Ability Foundation is a national cross disability organisation established in 1995 as a public charitable trust for the empowerment and mainstreaming of persons with disabilities. Based in Chennai, India, Ability Foundation is involved in pioneering activities, ranging from publishing and media, counselling and referral services, advocacy, and training and employment. Over the years, the Foundation has organized several events all of which aim at dispelling stereotypes and changing public attitudes/perceptions towards disabled persons. The organization works towards an inclusive society and equal opportunities and a level playing field for persons with disabilities stressing on the need to have the right opportunities at the right time. காது கேளாத மாற்றுத்திறனாளி மாணவி சாதனை

நம்பிக்கை தான் வாழ்க்கை, மனதில் உறுதி இருந்தால் வாழ்க்கையில் எதையும் சாதிக்கலாம். அதற்கு உடல் ஊனம் ஒரு தடையல்ல என்பதை நிருபிக்கும் வகையில், வால்பாறை பாரதியார் பல்கலைக்கழக கலை மற்றும் அறிவியில் கல்லுாரியில் படிக்கும் மாற்றுத்திறனாளி மாணவர்கள் தொடர்ந்து சாதனை படைத்து வருகின்றனர்.

பல கல்லுாரிகளில் அலைந்து திரிந்து சீட் கிடைக்காத மாற்றுத்திறனாளி மாணவர்களை ஊக்கப்படுத்தி, அவர்களை அரவணைத்து உற்சாகப்படுத்கி வருகிறது இக்கல்லுாரி நிர்வாகம். எல்லாவற்றிற்கும் மேலாக இந்தக்கல்லுாரியில் படிக்கும் மாணவர்களின், 80 சதவிகிதம் பேர் தேயிலை தோட்ட தொழிலாளர்களின் குழந்தைகள் தான் என்பது முற்றிலும் உண்மை.பச்சமலை எஸ்டேட் தொழிலாளர்கள் செல்லத்துரை - யோகமலர் தம்பதிகளின் மகள் ரஞ்சிதா. இவருக்கு காதுகேளாத சூழ்நிலையில், எங்கே நமக்கு கல்லுாரியில் படிக்க வாய்ப்பு கிடைக்காமல் போய் விடுமோ என்ற நேரத்தில், கல்லுாரியில் இவருக்கு சீட் வழங்கியதோடு, சிறப்பு கவனம் செலுத்தி பாடம் சொல்லித்தருகின்றனர்.இது குறித்து மாணவியின் தந்தை செல்லத்துரை நம்மிடம் கூறுகையில், ''எனது இரண்டாவது மகள் ரஞ்சிதா. இவர் 6ம் வகுப்பு படிக்கும் போது திடீரென்று காதுகேட்கவில்லை. மருத்துவமனையில் பரிசோதனை செய்த போது, ஐந்து லட்சம் ரூபாய் வரை செலவாகும் என்றனர். கூலி வேலை செய்து பிழைக்கும் எங்களுக்கு அவ்வளவு பணம் செலுத்த இயலாது என்பதால், இறைவன் விட்ட வழியில் மகளை தொடர்ந்து படிக்க வைக்கிறேன். இன்று வரை எந்த வகுப்பிலும் பெயிலாகாமல் படித்து வருகிறாள். எனது மகளுக்கு சீட் வழங்கிய வால்பாறை கல்லுாரி நிர்வாகத்திற்கு நன்றி தெரிவித்துக்கொள்கிறேன்,'' என்றார்.கல்லுாரி தமிழ்பேராசிரியர்கள் கோவிந்தராஜ், தமிழ்கனி ஆகியோரிடம் கேட்ட போது, ''இக்கல்லுாரியில் பி.ஏ.,தமிழ் முதலாமாண்டு படித்துவரும் மாணவி ரஞ்சிதாவுக்கு காது மட்டும் தான் கேட்காது. ஆனால் நாம் சொல்லித்தரும் பாடங்களை உடனுக்குடன் மனப்பாடம் செய்து, தேர்வை திறம்பட எழுதுகிறாள். மேலும் இந்த மாணவிக்கு மட்டும் தனியாக சிறப்பு பாடம் சொல்லித்தரப்படுகிறது. மாணவி படிப்பில் மட்டுமல்லாது கவிதை எழுதுவதிலும், இசை அமைப்பதிலும், விளையாட்டு போட்டிகளிலும் அதிக அளவில் பங்கு பெற்று சாதனை படைத்துள்ளார்,'' என்றனர். மாணவி ரஞ்சிதாவிடம் கேட்ட போது, ''வால்பாறை கல்லுாரியில் 'சீட்' கிடைத்தது எனது வாழ்க்கையில் மறக்க முடியாத சம்பவம். எனது ஒவ்வொரு வெற்றிக்கு பின்னும் என்று கல்லுாரி போராசிரியர்கள் மற்றும் எனது பெற்றோர்கள் தான் தெரிகின்றனர். நன்றாக கவிதையும் எழுதுவேன். நான் நன்றாக படித்து என்னை போன்ற ஏழை, எளிய மாணவர்களின் வாழ்க்கைத்தரம் உயரும் வகையில் ஆசிரியராக பணிபுரிய வேண்டும் என்பது தான் எனது ஆசை,'' என்றார்.இவரது லட்சியம் நிறைவேற நாமும் மனதார வாழ்த்தலாமே!-

