கடலூர்: மாற்றுத்திறனாளி பெண்ணை பாலியல் பலாத்காரம் செய்த நபருக்கு ஆயுள் தண்டனை விதித்து கடலூர் மகிளா நீதிமன்றம் உத்தரவிட்டுள்ளது. கடலூர் மாவட்டம் பண்ருட்டி அருகே உள்ள கிராமத்தைச் சேர்ந்தவர் ஆர்.ரங்கநாதன்(59),

இவரது வீட்டின் அருகே 47 வயதுடைய காது கேளாத மற்றும் வாய் பேச முடியாத மாற்றுத்திறனாளி பெண் வசித்து வந்தார். பெற்றோர் இறந்து விட்டதால் அந்த பெண் தனது உறவினருடன் வசித்து வந்தார். உறவினர் பெண்ணும், அவரது கணவரும் மாற்றுத்திறனாளி பெண்ணை கவனித்து வந்தன

பாலியல் பலாத்காரம்

கடந்த 2017-ம் ஆண்டு அக்டோபர் மாதம் 22-ம் தேதி உறவினர் பெண்ணும், அவரது கணவரும் வேலைக்கு சென்று விட்டதால் மாற்றுத்திறனாளி பெண் வீட்டில் தனியாக இருந்தார். அப்போது வீட்டுக்குள் நுழைந்த ரங்கநாதன், மாற்றுத்திறனாளி பெண்ணை பாலியல் பலாத்காரம் செய்து ஓடி விட்டார். வாய் பேச முடியாத முடியாதவர் என்பதால் மாற்றுத்திறனாளி பெண்ணால் சத்தம் போட முடியவில்லை.

போலீசில் புகார்

உறவினர் வேலை முடிந்து வீட்டுக்கு வந்தபோது மாற்றுத்திறனாளி பெண் நடந்த சம்பவத்தை உறவினரிடம் தெரிவித்தார். அவரது உறவினர் இது தொடர்பாக பண்ருட்டி மகளிர் காவல் நிலையத்தில் புகார் கொடுத்தார். அதன்பேரில் போலீசார் மாற்றுத்திறனாளி பெண்ணை பாலியல் பலாத்காரம் செய்த ரங்கநாதனை கைது செய்தனர்.

கைது செய்தனர்

அவர் மீது இந்திய தண்டனைச் சட்டம் பிரிவு 376 (கற்பழிப்புக்கான தண்டனை) மற்றும் 376 (2) (எல்) (மனநிலை அல்லது உடல் ஊனமுற்ற ஒரு பெண்ணை பாலியல் பலாத்காரம் செய்தவர்) ஆகிய பிரிவுகளின் கீழ் போலீசார் வழக்குப்பதிவு செய்தனர். இது தொடர்பான வழக்கு கடலூர் மகிளா நீதிமன்றத்தில் நடந்து வந்தது.

ஆயுள் தண்டனை

இந்த நிலையில் இந்த வழக்கில் இன்று தீர்ப்பு கூறப்பட்டது. குற்றம்சாட்டப்பட்ட ரங்கநாதனுக்கு ஆயுள் தண்டனை விதித்து மகிளா நீதிமன்ற நீதிபதி எஸ்.பாலகிருஷ்ணன் அதிரடியாக தீர்ப்பு வழங்கினார். இயற்கை மரணம் அடையும் வரை ரங்கநாதன் சிறையில் இருக்க அவர் உத்தரவிட்டார்.. மேலும் பாதிக்கப்பட்ட பெண்ணுக்கு ரூ.25,000 இழப்பீடு வழங்க வேண்டும் என்று கூறிய நீதிபதி ரங்கநாதனுக்கு ரூ.30,00 அபராதம் விதித்து உத்தரவிட்டார். குற்றம் நடந்த மாதத்தில் அதே தேதியில் தீர்ப்பு கூறப்பட்டுள்ளது குறிப்பிடத்தக்கது.

தமிழகத்தில் மத்திய மற்றும் மாநில அரசுகளால் பல்வேறு அரசு பணிக்கான தேர்வுகள் நடத்தப்பட்டு தேர்ந்தெடுக்கப்படுகின்றனர். இதில் தமிழகத்தை சேர்ந்த மாணவர்கள் அதிகளவில் கலந்து கொண்டு ஆனால் குறைந்த மதிப்பெண் வித்தியாசத்தில் வெளியேறுகின்றனர். அவர்களுக்கு முறையான பயிற்சி அளிக்க படாததால் அவர்களது உழைப்பும் முயற்சியும் வீணாகி விடுகின்றது.

