``அன்னைக்கு நான் வீட்டுவேலைக்குப் போயிட்டேன். வீட்டுக்குள்ள அம்மா, நெஞ்சுவலியால ரொம்ப நேரம் துடிச்சிருக்காங்க. மூணு அக்காக்களும் ரெண்டு அண்ணன்களும் வெளியிலதான் இருந்திருக்காங்க. அவங்க யாருக்குமே காது கேட்காதுங்கிறதால, அம்மாவோட அலறல் சத்தம் அவங்களுக்குக் கேட்கலை. ரொம்ப நேரம் போராடின அம்மா, வேற வழி இல்லாம பக்கத்துல இருந்த மண்பானையை வேகமா தள்ளிவிட்டு உடைச்சிருச்சு. பானை உடைஞ்ச சத்தத்தைக் கேட்டு பக்கத்து வீட்டுக்காரங்க ஓடி வந்த பிறகுதான், விஷயமே வெளியே இருந்த அவங்களுக்குத் தெரிஞ்சுது. அப்புறம் ஹாஸ்பிட்டலுக்குக் கூட்டிட்டுப்போய்க் காப்பாத்திட்டோம்’’ என்று கூறும் தனலட்சுமி, அந்தக் குடும்பத்தின் கடைக்குட்டி. தனி ஒரு மனுஷியாக அந்தக் குடும்பத்தைக் காப்பாற்ற போராடிவருகிறார்.

``எங்க குடும்பத்துல அம்மா, அப்பா, என்னோடு சேர்த்து மொத்தம் 9 பேர். நாலு அக்கா, ரெண்டு அண்ணனுங்க. நான்தான் எல்லாருக்கும் கடைக்குட்டி. என்னைத் தவிர 6 பேருக்கும் பொறந்ததிலிருந்தே காது கேட்காது, வாய் பேச முடியாது. வாய் அசைவுகளை வைத்து நாம என்ன பேசுறோம்னு அவங்க புரிஞ்சுக்குவாங்க’’ என்று அவர்களை நமக்கு அறிமுகப்படுத்தினார்.

``ரொம்ப வருஷமா அப்பா செருப்பு தைச்சுதான் எங்களைக் காப்பாற்றிக்கிட்டு இருந்தார். அம்மா வீட்டுவேலைகளைப் பார்க்கும். 15 வருஷத்துக்கு முன்னாடி, அப்பா நோய் வந்து படுத்துட்டார்.

அப்பாவுக்கு அப்புறம் அம்மாதான் வீட்டுவேலை செஞ்சு, ரொம்பவே கஷ்டப்பட்டு எங்க எல்லோரையும் காப்பாத்துச்சு. இப்ப அம்மாவுக்கும் உடம்பு முடியலை. அம்மாவும் முடங்கினதுக்கு அப்புறம், நான் வீட்டுவேலைக்குப் போகத் தொடங்கி 10 வருஷம் ஆச்சு. அதுல கிடைக்கும் வருமானத்தை வச்சு குடும்பத்தைப் பார்த்துக்கிறேன்’’ என்ற தனலட்சுமியின் கண்களில் நீர் ஏதும் வரவில்லை. வார்த்தைகளில் தன்னம்பிக்கை மிளிர்கிறது.

புதுக்கோட்டை காந்திநகரில் இருக்கிறது இவர்களின் கூரை வீடு. மூன்று பேர் மட்டுமே தங்குவதற்கு வசதிகொண்ட அந்த வீட்டில்தான், தன் தாய், தந்தை மற்றும் தன் 6 மாற்றுத்திறனாளி சகோதர, சகோதரிகளுடன் வசிக்கிறார் தனலட்சுமி. கஜா புயலுக்குப் பிறகு, இருந்த குடிசைவீடும் கடுமையாகப் பாதிக்கப்பட்டுள்ளதால், செய்வதறியாது பரிதவித்துவருகிறார்.

தனலட்சுமியிடம் தொடர்ந்து பேசினோம்.

``ரெண்டு அக்காவும் ஆரம்பத்துல கொஞ்ச நாள் வீட்டுவேலைக்குப் போனாங்க. பக்கத்துல வந்து வேலை சொல்ல வேண்டி இருக்கிறதால், அந்த வீட்டு முதலாளியம்மா ரெண்டு பேரையும் விரட்டிட்டாங்க. அக்காக்களுக்கு வேற வேலை தெரியாது. எனக்கு விவரம் தெரியும் வரைக்கும் அக்காக்கள் தெருவில் போய் பிச்சையெடுத்து வருவாங்க. ஒரு அண்ணனுக்கு, சரியா கண்ணு தெரியாது. இன்னொரு அண்ணனுக்கு, கிட்னிப் பிரச்னை. அண்ணனுங்க, சின்னச் சின்ன வேலை பார்ப்பாங்க. அந்தக் காசு, அம்மா வீட்டுவேலைக்குப் போய் சம்பாதிக்கிற காசு இதையெல்லாம் வச்சுதான் ரொம்ப வருஷமா குடும்பம் ஓடிக்கிட்டு இருந்துச்சு. நான் 9-ம் வகுப்பு படிச்சிக்கிட்டு இருந்தேன். அந்த வருஷம்தான் எங்கள் குடும்பத்துக்கு அடுத்த அடுத்த அடி. அம்மாவுக்கு திடீர்னு உடம்பு சரியில்லாமப்போயிருச்சு. வேலைக்குப் போறத நிறுத்திருச்சு. ஒரு அண்ணனுக்கு கிட்னி செயலிழந்துபோச்சு. அடுத்து குடல்வால்வு ஆபரேஷன்.