காது கேட்காத, வாய் பேச முடியாத சிறுமியிடம் 'சில்மிஷம்' : வேன் டிரைவர் கைது

கோவையில், வாய் பேச முடியாத, ஐந்து வயது சிறுமியை பாலியல் துன்புறுத்தல் செய்த வேன் டிரைவரை, போலீசார் கைது செய்துள்ளனர். கோவையில், கணவனை பிரிந்து வாழும் பெண்ணுக்கு, ஐந்து வயதில், காது கேட்காத, வாய் பேச முடியாத மகள் உள்ளார். இந்த சிறுமி, காது கேளாதோர் பள்ளியில், எல்.கே.ஜி., படித்து வருகிறாள். இந்நிலையில், மூன்று நாட்களுக்கு முன், பள்ளிக்கு சென்று வீடு திரும்பிய சிறுமிக்கு, உடல்நிலை பாதிக்கப்பட்டது. மருத்துவமனை அழைத்து சென்று சோதனை செய்தபோது, பாலியல் ரீதியாக துன்புறுத்தப்பட்டது தெரிந்தது. அதிர்ச்சியடைந்த சிறுமியின் தாய், கோவை மாநகர அனைத்து மகளிர் போலீசில் புகார் அளித்தார். சிறுமிக்கு பயிற்சி அளிக்கும் ஆசிரியர்கள் உதவியுடன், 'சைகை' மொழியில் விசாரணை மேற்கொள்ளப்பட்டது. இதில், சிறுமியை தினமும் பள்ளிக்கு அழைத்து செல்லும் வேன் டிரைவர் பாலன், 48, பாலியல் ரீதியாக துன்புறுத்தியது தெரியவந்தது. அவனை போலீசார் கைது செய்து, கோவை மத்திய சிறையில் அடைத்தனர்.

தேசிய காது கேளாதோர் விளையாட்டு கேரளா, தமிழக அணிகள் சாம்பியன்

சென்னை: தேசிய அளவிலான, காது கேளாதோர் விளையாட்டு போட்டிகளில், வாலிபால் பெண்கள் பிரிவில், தமிழக அணியும், ஆண்கள் பிரிவில், கேரள அணியும்

சாம்பியன் பட்டத்தை வென்றன.

தமிழ்நாடு காது கேளாதோர் விளையாட்டு சங்கம் சார்பில், அகில இந்திய காது கேளாதோர் விளையாட்டு சங்க ஆதரவுடன், தேசிய அளவிலான விளையாட்டு போட்டிகள், சென்னையில் நடந்தன.

அதில், தமிழகம் உட்பட, நாடு முழுவதும் இருந்து, ஆயிரத்திற்கும் மேற்பட்ட வீரர், வீராங்கனைகள், பல்வேறு போட்டி களில் பங்கேற்று, பதக்கம் மற்றும்

சான்றிதழ்களை பெற்று சென்றனர்.