மேலும் தற்போது நடந்து முடிந்த யுபிஎஸ்சி தேர்வில் தமிழகத்தை சேர்ந்த மாணவர்கள் அதிகளவில் தேர்ச்சி பெற்றிருந்தாலும் முதல் நிலை இரண்டாம் நிலை மற்றும் மூன்றாம் நிலையில் முறையான பயிற்சி இல்லாததால் அவர்கள் வெளியேற்றப்பட்டனர். இதையடுத்து கோவை மாவட்டத்தை சேர்ந்த காது கேளாத மற்றும் பார்வையற்ற மாற்றுத்திறனாளி ரஞ்சித் என்பவர் இந்திய அளவில் 750 வது இடத்தைப் பெற்று யுபிஎஸ்சி தேர்வில் வெற்றி பெற்று உள்ளார்.

அதன்பிறகு செய்தியாளர்களிடம் பேசிய ரஞ்சித், மத்திய மற்றும் மாநில அரசுகளால் நடத்தப்படும் தேர்வில் தமிழகத்தில் சேர்ந்த மாணவர்களுக்கு முறையான பயிற்சி அளிக்க அரசு நடவடிக்கை மேற்கொள்ள வேண்டும் என்று அவர் கூறினார். அதனை தொடர்ந்து மத்திய அரசின் பல்வேறு துறைகளில் பணியிடங்களை நிரப்புவதற்காக அரசு பணியாளர் தேர்வாணையம் அறிவிப்பு வெளியிட்டுள்ளது. அதுமட்டுமில்லாமல் பல்நோக்கு பணியாளர், பெண்கள் படை பயிற்றுவிப்பாளர் மற்றும் மருத்துவ பொறியாளர் ஆகிய பணிகளுக்கு 3,261 பணியிடங்களை நிரப்புவதற்காக எஸ்எஸ்சி அறிவிப்பை வெளியிட்டுள்ளது.

மேலும் இந்தத் தேர்வுகளுக்கு முதல்வர் ஸ்டாலின் அறிவித்தபடி பயிற்சி அளிக்க ஏற்பாடுகள் செய்யப்பட்டுள்ளது. இந்த பயிற்சியில் கலந்து கொள்ள விரும்புபவர்கள் அதற்கான இணையதளத்தில் பதிவு செய்ய வேண்டும் என்று அறிவிக்கப்பட்டுள்ளது. அதனைத் தொடர்ந்து திருப்பூர் மாவட்ட வேலைவாய்ப்பு அலுவலகத்தில் வைத்து வருகின்ற அக்டோபர் 20ஆம் தேதி முதல் எஸ்எஸ்சி தேர்வுக்கான பயிற்சிகள் தொடங்க உள்ளதாக மாவட்ட ஆட்சியர் ப.காயத்ரி கிருஷ்ணன் தெரிவித்துள்ளார்.

இப்பயிற்சியில் சேர விரும்பும் இளைஞர்கள் மாவட்ட வேலைவாய்ப்பு மற்றும் தொழில் நெறி வழிகாட்டும் மையத்தை நேரில் சென்று பார்க்கவும் அல்லது 0436-6224226 என்ற தொலைபேசி எண்ணில் தொடர்பு கொள்ளலாம். மேலும் கிராமப்புற மற்றும் நகர்ப்புற மாணவர்களுக்காக இணையதளம் உருவாக்கப்பட்டு அதில் தங்கள் விவரங்களை பதிவு செய்து அதில் பதிவேற்றம் செய்துள்ள பாட குறிப்புகள் மாதிரி வினாக்கள் மற்றும் மாதிரி தேர்வுகள் போன்றவற்றைப் பயன்படுத்திக் கொள்ளுமாறு கேட்டுக் கொள்ளப்படுகிறது.

ஓரினசேர்க்கைக்கு மறுத்ததால் காதுகேளாத பேசாத வாலிபர் அடித்துக் கொலை

சேலம் மாவட்டம் வாழப்பாடி அருகே அக்ராகார நாட்டா மங்கலம் ஆதி திராவிடர் தெருவை சேர்ந்த கோடி மகன் மணிகண்டன் (வயது 30) என்பவர் கொத்தனார் வேலை செய்யும் கூலி தொழிலாளியான இவர் வாய்பேச முடியாது, காது, கேட்காது ஊமையாக உள்ள மணிகண்டன் 3-ம் தேதி இரவு குள்ளம்பட்டி அருகே தனது வீட்டுக்கு நடந்து சென்றுகொண்டிருந்தார்.

