உயர் கல்வி பயில விரும்பும் மாற்றுத்திறனாளி மாணவ, மாணவிகள் பயன்பெற ஏதுவாக நடவடிக்கை எடுத்துள்ளதாக ஆட்சியர் த.பிரபு சங்கர் தெரிவித்துள்ளார்.

மாற்றுத்திறனாளிகள் நலச் சட்டம் பிரிவு 32 (1) இன்படி, மாற்றுத்திறனாளி மாணவ, மாணவிகள் கல்லூரி சேர்க்கை பெறுவதில், பின்தள்ளப்படுவதாகவும், அவர்களது உரிமைகள் மறுக்கப்படுவதாகவும், இவற்றைக் களைந்து கல்வி பயிலுவதில் கல்வி உரிமைகளை 21 வகையான மாற்றுத்திறனாளிகளுக்கும் சம அளவில் கிடைக்க பெறச் செய்ய வேண்டும் எனவும் அறிவுறுத்தப்பட்டுள்ளது.

• நெல்லையில் உடல் உறுப்புகளை தானம் செய்த மாற்றுத்திறனாளி பெண்ணின் உடலுக்கு அரசு சார்பில் மரியாதை செய்யப்பட்டது. மாற்றுத்திறனாளி பெண் உடல் உறுப்புகளை தானம் செய்வது இதுவே முதல் முறையாகும்.

திருநெல்வேலி மாவட்டம் தாழையூத்து பகுதியைச் சேர்ந்தவர் மணிசேகர். இவரது மனைவி அரசம்மாள். செவித்திறன் மற்றும் பேச்சுத்திறன் சவால் கொண்ட மாற்றுத்திறனாளியான இவர், பாளையங்கோட்டை குலவணிகர்புரத்திலுள்ள காது கேளாதோர் திருச்சபைக்குச் சொந்தமான பேக்கரியில் ஊழியராக வேலை செய்து வந்தார். கடந்த 10-ம் தேதி அரசம்மாள் தனது தோழியான காந்திமதி என்பவருடன் இருசக்கர வாகனத்தில் ரேசன் கடைக்குச் சென்றுவிட்டு வீடு திரும்பிக் கொண்டிருந்தார். தாழையூத்து ரயில்வே பீடர் ரோட்டில் வந்து கொண்டிருந்தபோது இருசக்கர வாகனம் வேகத்தடையில் ஏறி இறங்கியபோது பின்னால் அமர்ந்திருந்த அரசம்மாள் நிலை தடுமாறி கீழே விழுந்தார்.

இதில் அவருக்குத் தலையில் பலத்த காயம் ஏற்பட்டது. அங்கிருந்து 108 ஆம்புலன்சில் நெல்லை அரசு மருத்துவமனையில் சிகிச்சைக்காக அனுமதிக்கப்பட்டார். அவரை பரிசோதனை செய்த மூளை நரம்பியல் நிபுணர்கள், அவருக்கு மூளையில் ரத்தக்கசிவு ஏற்பட்டுள்ளதாகக் கூறியுள்ளனர். இதற்காக அவருக்கு அறுவை சிகிச்சை செய்யப்பட்டது. ஆனால், மூளை செயல்பாடு படிப்படியாகக் குறைந்து மூளை செயலிழப்பு ஏற்பட்டது. இதையடுத்து அவரது உடல் உறுப்புகளைத் தானம் செய்ய குடும்பத்தினர் முடிவு செய்து மருத்துவர்களிடம் சம்மதம் தெரிவித்தனர்.

குடும்பத்தினர்களின் ஒப்புதலுக்குப் பிறகு அறுவை சிகிச்சை மூலம் கருவிழிகள், தோல், கல்லீரல் ஆகிய பாகங்கள் பாதுகாப்பாக எடுக்கப்பட்டன. கல்லீரல் திருச்சியில் உள்ள தனியார் மருத்துவமனைக்கும், தோல் மதுரையில் உள்ள தனியார் மருத்துவமனைக்கும் அனுப்பி வைக்கப்பட்டன. கருவிழிகள் நெல்லை அரசு மருத்துவமனைக்குத் தானமாக வழங்கப்பட்டது. பின்னர் அரசம்மாளின் உடலுக்கு அரசு சார்பில் நெல்லை அரசு மருத்துவக்கல்லூரியின் டீன் ரேவதி பாலன் தலைமையில் மாலை அணிவித்து மரியாதை செலுத்தப்பட்டது. அதன் பின்னர் அவரது உடலானது குடும்பத்தாரிடம் ஒப்படைக்கப்பட்டது.

பின்னர் அவரது உடல் சொந்த ஊரான தழையூத்திற்கு எடுத்துச் செல்லப்பட்டு அடக்கம் செய்யப்பட்டது. உடல் உறுப்புகள் தானம் செய்த அரசம்மாள், இந்திய கம்யூனிஸ்ட் கட்சியின் மூத்த தலைவர் நல்லகண்ணுவின் மூத்த சகோதரி மகள் என்பது குறிப்பிடத்தக்கது. ஏற்கெனவே கடந்த 2023-ம் ஆண்டு வேலூரில் முதல் முறையாகப் பெண் ஒருவர் தனது உடல் உறுப்புகளை தானம் செய்துள்ளார். இந்நிலையில், முதல் முறையாக மாற்றுத்திறனாளி பெண்ணான அரசம்மாள், தற்போது தனது உடல் உறுப்புகளை தானம் செய்து பலருக்கு வழிகாட்டியாக மாறியுள்ளார்.

