A probe has revealed that the accused had similarly drugged and assaulted speech and hearing impaired women and threatened them into silence by blackmailing them with obscene videos, according to a police official

A deaf and mute woman's complaint about a sexual assault that took place 16 years ago in Mumbai has unmasked a serial predator, revealing a disturbing pattern of abuse and blackmail he perpetrated on several women from the community.

The accused was arrested on December 13 after the survivor broke her silence recently following the suicide attempt by one of the women he allegedly sexually harassed.

Disturbed by the suicide attempt, she confided in her friends during a video call about the assault that occurred in 2009.

According to the police, the survivor, a resident of the western suburbs, communicated in sign language during a video call with her friends and colleagues, who were part of a WhatsApp group, that the accused had drugged and raped her when she was a minor.

She also took her husband into confidence, and with support from Thane Deaf Association president Vaibhav Ghaisis, activist Mohammed Farhan Khan, sign language interpreter Madhu Keni, and a retired officer from the Ali Yavar Jung National Institute of Speech and Hearing Disabilities Divyangjan, the survivor approached the police.

The survivor, her husband and a few of her friends went to the Kurar police station, where her statement was recorded in camera, with Ms. Keni as interpreter, and the accused, Mahesh Pawar, was arrested a few hours later from Virar, a suburb in Palghar district.

Recalling the trauma she endured 16 years ago, the survivor said that a female friend had invited her to explore the city in July 2009 and took her to Pawar's home in Vakola, Santacruz, an official said.

The accused allegedly offered her samosas and some beverage to celebrate the female friend's birthday. The survivor said she was forced to have the drink, which Pawar had allegedly spiked, and after a while, her friend left her alone with him.

The accused allegedly overpowered and raped her, and later blackmailed her with the recorded video of the assault.

The trauma of assault stayed with her over the years, and the attempted suicide of another woman from the community, allegedly assaulted by Pawar, propelled her to come forward.

A probe has revealed that the accused had similarly drugged and assaulted speech and hearing impaired women and threatened them into silence by blackmailing them with obscene videos, a senior police officer said.

The accused allegedly shot obscene videos of several women, using which he blackmailed them and extorted money, gold and mobile phones, he said.

He allegedly forced women into participating in nude video calls with him and recorded these to threaten them, the official said.

"As per initial investigation so far, we have evidence of his abuse of seven women, but the number can increase to more than 24," the official told PTI.

While Pawar has been remanded in judicial custody, no other woman has come forward with a complaint against him as yet, he said.

Talking to PTI, Ms. Keni said all women who have survived abuse and harassment by Pawar want to lodge a complaint against him.

She claimed that the accused had extorted money from one of the women he abused, but did not return the sum even when she needed it for a medical emergency.

Man arrested for raping deaf-mute niece in Samastipur

Patna: Police have arrested a 30-year-old man for allegedly raping his deaf and mute teenage niece in Samastipur district.

According to the complaint, the incident took place on Dec 15 when the survivor was sent to fetch a spade from the fields. The accused allegedly intercepted her, took her to his house and raped her.

The teenager managed to escape and informed her family about the assault through gestures. She later went to the police station accompanied by her relatives and lodged a complaint.

Following the arrest, both the survivor and the accused were sent for medical examination. Police said further legal proceedings are underway.

Deaf and mute woman registers complaint six years after sexual assault in Mumbai

Mumbai: Six years after a deaf and mute woman was drugged and sexually assaulted, she registered a police complaint after getting support from her husband. Kurar police arrested the accused and transferred the case to Vakola police as it occurred in their jurisdiction.

The victim was a minor when the incident occurred in SAFETY HEALTH GURU 2009. She attended a friend's birthday party when the accused saw her. Later, one of her friends took her to his house. The accused offered her a spiked beverage and sexually assaulted her after she passed out. When the girl came to, she found that she was bleeding. She told her family but did not get enough support to lodge a complaint until now.

After arresting the accused, the police seized his phone and found that it contained inappropriate videos of several women. Police suspect he filmed these women over video call, without their consent, and subsequently blackmailed them.

Further police investigation is ongoing, and police are trying to reach out to other victims to record their statements.

Test National Cricket Championship for Deaf off to grand opening in Kolkata

Kolkata, Dec 18 (IANS) The Indian Deaf Cricket Association (IDCA), on Thursday, kicked off the 4th edition of the Test National Cricket Championship for Deaf in Kolkata in a grand opening ceremony held at Merlin Rise Pavilion, Kolkata.

The nearly week-long Test series will have two semifinal cricket matches played simultaneously at Kolkata’s Merlin Rise Cricket Ground and Rajasthan Club Ground from December 18 to 23. The winners of the semifinals will then compete for the champion’s trophy in the Final Test match from December 21 to 23.

While semifinal 1 will be played between Delhi and Bengal, semifinal 2 will have Odisha and Jammu and Kashmir competing for a place in the Final. Winning the toss against host Bengal, Delhi elected to bowl first; while winning their toss against Odisha, Jammu and Kashmir also elected to bowl.