அப்போது அரசு மதுபான கடையிலிருந்து மதுபாட்டில் வாங்கிகொண்டு அவ்வழியாக குளிப்பட்டி பள்ளக்காடு அருணாசலம், திருமலை ஆகிய இருவரும் இருசக்கர வாகனத்தில் சென்றனர். அவர்களிடம் லிப்ட் கேட்டு சாடை செய்த மணிகண்டனை அவர்கள் இருசக்கர வாகனத்தில் ஏற்றி சென்றனர். அப்போது குள்ளம்பட்டி அருகே உள்ள ஆலமரம் பகுதியில் இருசக்கர வாகனத்தை நிறுத்திய அவர்கள், மது அருந்த மரத்துக்கு அடியில் அமர்ந்துள்ளனர். அதற்கு பின்னர் மணிகண்டனை ஓரினசேர்க்கைக்கு இருவரும் அழைத்துள்ளனர். ஆனால் மறுத்ததால் மணிகண்டன் மேல் போட்டிருந்த துணிகளை அவிழ்த்துவிட்டு சில்மிஷத்தில் ஈடுபடும் போது மணிகண்டன் ஒத்துழைக்காததால், ஆவேசமடைந்த அருணாச்சலமும், திருமலையும் மதுபாட்டில், கல்லால் குத்தி தலையிலும் வயிற்றிலும் அடித்து நிர்வாண நிலையில் கொலை செய்துள்ளனர்.


இதுகுறித்து சம்பவ இடத்தில் மோப்பநாய், தடயவியல் நிபுணர்கள் மூலமாக போலீசார் விசாரணை நடத்திவருகின்றனர். இச்சம்பவத்தில் தொடர்புடைய இருவரில் ஒருவர் கைது செய்யப்பட்டனர். மற்றொருவரை வலைவீசி தேடிவருகின்றனர். போலீஸார் தேடி வரும் திருமலை கடந்த ஆண்டு வாழப்பாடி அருகே முத்தம்பட்டி சேலம் சென்னை தேசிய நெடுஞ்சாலையில் ஒரு வாலிபரை பெட்ரோல் ஊற்றி கொலை செய்தவர் என்பது குறிப்பிடத்தக்கது.

Ranveer Singh praises India for making textbooks and other educational material accessible for deaf children using sign language

Ranveer Singh has been constantly working towards raising the issues faced by the Deaf community. He has also been urging authorities to consider and declare Indian Sign Language (ISL) as the 23rd official language of India. He has signed a petition aimed at furthering awareness to this cause. Ranveer is lauding the steps taken by India to make textbooks and other educational material accessible for deaf children using sign language.

Ranveer says, “The news of NCERT textbooks being made available digitally in ISL for students in standard 1-5, is a huge step forward in a truly inclusive society. Inclusivity leads to accessibility and our leaders identifying this requirement makes me proud and hopeful for what's to come in 2022.”

The National Council of Educational Research and Training (NCERT) has signed an MoU with the Indian Sign Language Research and Training Centre (ISLRTC) to aid deaf children with educational material using sign language.

The availability of NCERT textbooks in Indian Sign Language (ISL) will ensure that hearing-impaired children can also now access educational resources and it will be a useful and much needed resource for teachers, teacher educators, parents and the hearing-impaired community. According to officials, the cognitive skills of children are developed in childhood and it is necessary to provide them with educational material in accordance with their learning needs.

“The National Education Policy 2020 is a progressive move much needed by the Deaf community and the nation and I commend this big step. This is an important start to equalise the playing field for the 70 lakh + citizens of the Deaf community,” says Ranveer.

He adds, “With my personal endeavour at IncInk, I will continue to be the loudspeaker for the community till their basic rights are met… and we are slowly but surely getting there.”

Ranveer’s independent record label IncInk, which he has formed with Navzar Eranee, has released multiple sign language music videos – the only record label to initiate this progressive step. Given Ranveer’s efforts towards making Indian Sign Language an official language, the deaf community in India has wholeheartedly appreciated him and also put out a heartfelt thank you video for him.

Deaf-mute girl raped by 6, including minors, later identifies accused from photographs

A minor girl who is deaf and mute was raped in Madhya Pradesh’s Shahdol by six people, including four minors. The group also clicked photos of the assault and circulated them when the incident came to light.

According to a report in The Times of India, the police have said that the deaf and mute girl was lured out of her house by some neighbours on Saturday. They then took her to a hut at an isolated place where the five other accused were waiting.