அடுத்த மாசமே ரெண்டாவது அண்ணனுக்கும் குடல்வால்வு ஆபரேஷன். ரெண்டு பேராலையும் எந்த வேலையும் செய்ய முடியாது. அம்மாவுக்குத் திடீர்னு உடம்பு சரியில்லாமப்போச்சு. அண்ணன், அக்காக்களுக்கு வேலை இல்லை. குடும்பத்தைக் காப்பத்தணும். என்ன செய்யுறுதுன்னே தெரியலை. என்னுடைய படிப்பை நிறுத்தியாச்சு. அம்மா வேலை செஞ்சிக்கிட்டு இருந்த இடத்துல வேலைக்குப் போக ஆரம்பிச்சேன். 10 வருஷம் ஆகிப்போச்சு. இப்போ, அக்காக்கள் யாரையும் பிச்சை எடுக்க விடுறதில்லை. அண்ணன்களையும் கஷ்டப்படுத்துறதில்லை. பாத்திரம் கழுவுறதால கிடைக்கும் வருமானத்தை வச்சு, குடும்பத்தைப் பார்த்துக்கிறேன். 6 பேர்ல பஞ்சவர்ணத்துக்கு மட்டும்தான் கல்யாணம் ஆகியிருக்கு. என்னையும் சின்ன அண்ணனையும் தவிர்த்து மத்தவங்க எல்லாருக்கும் கல்யாண வயசு தாண்டிடுச்சு. இன்னும் கல்யாணம் ஆகலை.

ஒரு நாள் மூத்த அண்ணன் அவருடைய பாஷையில் `எனக்கு, கல்யாண வயசு தாண்டிடுச்சு’னு சொல்லிக்காட்டுச்சு. மனசுக்கு ரொம்பக் கஷ்டமாப்போச்சு. ஊமையா இருந்தாலும், அவங்களுக்குள்ளேயும் இப்படிப்பட்ட ஆசை இருக்கும்னு அன்னைக்குத்தான் தெரிஞ்சுக்கிட்டேன்.

எனக்கும் கல்யாண வயசு ஆகிப்போச்சுன்னு வீட்ல சொல்லிப் புலம்புறாங்க. உங்களையெல்லாம் விட்டுட்டு, கல்யாணம் பண்ணிக்கிட்டு அடுத்த வீட்டுக்குப் போறதைப் பத்தி இப்போதைக்கு என்னால நினைக்க முடியலை. `என் கடமைகளை முடிச்சிட்டு, அப்புறம் அதைப்பத்தி யோசிப்போம்’ணு அம்மாகிட்ட சொல்லிட்டேன்.

மூணு பொண்ணுங்களுக்கு கல்யாண வயசு தாண்டிருச்சு. எனக்காவது வயசு இருக்கும்போதே கல்யாணம் பண்ணிவைக்கணும்னு அம்மாவுக்கு ரொம்ப ஆசை. அப்படி நான் வேற வீட்டுக்குப் போயிட்டா, இத்தனை நாள் நான் கஷ்டப்பட்டதுக்கு அர்த்தம் இல்லாமல்போயிடும். `கல்யாணப் பேச்சை இப்போதைக்குப் பேசக் கூடாது’னு அம்மாகிட்ட கறாரா சொல்லிட்டேன்.

அப்படியே, என்னைப் புரிஞ்சிக்கிட்டு என்னோடு சேர்ந்து என் குடும்பத்தையும் பார்த்துக்கிற கணவர் கிடைச்சா, கட்டாயம் அவரை கல்யாணம் செஞ்சுக்குவேன். அது நடக்குமானு தெரியலை. இப்போதைக்கு 5 பேர்ல ஒருத்தருக்காவது சீக்கிரமா கல்யாணம் முடிக்கணும்.

தேர்தலில் மாற்றுத்திறனாளிகள் வாக்களிக்க புதிய செயலி

சிவகங்கையில் உள்ள மாற்றுத்திறனாளி அலுவலகத்தில் மாற்றுத்திறனாளிகளுக்கு நாடாளுமன்ற பொதுத் தேர்தலில் வாக்களிப்பது தொடர்பாகவும், வாக்களிப்பதின் அவசியம் குறித்தும் சிறப்பு பயிற்சி அளிக்கப்பட்டது. இதில் வாக்குப்பதிவு எந்திரத்தின் செயல்பாடு மற்றும் தேர்தல் விழிப்புணர்வு நடத்தப்பட்டது.

மேலும் இதுகுறித்த விழிப்புணர்வு ஊர்வலம் சிவகங்கை உதவி தேர்தல் அலுவலர் தலைமையில் நடந்தது. சிவகங்கை வருவாய் கோட்டாட்சியர் செல்வகுமாரி தலைமை தாங்கினார். மாற்றுத்திறனாளி அலுவலர் சரவணகுமார் முன்னிலை வகித்தார். இதில் கோட்டாட்சியரின் நேர்முக உதவியாளர் கருணாகரன், சமூகப்பாதுகாப்பு திட்ட தனி தாசில்தார் பாலகிருஷ்ணன், தேர்தல் துணை தாசில்தார்கள் தர்மராஜ், சேகர் மற்றும் தேர்தல் உதவியாளர் மலைச்சாமி ஆகியோர் கலந்து கொண்டனர்.

அதில் மாற்றுத்திறனாளிகள் வாக்களிப்பதன் அவசியம் குறித்தும், வாக்குப்பதிவு எந்திரத்தின் செயல்பாடு குறித்தும் விளக்கமளிக்கப்பட்டது. வாக்குப்பதிவு எந்திரத்தில் பார்வையற்ற, காது கேளாதோர் மற்றும் இதர மாற்றுத் திறனாளிகள் எளிதாக எவ்வாறு வாக்களிக்கலாம் என்பதையும், வாக்குச் சாவடியில் மாற்றுத்திறனாளிகளுக்கு உள்ள வசதிகள் குறித்தும் விளக்கம் அளிக்கப்பட்டது.

