Governor urges differently-abled persons to utilize their talent

ITANAGAR, Mar 26: Governor of Arunachal Pradesh J P Rajkhowa inaugurated the 15th All India Cultural Festival for the deaf at Guwahati on Saturday. Large numbers of participants from all over the country are attending the event. The Governor felicitated Miss India Deaf- 2016, Anjalika Lahon on the occasion.
In his inaugural address, the Governor exhorted the participants and the officials to strive to best of their abilities and reminded them that they are differently abled individuals. He advised all to do away with ‘deaf and dumb’ words and used ‘impaired’ to instill a better mind-set.
Impressed by the cultural programme presented by the participants, the Governor suggested for organising such competitive events in the Frontier State of Arunachal Pradesh. He said that such event will instill new zeal and confidence amongst the persons with physical challenges of the State.
While highlighting the endeavour of Donyi Polo Mission, through Donyi Polo Mission School for Hearing and Visually Impaired, the Governor informed the representatives from all over India of its successful works towards welfare of the persons with disabilities.
He also informed them of the Recycle Unit of the Schools and its products which he opined should be encouraged.
As a token of appreciation, the Governor gave financial assistance towards the Association and expressed his hope that it will continue to work for the welfare of the targeted people of the whole region.
The Assam Association of the Deaf (AAD) Executive President Dhirendra Deb Adhikari highlighting the achievement and background of the association which was established at Shillong in the year 1960 also informed that the Association has been striving for the welfare of physically challenged persons since its inception. It is very much concerned about education and employment of the deaf in both government and non-government organisation.

Cost of cochlear implant operation may go down to Rs 1 lakh

26.03.2016, New Delhi: A silent revolution is on to help speech-impaired children.

The government is planning to put the high-cost Cochlear implant surgery within the reach of most citizens, with talk of experimental trials of an indigenous version estimated to cost as less as Rs one lakh.

The price of a Cochlear implant till recently was Rs 11 lakh per unit but crashed to Rs 6 lakh after the Centre invited competitive bids for its scheme supporting disabled persons with aids and appliances. The Centre has begun to support 500 children annually for Cochlear implants.

Defence R&D organisation, DRDO, recently made a presentation to Artificial Limbs Manufacturing Corporation of India under social justice ministry (MSJ) on the implant it has developed. While it is a much more affordable version of available cures for hearing-speech handicaps, it has been languishing without clinical trials for some time now. "We are committed to making Cochlear implants cheap and are looking at clinical trials for what the DRDO has developed," joint secretary in-charge of disability in MSJ, Awanish Awasthi told TOI.

The main roadblock in clinical trials is the risk of failure at experiment stage. Sources said the Centre may look at giving risk guarantees to the person who agrees to undergo the trial surgery.

"A surgery that is so expensive for a disability so common, bold steps are needed," a senior official said.

Cochlear implant can be a magic cure for children who are deaf and, as a consequence, speechless. This operation can only be done on children of up to six years.

The cost crashed from Rs 11 lakh, well out of the reach of common man, to Rs 4.70 lakh after the Centre gave bulk orders for its scheme. With the surgery costing another Rs 60,000, the Centre has decided to give Rs 6 lakh per implant. It is virtually the market rate now.

கிழக்கு தாம்பரம், ஆதி நகரை சேர்ந்தவர், நாகராஜ், 45. மாற்றுத்திறனாளியான அவர், மாற்றுத்திறனாளிகள் சங்க, மாநில துணை பொது செயலராக உள்ளார்.அவருக்கு, அரசு சார்பில் ஊனமுற்றோர் உதவித்தொகையாக ஆயிரம் ரூபாய், ஒவ்வொரு மாதமும் வழங்கப்பட்டு வருகிறது.இந்த மாதத்திற்கான உதவித்தொகை கிடைக்க பெறாததால், நாகராஜ், தாம்பரம் தாலுகா அலுவலகத்தில் விசாரித்தார். பணம் அனுப்பப்பட்டதாக, அதிகாரிகள் தெரிவித்தனர். கிழக்கு தாம்பரம், ஐ.ஏ.எப்., சாலையில் உள்ள தபால் அலுவலகத்தில் நாகராஜ் விசாரித்த போது, உதவித்தொகை வரவில்லை என்றனர்.மீண்டும் தாலுகா அலுவலகத்தில் நாகராஜ் விசாரித்ததில், பணம் அனுப்பியதற்கான ஆதாரத்தை அதிகாரிகள் அவரிடம் காண்பித்தனர்.

