Bhopal (Madhya Pradesh): A hearing-impaired shuttler player Gauranshi Sharma from Madhya Pradesh will represent the Indian team in the 25th Summer Deaflympics to be held in Tokyo, Japan in November.

Gauranshi performed brilliantly in the national selection trials held recently at Gujarat Sports Authority Khokhara, Ahmedabad, due to which she has been selected for the Deaflympics. Gauranshi is the only player who has been selected for the Deaflympics in women's singles from the state.

Gauranshi has so far brought pride to India by winning a total of 6 medals including 2 gold, 1 silver and 3 bronze in international contests. She has won a total of 13 medals for Madhya Pradesh including 2 gold, 6 silver and 5 bronze in national competitions.

She also brought laurels to the country by winning team gold at the 24th Summer Deaflympics 2022 (Brazil). Apart from this, she won team gold at the 6th World Badminton Championship 2023 (Brazil) and team silver at the 10th Asia Pacific Deaf Games, 2024 (Malaysia).

கடந்த 13ம் தேதி அதிகாலை, தென்கிழக்கு டில்லியின் ஆஸ்தா குஞ்ச் பூங்காவில் நாடோடி ஒருவர் கொலை செய்யப்பட்டு கிடந்தார். தகவல் அறிந்து சென்ற போலீசார், சடலத்தை கைப்பற்றி விசாரித்து வந்தனர். அவர் இஸ்கான் கோவிலுக்கு அருகில் வசித்து வந்த நாடோடி குங்கா என்பதும் பேச முடியாத மாற்றுத்திறனாளி என்பதும் தெரிய வந்தது.

ராஜா திர் மார்க் பகுதியில் உள்ள கேமராக்களில் பதிவான காட்சிகளை கைப்பற்றி போலீசார் ஆய்வு செய்து வந்தனர்.

சம்பவம் நடந்த, 13ம் தேதி அதிகாலை 12:40 மணி அளவில் மூன்று பேர் கொண்ட கும்பல், ஆட்டோவில் இருந்து இறங்கி பூங்காவுக்குள் செல்வதை போலீசார் கண்டறிந்தனர். அந்த காட்சிகளின் அடிப்படையில் இரு சிறுவர்கள் உட்பட மூன்று பேரை பிடித்து போலீசார் விசாரணை மேற்கொண்டதில், நாடோடி கொலை வழக்கில் துப்பு துலங்கியது.

சம்பவ தினத்தன்று அந்த கும்பலை குங்கா பார்த்துக் கொண்டே இருந்துள்ளார். அப்போது கஞ்சா போதையில் இருந்த மூவரும், குங்காவிடம் விசாரித்துள்ளனர். அவர் பதில் கூறாததால், ஆத்திரமடைந்து, அவரை சரமாரியாக தாக்கியுள்ளனர். இதில் அவர் உயிரிழந்துள்ளார்.

இதில் பலத்த பாதிப்படைந்த அவர், மருத்துவமனைக்கு கொண்டு செல்லப்பட்டு சிகிச்சை அளிக்கப்பட்டது. இந்நிலையில், சிகிச்சை நிறைவடைந்து அவர் நேற்றிரவு ஊருக்கு திரும்பினார்.

அப்போது அவர், லோனி காவல் நிலையத்திற்கு உட்பட்ட கிராமத்தில், வீட்டில் உள்ள அறையில் மின் விசிறியில் தூக்கு போட்டு தற்கொலை செய்து உள்ளார்.

Caught With Fake Disability Certificate, Rajasthan Professor Alleges Computer Error

A government college assistant professor in Rajasthan has been accused of securing his post with a fake disability certificate. He now claims the discrepancy was the result of a "computer error".

Sawai Singh Gurjar, serving as an English Assistant Professor at a government college in Bharatpur's Bayana, allegedly submitted a certificate declaring himself "deaf and mute" to qualify for the job. Medical examinations later confirmed that he is only hearing impaired.

The case came to light during an investigation by Rajasthan Police's Special Operations Group (SOG), which is scrutinising government employees who obtained jobs using disability certificates. On August 6, the SOG released a list of 24 ineligible candidates allegedly recruited through fraudulent means. Mr Gurjar's name appeared on the list, and he was declared "unfit".

According to the SOG inquiry, Mr Gurjar produced a multiple disability certificate (deaf and mute), but fresh medical tests confirmed he can speak and only suffers from a hearing impairment.

Speaking to NDTV, Mr Gurjar denied deliberate wrongdoing and claimed the discrepancy was the result of a technical glitch.

He said the Karauli Medical Board had issued him an offline certificate for hearing disability alone, but when uploaded, it mistakenly showed "deaf and mute."