அரசம்மாளின் கணவர் மணிசேகரிடம் பேசினோம், “என்னோட மனைவி மாற்றுத்திறனாளி என்றாலும் எந்த வேலையையும் சுறுசுறுப்பா செய்யக்கூடியவர்.குடும்பத்துல எல்லாரு மேலயும் அன்பா இருப்பா. நம்மளால முடிஞ்ச உதவியை அடுத்தவருக்கு செய்யணும்னு நினைக்கக்கூடியவள். உதவக்கூடிய மனப்பான்மை நிறைய உண்டு. ஒருத்தருக்கு உதவி செஞ்சா இக்கட்டான நேரத்துல நமக்கு யாராவது உதவி செய்வாங்கன்னு அடிக்கடி சொல்லுவா. ஏதோ விதி வசத்துனால என் மனைவி இறந்துட்டா. ஆனா, அவளோட உறுப்புகளை தானம் செஞ்சது மூலமா மூணு பேரோட வாழ்கை சிறப்பா அமையும். அந்த மூணு பேரைப் பார்க்கும் போது என் மனைவி நியாபகம்தான் வரும். உடல் உறுப்புகளை தானம் செஞ்சதை நாங்க ரொம்ப பெருமையா நினைக்கிறோம்” என்றார்.

நெல்லை அரசு மருத்துவக்கல்லூரியின் டீன் ரேவதி பாலனிடம் பேசினோம், “2019-ல் ஒருவர், 2022-ல் இருவர், 2023-ல் 5 பேர், 2024-ல் இதுவரை 2 பேர் என 10 பேரிடமிருந்து உறுப்புகள் தானமாகப் பெறப்பட்டுள்ளது. 10 பேரிடமிருந்து தானமாகப் பெறப்பட்ட 15 சிறுநீரகங்கள், 5 இதயங்கள், 4 நுரையீரல்கள், 9 கல்லீரல்கள், 3 பேரிடம் தோல்கள், 20 கருவிழிகள் என 56 உறுப்புகள் மூலம் பலர் பலன்பெற்றுள்ளனர். உடல் உறுப்பு தானத்தை தமிழ்நாடு அரசு ஊக்குவித்து வரும் நிலையில் நெல்லை அரசு மருத்துவக்கல்லூரி அதற்கு முன் மாதிரியாகத் திகழ்கிறது” என்றார்.

மாற்றுத்திறனாளிகள் அடுக்குமாடி குடியிருப்புகளில் வீடுகள் பெற விண்ணப்பிக்கலாம் என வேலூர் கலெக்டர் சுப்புலெட்சுமி அறிவித்துள்ளார்.

தமிழக அரசு மாற்றுத்திறனாளிகளுக்கு பல்வேறு நலத்திட்ட உதவிகளை வழங்கி வருகிறது. அவர்களின் உடலில் உள்ள குறைகளின் அளவைப் பொறுத்து மத்திய மற்றும் தமிழக அரசின் உதவிகளை பெறுவதற்கான அடையாள அட்டைகள் வழங்கப்படுகின்றன. அதேபோல் மாற்றுத்திறனாளிகளுக்கு என்று நலவாரியமும் இருக்கிறது.

காஞ்சிபுரத்தில் செயல்பட்டு வரும் செவித்திறன் குறையுடையோருக்கான அரசு உயர்நிலைப் பள்ளியில் முன்பருவப் பள்ளி முதல் 10-ஆம் வகுப்பு வரை இயங்கி வருகிறது. இப்பள்ளியில் 3 வயது முதல் 15 வயது வரை உள்ள ஆண், பெண் இருபாலரும் தங்கி பயிலும் வண்ணம் தனித்தனி விடுதி வசதிகளுடன் கூடிய பள்ளி.

இப்பள்ளியில் பணியாற்றும் சிறப்பாசிரியர்கள் செவித்திறன் குறையுடையோருக்கு கற்பிப்பதற்கென்றே சிறப்பு பயிற்சி பெற்றவர்கள். தமிழ், கணிதம், அறிவியல் மற்றும் சமூக அறிவியல் பாடங்கள், பேச்சுப் பயிற்சியும் அளிக்கின்றனர்.

காது கேளாத வாய் பேச முடியாத பழங்குடியின சிறுமி தீவைத்துக் கொலை.. நடவடிக்கை எடுக்காத காவல்துறை

23.05.2024, ராஜஸ்தானில் கைது கேளாத வாய்பேச முடியாத 11 வயது பழங்குடியின சிறுமி தீவைத்து எரித்துக் கொல்லப்பட்ட சம்பவம் பரபரப்பை ஏற்படுத்தியுள்ளது. ராஜஸ்தான் மாநிலம் கரொளலி மாவட்டத்தில் வசித்து வரும் பழங்குடியினத்தைச் சேர்ந்த அந்த சிறுமி கடந்த வாரம் தனது வீட்டிற்கு வெளியே விளையாடிக் கொண்டிருந்தபோது, உள்ளே இருந்த தாய்க்கு அலறல் சத்தம் கேட்டது.

வெளியே ஓடிவந்து பார்த்த போது . வீட்டிலிருந்து 100 மீட்டர் தொலைவில் உள்ள ஒரு பண்ணையில் மகள் உடலில் தீக்காயங்களுடன் வலியால் கத்திக் கொண்டிருந்ததைப் பார்த்து அதிர்ந்து போனார். அப்போது அந்த சிறுமி தாயிடம் சைகைகளில், இரண்டு பேர் தனக்கு தீ வைத்துவிட்டு தப்பி ஒடிவிட்டதாக கூறினாள்.

இந்நிலையில் ஜெய்ப்பூரில் உள்ள சவாய் மான் சிங் மருத்துவமனையில் சிகிச்சை பெற்று வந்த சிறுமி இன்று (மே 20) சிகிச்சைப் பலனின்றி பரிதாபமாக உயிரிழந்தார். சிறுமி தீவைக்கப்ட்ட சம்பவத்தில் இதுவரை யாரும் கைது செய்யப்படவில்லை என்ற குற்றச்சாட்டு எழுந்துள்ள்ளது.