நேரு விளையாட்டு அரங்கில் உள்ள வாலிபால் கோர்ட்டில், வாலிபால்

போட்டிகள் நடந்தன. பெண்கள் பிரிவு போட்டியில், அபாரமாக விளையாடிய தமிழக அணி, மத்திய பிரதேச அணியை வீழ்த்தி, சாம்பியன் பட்டத்தை

வென்றது. அதில், மூன்றாவது இடத்தை, ஆந்திர அணி பிடித்தது.

ஆண்கள் பிரிவில், கேரளா, தெலுங்கானா, ஒடிசா அணிகள், முதல் மூன்று இடங்களை தட்டிச் சென்றன. இந்த அணிகளுக்கு, பதக்கம் மற்றும்

சான்றிதழ்கள் வழங்கப்பட்டன.

நேரு விளையாட்டு அரங்க, 'பி' மைதானத்தில், ஆண்கள் பிரிவு கால்பந்து போட்டி நடந்தது. அதில், தமிழக அணி வீரர்கள் சிறப்பான ஆட்டத்தை வெளிப்படுத்தி, கோல்களை அடித்து, முதலிடத்தை பிடித்து, சாம்பியன் பட்டத்தை வென்றனர். இரண்டாம் இடத்தை,

கேரள அணியும், மூன்றாம் இடத்தை மேகாலயா அணியும் பிடித்தன.

பட்டிவீரன்பட்டி: காதுகேளாதோருக்கான இந்திய கூடைப்பந்தாட்ட அணியின் கேப்டனாக திண்டுக்கல்லை சேர்ந்த பள்ளி மாணவர் விஷ்ணுராம் தேர்வு செய்யப்பட்டுள்ளார். திண்டுக்கல் மாவட்டம், பட்டிவீரன்பட்டியை சேர்ந்தவர் விஷ்ணுராம். தனியார் பள்ளியில் பிளஸ் 1 படித்து வருகிறார். கூடைப்பந்தாட்ட வீரர். பிறவியிலேயே வாய் பேச முடியாத இவருக்கு, செவித்திறன் குறைபாடும் உள்ளது. சென்னையில் காதுகேளாதோருக்கான தேசிய கூடைப்பந்தாட்ட போட்டி மார்ச் 28 - 31 வரை நடந்தது.

மொத்தம் 12 மாநிலங்களை சேர்ந்த அணிகள் பங்கேற்ற இந்த தொடரில், புதுச்சேரி அணிக்காக விஷ்ணுராம் விளையாடினார். சாம்பியன் பட்டம் வென்ற அந்த அணியின் சிறந்த வீரராக தேர்வு செய்யப்பட்டு தங்கப்பதக்கம் பெற்றார். வரும் நவம்பரில் ஆஸ்திரேலியாவில் நடக்க உள்ள சர்வதேச காதுகேளாதோர் கூடைப்பந்தாட்ட போட்டியில், இந்திய அணியின் கேப்டனாக நியமிக்கப்பட்டுள்ளார். இவரது தந்தை ரமேஷ்பாபு முன்னாள் கூடைப்பந்தாட்ட வீரர். தாய் சர்மிளா முடக்குவாதத்தில் பாதிக்கப்பட்ட மாற்றுத்திறனாளி என்பது குறிப்பிடத்தக்கது.

Alumni meet at school for the deaf

The inaugural of the platinum jubilee of Government Vocational and Higher Secondary School for the Deaf, Jagathy, recently saw a number of old students and teachers come together to be a part of the celebrations and reminisce about their years here.

The institution holds fond memories for many, and has played a significant role in shaping their journey in life.

Joshi George, a student of the 2010 VHSE batch of the school, is now a contract drawing teacher at his alma mater. Joshi is glad about coming back and working among students who are hearing impaired like him as he feels a kinship with them.

His cousin Anu J. Rajan shares his talent for drawing. A teacher of degree course students at the National Institute of Speech and Hearing here, she dreams of working and being involved with drawing. She has also held three exhibitions of her works. Anu would love to come back to the school to teach, provided she got a permanent job.