He added that he secured his job under the hearing impairment quota and not under any false category. He said he only realised the error during a BERA (Brainstem Evoked Response Audiometry) test at Jaipur's SMS Hospital, where the audiologist pointed it out.

Mr Gurjar has maintained that he is being unfairly targeted due to a technical lapse in the digital system, arguing that his 2018 online disability certificate was the sole document used in his appointment.

The Rajasthan government has directed an investigation into fraudulent disability certificates used in government recruitment. Officials said if the allegations are upheld, Mr Gurjar could be dismissed from service along with legal action.

This is not the first case of its kind in the state. Several instances have previously been reported in districts including Dausa, where candidates allegedly obtained jobs using fake disability documents.

“She may not be Nirbhaya, but her wounds are no less than hers," said the mother of an 11-year-old mentally challenged girl from Uttar Pradesh’s Rampur district, recalling the brutality her deaf-and-mute daughter was forced to endure. Four months ago, the child was brutally raped by a villager and left to die. “Her injuries were so severe that doctors had to pull out her intestine through the abdomen to create an alternate passage for passing waste. We spend sleepless nights watching over her, fearing she might unknowingly harm herself in her sleep," the mother of the Dalit girl told News18.

Four months on, the child’s fight for survival continues. Her family, weighed down by poverty and grief, finds itself trapped in a cycle of medical expenses, social stigma, and unending trauma. Though the rapist has been convicted and sentenced to life imprisonment, the parents say nothing short of a death sentence will deliver justice. “For what he did to our innocent, mentally challenged daughter, nothing less than death can be justice," they said.

The night that changed everything

The ordeal began on April 15 this year, when the girl did not return after going towards the fields near her home in the Safni police station area. As evening turned into night, her family’s frantic search ended in horror when they found her lying unconscious in a field. Her face bore scratch marks, her clothes were bloodstained, and her body showed signs of severe assault.

Unable to speak or hear, the girl could not narrate her trauma. But a medical examination confirmed rape. Police later recovered CCTV footage showing local villager Dan Singh Yadav, 28, taking her along that evening. “The CCTV footage was crucial. It clearly established the accused’s movements with the girl. He was arrested promptly and booked under POCSO," a senior Rampur police officer said.

Fast-track trial, but family unsatisfied

On August 11, within just four months of the incident, a special POCSO court in Rampur convicted Yadav and awarded him life imprisonment with a fine of Rs 6 lakh. Special Judge Ramgopal Singh termed the evidence “clear and indisputable", noting the brutality inflicted on the child.

While police hailed the swift investigation and trial, the family expressed disappointment. “The monster destroyed her forever. Life sentence means he will still live. Why should he get a chance to live when my daughter’s life has been snatched away? Only hanging him will bring peace," the victim’s uncle said, adding that the family would soon appeal in the High Court.

Medical ordeal: A life on hold

The girl’s condition remains critical. Doctors at Lala Lajpat Rai Memorial Medical College, Meerut, where she was treated for 14 days, had to create a temporary diversion for waste discharge. “The child had 11 injuries, including deep lacerations on her genitals. Repair was not possible immediately. A colostomy was done—her intestine was pulled out from the stomach to pass stool and urine," explained Dr Sheetal, one of the treating doctors. “She will require at least two reconstructive surgeries once the wounds heal."

But the procedures are costly and time-consuming. Until then, the girl survives with her intestines outside her abdomen, covered only with a piece of cloth. She requires colostomy bags costing Rs 270 each—sometimes two a day. The family cannot afford them regularly. Instead, her mother ties a cloth around her stomach and cleans her with cotton after every bathroom visit.

“She points to her stomach and groin in pain. I watch her all night so she doesn’t scratch or hurt herself. I cannot sleep. Our life revolves around her wounds now," her mother said.

Living with open wounds

Inside their two-room mud house, poverty is etched into every corner—unplastered walls, a yellow clay floor, and the absence of proper sanitation. The father, himself mildly mentally challenged, is unable to provide a steady income. The mother picks up farm labour whenever work is available, but the family’s survival now depends almost entirely on the shoulders of the girl’s elder brother.

The 24-year-old had once been employed at a cosmetics factory in Baddi, Himachal Pradesh, drawing a monthly salary of Rs 20,000. But the assault on his younger sister turned his life upside down. “I rushed home the moment I heard. After seeing her condition, I couldn’t return to work. For the past four months, I have been running between police stations and courts. Whatever we had saved was spent on legal battles. Now, with the case over, I am searching for work again—this time in Rampur so that I can stay close to my family," he said.

‘Our daughters don’t leave the house anymore’

The girl’s elder sister, once cheerful and outgoing, now lives in constant fear. She has stopped stepping outside, a decision the family takes as a precaution.

