Chess tournament held for hearing impaired at Pingalwara

Punjab State Chess Tournament for the Deaf was organized jointly by the Punjab Deaf Sports Association and All India Pingalwara Charitable Society at Pingalwara, Manawala Complex, Amritsar. The competition was conducted under the supervision of Punjab Chess Association and was inaugurated by Narinder Singh, chairman of the Punjab Chess Association. He assured everyone that all out efforts would be made to promote chess amongst the hearing impaired.

Twelve boys and seven girls took part in the competition. In boys above 16 years, Sham (Barnala) came first; Surinder (Fazilka) second; Nitin (Amritsar) third; Sumit Chopra (Fazilka) fourth and Amritpal (Amritsar) fifth.

In girls above 16 years, defending champion Malika (Jalandhar) was first, Kulvinder (Amritsar) second and Sharanjit (Amritsar) came third.

In the girls below 16 years, Navdeep (Amritsar) was first. Malika, the current Asian chess champion, inspired players with a motivated speech and advised everyone to work hard and improve the standard of chess amongst the hearing impaired.

26-year-old man arrested for raping deaf and mute girl

A 26-year-old man was arrested for allegedly raping a deaf-and-mute girl at Jamajhari village in Kandhamal district four days ago.

Berhampur (Odisha), Feb 2: A 26-year-old man was arrested for allegedly raping a deaf-and-mute girl at Jamajhari village in Kandhamal district four days ago. The accused, Sujit Kumar Dehuri, who is married and has a two-year-old child, was arrested yesterday and medical tests were conducted in connection with the case, sub-divisional police officer, Phulbani Sadara, P K Panigrahi, said. Medical tests on the rape survivor were done the previous day, he said.

Police said the accused allegedly raped the 18-year-old girl in her house last Friday when she was alone. Dehuri, who belongs to the same village, allegedly entered the girl’s house on the pretext of drinking water and raped her when he found she was alone at home, said police. The survivor conveyed to her mother about the ‘rape’ on Friday evening.

The mother accosted Dehuri about the incident and he allegedly attacked and threatened her, police said. “We have registered a case against the accused, while the girl’s mother lodged an FIR at police station on Sunday. He was arrested from his home in the same village,” inspector in-charge, Tumudibandh police station, B C Ghadei, said. “We are conducting inquiry into the matter. Further steps will be taken after getting medical examination reports of both the victim and the accused,” he added.

ஒடிசா மாநிலத்தில் வீட்டில் தனியாக இருந்த பேச்சுத்திறனற்ற மற்றும் காது கேளாத இளம்பெண்ணை பலவந்தப்படுத்தி கற்பழித்ததோடு அவரது தாயை கொன்றுவிடுவதாகவும் மிரட்டியவரை போலீசார் கைது செய்துள்ளனர்.

ஒடிசா மாநிலம், கந்தமால் மாவட்டத்தின் ஜமாஜரி கிராமத்தை சேர்ந்த அந்த 18 வயது இளம்பெண்ணின் வீட்டுக்கு நேற்று முன்தினம் வந்த அதே பகுதியை சேர்ந்த சுஜித் குமார் டெஹூரி(26) என்பவர் குடிப்பதற்கு தண்ணீர் கேட்டுள்ளார். அப்போது வீட்டில் வேறு யாருமில்லை என்பதை உறுதிப்படுத்தி கொண்ட அவர், அந்த இளம்பெண்ணை பலவந்தப்படுத்தி கற்பழித்துவிட்டு அங்கிருந்து சென்று விட்டார்.

வெளியே போயிருந்த அந்த பெண்ணின் தாயார் மாலையில் வீடு திரும்பினார். அப்போது, தனக்கு நேர்ந்த கொடுமையை தாயாரிடம் அவர் அழுதபடி ஜாடை மொழியில் கூறினார். இதையடுத்து, ஆத்திரமடைந்த பெண்ணின் தாயார், சுஜித் குமாரை தேடிச்சென்று நியாயம் கேட்டபோது, நடந்த சம்பவத்தைப் பற்றி வெளியே சொன்னால் உன்னையும் உன் மகளையும் கொன்று விடுவேன் என அவர் மிரட்டினார்.