Cricket player

Pradeep S. recently returned after taking part in the Usha Deaf IPL 2017 organised by the Punjab Deaf Cricket Association. This all-rounder has also taken part in the Deaf International Cricket Council held in Dubai last year and the T-20 Asia Deaf Cricket Cup 2015 in Pakistan. Pradeep, who studied graphic design and printing technology at the school, however, is yet to land a job.

GSI employee

Another proud alumni of the school is Geological Survey of India employee G. Rajkumar. He had studied at the school in his initial years but went to Chennai with his family in between. He returned when he was in Class 7 because his mother Latha Kumari felt that instead of sign language, it was better he continue to be trained in lip reading.

Jobi S. Shaji, a printing technology student who will pass out of the school this year, is happy about landing a job with Akshara Offset along with two other friends. A resident of Kovalam, he has been studying at the school since his pre-primary days.

His mother Sheeja says cricket is another of Jobi’s passions, and he is always playing the game somewhere. The date when he starts work at the printers is not known yet, but the money will take a huge burden off her shoulders, says Sheeja.

Schemes for providing free coaching to students belonging to Scheduled Castes(SCs) and Other Backward Classes(OBCs) is presently available. However, there is no such ongoing scheme for students with disabilities. XII Five year Plan document in the context of socio-economic development of persons with disabilities, inter alia, provides that emphasis will be on educational development of such persons through a scheme for free coaching of students with disabilities.

Objective

The objective of the Scheme is to provide coaching for economically disadvantaged students with disabilities, having minimum 40% or more disability to enable them to appear in competitive examinations and to succeed in obtaining an appropriate job in Government / Public / Private Sector.

Courses for coaching

The courses for which the coaching will be imparted shall as follows

• Recruitment examinations conducted by the Union Public Service Commission(UPSC), the staff selection Commission(SSC) and the various Railway Recruitment Boards (RRBs) for Group ‘A’and ‘B’ posts;
• Recruitment examinations conducted by the state public service commission for group ‘A’ and ‘B’ posts in the respective states.
• Recruitment examinations conducted by INstitute of Banking Personnel Selection (IBPS), Nationalized Banks, Government Insurance Companies and Public Sector Undertakings (PSUs) for Officer level posts under them.
• Entrance Examinations for admission in

1. (a) Engineering (eg. IIT-JEE)
2. Medical (eg.NEET)
3. Professional courses like Management(eg. CAT)
4. Law (eg. CLAT) and
5. Any other such disciplines as Ministry may decide from time to time

Implementing Agencies

The Scheme will be implemented through the reputed coaching institutions / centre run by the:

• Central Government / State Governments / UT Administrations and PSUs or Autonomous Bodies there under
• Universities (under both central and state governments) including the Deemed Universities and Private Universities; and
• Registered private institutions / NGOs

Eligibility Criteria for applying for empanelment of Coaching Institutes:

• The institute should be a registered body or run by any organization registered under the Societies Registration Act, 1860 /Companies Act, 2013 or any other relevant Act of the State / Union territory;
• The institute should have been registered at least for a period of 3 years as on date of notification inviting applications from States / UTs/ Coaching Institutes for empanelment by the Department of Empowerment of Persons with Disabilities
• The institute should have been fully functional for a minimum period of 3 years at the time of applying under this scheme and having a minimum enrolment of 100 students in the courses as indicated at Para-3 here in above each year for at least two years, immediately prior to the year in which empanelment is sought
• The institute must have proper infrastructure (barrier free) to meet all prescribed requirements for providing coaching in the courses applied for.

Selection of Institutes

(i) The proposals for empanelment of coaching institutes will be considered by a Selection Committee and recommended for selection based on their past record of performance and other criteria to be determined by the Selection Committee. The institutes for providing coaching will finally be selected by the DEPwD based on the recommendations of the Selection Committee. The Composition of Selection Committee will be as follows:

Joint Secretary (DEPwD) – Chairperson
Financial Advisor, DEPwD or nominee not below the rank of DS/Director – Member
Joint Secretary, Deptt. of Higher Education – Member
Two Representatives from relevant background to be decided by the department – Member
Director / Ds, Concerned, DEPwD – Convener

(ii) The States/UTs will furnish a list of (not more than 10) reputed coaching institutes with a proven track record of success in coaching in courses identified in Para-3 here-in-above.