முன்னதாக கடந்த மே 14 ஆம் தேதி மருத்துவமனையில் சிறுமியின் வாக்குமூலத்தை பதிவு செய்ய வந்த காவல்துறையினர் காட்டிய புகைப்படங்களில் இருந்த ஒருவனை சிறுமி அடையாளம் காட்டியது குறிப்பிடத்தக்கது. சிறுமி பாலியல் வன்கொடுமை செய்யப்பட்டு தடயங்களை அளிக்க தீவைத்து எரிக்கப்பயிருக்கலாம் என்ற கோணத்தில் போலீசார் விசாரணையைத் தொடங்கியுள்ளனர். இதற்கிடையே உடல் முழுதும் தீக்காயங்களுடன் சிறுமி மருத்துவமனையில் உயிருக்கு போராடும் காட்சிகள் வெளியாகி காண்போரின் மனதை பதைபதைக்க வைக்கின்றன.

ராஜஸ்தானின் கரௌலி மாவட்டத்தில் இன்று நெஞ்சை உலுக்கும் செய்தி ஒன்று வெளிவந்தது. 11 வயது காது கேளாத வாய் பேச முடியாத சிறுமி பெட்ரோல் ஊற்றி உயிருடன் எரிக்கப்பட்ட நிலையில், சம்பவம் நடந்து 11 நாட்களுக்கு பிறகு மருத்துவமனையில் சிகிச்சை பலனின்றி உயிரிழந்தார். இச்சம்பவத்தை கேட்டு அதிர்ச்சியடைந்த மக்கள் சமூக ஊடகங்கள் மூலம் குற்றவாளிகள் தண்டிக்கப்பட வேண்டும் எனவும், ராஜஸ்தான் முதலமைச்சர் பதவி விலக வேண்டும் எனவும் கோரிக்கை வைத்து வருகின்றன. தற்போது #Bhajanlal_Sharma_Istifa_Do மற்றும் #Dimple_Meena_Ko_Nyaya_Do ஹேஷ்டேக்குகள் எக்ஸ் பக்கத்தில் டாப் ட்ரெண்டிங்கில் உள்ளன.

முதற்கட்ட விசாரணையில், சிறுமி தனது வீட்டிற்கு வெளியே விளையாடிக் கொண்டிருந்த சிறிது நேரத்தில் அவரது அலறல் சத்தம் கேட்டு, வெளியே ஓடி வந்து அவரது தாய் பார்த்துள்ளார். அப்போது அந்த சிறுமி தன் தாயிடம் சைகைகளைப் பயன்படுத்தி, இரண்டு பேர் தனக்குத் தீ வைத்துவிட்டு தப்பிச் சென்றதாக சிறுமி கூறியதாகத் தெரிகிறது. அவள் அருகில் உள்ள அரசு மருத்துவமனைக்கு கொண்டு செல்லப்பட்டு பின்னர் ஜெய்ப்பூருக்கு கொண்டு செல்லப்பட்டு, சிகிச்சை அளிக்கப்பட்ட நிலையில் இன்று உயிரிழந்தார்.

புகார் அளித்த பாதிக்கப்பட்ட சிறுமியின் தந்தை:

5ம் வகுப்பு படித்து உயிரிழந்த சிறுமியின் தந்தை, குற்றவாளிகளை உடனடியாகக் கைது செய்து கடும் நடவடிக்கை எடுக்கக் கோரி, மாவட்ட துணை ஆட்சியரிடம் மனு ஒன்றை இன்று அளித்துள்ளார். பாதிக்கப்பட்ட பெண்ணின் தந்தை அந்த மனுவில் இன்று, “நான் 11 மே 2024 அன்று ஹிண்டான் சிட்டியின் நியூ மண்டி காவல் நிலையத்தில் புகார் அளித்தேன். யார் என்றே தெரியாத சில நபர்கள் எனது மகளை பாலியல் வன்கொடுமை செய்து உயிருடன் எரித்திருக்கலாம் என காவல்துறையில் புகார் அளித்தேன்.

இதனை அடுத்து மகளை சிகிச்சைக்காக மருத்துவமனையில் அனுமதித்தோம், அங்கு அவர் சிகிச்சை பலனின்றி உயிரிழந்தார். ஆனால் எனது புகாரை காவல்துறையினர் பதிவு செய்யவில்லை” என தெரிவித்தார்.

மேலும் அந்த மனுவில், “தனது மகள் பாலியல் வன்கொடுமை செய்யப்பட்டிருக்கலாம் என்ற அச்சம் உள்ளது. இந்த சம்பவம் நடந்து 11 நாட்கள் கடந்துவிட்டன. ஆனால் இந்த வழக்கில் இதுவரை யாரும் கைது செய்யப்படவில்லை, சட்ட நடவடிக்கையும் எடுக்கப்படவில்லை.

எனது மகள் இறப்பதற்கு முன், குற்றவாளிகளை அவர்களின் புகைப்படங்கள் மூலம் அடையாளம் கண்டுகொண்டாள். அதன் பிறகும் யாரும் கைது செய்யப்படவில்லை. நிபுணர் முன்னிலையில் எனது மகளின் வாக்குமூலம் பதிவு செய்யப்பட்டது. இந்த வழக்கிலும் புதுமண்டி போலீசார் முழு அலட்சியம் காட்டினர். எனவே இந்த வழக்கை முழுமையாக விசாரித்து குற்றவாளிகளை உடனடியாக கைது செய்து கடுமையான தண்டனை வழங்க வேண்டும்.” என தெரிவித்திருந்தார்.

 
காவல்துறையினர் கூறியது என்ன..?