இதையடுத்து, பாதிக்கப்பட்ட பெண்ணின் தாயார் அளித்த புகாரின் அடிப்படையில் வழக்குப்பதிவு செய்த போலீசார் அந்த பேச்சுத்திறனற்ற இளம்பெண்ணை மருத்துவ பரிசோதனைக்கு அனுப்பிவைத்து குற்றவாளி சுஜித் குமாரை கைது செய்துள்ளனர்.

மாற்றுத்திறனாளிகளுக்கு விரைவில் உரிய இடஒதுக்கீடு

தமிழக சட்டசபை தேர்தல் அறிவிப்பு வெளியானாலும், அரசு துறைகளில் மாற்றுத்திறனாளிகளுக்கு ஒதுக்க வேண்டிய பணி இடங்களை அடையாளம் கண்டு அது தொடர்பான உத்தரவுகளை பிறப்பிக்கவேண்டும் என்று தமிழக அரசுக்கு ஐகோர்ட்டு உத்தரவிட்டுள்ளது.

அரசாணை
கிராம நிர்வாக அலுவலர் பதவிக்கான தேர்வு குறித்து கடந்த 2006–ம் ஆண்டு தமிழக அரசு அறிவிப்பு ஒன்றை வெளியிட்டது. இந்த அறிவிப்பில் மாற்றுத்திறனாளிகளுக்கு 3 சதவீத இடஒதுக்கீடு வழங்கப்படவில்லை என்றும் அறிவிப்பை ரத்து செய்யவேண்டும் என்றும் ஐகோர்ட்டில், தமிழ்நாடு மாற்றுத்திறனாளிகள் கூட்டமைப்பு அறக்கட்டளையின் நிர்வாகி சீமச்சந்திரன் என்பவர் பொதுநல வழக்கு தாக்கல் செய்தார்.

இந்த வழக்கு தலைமை நீதிபதி சஞ்சய் கிஷன் கவுல், நீதிபதி புஷ்பா சத்தியநாராயணா ஆகியோர் முன்பு விசாரணைக்கு வந்தது. மாற்றுத்திறனாளிகள் நலத்துறை முதன்மை செயலாளர் முகமது நசுருதீன், ஆணையர் மணிவண்ணன் ஆகியோர் ஆஜராகி, நிலைய அறிக்கை ஒன்றை தாக்கல் செய்தனர். அந்த அறிக்கையில், தமிழகத்தில் உள்ள 54 துறைகளில் 41 துறைகளில் மாற்றுத்திறனாளிகளுக்கு ஒதுக்க வேண்டிய இடங்கள் கண்டறியப்பட்டு விட்டதாகவும், 13 துறைகளில் ஆய்வுப்பணி நடந்து வருவதாகவும் கூறப்பட்டு இருந்தது.

அதிகாரிகள் மீது நடவடிக்கை
இதையடுத்து நீதிபதிகள் பிறப்பித்த உத்தரவில் கூறியிருப்பதாவது:

இந்த வழக்கு நீண்ட காலமாக நிலுவையில் இருந்து வருகிறது. இந்த வழக்கிற்கு சரிவர பதில் மனு தாக்கல் செய்யாத அதிகாரிகள் மீது கோர்ட்டு அவமதிப்பு வழக்கை பதிவு செய்ய முடிவு செய்தோம். ஆனால், அரசு வக்கீலின் கோரிக்கையை ஏற்று, அதை நாங்கள் செய்யவில்லை.

எனவே, அரசு துறைகளில் எவ்வளவு பணியிடங்கள் மாற்றுத்திறனாளிகளை கொண்டு நிரப்பவேண்டும் என்பதை அடையாளம் காணப்படவேண்டும். இந்த பணியை உடனடியாக மேற்கொள்ளவில்லை என்றால், சம்பந்தப்பட்ட அதிகாரிகள் மீது துறை ரீதியான நடவடிக்கையை மேற்கொள்ளவேண்டும்.

தேர்தல் அறிவிப்பு
இந்த பணிகளை வருகிற மார்ச் 31–ந்தேதிக்குள் செய்து முடிக்கவேண்டும். அதேநேரம், தமிழக சட்டசபைக்கு தேர்வு அறிவிப்பு வந்து விட்டது, அதனால் எங்களால் மார்ச் 31–ந்தேதிக்குள் பணியை முடிக்க முடியவில்லை என்று அரசு அதிகாரிகள் காரணம் கூறலாம். ஆனால், இப்போதே நாங்கள் தெளிவாக கூறுகிறோம்.