“We cannot risk sending her out. Our daughters don’t leave the house anymore. This crime has shattered our peace forever," said the girl’s uncle, who also played a key role in pursuing the legal case.

Beyond the financial and medical crisis lies the burden of social stigma. The family says villagers whisper about the assault, and the child is sometimes looked at with pity or suspicion. “We feel isolated. People look at her differently. For us, every day is like living in a hospital ward. There is no joy, no laughter," the mother said.

Poverty, stigma, and shattered lives

Doctors say the girl may take months, even years, to heal. Surgery can only be attempted after her wounds close completely. Even then, there is no guarantee of full recovery.

For now, the family is pinning its hopes on the compensation fine imposed on the convict, though they fear delays. “That six lakh, if it ever comes, may help us buy medical bags and pay for surgeries. But even money cannot give her a normal life back," the uncle said.

He claimed that the move will open doors for the specially-abled youth to seek employment opportunities across the globe.

However, the effort has not gone well with the Indian associations of deaf persons as they have opposed the PIL and have demanded that ISL should be safeguarded and promoted instead of making ASL mandatory. They highlighted that around 18 million deaf people in India have fought for the recognition that ISL commands today and is critical to the deaf culture in India as an indigenous language.

AIFD Calls Move ‘Discriminatory’

The All India Federation of the Deaf (AIFD), an ordinary member of the World Federation of Deaf, wrote to the chief justice of India that the demand to make ASL compulsory is deeply harmful, unconstitutional and discriminatory against the Indian deaf community. It claimed that the argument of ASL unlocking global job potential is misleading as global deaf communities use their own sign languages like BSL in the UK, JSL in Japan and LSF in France.

The letter, written by the federation’s general secretary Roshan Kumar on Thursday, claimed that introducing ASL would undermine decades of efforts and devalue ISL while forcing a foreign language on Indian deaf children is a violation of their cultural and linguistic identity as well as the right to education in their own language.

It also claimed that enforcing ASL would confuse students, divide the community and waste national resources citing that India has already invested significantly in ISL-based education, interpreter training and research.

Deaf Identity and Cultural Pride

“Just as Hindi, Bengali, Tamil, and other spoken Indian languages represent cultural pride, ISL represents the linguistic dignity of deaf Indians. Allowing ASL to operate alongside ISL poses a dual threat as it risks colonising minds and potentially leads to cultural erasure,” said Kumar.

The letter urged the CJI to protect the linguistic dignity and identity of over 1.8 crore deaf citizens of India by rejecting the PIL and directing the union government to uphold and strengthen ISL as the sole recognised sign language of India. It also prayed the CJI to ensure that all educational, legal, and accessibility measures for the deaf community are based exclusively on ISL.

NAD Also Opposes PIL

Similarly, the National Association of the Deaf (NAD), an umbrella representative organisation of deaf persons across India, said that while it appreciated the intent to unlock global job potential through language learning, the petition is uninformed and unaware of the realities and aspirations of deaf persons in India. It said that any attempt to denigrate the importance that ISL plays, is a disservice to the deaf community of the country.

It added that ISL has been developed organically to meet the communication needs of millions of deaf Indians as it uses a two-hand system unlike ASL, which is based on American and French sign languages and uses a single-hand manual alphabet.

It also claimed that ASL is not suitable for Indian deaf people as it is culturally disconnective, which does not align with Indian societal contexts and would create communication barriers within the deaf community, especially among different generations.

‘Strengthen ISL, Not Replace It’

A.S. Narayan, president of NAD, said, “In a country where limited resources means that not all options can be equally prioritised, introducing ASL alongside or in place of ISL undermines national linguistic sovereignty, disrupts community cohesion, and neglects the cultural and practical needs of deaf Indians. We call upon policymakers, educators, and stakeholders to support the development of ISL as a means to empower India’s deaf community sustainably and inclusively.”

Govt launches programme for hearing-impaired children in Patna dist

Patna: Health minister Mangal Pandey launched Shravan Shruti, a programme for early screening, treatment and rehabilitation of children with hearing impairment, for all 23 blocks of Patna district on Monday. The programme was launched at an event held at Gyan Bhawan in the city in the presence of Patna district magistrate (DM) Thiyagarajan SM, who had first taken the initiative during his previous posting in Gaya in the same capacity.

Addressing a gathering, the minister said that the Shravan Shruti programme, first started in Gaya district by then DM Thiyagarajan, had been a lifeline for children born with hearing impairments.

"As many as 1,839 children, who could not speak a single word, started to speak," the minister said.

The DM said that a meeting of the district health committee was held two months ago to discuss cochlear implants for deaf-and-mute children. "The primary goal of the scheme is to help children with disabilities purchase modern, durable, and scientifically-designed aids and equipment to improve their physical, social and psychological rehabilitation and enhance their economic potential," he said, adding that a pilot project had been successfully run in Danapur and Phulwarisharif blocks over the past two months.