(iii) In addition to proposals received from States, the Selection Committee, as indicated at Sub-para (i) above, may also propose empanelment of institutes which enjoy good reputation and record of performance in providing coaching.

(iv) On receipt of list of names of coaching institutes, the institutes will be requested by Department of Empowerment of Persons with Disabilities (DEPwD) to submit a detailed proposal in compliance with requirements of the Scheme along with their performance record in proforma as requested.

(v) Reputed institutes having branches in more than one district in a State will be given preference over stand alone institutes.

(vi) The concerned Programme Division will carry out a preliminary screening of the proposals received from State Governments / UTs and institutes recommended by the Selection Committee and shortlist those, which prima facie satisfy the eligibility criteria and have all prescribed supporting documents. Such shortlisted proposals shall be placed before the Selection Committee.

(vii) The institutes, once selected, will enter into an Agreement with the Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, Government of India with regard to the courses to be offered, terms and conditions of empanelment, fee structures, frequency of disbursal, number of slots, duration of courses, furnishing of Utilization Certificates, etc.

(viii) Selected coaching institutes will be empanelled for a period of three years subject to their Agreements entered with the DEPwD.

Note: With a mew to give the Scheme wider publicity, the coaching institutes will issue advertisement in the local newspapers and invite applications from the eligible Persons with Disabilities (PwDs) candidates as per promsions of the Scheme.

Funding Pattern

i) The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice and Empowerment, Government of India will fund the entire expenditure of coaching provided to selected PwDs candidates as per the terms and conditions of the Scheme and agreement entered into with the concerned coaching institute.

ii) Fee component will be released directly to the coaching institutes/centers concerned in the form of grant-in-aid.

iii) Grant-in-aid will be released to the institutes concerned in two equal installments every year.

iv) The first installment will be released to the institutes immediately after their empanelment. However, the second installment of grant-in-aid will be released (in shape of reimbursement) to the coaching institutes on production of Utilization Certificate, details of expenditure made, audited accounts certified by a Chartered Accountant, details of courses conducted and number of students coached.

v) After completion of first year, the performance of the institutes will be assessed before releasing the fund for the subsequent year. The release of fund after every year will depend on the satisfactory performance of the institute during the previous year.

vi) The grant-in-aid for 2nd and 3rd year would be released to empanelled coaching institutes only after receipt of due Utilization Certificate, list of students coached with the previous year’s grant, audited accounts in respect of previous year’s funds and performance of students coached during previous year.

vii) The Empanelled institutes should register themselves in National Scholarship Portal (www.scholarships.gov.in) (whenever the portal will be made operational for this scheme).

viii) The applicants (students/trainees) should submit their application for coaching through the on-line system by the last date prescribed for receipt of applications. All requisite documents like photograph, proof of age, disability certificate, income certificate of the parent, etc. duly filled in the prescribed format will be required to be uploaded in the on-line system. [However, until this scheme of Free Coaching starts through National Scholarship Portal, the candidates shall submit their applications to the Empanelled Coaching Institutes of their choice through off-line method]

ix) The Nodal Officer nominated by Empanelled institutes shall verify the applications and process the same and forward the final list in PFMS portal for disbursal of stipend and Special allowance.

x) Stipend and Special allowance admissible to the candidates shall be released directly to their Bank Accounts through PFMS portal under Aadhaar based DBT by DEPwD.

Quantum of Coaching Fees

The quantum of coaching fees will be as agreed to in the agreement between the DEPwD and the coaching institute at the time of empanelment.

Eligibility criteria and selection of candidates:

(i) Free coaching under this scheme will be available to students with disabilities who are covered under the Persons with Disabilities (Equal Opportunity, Protection of Rights and Full Participation) Act, 1995 and the National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act, 1999 and any other relevant Act issued by the Govt, of India from time to time.