சட்டசபை தேர்தல் அறிவிப்பு வந்தாலும், அந்த அறிவிப்பு இந்த பணிக்கு தடையாக இருக்காது. மாற்றுத்திறனாளிகளுக்கு எத்தனை இடங்கள் அனைத்து துறைகளிலும் ஒதுக்கவேண்டுமோ, அதை கண்டறிந்து, தகுந்த உத்தரவுகளை பிறப்பிக்கவேண்டும். இந்த வழக்கை வருகிற ஏப்ரல் 13–ந்தேதிக்கு தள்ளிவைக்கிறோம். அன்று மாற்றுத்திறனாளி நலத்துறை செயலர், ஆணையர் ஆகியோர் நேரில் ஆஜராகி அறிக்கை தாக்கல் செய்யவேண்டும்.

மாற்றுத்திறனாளிகள் பயிற்சி மையத்தில் இயங்கும் அங்கன்வாடி மையம்

02.02.2016, திருப்பாச்சூர்;சேதமடைந்த அங்கன்வாடி மையத்தில், பராமரிப்பு பணி மேற்கொள்ளாததால், மாற்றுத்திறனாளிகளுக்கான பயிற்சி மையத்தில், அங்கன்வாடி மையம் இயங்கி வருகிறது. திருவள்ளூர் அடுத்துள்ளது, திருப்பாச்சூர் ஊராட்சிக்குட்பட்ட தாட்கோ நகர். இப்பகுதியில், 25 ஆண்டுகளுக்கு முன், அங்கன்வாடி மைய கட்டடம் கட்டப்பட்டது.இதில், 20 குழந்தைகள் உள்ளனர். இந்த கட்டடம் பராமரிப்பில்லாததால், மிகவும் சேதமடைந்து உள்ளது. இதனால், குழந்தைகள் அரு கில் உள்ள மாற்றுத்திறனாளிகளுக்கான பயிற்சி மையத்தில், தங்க வைக்கப்பட்டு

உள்ளனர்.இதனால், மாற்றுத்திறனாளிகள் இந்த கட்டடத்தை பயன்படுத்த முடிவதில்லை.எனவே, சம்பந்தப்பட்ட ஒன்றிய நிர்வாகத்தினர், பழுதடைந்த அங்கன்வாடி மையத்தை சீரமைக்க வேண்டும் அல்லது புதிய அங்கன்வாடி மையம் கட்ட வேண்டும் என, பகுதி வாசிகள் கோரிக்கை விடுத்துள்ளனர்.

மாற்றுத் திறனாளிகளின் கோரிக்கைகளை அரசியல் கட்சியினர் தேர்தல் அறிக்கையில் சேர்க்க வேண்டும் என வலியுறுத்தப்பட்டது.

இதுதொடர்பான ஆலோசனைக் கூட்டம் கடலூரில் பழைய ஆட்சியரகம் அருகேயுள்ள மஞ்சக்குப்பம் மைதானத்தில் ஞாயிற்றுக்கிழமை நடைபெற்றது.

இதில், பல்வேறு மாவட்டங்களில் இருந்து வந்திருந்த மாற்றுத் திறனாளிகள் முன்னேற்றச் சங்கத்தினர், டிசம்பர்-3 இயக்கத்தினர், மாவட்ட பார்வையற்றோர் நலச் சங்கத்தினர் பங்கேற்றனர்.

கூட்டத்துக்கு மாற்றுத் திறனாளிகள் முன்னேற்றச் சங்க மாவட்டத் தலைவர் சி.கே.சந்தோஷ் தலைமை வகித்தார்.

டிசம்பர்-3 இயக்க மாநிலத் தலைவர் என்.தீபக், துணைத் தலைவர் வெங்கடேசன் சிறப்புரையாற்றினர்.