"Children at anganwadi centres were screened by the health department, and audiologists were deployed. The Rashtriya Bal Suraksha Karyakram team was directed to assist with the screening. Paediatricians were engaged to ensure newborn screening at health institutions," he said.

Punjab governor Gulab Chand Kataria on Tuesday inaugurated a specially designed ‘Dark Room Lab’ at Vaani School for Hearing Impaired in Patiala.
The dark room is used for brief periods of visual deprivation that can stimulate the brain to adapt and potentially improve sound processing, especially in individuals with age-related hearing loss or those learning to use cochlear implants.

The project has been developed with financial support of ₹20 lakh provided by the governor through the Punjab Child Welfare Council for autistic and intellectually disabled children.

Speaking on the occasion, Kataria said that the real progress of the nation lies in improving the lives of children with special needs. He expressed confidence that the Dark Room Lab would help calm hyperactivity and aggression and create a better learning environment for such students.

The governor urged citizens, NGOs, and social workers to extend full support to the Punjab Child Welfare Council, which has been working for children’s welfare since 1962.

Punjabi University develops technology to convert spoken Punjabi into Indian Sign Language

In a significant advancement for inclusive communication, researchers at Punjabi University, Patiala, have developed an innovative system that automatically converts spoken Punjabi into Indian Sign Language (ISL). This transformative technology, funded by the Department of Science and Technology (DST), Government of India, bridges the communication gap between hearing-impaired and non-hearing-impaired individuals, fostering greater inclusion and accessibility.

The research project is led by Williamjeet Singh, Project Supervisor and Assistant Professor, Department of Computer Science and Engineering, and supported by Amandeep Singh, Research Project Assistant. The system integrates speech recognition, natural language processing, and synthetic animation to convert spoken words into ISL gestures in real time.

Williamjeet Singh told that the system is designed to empower the hearing-impaired community by enabling seamless communication in education, healthcare, and public services.

He said that communication is a vital part of human interaction, enabling the exchange of emotions, ideas, and information. While speech is the primary mode for most, hearing-impaired individuals rely on sign language, a structured form of gestural communication that uses hand movements and facial expressions. However, the lack of a universal sign language and limited knowledge of ISL among non-hearing-impaired individuals often create barriers, leading to exclusion and restricted opportunities for the hearing-impaired. He told that the newly developed system addresses these challenges by converting spoken Punjabi into ISL using advanced technologies. It employs the Hamburg Notation System (HamNoSys) to represent sign gestures and Signing Gesture Markup Language (SiGML) to generate animated 3D sign sequences. The system includes an ISL dictionary that captures both manual (hand gestures) and non-manual (facial expressions and body movements) features, ensuring accurate and natural sign representation.

Amandeep Singh said that the system leverages two approaches for sign language representation: synthetic animation and video-based sign presentation. A novel optimization technique enhances the accuracy of converting spoken words into structured ISL scripts. He told that rigorous testing has demonstrated the system’s efficiency, accuracy, and practical usability, offering a reliable platform for real-time communication. He told that available as a Progressive Web Application, the system supports multi-lingual speech input and is accessible on both web and mobile platforms. Beyond facilitating daily communication, it serves as an educational tool, enabling users to learn new signs and improve their communication skills.

He explained that through enabling real-time conversion of spoken Punjabi to ISL, they are making communication more accessible in critical areas like education, healthcare, and public services. The goal is to empower hearing-impaired individuals to engage fully in society. He told further that the research team envisions expanding the system to support additional languages, making it accessible to a broader audience through a dedicated mobile app.

Vice Chancellor Jagdeep Singh, while congratulating the research team, said that this innovation promises to transform the lives of millions of hearing-impaired individuals in India and beyond, offering new opportunities for inclusion and interaction.

Speech, Hearing Impaired Teen Allegedly Gang-Raped In Assam, 4 Arrested

The gang-rape accused have been arrested under Protection of Children from Sexual Offences (POCSO) Act.

Guwahati:
Four people, including a minor, have been arrested for allegedly gang-raping a 14-year-old speech and hearing impaired girl inside an autorickshaw in Assam. The incident took place on August 16 in Sribhumi's Ratabari area. The accused were been arrested on Monday.

The accused has been identified as Islam Uddin, Monir Uddin, Dilawar Hussain and one minor.

"The victim and her younger brother were going to their uncle's house to participate in Janmashtami celebrations. They were walking, suddenly an autorickshaw stopped, one of them pushed the younger brother on ground and forcefully took the minor girl into the autorickshaw and gang-raped her," said a police official.

He added, "The victim's brother went home and informed the parents about the incident. After a long search, the minor girl was found roadside".