இதுகுறித்து காவல்துறை தனது ட்விட்டர் பதிவில், 'புதிய மண்டி ஹிண்டவுன் காவல் நிலையத்தின் கீழ் நடந்த, பாதிக்கப்பட்ட சிறுமி உயிரிழந்ததை கருத்தில் கொண்டு, போலீஸார் உடனடியாக சிறுமியை மருத்துவமனைக்கு அழைத்துச் சென்று மருத்துவ வசதிகளை வழங்கினர். சிறுமியின் தோல் மாதிரிகள் மற்றும் ஆடை மாதிரிகள் எஃப்எஸ்எல் சோதனைக்கு அனுப்பப்பட்டுள்ளன. விஞ்ஞான நிபுணர்களின் கருத்துப்படி, இந்த விஷயத்தில் முன்கூட்டியே ஆய்வு செய்யப்படும். சிறுமி காது கேளாத, வாய் பேச முடியாதவராக இருந்ததால், சைகை மொழி நிபுணர் உதவியுடன் அவரது வாக்குமூலம் பதிவு செய்யப்பட்டது. இந்த விவகாரத்தில் ஆதாரம் அடிப்படையிலான ஆய்வு நடத்தப்பட்டு வருகிறது. இந்த வழக்கின் மர்மத்தை துடைக்க ராஜஸ்தான் காவல்துறை உறுதிபூண்டு அதற்கான அனைத்து முயற்சிகளையும் மேற்கொண்டு வருகிறது. போலீசார் அறிவியல் முறையில் பாரபட்சமின்றி ஆய்வு நடத்தி வருவதால், இந்த சம்பவத்தின் உண்மைத்தன்மை மிக விரைவில் வெளிவரும்’ என தெரிவித்துள்ளனர்.

10 ஆண்டுகளுக்கு முன்பே எபிளிட்டி என்கிற தன்னார்வ அமைப்பின் மூலம் சைகை மொழியின் சில அடிப்படை விஷயங்களை பயிற்சியாக எடுத்துக்கொண்டு, அந்த சமூகத்தினருடன் சைகையில் பேசி பேசியே அவர்கள் மொழியினை கற்றுக் கொண்டேன். அதன் தொடர்ச்சிதான் இந்த 3 நாள் பயிற்சி வகுப்பு. என்னோடு ரோஜா, நித்யா, நந்தனா என சைகை மொழி பேசுபவர்களும், சைகை மொழி பெயர்ப்பாளர்கள்(interpreters) எனச் சிலரும் இணைந்தனர்.

‘‘300 விதமான சைகை மொழி உலகம் முழுவதும் பேசப்படுகிறது. ஒவ்வொரு நாட்டுக்கும் அவர்களின் மொழிக்கேற்ப சைகை மாறும். எனது அண்ணன் பி.காம் முடித்து, பிரிட்டிஷ் சைன் லாங்வேஜில் மொழி பெயர்ப்பாளராக லண்டனில் பணியாற்றி வருகிறார். இந்தியர்களின் ஆங்கில உச்சரிப்பும், பிரிட்டிஷ் நாட்டின் ஆங்கில உச்சரிப்பும் ஒன்று என்பதால் அந்த நாட்டின் காதுகேளாத மாற்றுத்திறனாளிகளுக்கு அவரால் சுலபமாக சைகையில் மொழிப்பெயர்ப்பு செய்ய முடிகிறது.

அவரைப்போலவே நானும் சட்டக் கல்லூரியில் படித்துக் கொண்டே, ஃப்ரீலான்ஸ் சைன் லாங்வேஜ் மொழி பெயர்ப்பாளராக சென்னையில் செயல்படுகிறேன். வாய் பேச முடியாது என்பதுடன் பார்வையும் தெரியாது என்கிற மாற்றுத்திறனாளிகளின் கைகளைத் தூக்கி சைகை மொழி செய்கிற, தொட்டுணரும் மொழி பெயர்ப்பாளர் (tactile interpreter) பணியும் எனக்குத் தெரியும்’’ என நம்மை மேலும் ஆச்சரியப்படுத்துகிறார் சட்டக் கல்லூரி மாணவி ரோஜா.‘‘நமது நாட்டில் காதுகேளாதோர் சமூகத்திற்கு சைகை மொழி தெரிந்த வழக்கறிஞர்கள் இல்லை. இவர்கள் சட்டப் பிரச்னைகளை சந்திக்க நேர்ந்தால் சைகை மொழி பெயர்ப்பாளராக அவர்களுக்காக நீதிமன்றத்தில் நான் இருப்பேன்’’ என கூடுதலான தகவலையும் பதிவு செய்து விடைபெற்றார்.

‘‘இவர்களுக்காக நான் செய்வது லீகல் இன்டர்பிரிட்டேஷன். அதாவது, காவல் நிலையங்களிலும் வழக்கு சார்ந்த விஷயங்களிலும் பொது நிகழ்ச்சி மேடைகளிலும் செய்தியை இவர்களுக்கு மொழி பெயர்ப்பது. கூடவே தனியார் தொலைக்காட்சிகளிலும் சைகை மொழி பெயர்ப்பாளராக பணியாற்றி வருகிறேன்.

உணவு தானம், உடை தானம் மாதிரிதான் இதுவும். அவர்களை இந்த உலகத்தோடு தொடர்புபடுத்துகிறோம். அவர்களின் குரலை நமது வார்த்தைகளில் ஒலிக்கிறோம். “ஹாய்” என்கிற இயல்பான வார்த்தையை அவர்களின் சைகை மொழியில் அவர்களுக்குச் சொல்லும்போது அவர்கள் மகிழ்ச்சி அடைவார்கள். அந்த மகிழ்ச்சிதான் இதில் சேவை. மாற்றுத்திறனாளிகளை பரிதாபத்திற்கு உரியவர்களாக பார்ப்பதை முதலில் நிறுத்திவிட்டு, அடுத்த கட்டத்திற்கு அவர்கள் வாழ்வை நகர்த்திச் செல்ல நம்மால் என்ன செய்ய முடியும் என யோசியுங்கள்’’ என்றவாறே விடைபெற்றார் சைகை மொழி பெயர்ப்பாளர் நித்யா.