The six, including four minors, took turns to rape the disabled girl and also thrashed her after she put up a resistance. However, she didn’t speak up about the assault.

Later, her father came across a photograph that was being circulated locally after a youth found it and identified the girl. When her parents asked her about the incident, she broke down and narrated what happened.

Superintendent of Police Awadhesh Goswami said that the mother of the disabled girl lodged a complaint with the police on Thursday while the social justice department roped in experts to get a statement from the girl.

The victim managed to narrate the ordeal with sign language and also identified the accused from photographs shown by the police.

Best employer award for Panchkula institute

Chandigarh, October 25

The Haryana Welfare Society for Persons with Speech and Hearing Impairment, Panchkula, has won the national award for empowerment of persons with disabilities for 2020 in the category of Best Employer.

A spokesperson said an Indian sign language teacher of the institute, Swati Jangid, had been selected in the Best Employee/Self-Employed with Disabilities (Deaf/Hard of Hearing) category for her outstanding contribution and participation in international chess tournaments.

Besides, an alumni of the institute, Aakash Singh from the Gurugram centre, too, has been selected in the Best Employee/Self-Employed with Disabilities (Deaf/Hard of Hearing) category for his achievements in national and international cricket championships.

He said the awards were declared today by the Ministry of Social Justice and Empowerment and would be conferred on December 3, 2021, on World Disability Day in Delhi.

Hearing-impaired staffers' remarkable service make this Jamshedpur cafe most sought after in the city!

30.06.2021 RANCHI: In the very first look, Café La Gravitea seems to be any other cafeteria in the Steel City of Jamshedpur. But the moment a waiter or waitress approaches for taking orders, one would realize the uniqueness of this eating joint.

Café La Gravitea offers employment to hearing-impaired youths only and currently employ 10. According to the owner of Café La Gravitea, Ashish Duggar, he was motivated to take this initiative after a youth along with his sister, who was hard of hearing, visited his tea stall in 2016 and told him that his sister wanted to work but she was not getting any job due to her inability. “It was a turning point in my life as after quitting my job as Vice President at a steel company in 2015, I wanted to do something for the society. Meeting with the girl, I realized that the opportunity I was looking for was right in front of me and decided to open a Café where all the employees will be hearing impaired,” said Duggar.

It took him a few months to give shape to his concept/ “Now, the Café is being managed by all the 11 employees, out of which 10 are hearing impaired and talk only in sign language. Initially, I had to face problems as I did not understand what they were saying, but gradually I also learnt sign language in the next six months and now I can communicate like anyone among them,” said Duggar.

Probably, this is only such café in India where the hearing impaired employees not only serve food but also cook and do all other chores which is required at an eating joint, he added. Duggar informed that Café La Gravitea is the most sought after eating joint in Steel City which is famous for more than 120 international varieties of tea.


His initiative got a very good response from the people and the Café is visited by city's important personalities. Jamshedpur Deputy Commissioner (DC) Suraj Kumar is one of them. “There has always been a myth among the business class that only physically fit people could do a job efficiently, but the initiative taken by the owner of Café La Gravitea has defied it. They communicate in sign language, the menu is already decided and everything is on writing, and hence, nobody has faced any problem there as everything is being done there quite efficiently. In fact, after the initiative taken by the owner, more and more people throng on the Café to appreciate it,” said Suraj Kumar.

In a way it has given positive sense and has added a new dimension to the aspect of business which was not ever thought by anyone else, he added. The DC said that the initiative has also given a lesson for the entrepreneurs that they should also start giving employment to the specially-abled individuals.

Recently, all the employees were vaccinated at the Café itself. “Not only they readily took the jabs but they also motivated the people living in Jamshedpur in their own sign languages which made a positive impact on the vaccination drive being conducted in the district,” said the DC.

Interestingly, Duggar is not only giving employment to the hearing impaired youths but also conducts ‘No Honking’ campaign. In addition to that, he has also been conducting ‘KhamoSheWithLife’ (for the deaf community around the world) since 2017 with a Cash Prize of US $ 400 which is the only annual event by a startup in India that empowers and gives an opportunity to deaf people to show their skill in diverse field.

Two arrested by UP ATS for converting deaf and dumb children, received funds from Pak's ISI

The Uttar Pradesh ATS has arrested two men involved in religious conversion in the state. According to police, the duo targetted poor families, unemployed youth, and handicapped people, especially those who were hearing and speech impaired, children and forced them to change their religion. They have been identified as Umar Gautam and Mufti Qazi Jehangir. They were arrested from the Jamia Nagar area in Delhi.