இந்தியத் தேர்தல் ஆணையத்தால் மாற்றுத்திறனாளிகள் தேர்தலில் எளிதில் வாக்களிக்கக் கூடிய வகையில் பி.டபிள்யூ.டி. என்ற புதிய செயலி அறிமுகப்படுத்தப்பட்டுள்ளது. இதை கூகுள் பிளே ஸ்டோரில் பதிவிறக்கம் செய்து அதன் மூலம் வாக்காளர் பட்டியலில் மாற்றுத்திறனாளிகள் என பதிவு செய்யவும், புதிதாக வாக்காளர் சேர்க்கை, முகவரி மாற்றம் உள்ளிட்ட, திருத்தங்கள் செய்ய பதிவு செய்யலாம்.

வாக்குச்சாவடி மையம் அமைந்துள்ள இடம், வாக்குச்சாவடி நிலைய அலுவலர்கள் பற்றியும், வாக்குச் சாவடிக்கு செல்ல சக்கர நாற்காலி வாகனம் பதிவு போன்றவற்றை தங்களிடம் உள்ள கைப்பேசி மூலமாகவே அனைத்தையும் செய்து கொள்ளலாம் என விளக்கி கூறப்பட்டது.

Interpreters sought for hearing impaired persons

This time, various proposals are being made by the Dist Administration regarding the Persons with Disabilities (PwD).

The district icon for PwD Vivek Joshi said: He has been making lists of the PwDs, whose ID cards have not made and he has been giving the names to the Election tehsildar.

Joshi has already given the list of around 60 persons and prepared another list of nearly 100 people whose voter ID cards are yet to be made.

The proposals have been made where the hearing-impaired candidates should be helped by the sign language interpreter and for this, sensitisation programme will be held and for visually-impaired persons, assistants should be there.

“As per the Act for the persons having disabilities, there is so much which must be done for them, having various disabilities during the elections,” said Joshi.

He said there were persons living at Rama Mandi area whose family members were suffering from various disabilities. “So, I have made sure that I will help them by applying their names for Voter ID cards,” he added.

“No one should be devoid of the right to vote, be it anyone and I, along with Amarjit Singh Anand and Mona Goyal, who have also been working for the cause, are making sure that we will provide every right to the PWDs,” said Joshi.

Pick and drop service Divisional Commissioner-cum-Accessibility Observer, Jalandhar, B Purushartha today said “The administration will provide pick and drop facility for the PwD voters.”

Addressing the gathering during a special awareness camp organised for the PwD voters here at the St Soldier Law College, the Divisional Commissioner, accompanied by Deputy Commissioner (DC) Jalandhar Varinder Kumar Sharma, said: “In order to encourage the PwD voters to cast their votes at respective booths, the Election Commission of India (ECI) has taken this decision.”

He said to avail this facility the PwD voters can either apply by downloading the PwD app on their mobile phones or apply through their respective Booth Level Officers (BLOs).

Purshartha called upon the PwD voters to avail the benefit of the facility and participate in the electoral process.

The Divisional Commissioner said the ECI was committed to ensure the participation of PwD voters in the democratic process, adding that every effort would be made to facilitate the PwD voters.

Purushartha said the administration would prepare an elaborate movement and facility plan for the PwD voters, adding that ramps, wheelchairs and other facilities would be provided at the polling booths.

Varinder Kumar Sharma, Deputy Commissioner (DC), Jalandhar, said there were around 9,000 PwD voters across the district and the administration was duty-bound to make special arrangements to facilitate them.

The DC said the district administration would ensure the provision of wheelchairs, ramps, helpers and others at all 1,863 booths during the polling day on May 19.

Challenges faced by parents of deaf children

As per data, there are around 20 lakh children in India who are deaf. Very few of these children are diagnosed on time and thus get delayed treatment or support which affects their future.

The screening of the hearing ability of newborn babies is crucial. In some cases hearing aids and cochlear implants can be used to enable the children to hear. But the earlier this starts, the more effective it is, say experts.

Varsha Variar, a teacher for deaf children, says many parents are unwilling to accept that their child needs treatment for hearing impairments.

Parents not ready to accept the condition of their child is a major hurdle in the growth of the children. It is crucial that parents accept the disability the child has so that help and support can be provided from a young age. Early diagnoses is even more important for children who are completely deaf and cannot hear through hearing aids and cochlear implants.

Sign language, lip reading and special education programs can be used for the academic and overall development of the children who are deaf.

The education system in the country is facing a huge shortage of resources that are invaluable for students who are deaf. The lack of proper infrastructure and facilities needed for the education of deaf children means that quality education remains a distant dream for them and their parents.

Some of the challenges are:

- Parents of deaf children face a lot of struggle in their upbringing. One of the main challenges is communication hurdle.Parents are not able to communicate with a child who is deaf if they don't use sign language.

- Lack of awareness about sign language and the huge shortage of sign language interpreters and deaf teachers is also a major factor.

- However, the underlying reason in most cases is the lack of acceptance amongst the parents about the disability in the child. Parents could feel the pressure due to social stigma that stops them from accepting their child with disabilities.

"I feel that parents should completely accept the children and provide their support and affection without any prejudice. The self-esteem of the children grows with the support and love of parents and helps them face challenges of life, says Rukhsana Hanif who has a child who is deaf.

Accepting the problem is the first step towards looking for ways to enable your child and yourself to cope better. There are many avenues available today to empower your child and yourself so parents must look at ways of enabling themselves.

Retail industry can lead the way in skilling, hiring PwDs: report

Says mainstreaming of persons with disabilities can add 5%-7% to global GDP; PwD levels of productivity at least 1.5 times higher when compared with abled employees

The NITI Aayog has projected that India has the potential to be a $10-trillion economy by 2030 from $2.5 trillion now, but there is one sure shot way to achieve this, perhaps even before target: bring the six to 10 crore population, who are People with Disabilities, (PwDs) into the mainstream.