Hearing and speech impaired tribal girl allegedly raped and set on fire in Rajasthan, father says police response slow

The Rajasthan Police Wednesday announced the constitution of a Special Investigation Team following the alleged rape and murder of a 11-year-old hearing and speech impaired tribal girl in Karauli, even as the girl’s father accused the police of not doing enough to nab the accused.

While the incident allegedly took place on May 9, the girl succumbed to her injuries in a Jaipur hospital 11 days later on Monday. The police have detained one accused so far and questioned “11-15 others”.

As per the FIR lodged at New Mandi police station in Karauli district on May 11, the incident took place on May 9. According to the complaint, the girl’s mother said her daughter was playing near their home around 10 am when she heard her screams and rushed out. “About 100 metres from home, I spotted her, without clothes, crying in pain. She can’t speak so through gestures she indicated that two people set her on fire and fled towards the railway line.”

The couple rushed her daughter to the government hospital which, after initial treatment, referred her to Jaipur. The FIR was lodged against unknown persons under IPC sections 307 (attempt to murder) and 34 (criminal act is done by several persons in furtherance of the common intention of all).

Talking to The Indian Express, the girl’s father said, “Our only demand is that the accused should be arrested and hanged. One of them was identified by my daughter in her statement and the other accused can be identified through him. But when the police are not arresting him, how will they reach the other accused?”

He said he was so angry that on Monday “I left her dead body in Jaipur (and left for Karauli). I was so angry that I wanted to burn the man himself but I didn’t want to take the law in my hands and met the Superintendent of Police instead”.

The father alleged that his daughter died at 1.15 am on Monday, yet there were no doctors to attend to her and she was declared dead only around 7 am. “And we had informed the police at 6 am itself that she had died, but the police reached only at 3 pm and the body was given to us, after a post-mortem, after 7.30 pm. Their intention behind the delay was to prevent us from sitting on a protest,” he claimed.

“We were going to sit on a protest tomorrow (Thursday) but some newspapers incorrectly claimed that we want Rs 50 lakh compensation, a government job, etc, and the villagers thought we were doing it for the money. I have lost a daughter, will I ask for money from the government? We don’t want a single rupee, only justice,” he said.

The last rites were conducted on Tuesday. “The police came home and threatened and abused us. We have been told that if we hold a protest, we will be lodged in jail and a case will be lodged against us. We are being mentally tortured and the police have been instructed to not let us leave the village by any means,” the father claimed.

Denying the allegations, Karauli SP Brijesh Jyoti Upadhyay said, “Both the Inspector General (Rahul Prakash) and I have met the family and they have given a memorandum. We are taking every note from them. The police are taking this case very seriously.”

In her statement recorded under CrPC 161 on May 14, the girl did not take any names but after being shown 10-12 photos on mobile phone, she was able to identify one of them as an attacker. Her uncle, who was also present while her statement was being recorded, identified the person, a local, and shared his name too.

The SP said that an accused identified by the girl has been detained. “Prima facie, he is the owner of the agriculture field where the alleged crime took place. We are still confirming his role. We have questioned 11-15 suspects but no one has been arrested yet,” he said.

The team, which took down her statement, also noted that she understands sign language well. A video recording of her statement was also made and saved in a pen drive.

The father said, “We don’t know if she was raped. It is the medical report and the post-mortem which will answer that but we haven’t been given the copies. Her private parts were completely burnt so we suspect that she was raped.”

The SP said that although the FIR has no mention of rape and the girl too denied it in her statement, “we are taking the opinion of the FSL (forensic science laboratory) on this”.

On whether she was raped, IG Rahul Prakash too said, “It is a sensitive case and it will not be appropriate to comment on it yet. However, the FIR has no mention of such an allegation and her statement too does not mention anything like this.” He said that the girl’s family has been heard and considering the nature of the case, a special investigation team will be constituted.

The girl’s father lives on rent with his wife, mother, three daughters and a son and earns a meagre livelihood by selling milk from his two buffaloes. “I also send money for my younger unemployed brother who lives in the village,” he said.

An 11-year-old deaf-mute girl from Rajasthan's Karauli has died, ten days after she was found in a field near home with serious burns. The tribal girl died at the Sawai Man Singh Hospital in Jaipur. With no arrests so far, the family has demanded swift police action. They alleged that the girl was disrobed when they found her.

Police have said on social media that it is committed to solving the case, and have warned against circulating unverified claims. A forensic probe is on and the truth will be out soon, police have said.

According to the FIR, the girl was playing outside her house when her mother heard her scream. As she ran out, she spotted her daughter in a farm about 100 metres away. The girl had suffered burns, she was disrobed and was screaming in pain, the FIR says. Using gestures, the girl appeared to be saying that two people set her on fire and fled. She was rushed to the nearest government hospital and then taken to Jaipur.

On May 14, an expert was called in to record the statement of the girl. She was shown photos of some people and she recognised one of them.

Heart-rending visuals show the heavily-bandaged girl on the hospital bed, talking to her mother in sign language, days before her death.


Police have said samples of the girl's skin and clothes have been sent to the forensic lab and the probe will proceed as per the advice of scientific experts. 10.05.2024 கேம்பிரிட்ஜ்: செவித்திறன் இல்லாமல் பிறந்த 18 மாத சிறுமி ஒருவருக்கு நவீன மரபணு சிகிச்சை மேற்கொள்ளப்பட்டது. அதன் பிறகு அவர் செவித்திறன் பெற்றுள்ளார்.