Prashant Kumar, Uttar Pradesh ADG (Law and Order), said that the arrested were running a conversion racket. He also mentioned that this might be a case of funding from ISI for religious conversions.

During interrogation, the duo informed that they converted around 250-300 people every year. They met people who were economically weak including women, children and disabled. He said that around 1,500 children at a deaf and dumb school in Noida embraced Islam, adding that thousands of such cases have been reported across the state.

Umar Gautan, accordig to police, himself had embraced Islam. He is a resident of Batala house in Jamia Nagar.

The top cop said that people were lured to convert their religion for money and financial stability. He added that many women have been forced to change their religion and were married off.

The accused used to run a centre named 'Islamic Dawa Centre' that got funding from all across the world. Police is also tracking those people who got trapped in this racket and is investigating further to understand how they influenced people.

UP Police's Anti-Terrorism Squad arrests two for religious conversion of deaf and dumb children

The accused have been identified as Mufti Qazi Jahangir Qasmi and Mohammad Umar Gautam. Both are residents of Jamia Nagar in South Delhi

The Uttar Pradesh Police's Anti-Terrorism Squad (ATS) has busted a nation-wide religious conversion racket and arrested two people on Monday. The accused have been identified as Mufti Qazi Jahangir Qasmi and Mohammad Umar Gautam. Both are residents of Jamia Nagar in South Delhi.

The UP Police said the racket involved the conversion of deaf children and women to Islam and more than 1,000 people had been converted so far. Police said more than a dozen children of a deaf and dumb school in Noida were also converted.

An FIR has been lodged with Gomtinagar police station under the state's new anti-conversion law. The name of the chairman of Islamic Da'wah Centre is also mentioned in the FIR.

Uttar Pradesh ADG (Law and order) Prashant Kumar said they had evidence that the racket was being funded from abroad.

"Both were arrested after interrogation. We have got important evidence, documents of foreign funding," he said at a press conference.

During interrogation, the duo informed the police that they converted around 250-300 people every year.

"The deaf and dumb son of a couple living in Kalyanpur, Kanpur, was converted and sent to South India. Thousands of such cases have come to light. The people were promised money and jobs in lieu of conversion," said Uttar Pradesh ADG (Law and order) Prashant Kumar.

மாற்றுத்திறனாளிகள் 58 பேருக்கு ரூ.5.54 லட்சத்தில் நலத்திட்ட உதவிகள் :

திருவாரூர்: திருவாரூர் மாவட்ட மாற்றுத்திறனாளிகள் நலத் துறை சார்பில், மாற்றுத்திறனாளிகளுக்கான உபகரணங்கள் வழங்கும் நிகழ்ச்சி ஆட்சியர் அலுவலக கூட்ட அரங்கில் நேற்று நடைபெற்றது. நிகழ்ச்சிக்கு, எம்எல்ஏ பூண்டி கே.கலைவாணன் முன்னிலை வகித்தார்.

கன்னியாஸ்திரியான இவர், அந்த பள்ளியிலேயே தங்கி இருந்து, கடந்த 2 ஆண்டுகளாக மன அழுத்தத்துக்கான சிகிச்சையும் பெற்று வந்ததாக கூறப்படுகிறது. நேற்று முன்தினம் இரவு அவர் தான் தங்கிருந்த அறையில் தூக்குப்போட்டு தற்கொலை செய்து கொண்டார்.

இதுபற்றி தகவல் அறிந்துவந்த தேனாம்பேட்டை போலீசார், அருள் பெமினாவின் உடலை மீட்டு பிரேத பரிசோதனைக்காக அரசு ஆஸ்பத்திரிக்கு அனுப்பி வைத்தனர். மேலும் அவர் அறையில் இருந்த கடிதம் ஒன்றை போலீசார் கைப்பற்றினர்.

அந்த கடிதத்தில் அவர், “எனது சாவுக்கு யாரும் காரணம் இல்லை. மன அழுத்தம் காரணமாக இரவில் தூக்கம் வராததால் தற்கொலை செய்து கொள்கிறேன்” என எழுதி இருந்ததாக போலீசார் தெரிவித்தனர்.

இதுபற்றி போலீசார் வழக்குப்பதிவு செய்து விசாரணை நடத்தி வருகின்றனர்.