A recent study on disability employment, titled ‘Disability Employment: Indian Retail Changing Equations’ by Trust for Retailers & Retail Associates of India (TRRAIN) in association with HSBC, says mainstreaming of PwDs can add around 5-7% to the global gross domestic product (GDP). This is as per the World Banks assessment that leaving PwDs outside the economy translates to a foregone GDP of 5% to 7%.

The report said the retail industry can lead the way. Because 80% of the jobs in the sector are customer-facing, it not only provides employment to PwDs but also does the important job of sensitisation. Moreover, the entry barriers for employment are the lowest (the current qualification in India is a minimum of 10th grade).

With little skilling, most of them can be employed in mobile stores, fuel stations, malls, restaurants, cafes, medical stores and e-commerce), and companies employing PwDs have definitive business advantages. When compared with abled employees, PwD levels of productivity were at least 1.5 times higher. Besides, PwDs are seen to be more sincere, offer better quality of work, had lower attrition rates and also had a profound positive impact on customers and internal employees, the report said. Such companies also gained from government incentives and benefits.

India, the second most populated nation in the world, can make a huge impact on PwD employment and potentially become the global champion in this area.

Number understated

According to the India Census 2011, the number of PwDs in the country is 26.8 million, or 2.21% of the total population. But according to experts, the number is grossly misleading and understated. As per the TRRAIN-HSBC report, the actual number of PwD in the country is between 5% and 10% of the total population (between 6 crore and 10 crore). Interestingly, around 50% of the PwD population in India is in the employable age group (20-59 years). But around 46% of the PwD population is uneducated and 66% is unemployed (as compared to 9% for the abled population). Most of those employed work in the unorganised sector.

In India, people with movement, hearing and vision impairment constitute 58% of PwDs. Most of them are from the economically backward classes or from rural areas (69% ) and the 35% who have some form of education have studied between primary and middle school and are hence not considered employable.

TRRAIN and HSBC believe that a way to bring them out of the shadows is by providing meaningful employment; more importantly, to place them alongside the abled population for inclusive growth. They need to be seen and understood better by the rest of the abled population to realise that they are no different from the rest of them.

Setting achievable goals

TRRAIN, founded by retail industry veteran B.S. Nagesh, the non executive chairman of Shoppers Stop, runs an initiative called PANKH, which aims to train people with disabilities and provide them with employment opportunities in the retail industry. By 2020, the target is to train and place 10,000 PwDs annually.

TRRAIN has trained over 12,700 PwDs since 2011, of whom 72% have been employed in the retail sector, and the rest in other sectors.

Mr. Nagesh said, “We are focused on livelihood creation for PwDs. We don’t stop at skilling, and ensure they are placed. Today 200 companies from the retail sector are willing to hire PwDs.”

HSBC is of the belief that disadvantaged young people, especially women, have fewer choices and opportunities to break out of the cycle of poverty and thus calls for a more concerted effort by the government, civil society, the private sector and individuals. “At HSBC we decided to focus on providing disadvantaged youth vocational and life skills training and financial literacy that leads to income generation and employment,” said Surendra Rosha, CEO, HSBC India.

Key findings

Mr. Rosha said. “One of our key learnings over the past four years has been the need for a specialised focus on skilling for people with disabilities (PwDs) who often are not included in mainstream education, nor in skills training programmes.”

The other learning is the need for an ecosystem-building approach and for investing in data, insights and frameworks that will enable a greater number of employers to hire PwDs, he said. Since 2016, HSBC has supported 13 organisations working with PwDs that have trained over 1,800 youth and placed 1,130. “It is our endeavour to bring skills development and placements for PwDs to the forefront of the employability agenda,” Mr. Rosha said.

Problem

Sixty children are born with deafness in India everyday. Many cases go undetected until long after which the normal language acquisition is no longer possible. It is a fact that half of all the ‘deafness’ is preventable or treatable. Nearly one of every 1,000 children are born with a permanent hearing loss and another two or three in 1,000 will develop hearing loss later . By identifying a hearing loss early in a child’s life, families can help ensure age-appropriate overall development.

Solution
Montfort Care is working to ensure that all children get identified before the age of three years, so that they can learn a language, study in regular schools and lead a normal life.

People with hearing loss can benefit from assistive devices such as hearing aids and cochlear implants. These innovations have been positively impactful and have been a boon in allowing their users to communicate and conduct themselves socially. But communication can be exhausting even for a hearing-impaired person, despite having a hearing aid or cochlear implant due the period of adjustment for installation and follow-up for each device.

Montfort’s major activities involve awareness drives around deafness and the need for early intervention to the general public and to parents in particular, screening children for hearing impairments and give rehabilitation services to children with hearing loss with the aim to integrate them in mainstream schools.

Our most recent Hearing Screening Camp involved outreach to children from neighbouring municipal schools, registration of 100 parents and children at the screening camp. The screening test involved a 1-minute Otoacoustic Emissions Test (OAE) by an audiologist, after which a pathology report detailed the need for a follow-up ENT consultation if required. Each participant parent was also given a brief about looking out for signs of hearing impairments among children in early childhood, while being given handouts on this for their respective community outreach efforts.

Outcomes

Firstly, the Hearing Screening Camp demonstrated the potential of early screening for hearing impairment. In a sample of 100 school children, reports revealed that 81% of children presented with bilateral hearings sensitivity within normal limits, 17% of the children with bilateral impacted cerumen (wax) resulting in minimal conductive hearing loss, and 2% children with ear discharge resulting in peripheral hearing abnormality. One child was found to diagnosed with autism spectrum disorder in this sample. High prevalence of earwax impaction can lead to conductive hearing impairment which can affect negatively affect learning skills among students. Secondly and in the long term, poor academic performance is often accompanied by inattention and sometimes poor behaviour, children with hearing reduced hearing are often misidentified as having learning disabilities such as ADD and ADHD.