இந்த சிகிச்சையின் மூலம் இயல்பானவர்கள் பெற்றுள்ள செவித்திறன் அளவுக்கு மிக நெருக்கமான நிலைக்கு அந்த சிறுமியின் செவித்திறன் செயல்பாடு அமைந்துள்ளதாக காது அறுவை சிகிச்சை நிபுணர் மனோகர் பான்ஸ் தெரிவித்துள்ளார்.

பிரிட்டன் நாட்டைச் சேர்ந்தவர் ஒபல் சான்டி. பிறந்து 18 மாதமான அவருக்கு ஆடிட்டரி நியூரோபதி என்ற பாதிப்பின் காரணமாக காதில் இருந்து மூளைக்குச் செல்லும் நரம்பில் பாதிப்பு இருந்துள்ளது. இந்த பாதிப்பு காரணமாக செவித்திறன் இல்லாமல் அவர் பிறந்தார்.

08.05.2024 New Delhi — Police in south India have arrested a couple after the woman allegedly threw their deaf and nonverbal 6-year-old son into a crocodile infested canal, leading to the child's death.

The incident happened in the Dandeli rural area of Karnataka state on Saturday, according to police, who told CBS News that Savitri, 26, who uses only one name, threw her son into a local canal after an argument with her husband.

The couple's neighbors alerted the police, sparking a search operation that involved divers.

"We found the child's body from the canal on Sunday morning," Karnataka Police sub-inspector Krishna Arakeri, who is investigating the case, told CBS News. "There were several injury marks on the child's body and one hand was missing, which seems to have been eaten by a crocodile."

During preliminary questioning, Savitri told police that her husband, Ravi Kumar, 27, would often blame her for their son's disabilities and urge her to throw him into the river, Arakeri said.

Another argument between the couple about their son sparked the mother's alleged action on Saturday, he said.

The pair have been arrested and face various charges, including murder, and they have been remanded in custody for 15 days pending trial.

The child's body was handed over to other relatives after a post-mortem examination, the results of which were expected in the coming days.

The couple also have a second son, aged 2, who is in the care of relatives.

வினோத் வாய் பேச முடியாத மாற்றுத்திறனாளி என்பதால், ரவிக்குமாருக்கு தனது மகனை பிடிக்காமல் இருந்ததாகக் கூறப்படுகிறது. இதன் காரணமாக, ரவிக்குமார் தனது மனைவி சாவித்திரியிடம் அடிக்கடி வாக்குவாதத்தில் ஈடுபட்டு வந்துள்ளார். இதனால், சாவித்திரி மிகவும் மன உளைச்சலில் இருந்துள்ளார். இந்த நிலையில், நேற்று முன் தினம் (04-05-24) வழக்கம்போல் கணவன் - மனைவி இடையே தகராறு ஏற்பட்டுள்ளது. இதில் ஆத்திரமடைந்த சாவித்திரி, தனது மகன் வினோத்தை வெளியே அழைத்து சென்று அங்குள்ள கால்வாயில் தூக்கி வீசி உள்ளார்.

The Delhi High Court has given the Centre time till July 15 to notify the guidelines for making films accessible to the hearing and visually impaired.

The court said accessibility was enforceable as a legal right and that even private parties have to take reasonable measures to enable greater accessibility for persons with hearing and visual impairments.

The court observed that the Ministry of Information and Broadcasting (MIB) has framed draft guidelines for accessibility standards in cinema halls for persons with hearing and visual disabilities and is in the process of finalising the same.

“The guidelines shall now be finalised by the MIB and shall be notified on or before July 15, 2024. It is made clear that the said guidelines shall make the provision of accessibility features mandatory and provide a reasonable period for compliance by all stakeholders, in an expeditious manner,” the court ordered.

The court’s order came on a petition by four people with visual and hearing impairments who sought directions on making films accessible to them.

The petitioners argued that though various rights have been recognised for ‘persons with disabilities’ under the Rights of Persons with Disabilities (RPWD) Act, most films which are released in India do not cater to disabled persons despite the statute having been enacted more than five years ago.

The MIB had issued various directions to the film producers’ association and to the Central Board of Film Certification (CBFC) in October 2019, to use audio description and subtitles/closed captions in all films.

In a first in Catholic churches in India, deaf & speech-impaired ordained as priest in Kerala

03.05.2024 Thiruvananthapuram: When Joseph Thermadom was ordained as a priest by the Thrissur archdiocese of the Syro-Malabar Catholic church in Kerala on Thursday, it also marked history as he is considered to be the first deaf and speech-impaired person to be the first deaf and speech-impaired person to become a priest of the Catholic church in India.

A native of Thrissur in Kerala, Thermadom was ordained as a priest at Our Lady of Dolours Basilica in Thrissur by metropolitan archbishop of Thrissur Mar Andrews Thazhath on Thursday.

Born deaf and speech-impaired, Thermadom, who is 38, did his theology studies at the Dominican Missionaries for the Deaf Apostolate in the United States. He then served as deacon and made the first religious profession in 2020 at the Holy Cross Novitiate at Yercaud in Tamil Nadu. He did his final profession in last August. He conducts prayers in sign language.

Thermadom, who is the son of Thomas and Rosy, did his studies in Mumbai. He did BSc before pursuing theological studies. Later, he joined the Congregation of Holy Cross.

"The 'final profession' of Thermadom made history in the Congregation and possibly in India, as he became the first deaf person to make the 'final profession' in the Congregation of Holy Cross. He is also probably the first finally professed religious who was born deaf in India," according to the Congregation.