"For three hours the minor girl was lying at the side of the road in an unconscious state. She was later admitted to hospital for treatment," the official said.

Sribhumi Senior Superintendent of Police Partha Pratim Das said, "The survivor, a 14-year-old girl who is speech and hearing impaired, was assaulted inside an autorickshaw. Four individuals under POCSO Act have been arrested".

"Three of the accused have been produced before the court and remanded to three days of police custody, while the fourth accused, a minor, was produced before the Juvenile Justice Board and subsequently shifted to a shelter home," he said.

Ghaziabad: 23-year-old speech, hearing impaired woman raped in Loni

Police said the victim woman is not able to speak or hear properly, and she was not able to convey the sequence so an expert has been requested to speak to her.

Police registered an FIR under the BNS section for rape of a woman suffering from mental illness or physical disability at Loni police station on Tuesday

Ghaziabad: A 23-year-old hearing and speech impaired woman was allegedly raped by an unidentified suspect late Monday night in Loni after she stepped out of her house, the police said on Wednesday, adding she is also undergoing treatment at Institute of Human Behaviour and Allied Sciences (IHBAS), Delhi.
Police registered an FIR under the Bharatiya Nyaya Sanhita section 64(2)(k) for rape of a woman suffering from mental illness or physical disability at Loni police station on Tuesday following her family’s complaint.

“My daughter is unable to fully speak and listen. She is also undergoing treatment at IHBAS, Delhi, as she also has mental weakness. She stepped out of our house around 7pm on August 18 and was found near Nithora village around 10pm. She told us some unidentified person raped her near a tubewell at Nithora village,” the woman’s father stated in the FIR.

Police denied social media posts suggesting she was gangraped.

“The woman is not able to speak or hear properly. She was not able to convey the sequence. We have now requested an expert to speak to her,” said ACP (Loni circle) Siddharth Gautam.

“So far, we have come to know that she came home walking on her own, and midway she also tried to call up her family from a phone of a passerby. But the sequence of events is unclear. An investigation is on,” the ACP added.

Deaf-Mute Woman Gang Raped In UP, An Encounter Follows Within 24 Hours

On Monday evening, when the woman was returning home in Balrampur district, she was kidnapped and taken to a deserted field and gang raped.

A deaf and mute woman was allegedly kidnapped and gangraped in Uttar Pradesh while returning home on Monday. The incident reportedly took place a few meters from the homes of the district's top officials, where CCTV cameras were found to be off. The police arrested two attackers within 24 hours of the incident, following an encounter.

Balrampur Horror: What, When, How

On Monday evening, when the woman was on her way home in Balrampur district from her maternal uncle's home, she was kidnapped and taken to a deserted field. Two men took turns and raped the woman.

Owing to her disability, the woman couldn't call for help.

When the woman did not return home after an hour, the family began searching for her and found her in a suspicious condition in a field near a police post. The woman was rushed to the district women's hospital, where she is undergoing treatment. She is stable but in shock, doctors say.

Police Investigation

After the woman's brother informed the police about his sister and registered a complaint, the cops began an investigation and arrested the two attackers - Ankur Verma and Harshit Pandey - within 24 hours.

“Based on the evidence and CCTV footage, we identified the two men,” said Vikash Kumar, Superintendent of Police. “The two accused suffered injuries during an encounter and are currently under treatment. They have confessed to the crime,” he said.

Further investigation is underway.

Uttar Pradesh's Operation Trinetra Under Scanner

Under Operation Trinetra in Uttar Pradesh, hundreds of CCTV cameras have been installed across districts to enhance surveillance and improve law and order. These CCTV cameras are meant to work as "eyes" on the ground, monitoring public spaces.

The woman's family alleges that the incident took place due to negligence. Three to four CCTV cameras in the region found to be switched off, the family claimed. However, a camera installed near the Superintendent of Police's house caught the woman running and bikers chasing her.

பல தசாப்தங்களாக தொடரும் சோகம்: வாய் பேச முடியாமல், காது கேட்காமல் குழந்தைகள் பிறக்கும் கிராமம்!

இந்த கிராமத்தை சேர்ந்த தாய்மார்கள் தங்களுக்கு ஆண் குழந்தையோ அல்லது பெண் குழந்தையோ பிறக்க வேண்டும் என விரும்பாமல், தங்களுக்கு காது கேட்கின்ற, வாய் பேசுகின்ற குழந்தை பிறந்தால் போதும் என்றே கூறுகிறார்கள்.