The IDCA 4th Test National Cricket Championship for the Deaf is being organised under the patronage of Dr. Cyrus Poonawalla Group, and will run from December 18 to 23, 2025, bringing together some of India’s most talented hearing-impaired cricketers from across the four states.

Speaking about the championship, Sumit Jain, President, IDCA, said, “The 4th Test National Cricket Championship for the Deaf will be a testing ground for all the players as it will be played in two innings across three days. While the players are used to playing a shorter format of the game, a Test match will not only test their fitness but also their consistency to play well for four innings across three days.

“With this series, we also aim to celebrate the spirit, resilience, and talent of our hearing-impaired athletes and show our fighting spirit. With the generous support of the Cyrus Poonawalla Group, Merlin Rise Group management and our partners, we are continuing to create a strong platform for differently abled cricketers to shine on a national stage,” he said.

Indian Deaf Cricket Association Team wins T20 series 3-0 against Dubai’s IWDD

IDCA Team achieved a comprehensive victory in the three-match T20 series with strong performances across all departments against the Inclusive Warriors Deaf Dubai (IWDD) team at Sharjah's DCS YOU SELECTS Arena.

In the opening match on December 11, IDCA scored a formidable 212 for 5 after choosing to bat, before bowling out IWDD for 123 in 17.2 overs to secure an emphatic 89-run victory. Santosh Kumar Mahapatra was named Player of the Match for his crucial contribution to the dominant win.

The second T20 on December 12 saw IWDD bat first and score 134 for 8, but IDCA chased down the target with ease, reaching 139 for 2 in just 11.3 overs to secure an eight-wicket victory. Once again, Santosh Kumar Mahapatra received the Player of the Match award for his match-winning performance.

The third and final T20 on December 13 followed a similar pattern, with IDCA batting first to score 187 for 4 after IWDD chose to field. The bowlers then dominated as IWDD were dismissed for 124 in 18 overs, giving IDCA a comfortable 63-run victory. Virender Singh was named Player of the Match for his decisive contribution.

Deaf-Mute Woman from Government Shelter Married to Hardware Shop Worker in Kota

A deaf and mute woman residing in a government shelter home for women was married to a hardware shop worker on Thursday. Reena, who was born with disabilities, was found destitute 13 years ago with her daughter and has since lived at a women's home on Nanta Road in Kota, according to Savita Krishniya, a joint director at the social justice and empowerment department.

Reena's wedding to Dharmraj was attended by several notable figures, including local MLA Sandeep Sharma, Geeta Choudhary from the district legal service authority, Kota municipal corporation commissioner O P Mehara, and Krishniya. Sharma presented the couple with a cheque of Rs 5 lakh under the Sukhad Dampatiya Yojna. Additionally, they received Rs 1 as a gift and a fixed deposit of Rs 51,000.

Marriage Arranged Through Advertisement

Dharmraj hails from Jhalawar district and currently works as a technician at a hardware shop in Kota. He was selected as the groom by a committee led by ADM, Kota, after responding to a newspaper advertisement seeking marriage proposals. The selection process ensured that Reena would have a supportive partner. Krishniya highlighted Reena's exceptional memory and her skills in various handicrafts. She is an accomplished tailor and embroiderer and also serves as a yoga trainer for girls at the shelter home. Her talents have been nurtured during her stay at the facility, providing her with valuable skills for her future.

Community Support for Wedding 

The Kinnar Samaj sponsored catering for the wedding and gifted Reena a gold ring, according to Krishniya. This gesture demonstrated community support for Reena's new beginning. Anshul Mehandiratta, superintendent of the home, expressed pride in Reena's accomplishments, stating, "Hamari Reena Sarv Gun Sampan."

Mehandiratta also mentioned that three other women from the same shelter home had previously married and are content in their marriages. This reflects the positive outcomes of such initiatives aimed at providing stable futures for women in similar circumstances. The event marked another successful marriage facilitated by the shelter home, highlighting the efforts of local authorities and community members in supporting women like Reena to lead fulfilling lives. New Guidelines for OTT Accessibility Launched for the Visually and Hearing Impaired

The Ministry of Information and Broadcasting has taken a significant step towards inclusivity by releasing draft guidelines aimed at enhancing accessibility on Online Curated Content (OTT) platforms for individuals with hearing and visual impairments. Announced for public consultation on October 7, 2025, these guidelines underscore India’s commitment to upholding constitutional rights and international standards for persons with disabilities.

The new draft guidelines are crafted in line with Article 14 of the Constitution, fulfilling India’s obligations under the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the Rights of Persons with Disabilities Act (RPwD), 2016. Additionally, they align with the Code of Ethics stipulated in the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, introduced on February 25, 2021, under the IT Act, 2000.