Why this works

Public and private entities are not coordinating support. Medical screenings for deaf children are the onus of the Brihanmumbai Municipal Corporation (BMC). However, lack of follow-up mechanism prevents beneficiaries from making the most of early screening. Instead, school-driven initiatives (such as Montfort) that drive community awareness through screening increases access to support services for disability management, and preventing deafness.

In the long-term, early screening and provision of inclusive supports to students allow them to be mainstreamed in regular schools. Overall, we estimate that the cost of educating a student in a segregated school is five times that of including them in a mainstream classroom. Research supports that inclusive education offers improved social development and academic outcomes for all students.

Special Olympics: When two Indian athletes discovered the joy of sound

Sport has the power to change lives and it quite literally came true for two hearing-impaired Indian basketball players, who experienced the "joy of sound" thanks to the ongoing Special Olympics (SO) here.

Rincy Biju and Jyothi A are participating for the first time in the world's largest sports event for athletes with intellectual and physical disabilities -- an event which took shape 50 years ago.

The two teenagers were in for a life-changing experience when they joined the SO Healthy Athletes program.

The health screening covers seven aspects -- podiatry (treatment of feet ailments), physical therapy, better health and well-being, audiology, sports physical exam, vision and dentistry.

And the two girls walked out of the 'Healthy Hearing' hall at the Abu Dhabi Exhibition Centre (ADNEC) with their lives changed forever.

"Both the girls haven't stopped smiling since the time they have got the aids. They are very happy," Sneha Shetye, the women's basketball coach, told PTI.

Born in the fishing community of Kerala, the 18-year-old Rincy and her twin sister had a congenital defect in their ears. Both of Rincy's ears are disfigured and her family had given up hope of ever finding a treatment.

The 17-year-old Jyothi, also from Kerala, was abandoned at birth and was brought up by Nirmal Sadan School for children with special needs.

After a screening here, Rincy was fitted with a hearing aid that resembles a hairband, while Jyothi received a more conventional one placed on the ear.

Overcome with emotion, the two girls couldn't hold back tears once they realised their lives had changed forever.

"Rincy was so so happy to receive the aid. She just wants to call her mother and tell her," Shetye said.

"Jyothi never got a hearing screening done. So, none of us knew she had a problem," she added.

Although India lost their match to SO USA, the team was in celebratory mood. The side went out to cheer the men's against Ireland and Rincy's voice seemed energised by her new-found ability to hear.

"After putting on the hearing aid, she is talking so loudly. Earlier we couldn't hear what she used to say. She has got a new sense of confidence today," Shetye said.

Meet Diksha Dagar, a hearing-impaired golfer who won her first professional title at 18

Coached by her father, she overcame a hearing impairment to excel at the sport

Diksha Dagar’s story is unlike any other. A wisp of a girl with a shy smile, she is a profile in courage. And, a good portion of that has been acquired from her tenacious father, Col Narinder Dagar, who has not wavered from the belief that his daughter, born deaf, is world-class in sport.

On Saturday in far-off Cape Town, South Africa, with her father being her caddie, Diksha wrote her own piece of history by becoming the youngest Indian woman to win on the Ladies European Tour (LET).

“I just went out today trying to play my normal game,” said Dagar, who plays with a cochlear implant that helps her to hear at close-to-normal levels. “I really didn’t expect to win, but it happened and I am very happy. I got two lucky breaks towards the end, with a long birdie putt on 15 and then the chip-in on 16. Normally I would just try to chip it close and make the par putt, but this time I had a feeling I could do it and it went in.”

Top amateur
In 2016, while still being an amateur, Diksha was given a place to play at India’s biggest women’s pro event, the Hero Women’s Indian Open. It was her first appearance on the LET and the then 15-year-old from Haryana made the cut and finished as the top amateur.

Aditi Ashok, who became the first Indian to win a LET title, had won the event. At that time, Diksha said, “It’s great to see Aditi win and very nice that she’s the first Indian to win the tournament. I will take a lot of motivation from this and her performance on the LET. This year has instilled a lot of confidence in all Indian players.”

On Saturday, as Diksha emerged triumphant in Investec Women’s South African Open in Capetown, Aditi congratulated Diksha on Twitter. Diksha thanked her for showing the way.

Col Dagar had then observed, “I’m convinced that Diksha has a lot of raw talent as she is effectively self-taught. She’s also a leftie, so she’s more crafty. She is fearless in her shot making. She has great ball striking but will need technical support.”

Dad doubles up as coach
Col Dagar, whose life in the Army had given him access to golf, played at almost scratch handicap at one time.

He brought a semblance of normalcy in his daughter’s life with cochlear implants and then began coaching her at age six.

Diksha, recalling those early days, said, “I have been learning golf since the age of six. I love to play the sport, but no one was ready to provide coaching. So, my dad became my coach.” “Despite his job, he coached me and my brother, who also had hearing problems like me. I could not have played alone, so he coached my brother (Yogesh Dagar), too. I hardly had any friends. Besides my family, golf is my life.” In 2017, she represented India at the Deaflympics in Turkey and took a silver medal. She dominated the Junior circuit and the Ladies circuit. She won a Women’s Golf Association of India pro event while being an amateur.

She represented India at the Queen Sirikit Cup team event and in 2018 won the Singapore Open. She wore India colours at the 2018 Asian Games in Jakarta. Her father confided that by year-end he was planning to turn his daughter professional.

She played the Ladies European Tour Qualifying School in Morocco and finished T-21 to get a status. Weeks later, she gained status on Australian Ladies Pro Tour’s Qualification. Diksha began her career Down Under and played six events, including the Vic Open co-sanctioned with the US LPGA, but missed the cut. Of the rest, three events were co-sanctioned with the LET. The last one was NSW Open last week and she logged her first top-5 by finishing fifth.

Bright future
From Australia she flew to Capetown for the Women’s South African Open. A tired Diksha double bogeyed the first and third holes to be four-over after three. Then, she shifted gears and dropped just one more bogey in the next 51 holes. Her last 42 holes were bogey free.