The burden of our failure to connect with the hearing-impaired should weigh heavily upon our conscience, writes Alka Jain

An enthusiastic author once told me that stories are strewn everywhere. Much depends on whether we choose to narrate them or not, as, in search of the extraordinary, we sift and leave out exemplary deeds that cross our paths every day. I began looking around in earnest and was pleasantly surprised to discover the brilliant tales dotting my horizon, ready to see the light of the day.

One such story looked straight into my eyes on a bright day. I had gone to meet Puneet at her school for the deaf, to buy crafts made by her students. There she was, sitting with a group closely huddled on the floor. She greeted me with her trademark enthusiasm. As we talked, we discussed why the word ‘dumb’ accompanies the expression ‘deaf’.

Puneet’s twinkling eyes spoke before she did. “The deaf are not dumb. Why should I call it a Deaf and Dumb School? These kids are as normal as other children. They only have a language barrier and cannot understand our spoken words because they cannot hear! And, as they can’t hear, they can’t speak. This is all the world needs, to label them ‘deaf and dumb! Imagine the efforts they have to put in each day to communicate their feelings and ideas to the hearing community.” I listened, rendered somewhat dumb and speechless.

Sign language

“The deaf have their own sign language in which they communicate perfectly. It is our fault that we do not know their language. We, the ‘normal’ people, choose to remain dumb throughout our lives and mute our senses by deciding not to pick up a few expressions from their beautiful language. Vanity indeed! We are frustrated with them while they patiently toil all their lives to be understood and accepted. We are dumb, while they, are only deaf,” Puneet declared.

Suddenly, I was looking at myself and my doctorate in mockery. No one had ever taught me that when I had spent hours polishing my literary skills, a bit of effort should have also been directed towards learning the sign language that works so wonderfully for my hearing-impaired brethren. Why should they be forced to learn my speech while I made no effort to understand theirs?

Puneet’s words kept haunting me, and then something happened to drive home their import. It so happened that I was at New Delhi Railway Station, and suddenly, a young man tapped my shoulder. I turned back angrily, aghast at his audacity, when he began gesturing with his hands and fingers. I then realised he was hearing-impaired. As I looked around helplessly, a young female police officer came up to us. She gestured to him to show his ticket, held his hand and guided him towards a platform, showed him her watch and then pointed towards a train.

The youth thanked her and set off. I was relieved and ashamed at once. Relieved, for the youth had been guided so well and ashamed at having been reminded of the uselessness of my communication skills once again.

Must learn basics

On my journey back, I remembered Puneet’s words, “Learning the basics of the Indian Sign Language should be made compulsory for school children. If it is important to acquire several foreign tongues, why are we never asked to equip ourselves with sign language instead? Are we not responsible for including in our fold those who are different?”

So Puneet it is, who will be the hero of my story today.

Puneet runs a school for the hearing impaired in Jhansi, a small nondescript city of India, thriving on the fame of its valiant queen, Rani Lakshmibai. She had a soft corner for her cousin, a child with special needs, with whom she shared a divine bond and this inspired her to do something for other special-needs children, too. She started a preschool that was an instant hit with the kids. It was here that I met her for the first time, having entrusted my kid in her care.

But after a few years, Puneet closed down her school and began volunteering at a special school, where she was allowed to work with deaf students. She then learnt that India has the largest number of hearing-impaired in the world. At that particular school, she experienced the challenges these students faced. They lacked formal education and had to take exams in a language they could not hear and hence, automatically, could not speak. However, they were expected to speak and copy text without understanding.

Puneet was so troubled by this that she decided to learn sign language and overcome this communication barrier. “There are so many schools and teachers for regular kids,” she smiles, “but hardly any for the deaf. So, I realised I had to learn the language and teach them myself.” Having studied sign language, she began teaching the students basic English, science, and maths.

Skills centre

Realising that academic schools were of little use to these students who were too old to be admitted, she started a ‘Multi Skills Centre for the Deaf (MSCD)’. Skills like painting, cooking, stitching, and handicrafts are taught here, with help from her parents, extended family and friends. Some of Puneet’s friends help her mission by giving her sale counters at exhibitions and events. The MSCD has also started making meagre profits. On one of my visits, Puneet showed me the sewing machine purchased from profits made at a handicrafts stall.

She has been carefully training her more academically inclined wards, coaching them for competitive exams. She tells me that there are only 388 schools for the deaf in India. Not all deaf students can afford the accommodation and teaching fees at these hostels.

