf and deafblind persons, nor Braille, which is a critical access measure for people who are blind, would have been as prominent in the UNCRPD.”

As past leaders of both Deaf Australia and Blind Citizens Australia, Mr Allen and Ms Diamond urge the Australian government to reconsider this decision and find a way to continue funding to these peak organisations. The voices of these organisations are critical for the development of government policy and service provision to some of Australia’s most vulnerable groups.