(ii) The students should be selected by the coaching institute based on academic criteria prescribed by the institute itself. However, the institute may relax these criteria for PwDs candidates as per terms to be laid down in the Agreement.

(iii) The candidate should be eligible to appear at the examination for which he/she is obtaining the coaching under this Scheme.

(iv) Income Ceiling: Only students with disabilities having total family income from all sources of Rs.6.00 lakh or less per annum will be eligible to apply under the Scheme.

(v) Benefits under the Scheme can be availed by a particular student not more than once, irrespective of the number of chances he/she may be entitled to take in a particular competitive examination. The coaching institute will also be required to take an undertaking from the students that they have not taken benefit more than once under the Scheme.

(vi) Candidates who are not availing the benefits of free coaching under any other scheme of the Central Govt, are eligible under the scheme. The coaching institute will also be required to take an undertaking from the students that they have not availed benefit of free coaching under any other scheme of the Central Govt.

(vii) However, notwithstanding the provision at para (v) above, where examination is conducted in two stages viz. Preliminary and Main, the candidates will be entitled for free coaching for both the stages of examinations. They will be entitled for free coaching separately for both the Preliminary and Main examinations as per their convenience. However, there will be no restriction in number of chances for coaching for Interview, if the candidate is selected for interview.

(viii) Attendance: In the event of any student remaining absent for more than 15 days without any valid reason, benefits of free coaching to him/her shall be discontinued under intimation to the DEPwD.

(ix) Duration of Coaching Assistance: On completion of the first year, if a student wants to continue for the second year, he/she has to apply for renewal of coaching assistance.

Stipend

Monthly stipend of Rs.2500/- (Rupees Two Thousand and Five Hundred only) per student will be paid for local students for attending the coaching class. Similarly, Rs.5000/- (Rupees Five Thousand only) per student will be paid p.m for outstation students. Special Allowance of Rs.2,000/- (Rupees Two Thousand only) per student p.m will be paid to students towards reader allowance, escort allowance, helper allowance etc.

General Provisions

i) The institutes shall maintain complete progress record of the coaching and selection of the candidates.

ii) Grant-in-aid released to the institutes shall be dealt with in a separate account by them.

iii) The institutes shall utilize the grant-in-aid only for the purposes laid down in this Scheme. In the event of the grantee institute acting in contravention of this condition, the institute will be liable to refund the amount received with 18% penal interest and other action, as deemed necessary.

Review of performance and monitoring

i) There will be a review of performance of the coaching institutes at the end of 3rd year of empanelment. The assessment will be based on the results of PwDs candidates provided coaching under the Scheme and the success rate enjoyed by coached students in clearing competitive examination for which he/she has received coaching.

ii) The DEPwD reserves the right to conduct random inspection/check from time to time of any of the empanelled institutes.

iii) The DEPwD reserves the right to discontinue funding under the Scheme at any point of time if the performance of the coaching institute is found to be unsatisfactory.

Date of Commencement of the Scheme

The scheme will be effective from 1st April, 2017.

Jurisdiction of the Scheme

The jurisdiction of the Scheme is up to providing prescribed financial support to the selected candidates for receiving coaching assistance in specified courses. The Scheme does not cover employment aspects of the beneficiaries and also does not provide for any kind of assistance to them in seeking employment or admission anywhere, after his/her having availed of the benefits of free coaching.

Furnishing of False Information

If any candidate has furnished any false information/document and is established as false, he/she will be debarred from the award and if he/she has availed of it or is availing, an action will be initiated for recovery of the amount spent with 15% compound interest thereon. Such candidate will also be black listed for future and appropriate legal action can be taken against the candidates.

Litigations

Any litigation on matters arising out of this scheme will be subject to sole jurisdiction of the courts situated in National Capital Territory of Delhi.

Administrative Expenses

The scheme will be implemented by the Department of Empowerment of Persons with Disabilities. In order to implement the scheme, the Department may have to meet certain administrative expenses like –

a) Engagement of manpower at the Department for execution of the scheme. As the magnitude of data to be entered and processed would be enormous and the scheme gets implemented over the years there would be a need to engage qualified skilled personnel right from the beginning to deal with the scheme.

b) Publishing advertisements and other publicity materials to generate awareness among the targeted beneficiary group.