Puneet requested people to fund students’ education at centres at Bhopal, Delhi, and Indore when they surpassed her sign language proficiency and required further education. She also requested placements. Some of her students cleared competitive exams, while a few have also acquired good jobs. But there are thousands of hearing-impaired students who do not have godmothers like her; as per the 2011 Census, the total population of the hearing impaired in India is about 50 lakh. Sadly, a vast majority of parents of hearing-impaired children have also not learnt sign language. The ridicule and prejudice of the world towards those who cannot hear needs no words. The burden of our failure to connect to lakhs of hearing-impaired people should lie heavily upon our conscience.

Puneet dreams of opening a primary school for the deaf in Jhansi. But she is worried because India only has 250 certified sign language interpreters, a smattering, if one considers the huge demand. Sadly, while people are kind enough to offer funds once in a while, no one has ever volunteered to learn sign language and let their hands do the talking.

It would be wishful thinking to hope that schools make the Indian Sign Language (ISL) a mandatory subject and thereby facilitate the natural inclusion of the hearing-impaired into the hearing community. Perhaps, we, the people, will take up this responsibility on our own.

As Peter Drucker says, ‘The most important thing in communication is hearing what isn’t said’. Those who cannot hear will perhaps never voice out our shortcomings. But clearly, it’s time we paid attention to what they have left unsaid.

குழந்தையுடன் தனியாக வசித்து வரும் சௌமியா, தமிழின் மீதான காதலால் தனது பெயரை 'இயல்' என மாற்றிக்கொண்டார். ஆங்கில இலக்கியங்களை ஓவியமாக்குவதை பார்த்து, திருக்குறளை ஓவியமாக்கும் எண்ணம் இவருக்கு வந்துள்ளது. பகிர்ந்துண்ணும் பழக்கம் உடையவர்களை பசி என்னும் கொடிய நோய் அணுகுவதில்லை என சொல்லும், 'பாத்தூண் மரீஇ யவனைப் பசிஎன்னும் தீப்பிணி தீண்டல் அரிது'. என்ற குரலை தற்போது ஓவியமாக்கி வருகிறார். இதனையடுத்து வள்ளுவர் ஈரடியில் உலகை அளந்தார் என்றால், அந்த ஈரடியை 15க்கு 15 அடி சென்டி மீட்டர் அளவுள்ள சட்டத்திற்குள் ஓவியமாக வரைந்து விடுகிறார் பேராசிரியை சௌமியா.

இதனையடுத்து சௌமியாவின் இந்த முயற்சிக்கு அவரது தாயார் தன்னால் இயன்ற உதவிகளை செய்து தருவதாக தெரிவித்துள்ளார். மேலும் சௌமியாவின் இந்த புதிய முயற்சியின் மூலம் திருக்குறளை காதுகேளாத மாணவர்களும் எளிதாக புரிந்து கொள்ளும் வகையில் அமைந்துள்ளன. இவர் ஒரு ஓவியம் தீட்ட 3 முதல் 4 மணி நேரம் வரை ஆகிறது. இதனால் ஒரு நாளைக்கு ஒரு ஓவியம் தீட்டுகிறார். ஜனவரி 1ம் தேதி முதல் ஓவியம் வரைய தொடங்கிய இவர் 2023 ஆகஸ்ட் 23ம் தேதிக்கு 1330 குரலையும் ஓவியமாக வரைந்து விடுவதையே இலக்காக கொண்டுள்ளார்.

இந்நிலையில் குழந்தைகளுக்கு அறத்தை சொல்லித்தர திருக்குறள்தான் சிறந்த வழியென்று சொல்லும் இயல் பெற்றோர்கள் திருக்குறை கற்பிக்க வேண்டும் என வலியுறுத்தியுள்ளார்.

Pakistan: Mute And Deaf Girl Raped For Three Months, Filmed For Extortion

A 16-year-old deaf and mute girl in Pakistan’s Punjab province was allegedly gang-raped for three months by five persons who also filmed a video to extort money from her father, according to a media report on Thursday.

The video of the differently-abled victim, who is the daughter of a security guard, went viral on social media platforms, the police said.

As reported by The Express Tribune, the five suspects sexually assaulted the girl over the past three months and filmed the crime to blackmail her father into giving them money.

District Police Officer (DPO) Syed Karar Hussain said that two suspects have been arrested.

According to Lodhran Station House Office city Raees Ali, the medical report of the victim confirmed rape

A case was registered against the five persons on the complaint of the victim’s father.

The victim, who communicates through sign language, told her parents that there were five unidentified men involved in the sexual assault, some of whom raped her repeatedly over the past three months.

The victim’s father claimed that he remained silent out of fear. However, after his daughter was filmed and blackmailed, he approached the police.