Diksha’s win can change her life and open new doors. The Olympics is still some distance away, but who knows Diksha and Aditi together could be doing National duty at Tokyo in 2020.

In A Move Towards Inclusion, Assam Will Now Have A College For The Hearing Impaired

It certainly would be no hyperbole to state that not much has been done for the betterment and upliftment of the differently-abled, especially in Indian higher education. With limited opportunities at their disposal, people with disabilities are often forced to do odd jobs.

According to a report published in Al-Jazeera in December 2017, approximately 63 million people in India are hearing impaired. Now, that’s a staggering number, isn’t it? But, the problem just isn’t limited to the lack of education. The social stigma associated with the disability also acts as a major deterrent and affects the disabled students badly. With not much opportunities at hand, they are forced to look for jobs within the unorganised sector.

Here is another staggering number. Nearly 99% of those with hearing impairments in India don’t even hold a matriculation certificate. This speaks volumes about the sorry state of the differently people within our country.

Let’s do some more number crunching. According to the 2011 census, a whopping 9.9 million differently-abled people, out of the total population of 13.4 million within the age group of 15-59 years, were either non-workers or undertaking marginal work.

Around 8 years down the line, the winds of change can be seen getting stronger. In a bid to uplift the students suffering from hearing disabilities, the Chief Minister of Assam, Sarbananda Sonowal laid the foundation stone to establish the North East College for Hearing Impaired. The college would provide higher education to the students suffering from hearing disabilities. Students from other Northeastern states would also be eligible for admission.

According to Sonowal, the college would fulfill the dreams and aspirations for students suffering from acute hearing disabilities. Presently, not many students with hearing disabilities can be seen pursuing higher education and the government wants to change the scenario. Sonowal had also established the country’s first ITI (Industrial Training Institute) in Dibrugarh for the education and upliftment of people suffering from hearing disabilities back in 2017.

Sonowal also claimed that not many steps have been taken to uplift the differently-abled people by the Indian National Congress. He further added that ever since BJP’s rise to power in the state, a lot of steps for the upliftment of the differently-abled can be seen taking place. ₹5000 is already being provided to the differently-abled students as financial help to meet the medical expenses. Additionally, a sum of ₹1000 is also being provided to these students ‘for their dignity.’

The decision to establish a special college can also be seen as the BJP’s attempt to go for a last-over big hit. With Lok Sabha polls around the corner, this move may turn out to be quite a game changer.

வேலூர் மாவட்டம் காட்பாடி ரெயில்வே குடியிருப்பு பகுதி சிவசக்திசெல்வவிநாயகர் கோவில் பகுதியை சேர்ந்தவர் பிரகாஷ் என்ற அணிலா (வயது 38). கூலித்தொழிலாளியான இவர் காது கேளாத மற்றும் வாய் பேச முடியாத மாற்றுத்திறனாளி. இவரது மனைவி மீனா என்ற மணிலா (20). இவர்களுக்கு 6 மாத பெண் குழந்தை இருந்தது.

பிரகாஷ் தனது மனைவி மீனாவின் நடத்தையில் சந்தேகம் கொண்டார். இதனால் அவர்களுக்கு இடையே அடிக்கடி தகராறு இருந்து வந்தது. இந்த நிலையில் 4.5.2016 அன்று அதிகாலை 4.30 மணி அளவில் அவர்களுக்குள் மீண்டும் தகராறு ஏற்பட்டது. ஆத்திரமடைந்த பிரகாஷ் அருகில் கிடந்த கல்லை எடுத்து மீனாவின் தலையில் ஓங்கி அடித்து கொலை செய்தார். மேலும் தூங்கிக்கொண்டிருந்த குழந்தையின் கால்களை பிடித்து தலைகீழாக தூக்கி தரையில் அடித்து குழந்தையையும் கொலை செய்தார். இந்த சம்பவம் அப்போது வேலூர் மற்றும் காட்பாடியில் பெரும் பரபரப்பை ஏற்படுத்தியது.

இதுகுறித்து காட்பாடி போலீசார் வழக்குப்பதிவு செய்தனர். இந்தவழக்கு வேலூர் முதலாவது கூடுதல் நீதிமன்றத்தில் நடந்து வந்தது. பின்னர், இந்த வழக்கு வேலூர் கூடுதல் மாவட்ட விரைவு நீதிமன்றத்துக்கு மாற்றம் செய்யப்பட்டது. வழக்கை நீதிபதி எஸ்.குணசேகரன் விசாரித்தார். குற்றம் சாட்டப்பட்ட பிரகாஷ் மாற்றுத்திறனாளி என்பதால் வழக்கின் விசாரணையை மேற்கொள்ள வசதியாக சத்துவாச்சாரியை சேர்ந்த மாற்றுத்திறனாளிகளுக்கான சிறப்பு ஆசிரியர் மணிமாறனுக்கு சிறப்பு அழைப்பாணை விடுக்கப்பட்டது. அதன்பேரில் வழக்கு விசாரணைக்கு வரும் சமயங்களில் ஆசிரியர் மணிமாறனும் கோர்ட்டில் ஆஜராகி, சைகை மூலம் பிரகாசுக்கு விளக்கி விசாரணைக்கு உதவினார்.

இந்த வழக்கின் இறுதி விசாரணை நேற்று கோர்ட்டில் நடந்தது. அப்போது அரசு தரப்பில் வக்கீல் அ.கோ.அண்ணாமலை வாதாடினார். ஆசிரியர் மணிமாறனும் ஆஜராகினார்.