காஷ்மீர்: இன்றைய நவீன மருத்துவ உலகில் இதய மாற்று அறுவை சிகிச்சையையே மருத்துவர்கள் வெற்றிகரமாக செய்து முடிக்கும் காலத்தில், வாய் பேச முடியாத, காது கேட்க முடியாத குழந்தைகள் ஒரு கிராமத்தில் அடுத்தடுத்து பிறக்கிறார்கள் என்றால் அதை நம்புவது சற்று கடினம் தான். ஆனால், ஒரு நூற்றாண்டாக இந்த குறைபாடு அங்கு பிறக்கும் குழந்தைகளுக்கு இருக்கிறது என்பது தான் நமக்கு கூடுதல் அதிர்ச்சி.

இயற்கை அழகு மிகுந்த காஷ்மீர் மாநிலத்தில் உள்ள சின்னஞ்சிறு கிராமம் தட்காய். 'இந்தியாவின் அமைதி கிராமம்' என்றும் அழைக்கப்படும் இந்த கிராமத்தில் தான் இந்த குறைபாடுகளுடன் குழந்தைகள் பிறந்து வருகின்றன. கடந்த 50 ஆண்டுக்களுக்கு மேலாகவே இந்த பிரச்சனை உள்ளதாக கூறும் அந்த கிராமத்தை சேர்ந்த வயதானவர்கள், இது மருத்துவ பிரச்சனைகளை கடந்து கடவுளின் சாபமாக இருக்குமோ? என்று அஞ்சும் அளவுக்கு இந்த பாதிப்பின் வீரியம் தொடர்வதாக வேதனை தெரிவிக்கிறார்கள்.

தற்போது வரை இந்த கிராமத்தில் சுமார் 100-க்கும் மேற்பட்டவர்கள் காது கேட்காத நிலையிலும், வாய் பேச முடியாமலும் இருந்து வருகிறார்கள். கடந்த சில ஆண்டுகளாக இந்த குறைபாடுடன் குழந்தை பிறக்கும் விகிதம் குறைந்து வந்தாலும், அதனை முற்றிலும் தடுக்க முடியவில்லை என வருத்தத்தோடு சொல்கிறார்கள் இப்பகுதியை சேர்ந்த தாய்மார்கள்.

இப்பகுதியை சேர்ந்த குலாம் நபி என்ற வயதான நபரிடம் இது தொடர்பாக நமது ஈடிவி பார்த் செய்தியாளர் பேசியபோது, "சுமார் 80 அல்லது 90 ஆண்டுகளுக்கு முன்னர் எங்கள் கிராமத்தில் காது கேளாத மற்றும் வாய் பேச முடியாத குழந்தைகள் பிறந்ததாக பெரியவர்கள் கூறுவார்கள். அப்போது எல்லாம் எப்போதாவது தான் இந்த மாதிரியான குறைபாடுகளுடன் குழந்தை பிறக்கும். ஆனால் கடந்த இரண்டு, மூன்று தசாப்தங்களாக இந்த குழந்தைகள் பிறப்பு விகிதம் முன்எப்போதும் இல்லாத வகையில் அதிகரித்து வந்தது. இரண்டு, மூன்று ஆண்டுகளாக இந்த எண்ணிக்கை குறைந்திருந்தாலும், கடந்த ஆண்டு 4 பேருக்கு இதே குறைபாடுகளுடன் குழந்தைகள் பிறந்துள்ளது" என்றார்.

50 வயதை கடந்துள்ள குலாம் நபிக்கு ஆறு குழந்தைகள் உள்ளனர். இதில் 3 குழந்தைகள் ஆரோக்கியமாக பிறந்த நிலையில், 3 குழந்தைகள் இதே குறைபாடுகளுடன் பிறந்துள்ளன. அதில் ஒரு குழந்தை சிறு வயதிலேயே இறந்துவிட்டது.

பல மருத்துவ குழுவினர் இங்கு வந்து இந்த குறைபாடு தொடர்பாக ஆய்வு செய்கிறார்கள். சொந்தத்தில் திருமணம் செய்வதால் மரபணு கோளாறு காரணமாக இத்தகைய குறைபாடுடன் குழந்தைகள் பிறப்பதாக தெரிவித்து விட்டு செல்கிறார்கள். ஆனால், நாங்கள் வெளியில் திருமணம் செய்ய முயற்சித்து வருகிறோம். பலருக்கு இந்த குறைபாடு காரணமாக திருமணம் செய்வதில் சிக்கல் நீடிக்கிறது. அதனால் இத்தைகைய குழந்தைகள் பிறப்பதை தடுக்க முடியவில்லை என்று வருத்தத்தோடு கூறுகிறார் குலாம் நபி.