Association of Deaf and Dumb, (J&K) organised the 3rd Cultural Programme of Deaf and Dumb at Tagore Hall, Srinagar.

In a statement issued by the association, National Association of the Deaf, India and Global Deaf Cultural Film Festival, Mumbai have also affiliated with Association of Deaf and Dumb. The cultural programme was organised by Mohammad Saleem, President and Ashfaq Ahmed, General Secretary of the Association.

“About 110 Deaf people from all over Jammu & Kashmir participated in the events. Many deaf people performed the comedy, dance, drama, mime and rock dance. The Chief Guests were Athar Amir Khan, CEO, Srinagar Smart City Limited and Anuj Jain, Executive Director, National Association of the Deaf. Guests of Honour were Crown Dewaani, and Adnan, District Legislative Secretary,” the statement reads.

5 students who are deaf are learning and making new friends at Don Bosco Technical Institute in New Delhi

There are five students who are deaf attending and excelling at the Don Bosco Technical Institute in New Delhi, India. Ricky Singh is a first-year student of graphic design. He has been deaf since birth. After attending the St. Francis School for the Hearing Impaired in Lucknow, Singh learned about the programs at the Don Bosco Technical Institute and the opportunities offered to youth in need.

The institute offers educational programs for youth who have come from challenging backgrounds, including those living in poverty, those who have struggled with school in the past or those who might have a disability, such as Singh. In addition to regular coursework, the institute has co-curricular activities and sessions for personal growth.

Singh and the other four students who are deaf are able to communicate with each other in sign language and are proud of their academic achievements. Their teachers and classmates are also learning to sign, increasing the overall comfort and well-being of the students who are deaf. Despite challenges they may encounter, the students who are deaf are inspiration for other students by leading by example to show that anyone who dares to dream can work hard and transform those dreams into reality.

Singh said, “Though I am hearing and speech impaired, I am happy that God has gifted me with lots of other qualities and talents. It helps me to do things differently and grow together with other trainees of the institute. I feel happy, and I am proud to do this course at Don Bosco Technical Institute.”

Access to professional training and workforce development services is highly valued by youth in India. The country, which is home to 1.34 billion people (18 percent of the world’s population), will have overtaken China as the world’s most populous country by 2024, according to the World Economic Forum. While India has the world’s largest youth population, it has yet to capitalize on this, leaving some 30 percent of this population without employment, education or training.

India has the world’s fourth largest economy but more than 22 percent of the country lives in poverty. About 31 percent of the world’s multidimensionally poor children live in India, according to a report by the Oxford Poverty and Human Development Initiative.

India’s youth face a lack of educational opportunities due to issues of caste, class and gender. Almost 44 percent of the workforce is illiterate and less than 10 percent of the working-age population has completed a secondary education. In addition, many secondary school graduates do not have the knowledge and skills to compete in today’s changing job market.

Sports Ministry provides Rs 2.5 lakh financial assistance to deaf tennis player Jafreen Shaik

NEW DELHI: The Sports Ministry has provided financial assistance of Rs 2.5 lakh to deaf tennis player Jafreen Shaik from the Pandit Deendayal Upadhyaya National Welfare Fund for Sportspersons (PDUNWFS) to continue her training despite hurdles in the quest to win a gold at the Summer Deaflympics scheduled in Brazil later this year or next year.

Jafreen, 23, was the recipient of a bronze medal at the 2017 Summer Deaflympics in the mixed doubles event, where she partnered Prithvi Shekhar. That was India's very first medal at the Deaflympics in tennis. She had also represented India at the 2013 Deaflympics.

Currently, Jafreen is residing in her maternal uncle's house on payment of nominal rent and is unable to make ends meet to continue her training. Her father Zakeer Ahmed had to sell his only residential house in Bangalore and ornaments to bear her training expenses.

Jafreen was training in China to participate in the Summer Deaflympics 2017. Prior to that, she had undergone training at the Sania Mirza Tennis Academy in Hyderabad for free from 2013 to 2017.

She now intends to get a sponsorship to undergo training at the PBI Academy in Bangalore with a one year preparation for the upcoming Deaflympics.

As per the Deendayal Upadhyaya Fund, financial assistance of up to Rs 2.5 lakh is given to sportspersons for training, procurement of equipments and participation in national and international sports events. Financial assistance is also given to the parents of sportspersons who are living in dire conditions. Sportspersons belonging to those sports disciplines whose federations are either decoregnised or whose recognition has been suspended by the Government are also eligible for financial assistance under the fund.