ஆனால் நேற்று தபால் அலுவலகம் சென்ற அவரிடம், பணம் வரவில்லை என மீண்டும் தெரிவிக்கப்பட்டதால், அவர் ஆத்திரமடைந்தார்.உடன் தபால் அலுவலகம் முன், மண்ணெண்ணெய் கேனுடன், தற்கொலை செய்து கொள்ள போவதாக சாலையில் அமர்ந்து, போராட்டத்தில் ஈடுபட்டார்.போலீசார் அவரை சமரசம் செய்து, பணத்தை பெற்று தந்ததை அடுத்து, அவர் போராட்டத்தை கைவிட்டார்.

அரசு ஊழியர் வாகனப்படி மாற்றுத்திறனாளிகள் கோரிக்கை

24.03.2016, 'அரசு பணியில் உள்ள மாற்றுத்திறனாளிகளுக்கு வழங்கப்படும், வாகனப்படியை நிறுத்தக் கூடாது' என, மாற்றுத்திறனாளிகள், அரசுக்கு கோரிக்கை விடுத்துள்ளனர்.

இதுகுறித்து, தேசிய பார்வையற்றோர் இணையத்தின் திட்ட இயக்குனர் மனோகரன் கூறியதாவது:தமிழகத்தில் உள்ள அனைத்து வகை மாற்றுத்திறனாளிகளுக்கும், இலவச பஸ் பாஸ் வழங்கப்படுகிறது. இதுதவிர, அரசு பணியில் உள்ள அனைத்து வகை மாற்றுத்திறனாளிகள், 30 ஆயிரம் பேருக்கு, 2010 முதல், மாதந்தோறும் வாகனப்படி, 1,000 ரூபாய் தரப்படுகிறது. இது, வீட்டில் இருந்து, பஸ் நிறுத்தத்திற்கும், அரசு அலுவலகத்திற்கும் ஆட்டோவில் செல்ல வழங்கப்படுகிறது.இதை மாற்றுத்திறனாளி நலத்துறை இயக்குனர் மற்றும் செயலர் தவறாக புரிந்து கொண்டு, 'இலவச பஸ் பாஸ் பெறும் மாற்றுத்திறனாளிகளுக்கு, வாகனப்படி வழங்கக்கூடாது' என, அரசுக்கு கடிதம் எழுதியுள்ளனர். இத்துறை அதிகாரிகளின் செயலை, தேசிய பார்வையற்றோர் இணையம், வன்மையாக கண்டிக்கிறது;வாகனப்படியை நிறுத்தக்கூடாது. இவ்வாறு, அவர் கூறினார்.

A workshop for the specially abled

22.03.2016, Chandigarh: Over 50 young deaf and dumb activists from five states across north India attended three days of residential workshop on 'Leadership and Advocacy' organised by the Rajiv Gandhi National Institute of Youth Development (RGNIYD), Regional Centre (RC) in collaboration with the National Association of the Deaf.

Participants learned about leadership styles, attributes and developed their leadership skills through different interactive sessions. During the workshop participants enhanced their understanding about advocacy, process of advocacy, stakeholder analysis, problem analysis and developing an advocacy strategy.