மாற்றுத் திறனாளிகளுக்கு தனித் துறையும், அதற்கென தனி அமைச்சரையும் நியமிக்க வேண்டும். ஊனத்திற்கு ஏற்ற வகையில் உதவித்தொகையை ரூ.5ஆயிரம் வரையில் உயர்த்தி வழங்குதல், மாற்றுத் திறனாளி பெண்களை பாலியல் வன்கொடுமை செய்பவர்கள், தாக்குபவர்களுக்கு கடும் தண்டனை வழங்குதல், தமிழகம் முழுவதும் அரசுப் பேருந்தில் பயணம் செய்வதற்கு இலவச பயண அட்டை வழங்குதல் உள்ளிட்ட கோரிக்கைகளை வலியுறுத்தி தீர்மானங்கள் நிறைவேற்றப்பட்டன.

இக் கோரிக்கைகளை அரசியல் கட்சிகள் தங்களது தேர்தல் அறிக்கையில் தெரிவித்து நிறைவேற்ற வேண்டும் எனவும் வலியுறுத்தப்பட்டது.

Smart classes for speech, hearing impaired

30.01.2016, Ludhiana: A city-based organization has sponsored three smart classes for hearing and speech impaired students at the School for Deaf Children, Humbran Road. Apex Club, Ludhiana, which works for underprivileged people, recently sponsored three smart classrooms for deaf children.

On Friday, when the first smart class was held, children enjoyed learning from moving characters on smart boards rather than books and sign language. When TOI visited the school, Class V students were taken for the smart class. After the class, one of the students, Abhishek, said, "Smart class is more interesting. Today, we were taught about living and non-living things. There were so many graphics. I really enjoyed the class."

General secretary of The School for Deaf Children, Pramod Dada said, "One day, representatives of the organization visited the school and asked what we need for students. I told them we want smart classes as it would be more convenient for students to learn through smart classes and they agreed."

Nitin Aggarwal, president of Apex Club, Ludhiana said, "Our club works for needy and underprivileged people. We wanted to contribute to this particular school as special children study here. During our visit, we were told that the school wants smart classes for their students and we also realized that smart classes would be quite beneficial for them. So far, two smart classes have been introduced and the third will be introduced soon."

Free training for disabled skaters

01.02.2016, Vadodara: Baroda District Skating Association (BDSA) distributed skating kits among 60 deaf and mute students, including 25 girls, on Sunday. The association also began a free training session for these children from across the city.

The skaters chosen for the first batch are between six and 13 years of age. "We have started small, but our programme is open for up to 200 disabled students who are talented and want to pursue the sport further," said BDSA secretary Pankaj Shah.

Shah added that based on the response to the programme and final number of admissions, the association plans to host a special tournament for the students. "The programme is in its nascent stage and will develop over time. Our principal aim, however, remains to give equal opportunities to talented sportspersons," he added.

Deaf-mute Rajkot beggar held in Punjab for 'ISI links'

27.01.2016, Ahmedabad: Gujarat cops are flummoxed by the first case of a deaf and dumb person apprehended for allegedly being an ISI agent. State ATS sources said Aslam Pathan, who was recently arrested by Ambala police in Punjab with photographs of him offering namaz against the backdrop of Jamnagar air base, is deaf and dumb and used to beg in Rajkot till December 2015.

Punjab police have also found a pair of binoculars, a cell phone and maps of sensitive government bases of Gujarat, as well as Punjab in Pathan's possession.

Gujarat police sources said they have been informed that Pathan used to pass on information to his Ahmedabad-based handler.How Pathan reached Ambala from Rajkot is still a mystery to the cops.

Teams of ATS and Ahmedabad crime branch have been formed and dispatched to different cities in Gujarat and to Mumbai to probe Pathan's links, said sources.Additional DGP (Intelligence) Pramod Kumar said Gujarat ATS is looking into the incident. "We will be assisting Punjab police to probe Pathan's links in Gujarat," he said.

"We have been informed that Punjab police have found a few cell phone numbers of Rajkot and Ahmedabad residents from the call list on the cell phone recovered from Pathan. We have traced those numbers to a few shopkeepers in Ahmedabad and Rajkot. We are also probing whether Pathan had gone to Kutch and other coastal regions in the state," said an ATS official.

"This is the first time we have come across an alleged ISI agent who is deaf and dumb. Pathan was picked up by Ambala police on January 14, but as he was deaf and dumb, cops had a hard time interrogating him. However, during the interrogation done with help of an expert, they claim to have found his links with Pakistan's ISI," said a senior ATS official.