இந்த வழக்கில் நீதிபதி எஸ்.குணசேகரன் தீர்ப்பு கூறினார். அதில், பிரகாஷ் மீதான குற்றம் நிரூபிக்கப்பட்டதால், மனைவியை கொலை செய்ததற்காக ஒரு ஆயுள் தண்டனையும், குழந்தையை கொலை செய்ததற்காக ஒரு ஆயுள் தண்டனையும் என இரட்டை ஆயுள் தண்டனை மற்றும் ரூ.2 ஆயிரம் அபராதம் விதித்தார். இந்த இரட்டை ஆயுள் தண்டனையை ஏககாலத்தில் அனுபவிக்க வேண்டும் என்றும் அவர் தீர்ப்பில் கூறி உள்ளார். இதையடுத்து போலீசார் பிரகாஷை வேலூர் ஜெயிலுக்கு அழைத்துச் சென்றனர். வழக்கு இந்த நீதிமன்றத்துக்கு மாற்றம் செய்யப்பட்ட 11 நாட்களுக்குள் 5 முறை விசாரணைக்கு எடுத்துக்கொள்ளப்பட்டு தீர்ப்பு வழங்கப்பட்டது குறிப்பிடத்தக்கது.

62 ஆண்டுகளாக காது கேளாதவராக நடித்த கணவர்

வாஷிங்டன்: அமெரிக்காவில் மனைவியின் டார்ச்சரிலிருந்து தப்பிக்க, 62 ஆண்டுகளாக காது கேளாதவர் போல் நடித்த கணவர் மீது மனைவி விவாகரத்து வழக்கு தொடர்ந்துள்ளார்.

அமெரிக்காவின் கனெக்டிகட் பகுதியைச் சேர்ந்தவர் பாரி டவ்சன் 84, இவர் மனைவி டோரத்தி 80. திருமணம் ஆன சில ஆண்டுகளிலேயே மனைவியின் டார்ச்சர் தாங்காமல் காது கேளாதவர் போல் பாரி டவ்சன் நடிக்கத் துவங்கியுள்ளார். இப்படியே 62 ஆண்டுகளை நகர்த்தி விட்ட நிலையில், சமீபத்தில் யூடியூப் வீடியோவில், கரோக்கி இசையை கேட்டு தலையை ஆட்டியபடி பாரி டவ்சன் பாடியுள்ளது சமூக வலைத்தளத்தில் வெளியானது.

அதைப் பார்த்து குடும்பத்தினர் இன்ப அதிர்ச்சி அடைந்தனர் என்றாலும், அவர் மனைவியோ காது கேளாதவர் போல் நடித்து தம்மை ஏமாற்றியுள்ளாரே என நினைத்து கடுப்பாகி, விவாகரத்து வழக்கு தொடுத்துள்ளார்.இத்தம்பதிக்கு 6 பிள்ளைகள். 13 பேரன், பேத்திகள் உள்ளனர். அவர்கள் அனைவருமே பாரி டவ்சன்னை காது கேளாதவர் என்றே நினைத்துள்ளனர்.

இதுகுறித்து அவர் மனைவி டோரத்தி கூறியது: வீட்டில் இருக்கும் போதெல்லாம் காது கேளாதவர் போன்றே இருப்பர். அவருடன் பேசுவதற்கு சைகைகளை பயன்படுத்த துவங்கினேன். பின், சரியாக தெரியவில்லை என்று என் சைகைகளையும் அலட்சியப்படுத்தினார். இப்போது தான் தெரிகிறது எல்லாமே ஏமாற்று வேலை என்று' என கடுகடுக்கிறார்.

நாமக்கல் : தமிழகம் மற்றும் புதுச்சேரியில் வரும் ஏப்ரல் 18ம் தேதி வாக்குப்பதிவு நடக்கவுள்ளது. நாமக்கல் தொகுதியில் 13 லட்சத்து 77 ஆயிரம் பேர் வாக்களிக்க உள்ளனர். இதில் மாற்றுத்திறனாளிகளும் அடங்குவர். கை, கால் ஊனம், கண் பார்வையற்றவர்கள், காது கேளாதோர், வாய் பேச முடியா தோர், மனவளர்ச்சி குன்றியோர் மற்றும் முதுகு தண்டு வடம் பாதிக்கப்பட்டோர், தசை சிதைவு, தொழு நோய் பாதிப்பு மற்றும் குள்ளத்தன்மையுடன் பல்வேறு வகையான மாற்றுத்திறனாளிகள் உள்ளனர். இந்நிலையில் மாற்றுத்திறனாளிகளும் வாக்களிக்க வசதியாக இந்திய தேர்தல் ஆணையம் தேவையான பணிகளை முழு வீச்சில் செய்து வருகிறது.

இதன் ஒரு பகுதியாக, ‘பெர்சன் வித் டிசைபல்’ என்ற புதிய வகை செயலியை (ஆப்) தேர்தல் ஆணையம் வெளியிட்டுள்ளது. இந்த செயலியை ஆண்ட்ராய்டு போனில் பதிவிறக்க வேண்டும். தொடர்ந்து, மாற்றுத்திறனாளிகள் வாக்காளர் அடையாள அட்டை எண்ணை பதிவு செய்து, தங்களது தேவைகளை பதிவிட வேண்டும். பதிவு செய்யப்பட்டவுடன் பதிவு ஏற்கப்பட்டதற்கான ஆதாரம் கிடைக்கும். இந்த ஆதாரத்தை பயன்படுத்தி தேர்தல் சமயத்தில் சக்கர நாற்காலி உள்ளிட்ட தங்களுக்கு பயன்பட கூடிய பொருட்களை கேட்டுப் பெற முடியும். மேலும், மாற்றுத்திறனாளிகளுக்கு ஏதேனும் பிரச்னை என்றாலும் இதில் புகார் பதிவு செய்யலாம். பதிவிட்ட புகாரின் அடிப்படையில் நடவடிக்கை மேற்கொள்ளப்படும்.