தொடர்ந்து பேசிய அவர், "நான் சில ஆண்டுகளுக்கு முன் இத்தகைய குறைபாடு உடைய எனது மூத்த மகளுக்கு திருமணம் செய்து வைத்தேன். ஆனால், அவளுக்கு பிறந்த குழந்தைகள் எந்த குறைபாடுகளும் இல்லாமல் மிக ஆரோக்கியமாக பிறந்தன. அதே நேரத்தில் எவ்வித குறைபாடும் இல்லாமல் திருமணம் செய்து வைக்கப்படும் நபர்களுக்கு, குறைபாடுகளுடன் குழந்தைகள் பிறக்கிறது" என்றும் கூறுகிறார்.

எனக்கு பிறந்த குழந்தைகளில் நல்ல முறையில் பிறந்த குழந்தைகளை விட, காது கேட்க முடியாத, வாய் பேச முடியாமல் பிறந்த குழந்தைகளின் புத்தி கூர்மை மிக அதிகம், மற்ற குழந்தைகளை காட்டிலும் அவர்கள் அறிவாளிகள் என்று கூறி தனது சோகம் தோய்ந்த முகத்தில் சந்தோஷத்தை வர வைக்க முயல்கிறார் குலாம் நபி.

இது தொடர்பாக அந்த கிராமத்தை சேர்ந்த ஆசிரியர் பஷரத் உசேனிடம் பேசிய போது, "இந்த கிராமத்தில் ஒவ்வொரு குடும்பத்திலும் ஒன்று அல்லது இரண்டு காது கேளாத, வாய் பேச முடியாத குழந்தைகள் இருக்கிறார்கள். எனது தம்பியும் இத்தகைய குறைப்பாட்டோடு பிறந்தவர் தான். நீண்ட காலமாக இந்த பிரச்சனை உள்ளது. அடிக்கடி வந்து இது தொடர்பாக எங்களிடம் விசாரிப்பார்கள். மருத்துவர்களை பலமுறை இங்கு வந்து ஆய்வு செய்தும் இதற்கு முழுமையான தீர்வு கிடைக்கவில்லை. தற்போது மருத்துவர்களை பார்த்தாலே இத்தகைய குறைபாடுடன் இருக்கும் குழந்தைகள் ஓடி ஒளிந்து கொள்கிறார்கள்" என்று கண்ணீரை துடைத்தவாறே கூறுகிறார்.

இங்குள்ள தாய்மார்கள் குழந்தை பெற்றெடுக்கும் போது தங்களுக்கு ஆண் குழந்தையோ அல்லது பெண் குழந்தையோ பிறக்க வேண்டும் என விரும்பாமல், தங்களுக்கு காது கேட்கின்ற, வாய் பேசுகின்ற குழந்தை பிறந்தால் போதும் என்றே நினைப்பதாகவும் ஆதங்கத்தோடு தெரிவித்தார்.

மருத்துவர்கள் சொந்தங்களில் திருமணம் செய்வதை தவிர்க்க வேண்டும் என்று கூறியதை, கடந்த சில ஆண்டுகளாக இவர்கள் பின்பற்றி வந்தாலும், இந்த கிராமத்தை சேர்ந்தவர்களுக்கு பெண்ணோ, ஆணோ கொடுக்க மற்ற கிராமங்களை சேர்ந்த மக்கள் தயங்குகிறார்கள். இந்த நிலை இனிவரும் காலங்களில் முழுமையாக மாறும்பட்சத்தில், 'இந்தியாவின் அமைதி கிராமம்' என்ற பெயர் அந்த கிராமத்தை விட்டு அகலும், அதுவே தட்காய் கிராம மக்களின் விருப்பமாகவும் இருக்கிறது.

நீட் தோ்வுக்கு வெறும் 3 நாள்கள் மட்டுமே படித்ததாகவும், குறைகளைக் கண்டு அஞ்சாமல் மன உறுதியுடன் செயல்பட்டால் எதுவும் சாத்தியம் என்றும் நம்பிக்கை மிளிரத் தெரிவித்தாா் அக்ஷயா.

சிறப்பு அழைப்பாளர்களாக அதிமுக துணை பொதுச்செயலாளரும், வேப்பனஹள்ளி எம்எல்ஏவுமான முனுசாமி, முன்னாள் அமைச்சர் பாலகிருஷ்ணா ரெட்டி ஆகியோர் பங்கேற்று வாழ்த்துரை வழங்கினர். கூட்டமைப்பின் மாநில தலைவர் பழனிசாமி, பொதுச் செயலாளர் ஜெய்சங்கர் உட்பட மாநிலத்தின் 38 மாவட்டங்களில் இருந்து நிர்வாகிகள் மற்றும் 100க்கும் ன காது கேளாத, வாய் பேச அதிகமான இயலாத மாற்றுத்திறனாளிகள் பங்கேற்றனர். மாற்றுத்திறனாளிகளான காது கேளா தோர் மற்றும் வாய் பேசாதவர்களுக்கு அரசின் சார்பில் வழங்கப்பட்டு வரும் பல்வேறு சலுகைகள் முழுமையாக சென்றடையவில்லை.