Accordingly, a provision of not exceeding 3% of the total budget allocated to the scheme shall be kept as administrative expenditure.

Revision of the Scheme

The Scheme will be reviewed every three years.

Types of Disabilities

• Types of disabilities increased from existing 7 to 21
• Disability defined based on evolving and dynamic concept
• Central govt will have power to add more types of disabilities

Education

• Right to free education for children with disabilities of 6-18 years
• Educational institutions funded / recognized by Govt will have to provide inclusive education to children with disabilities
• Reservation in higher education and Government jobs
• Section 32 [2] stipulates upper age relaxation of five years for admission for students with benchmark disabilities.

Accessibility

• Stress on accessibility in public buildings ( both Govt & Private)

Employment

• Reservation in vacancies increased from 3% to 4%

Security

• Section 37 provides for five per cent reservation in allotment of agricultural land and housing in all relevant schemes and development programmes.
• The bill provides for grant of guardinship by District Courrt Penalties for Offences committed against PwDs
• Special Courts in each district for cases concerning to vilolation of rights of PwDs 

Administration

• Office of CCPD / SCPD have been strengthened.
• Formation of District level committees.

Funds

• Creation of National and State fund to provide financial support ot PwDs

Chapter by Chapter

1. Chapter 1 is Preliminary. It contains short title and provision regarding commencement of the Act.
2. Chapter 2 is on Rights and Entitlements. It comprises a whole range of provisions including provisions in respect of equality and non-discrimination, women and children with disabilities, community life, protection from cruelty and inhuman treatment, protection from abuse, violence and exploitation, home and family, reproductive rights, accessibility in voting, access to justice, legal capacity, and provision for guardianship where and to the extent needed, designation of authorities to support, etc.
3. Chapter 3 is on Education. It envisages duty of educational institutions, measures to promote and facilitate inclusive education and adult education.
4. Chapter 4 is on Skill development and employment. It comprises a comprehensive gamut of provisions which includes provisions relating to vocational training and self-employment, non- discrimination in employment, appointment of grievance redressal officer, institutionalization of equal opportunity policy, etc.
5. Chapter 5 is on Social Security, health, rehabilitation, and recreation. Provisions include those on social security, healthcare, rehabilitation, research and development, culture and recreation, and sporting activities, etc.
6. Chapter 6 is on Special provisions for persons with benchmark disabilities which is referred to in the subsequent segment, namely, part five of this narrative.
7. Chapter 7 is about Special provisions for persons with disabilities with high support needs which is also referred to in the subsequent segment, part five of this narrative.
8. Chapter 8 is on Duties and Responsibilities of Appropriate Governments. These duties and responsibilities are essentially around awareness-raising about rights of persons with disabilities, and also around their accessibility of infrastructure, transport, information and communication, consumer goods, mandatory observance of accessibility norms and compliance with time-limit therefore, etc. These are further referred to in part seven as the private sector is an important player and partner in ensuring accessibility. This chapter also stipulates provisions in respect of human resource development and social audit to be undertaken from time to time.
9. Chapter 9 is on Registration of Institutions for Persons with Disabilities and Grants to such Institutions.
10. Chapter 10 is on Certification of Specified Disabilities.
11. Chapter 11 is on Central and State Advisory Boards on disability and District Level Committee.
12. Chapter 12 is about Chief Commissioner and State Commissioner for Persons with Disabilities. This is referred to at some length in part six of the narrative.
13. Chapter 13 is on Special Court. This too is referred to in part six.
14. Chapter 14 is on National Fund for Persons with Disabilities.
15. Chapter 15 is on State Fund for Persons with Disabilities.
16. Chapter 16 is regarding offences and penalties briefly alluded to in part two of this narrative.
17. Chapter 17 is Miscellaneous. It confers powers to frame rules under this Act both on the central as well as the state Governments and contains usual provisions in respect of repeal and savings, etc.