Uday Bhaskar, trainer from the Deaf Enabled Foundation, and Stanzin Dawa, regional coordinator, RGNIYD RC Chandigarh were the lead facilitators. Stanzin while addressing the participants at the closing ceremony said "Your circumstances should not define your limitations rather it should help you to redefine your potential and the power within you to make things possible. You are born to win and succeed in life, never quit and never give up. The learning of workshop should help not only you but also fried to live life by choice not by chance".

Vivek Mehta, a participant of the workshop said "This workshop provided me an opportunity to enhance my leadership skills and to learn in depth details of advocacy which I will surely use in my future endeavours"

Police reunite deaf-mute girl with family

AMBERNATH: Three months after a 12-year-old deaf-mute girl from Ambernath had gone missing from home, she was reunited with her parents on Thursday. Anjali Chavan was spotted at Dongri Children's Home by constable Chayya Gosavi on Wednesday.

Her parents had lodged a missing complaint after she went missing. The police handed her over to her parents in the presence of joint commissioner Ashutosh Dumbre. "We were shattered when she had gone missing," said Digambar.

ஈரோட்டை அடுத்த நாதகவுண்டன்பாளையம் ஊராட்சி ஒன்றிய நடுநிலைப் பள்ளியில் மாற்றுத் திறனாளி குழந்தைகளையும் உள்இணைத்து கல்வி வழங்கும் வகையிலான விழிப்புணர்வு கலைநிகழ்ச்சி புதன்கிழமை நடைபெற்றது.

இந்நிகழ்ச்சியை நாகர்கோவில் அக்கம் பக்கத்து சமூக பிணைப்பு, கோவை விடியல் அறக்கட்டளை, பெங்களுரூ சி.பி.எம். சாரோ நிறுவனம் ஆகியவை இணைந்து நடத்தின.

மாற்றுத் திறன் குழந்தைகள் அனைவரும் அவரவர் வசிப்பிடத்துக்கு அருகே உள்ள அரசுப் பொதுப் பள்ளிகளில் படிக்க வேண்டும்.

ஒவ்வொரு அரசுப் பள்ளியிலும், மாற்றுத் திறனாளி குழந்தைகளை உள்ளடக்கிய கல்வி முறைகளை அமல்படுத்த வேண்டும். அதற்கான சிறப்பு பயிற்சி பெற்ற ஆசிரியர்களை நியமிக்க வேண்டும். சிறப்புப் பள்ளிகளில் உள்ளது போலவே அரசுப் பொதுப் பள்ளிகளிலும் மாற்றுத் திறன் குழந்தைகளுக்கான அனைத்து கல்வி உபகரணங்களும், சாதனங்களும் கொடுக்க அரசு உதவி செய்ய வேண்டும். பொது அறிவை வளர்ப்பதற்கும் திறமைகளை வளர்ப்பதற்கும் கவிதை, கட்டுரை, ஓவியம் பேச்சுத் திறன் போன்றவற்றுக்கும் பயிற்சிகள் அளிக்கப்படவேண்டும். மாற்றுத் திறன் குழந்தைகளுக்கான தூய்மையான, பாதுகாப்பான அவர்கள் பயன்படுத்தக்கூடிய வகையிலான கழிப்பறை வசதி செய்து தரப்பட வேண்டும் போன்ற கருத்துகளை வலியுறுத்தி இந்த விழிப்புணர்வு நிகழ்ச்சி நடைப்பெற்றது.

நிகழ்ச்சிக்கு, பள்ளித் தலைமை ஆசிரியை புவனா தலைமை வகித்தார். கஸ்பா பேட்டை பள்ளி தலைமை ஆசிரியை செல்லம்மாள் முன்னிலை வகித்தார். மாற்றுத் திறன் குழந்தைகள் பள்ளி சிறப்பு ஆசிரியர் பயிற்றுநர் கிருஷ்ணவேணி சிறப்புரை ஆற்றினார். முடிவில் ஆசிரியர் தாமஸ் ஆண்டனி நன்றி கூறினார்.