எனவே முழுமையாக சென்றடைய நடவடிக்கை எடுக்க வேண்டும். மாற்றுத் திறனாளிகளுக்கான உதவித்தொகை ரூ.500 ஆக இருந்ததை ரூ.1,500 என உயர்த்தி தமிழக அரசு அறிவித்தது.

இதனை வரவேற்றுள்ள நிலையில் இந்த உதவித்தொகை சிறு நிபந்தனைகளின் காரணமாக குறிப்பிட்ட ஒரு சிலர் மட்டுமே பயனடையும் நிலை உள்ளதால் அனைவரும் பயனடையும் வகையில்  நிபந்தனைகளை நீக்க வேண்டும் என்பன உள்ளிட்ட பல்வேறு தீர்மானங்கள் நிறைவேற்றப்பட்டன.

இதை தொடர்ந்து நிருபர்களிடம் தமிழ் நாடு நாடு காதுகேளாதோர் கூட்டமைப்பின் சேர்மன் சுரேஷ் பாபு கூறியதாவது, காது கேளாதவர்களுக்கு இப்போது, அறிவிக்கப்பட்டுள்ள உதவித்தொகை ரூ,1,500 யாருக்கும் சென்றடையவில்லை. எந்த மாநிலத்திலும் இல்லாத சிறு, சிறு நிபந்தனைகளால் பயனடைய இயலாத நிலை உள்ளது. எனவே அறிவிக்கப்பட்டுள்ள ரூ.1,500 உதவித்தொகை அனைத்து காது கேளாதவர்களுக்கும் சென்றடைய நடவடிக்கை எடுக்க வேண்டும். கர்நாடகா மாநிலத்தில் காது கேளாத மற்றும் வாய் பேச இயலாத மாற்றுத் திறனாளிகளுக்கு ரூ.6 ஆயிரம் உதவித்தொகை வழங்கப்படுவதுபோல், தமிழகத்திலும் உதவித் தொகையை ரூ.6 ஆயிரமாக உயர்த்தி வழங்க வேண்டும் என அவர் தெரிவித்தார்.

Mumbai: For nearly 10 years, those visiting the Mirchi and Mime restaurant in Powai – and later Chandivli and Thane – were enthralled by the speech and hearing impaired (SHI) staff who handled customer relations. The staff relied on a specially designed menu and hand gestures to take orders from and communicate with customers, and managers would step in only if there was a dire situation.

“Generally, customers wouldn’t let managers interfere as they felt a sense of pride in communicating seamlessly with our specially-abled staff,” said Raja Shekar Reddy, the founder of the restaurant chain.

On August 5, Mirchi and Mime announced the closure of all three outlets citing exorbitant hike in rent and inability to absorb the enhanced expenses. In all, the outlets employed 150 personnel, of which 80 were people with speech and hearing impairments.

“When we started, we wanted to employ at least 500 people with speech and hearing impairments. But we could only reach 80,” Reddy rued.

When the first Mirchi and Mime outlet started in the upmarket Powai in 2015, the speech and hearing impaired staff were trained to handle orders and customer relations. A specially designed menu which listed all 180 available dishes on a single page played a key role in the effort, said Reddy.

The dishes were placed in different categories such as food, beverage and dessert, each associated with specific hand gestures which were displayed on the menu. When customers wanted to place an order, they simply referred to the applicable category via designated gestures, then used their hands to indicate the number of the dish within the category.

“When customers wanted other things such as cold water, they communicated as per their understanding and the staff was smart enough to comprehend what they were saying without much problem,” said Reddy.

With time, and the opening of new outlets in Chandivali and Thane, the restaurant chain gained popularity, especially among influencers and sensitive food enthusiasts. Customers would enjoy the experience of communicating with the differently-abled staff and even understand the difficulties faced by them at times.

“The process sensitised everyone, including our regular customers and one-off visitors,” said Reddy.

Things were going fine till this year, when the five-year lease of the Powai outlet was up for renewal. The rent was hiked 35%, which was unaffordable, said Reddy.

“The Powai outlet was our oldest and most profitable. It subsidised our other outlets in Chandivli and Thane,” he said. The Thane outlet was started only five years ago and had not broken even yet, he said.

“We had no option but to shut down all three outlets when faced with the rent hike,” he said. “But we were concerned about the future of our speech and hearing impaired staff and reached out to various organisations to train and absorb them.”

Help arrived from Dr Reddy’s Foundation, which has agreed to train the specially-abled staff in various skills and help them find employment with private companies.

“We have already trained some personnel and given them beautician kits and some of them have begun offering services independently, transitioning into entrepreneurs,” said an official from the foundation, requesting anonymity.
