Panaji: The Rights of Persons with Disabilities Act, 2016 passed by Parliament has been brought into force in the state of Goa, although the Rules are in the process of being framed by the government.
Under the new Act that has replaced the Persons with disabilities act, 1995, categories of disabilities have increased three-fold from seven to 21 with the new list including three blood disorders — thalassemia, hemophilia, and sickle cell disease.
Speech and language disability and specific learning disabilities have been added to the list, as have multiple disabilities including deaf-blindness. The legislation also takes into consideration victims of acid attacks.
Reservation for persons with disabilities in the government sector has been increased from three to four percent in each group of posts. The government is expected to provide incentives to employers in the private sector to ensure that at least five percent of their workforce is composed of persons with benchmark disability.
Reservation in institutions of higher education and other higher education institutions receiving aid from the government has been increased from 3 to 5%.