பார்வையற்ற மாற்றுத் திறனாளிகள் அரசு பஸ்களில் மாவட்டம் முழுவதும் இலவசமாக பயணம் செய்யவும், உடல் இயக்க குறைபாடுடையோர், காதுகேளாதோர், மனவளர்ச்சி குன்றியோர் மற்றும் மூளை முடக்கு வாதத்தால் பாதிக்கப்பட்ட மாற்றுத் திறனாளிகள் தினந்தோறும் பயிற்சி மற்றும் சிகிச்சைக்கு செல்லும் இடத்தில் இருந்து பெறப்பட்ட சான்றுடன் விண்ணப்பிக்கலாம். இலவச பயண சலுகை அட்டை வழங்கிடுவதற்கான சிறப்பு முகாம் மாவட்ட மாற்றுத்திறனாளிகள் நல அலுவலக வளாகத்தில் நடக்கிறது.

திருவண்ணாமலை, கீழ்பென்னாத்தூர், செங்கம், தண்டராம்பட்டு ஆகிய பகுதியை சேர்ந்த பார்வையற்றவர்களுக்கு வருகிற 19–ந் தேதியும், ஜமுனாமரத்தூர், போளூர், கலசபாக்கம், சேத்துப்பட்டு ஆகிய பகுதியை சேர்ந்த பார்வையற்றவர்களுக்கு வருகிற 21–ந் தேதியும், ஆரணி, வெம்பாக்கம், செய்யாறு, வந்தவாசி ஆகிய பகுதியை சேர்ந்தவர்களுக்கு வருகிற 22–ந் தேதியும் முகாம் நடக்கிறது.

Assam CM announces to start college for hearing impaired students

The Chief Minister of Assam, Sarbananda Sonowal has laid the foundation stone of a college in Guwahati exclusively for students with hearing inability. The initiative of setting up North East College for Hearing Impaired aims to provide quality higher education to the students of Assam and other Northeastern states.

Objectives of the institute:

The state government has set up the first ITI for differently abled youth in Dibrugarh and would establish a university exclusively for them.

It aims to play a great role in fulfilling the aspirations of the people with hearing inability with regard to pursuing higher education, the chief minister told PTI.

Sonowal said his government in its first budget had declared to provide Rs 5,000 financial assistance for medical purpose to differently abled students and the promise has been fulfilled.

Besides, Rs 1, 000 was also being provided to them every month as stipend for their dignity, he said.

Aspirants with over 80% disability may be able to study medicine

In a move that could bring relief to thousands of aspiring doctors who are differently abled, the health ministry will test a candidate’s percentage of disability while using an assistive device, such as a hearing aid, crutches and prosthetic limb, in deciding on their admission to medical colleges.

Currently, candidates with more than 80% disability, without use of assistive device, are not eligible to study medicine. The health ministry listed 21 benchmark disabilities last year for admission to medical colleges.

“If the disability percentage is below 80 with the use of an assisted device, a candidate will be eligible to apply to study medicine. It will be applicable to UG and PG courses,” a health ministry official said on condition of anonymity. The Board of Governors-Medical Council of India (BoG-MCI) approve the proposal last month.

“Yes, we are in the process of putting out a revised notification that will expand the eligibility ambit for students with disability,” confirmed Dr VK Paul, chairperson of BoG-MCI.

With 5% seats across government colleges reserved for persons with disability mentioned under the Rights of Persons with Disabilities Act, 2016, around 8,000 UG and 10,000 PG seats are reserved for specially abled candidates who pass NEET. From the 2019-20 session, the number of centres authorised to give disability certificates has also been increased from four to 10.

“This will bring clarity and increase the number of eligible candidates with disabilities,” says Dr Satendra Singh, a disability rights activist and associate professor of physiology, Guru Teg Bahadur Hospital, Delhi.

The minimum degree of disability should be 40% to be eligible for availing of reservation to persons with specified disabilities.
Enabling Rules

The 21 benchmark disabilities under the new rule are: blindness, low-vision, leprosy cured persons, hearing impairment (deaf and hard of hearing), locomotor disability, dwarfism, intellectual disability, mental Illness, autism spectrum disorder, cerebral palsy, muscular dystrophy, chronic neurological conditions, specific learning disabilities, multiple sclerosis, speech and language disability, thalassemia, hemophilia, sickle cell disease, multiple disabilities (including deaf-blindness), acid attack and Parkinson’s disease.

Miss Deaf Asia 2018 speaks at 2nd edition of TEDxGLIMGurgaon

Gurgaon: In order to spread the message that disability can’t stop a person from achieving one’s dream, Miss Deaf Asia 2018, Nishtha Dudeja, spoke at the 2nd edition of TEDxGLIMGurgaon. The event was hosted by Great Lakes Institute of Management, Gurgaon at their premises. The theme of this edition was ‘Odyssey’, which represents the journey that millions undergo each day, every year and at various stages in their lives.

Nishtha’s shared her views on “A different TED Talk: The Sound of Victory”. It emphasized on her life journey from a girl who once couldn’t hear and speak, to a commerce graduate, a sports person and then to Miss Deaf Asia.

Nishtha Dudeja, Miss Deaf Asia 2018 said ‘Life is full of uncertainties. Don’t let the difficulties overpower you. It becomes meaningful when you overcome challenges. So don’t stop even when it seems that you have reached a dead end rather than, give yourself some time and look for an alternative road which may lead you to success.”

This edition of Tedx brought personalities from different backgrounds and industries to share their experiences through the story of their lives, such as Nidhi Goyal, the first Indian female blind standup comic, Anmol Rodriguez, an acid survivor & social worker, Lt Cdr Pratibha Jamwal of Indian Navy who sailed across the Globe, Dr. Hosne Ara Begum, a social worker, Prof. Umashankar Venkatesh, an educationist and Riya Jain, a Fashion Blogger.

Nishtha Dudeja recently won Miss Deaf Asia 2018 title at the 18th edition of Miss and Mister Deaf World -Europe -Asia Beauty Pageant at Prague, Czech Republic. She is the first Indian to have won any title at Miss Deaf World Pageant. She is a National Award winner for the Empowerment of Persons with Disabilities under the category – Role Model.