2024 மக்களவை தேர்தலின் முதற்கட்ட வாக்குப்பதிவு இன்று ஜம்மு காஷ்மீரின் உதம்பூர் தொகுதியில் நடைபெறுகிறது. இதில் பாஜக சார்பாக மத்திய அமைச்சர் ஜிதேந்திர சிங், முன்னாள் காங்கிரஸ் எம்பி சவுத்ரி லால் சிங், ஜனநாயக முற்போக்கு ஆசாத் கட்சி சார்பாக முன்னாள் அமைச்சர் சரூரி உள்ளிட்ட 12 வேட்பாளர்கள் களமிறங்கியுள்ளனர்.

இத்தகைய குறைபாடுகளை கடந்து தோடா மாவட்டத்தின் கந்தோ கிராம வாசிகளான ரேஷ்மா பானோ (24), பர்வீன் கவுசர் (22), சைரா கதூன் (20) ஆகிய மூன்று காது கேளாத மற்றும் வாய்பேச முடியாத சகோதரிகள் நிச்சயம் தங்களது ஜனநாயக கடமையை இத்தேர்தலில் நிறைவேற்றுவோம் என்று உறுதிபூண்டுள்ளனர்.


வீடு தேடி வரும் அனைவருக்கும் தங்களது வாக்காளர் அட்டையை காண்பித்து சைகை மொழியில் எப்படி வாக்களிக்க வேண்டும் என்பதை விளக்கி உள்ளனர். முதல் முறையாக வாக்களிக்கும் உற்சாகத்தில் இருக்கும் இந்த சகோதரிகளை கண்டு ஒட்டுமொத்த கிராமமும் உத்வேகம் பெற்றிருப்பதாக கிராம வாசிகள் தெரிவித்துள்ளனர்.

26.04.2024 சென்னை/கோவை: காது கேளாத மாற்றுத் திறனாளி மாணவர்களுக்கு கோவையைச் சேர்ந்த தனியார் நிறுவனம் வேலைவாய்ப்பு வழங்கியுள்ளது. சென்னை மாநிலக் கல்லூரியில் காது கேளாதவர்களுக்காக பி.காம், எம்.காம், பிசிஏ படிப்புகள் பயிற்றுவிக்கப்பட்டு வருகின்றன. இவற்றில் சேர்ந்து படிப்பை முடிக்கும் மாணவர்களுக்கு வேலைவாய்ப்புகளை ஏற்படுத்தி தர கல்லூரி நிர்வாகம் முடிவு செய்து, அதற்கான முயற்சிகளை முன்னெடுத்தது.

இதுகுறித்து 5 கே கார் கேர் நிறுவன மனிதவள மேலாண்மைப் பிரிவு அதிகாரி ரஞ்சித் கூறும்போது, ‘‘எங்கள் நிறுவனத்தில் பேச முடியாத, கேட்கும் திறன் குறைபாடுடைய மாற்றுத் திறனாளிகள் சிலர் ஏற்கெனவே பணியாற்றுகின்றனர்.

அவர்களது பணியில் எங்களுக்கு திருப்தி ஏற்பட்டதைத் தொடர்ந்து, பிரசிடென்சி கல்லூரியில் வேலைவாய்ப்பு முகாம் நடத்தி, காது கேட்காத மாற்றுத் திறனாளிகள் 31 பேரை தேர்வு செய்துள்ளோம். இவர்களுக்கு பயிற்சி அளித்து, உரிய பணி வழங்கப்படும். எங்கள் நிறுவனக் கிளைகளில் 300 மாற்றுத் திறனாளிகளை நியமிக்க உள்ளோம்" என்றார்.

The Delhi High Court has directed the Ministry of Information and Broadcasting to finalise and notify on or before July 15 guidelines to make films accessible to persons with disabilities, such as those with visual and hearing impairment.

A single-judge bench of Justice Prathiba Singh said in a March 15 judgment, “It is made clear that the said guidelines shall make the provision of accessibility features mandatory and provide a reasonable period for compliance by all stakeholders, in an expeditious manner.”

As per an affidavit filed by the Union ministry on March 14, the guidelines titled “Draft Guidelines of Accessibility Standards in the Public Exhibition of Feature Films in Cinema Theatres for Persons with Hearing and Visual Impairment” are in the process of finalisation. The guidelines would be applicable for feature films certified by the Central Board of Film Certification for public exhibition in cinema halls/movie theatres for commercial purposes and its focus is not only on the content but also on the information and assistive devices needed by persons with disabilities to enjoy films in cinema theatres.

The high court’s directions came on a plea filed last year by a law student, two lawyers and a disability rights activist who sought the enforcement of various rights and accessibility requirements as prescribed under the Rights of Persons with Disabilities Act 2016. The plea had sought audio description, subtitles and captioning in Hindi for the OTT release of Pathaan allowing persons with hearing and visual disabilities to access the film.

Justice Singh said that in the meantime, if any representations are received by the Ministry of Information and Broadcasting for inclusion of accessibility features in films, “one Under Secretary from the MIB shall be nominated as the designated officer for receipt of such representations” and the officer’s contact details shall be published on the website by April 10 by the ministry.

The court directed that the representations received be responded to within three working days and that an attempt be made to ensure that even in the interregnum, while the guidelines are to be notified, “such features are included in features films, including on OTT platforms”.

“The Guidelines upon being notified, any remedies which the Petitioner or any other stakeholders would have, are left open, as this Court has not examined the validity or legality of the said guidelines which are yet to be notified and are only in draft form,” the court said.

Justice Singh referred to judgments of the Supreme Court and said they showed that accessibility is “crucial and is enforceable as a legal right”.

“Even private parties have to ensure that ‘reasonable accommodation’ measures are taken in order to enable greater accessibility for the hearing and visually impaired persons. A hearing or visually impaired person may get easy physical access to a film theatre but may not be able to enjoy the film at all if measures to make it enjoyable are not taken by the other stakeholders, including producers, theatre managers, OTT platforms, etc. The State has a positive obligation to ensure that all steps that are reasonably possible are taken in this direction,” Justice Singh said.

While disposing of the petition, the court said that if the notification is not issued by July 15, the petitioners are free to seek revival of the petition.

Visible signs of change: Scientific terms and concepts in Indian Sign Language are coming to the aid of hearing-impaired

How do you explain centrifuge in Indian Sign Language (ISL)? This was the simple question that a hearing-impaired student asked microbiologist Dr Alka Rao, who was visiting the School for Deaf Children in Gurugram in 2017. “We had no answer,” says Rao, Principal Scientist, Council of Scientific and Industrial Research’s Institute of Microbial Technology (CSIR-IMTECH), Chandigarh.

The question, however, prompted Rao and her six-member team — Digvijay Singh, Hoshiyar Singh, Sakshi Sharma, E Theresa Arulvathy, Vivekanand Jaiswal and Navjot Singh — to start working on the Indian Sign Language Enabled Virtual Laboratory (ISLEVL), a project that won the prestigious International Zero Project Award 2024.

The project made Science, Technology, Engineering and Mathematics (STEM) education accessible to the auditory-challenged community in India. Rao, who hails from Hisar, brought together her research group and sign language specialists to broaden access to science for auditory-challenged students in the country. In India, 6.3 crore people have significant auditory loss. Very few opt to study STEM subjects due to the challenges they face, including the lack of sign language for specific terms.

“In 2016, I met a social worker who headed the Gurugram branch of the Haryana Welfare Society for Persons with Speech and Hearing Impairments (HWSPSHI). I learnt about the gaps in STEM education for the differently-abled. A majority of them are talented but don’t have resources to study these subjects. This milestone will open new avenues,” says Rao.

Besides winning the Zero Project Award 2024, the team was also selected for ‘Scaling Solution Fellows 2024’, a new global initiative under Zero Project where they identify and promote such innovations that have the potential to be implemented globally and are high utility interventions.

Beginning with holding science workshops for the hearing-impaired children in Panchkula and Gurugram, Rao started working on developing signs for inclusion in the ISL. She was joined by a hearing- impaired administrative assistant at CSIR-IMTech in Chandigarh. He apprised the institute of his struggles with adjusting to the workplace. Thereafter, IMTech conducted its first sensitivity and inclusion workshop, which was aimed at training employees on making appropriate accommodation for the hearing- impaired staff members.

The CSIR later offered a sensitivity workshop and a basic course in ISL at all its 37 laboratories around the country. The effort was soon extended to the CSIR outreach programme ‘Jigyasa’, which was aimed at generating curiosity among schoolchildren and motivating them to opt for STEM subjects in higher education.

Rao and her team got hold of all resource material of this programme and translated it into sign language. Soon, even hearing-impaired students came under the ambit.

“At first, our scope was limited to translation. But soon, we realised that ISL had almost no vocabulary for STEM words. If a sign is available in another sign language, such as American or British Sign Language, we can adopt or adapt it. Otherwise, we create new signs,” adds Rao.

In 2022, IMTech started the first ISLEVL project with three hearing-impaired sign language specialists. The team went on to visualise a concept and create signs that depict defining features of a scientific word. This might include its structural or functional features, topology or both.

The project has benefitted more than 10,000 online users, including school students and teachers of HWSPSHI centres, besides 2,500 offline users and 10,000 video subscribers, says Rao.

And the answer is...

After almost eight years, the team has finally found an answer to the student’s query on centrifuge. In ISL, a centrifuge sign is made by a rotating two-hand shape with extended index fingers, which is used to show centrifugal motion, followed by the right hand in a flat, horizontal hand shape to show the layers of particles separating and settling to the bottom of a test tube.

The team also went on to create signs for terms like ‘xylem’, a word rooted in Greek and Roman language, not just depicting a stationary structure but also the process of transportation in plants. Similarly, to describe ‘algae’, a hand shape for alphabet A (for algae) is joined with the waving fingers of the right palm representing movement in water.

“We have struck a chord with the auditory-challenged community, which has now started accepting STEM as a career option, but we strive for a bigger outreach in the scientific community. We aim at getting increased involvement of the scientific community in creating STEM signs and content,” concludes Rao.

The Zero Project

An initiative by the Austrian non-profit Essl Foundation, the Zero Project focuses on researching and sharing innovative solutions that support the rights of people with disabilities globally. The project publishes an annual report of innovative solutions for persons with disabilities, holds an accessible conference annually to share these solutions, and partners with other organisations to support innovators in scaling their solutions globally.

In a first for high courts, Karnataka HC hears submissions from hearing impaired advocate

For the first time in any high court, the Karnataka High Court on Monday heard submissions made by a hearing and speech impaired advocate, Sarah Sunny, via a sign language interpreter. The matter was heard by a single judge bench consisting of Justice Nagaprasanna.

The matter involved a case of dowry harassment in which the advocate was representing the wife, who is the complainant. Previously on April 4, the High Court had directed, “I deem it appropriate to direct the Registry of the Court to secure a sign language interpreter for the hearing and speech impaired Advocate on record. The Registry shall communicate to the Ministry of Electronics and Information Technology and secure a sign language interpreter from the All India Institute of Speech and Hearing to be present to assist Miss Sarah Sunny, learned counsel, on the next date of hearing.”

After the proceedings on Monday, the bench had noted, “Counsel for the petitioner’s wife, Sarah Sunny had made elaborate submissions, through a sign language interpreter and the submission made by Sarah Sunny needs to be appreciated and the appreciation is placed on record though it is through the sign language interpreter.”

Previously, Advocate Sarah Sunny had made submissions before the CJI in a first for the Supreme Court in September 2023.