The primary objective of these guidelines is to make audio-visual content on OTT platforms accessible to those with hearing and visual disabilities. To facilitate this, a two-phase implementation schedule has been outlined, ensuring a structured approach to accessibility.

Previous Efforts and Implementation Phases

Prior to this announcement, the Ministry had already laid down Accessibility Standards for Television Programmes aimed at the Hearing Impaired on September 11, 2019. Part 12 of these standards emphasizes a gradual approach to the rollout of access services, starting with public broadcasters such as Prasar Bharati, followed by private broadcasters and news outlets.

Government’s Engagement with Legislators

This initiative was brought to the attention of the Rajya Sabha by Dr. L. Murugan, the Minister of State for Information and Broadcasting. He provided insights in response to inquiries from members Smt. Sangeeta Yadav, Dr. Medha Vishram Kulkarni, and Shri Deepak Prakash, highlighting the government’s proactive measures in ensuring equal access to media content.

The Ministry of Information and Broadcasting has issued draft guidelines for ‘Accessibility of Content on Platforms of Publishers of Online Curated Content (OTT Platforms)’ for public consultation on October 7, 2025.

The guidelines provided for a two‑phase implementation schedule, the official statement said.

The guidelines were published keeping in view constitutional guarantees under Article 14, India’s obligations under the United Nations Convention on the Rights of Persons with Disabilities, the Rights of Persons with Disabilities Act, 2016, and the Code of Ethics under the Information Technology (Intermediary Guidelines and Digital Media, Ethics Code) Rules, 2021, the minister said.

The ministry noted that it had earlier issued Accessibility Standards for Persons with Disabilities in Television Programmes for the hearing impaired on September 11, 2019.

Part 12 of those standards prescribed a phased roll‑out of access services, beginning with the public broadcaster Prasar Bharati and followed by private broadcasters and private news broadcasters.

India’s entertainment and media industry will grow from $32.2 billion in 2024 to $47.2 billion by 2029 at a 7.8 per cent compound annual growth rate, nearly twice the global average of 4.2 per cent, a report said on Friday.

The growth will be driven by rising digital participation, a large youth population, expanding broadband access, and deeper online content consumption, the report from PwC India said.

These factors are reshaping audience behaviour across formats and creating opportunities for platforms, advertisers, and creators, the report said.

The firm forecasted the over‑the‑top (OTT) streaming revenues to grow from $2.27 billion in 2024 to $3.47 billion by 2029, supported by regional content, direct-to-consumer models, and an expanding subscriber base.

கடலூர் மாவட்ட ஆட்சியர் அலுவலகத்தில் கைப்பேசி வழங்குவதற்காக மாற்றுத்திறனாளிகளிடம் வியாழக்கிழமை நேர்காணல் நடத்தப்பட்டது.

கடலூர் மாவட்டத்தில் உள்ள பார்வைத் திறன் பாதிக்கப்பட்ட மற்றும் வாய் பேச முடியாத, செவித்திறன் குறைவுற்ற மாற்றுத்திறனாளிகளுக்கு கைப்பேசி வழங்க வேண்டும் என மாற்றுத்திறனாளிகள் கோரிக்கை விடுத்து வந்தனர்.

இந்த நிலையில், மாற்றுத்திறனாளிகளுக்கு ஸ்மார்ட் கைப்பேசி வழங்க நடவடிக்கை எடுக்கப்பட்டது. அதன்படி, கைப்பேசி பெற விண்ணப்பித்த 440 மாற்றுத்திறனாளிகள் நேர்காணலுக்கு அழைக்கப்பட்டனர்.

அவ்வாறு அழைக்கப்பட்டவர்களுக்கு கடலூர் மாவட்ட ஆட்சியர் அலுவலகத்தில் மாற்றுத்திறனாளிகள் நல அலுவலர் பாலசுந்தரம் தலைமையில் நேர்காணல் நடைபெற்றது. இதில் திட்ட அலுவலர் (தமிழக ஊரக வாழ்வாதார திட்டம்), மாவட்ட வேலைவாய்ப்பு அலுவலர், மாற்றுத்திறனாளிகளின் பிரதிநிதிகள் ஆகியோர் மூலம் நேர்காணல் நடத்தப்பட்டது. இதில் 300-க்கும் மேற்பட்ட மாற்றுத்திறனாளிகள் நேர்காணலில் கலந்து கொண்டனர்.

சென்னை: தமிழ்நாடு அரசு சார்பில் நடைபெற்ற வெல்லும் தமிழ்ப் பெண்கள் நிகழ்ச்சியில் மாற்றுத்திறனாளி பெண் எழிலரசி தனது அனுபவத்தைப் பகிர்ந்து கொண்டார். கஷ்டப்பட்டுப் படித்து இப்போது தனது பெற்றோரைக் கவனித்து வருவதாக அவர் குறிப்பிட்டார். அதைக் கேட்டு ஒட்டுமொத்த அரங்கமும் கலங்கிய நிலையில், அடுத்து நடந்த சம்பவம் அரங்கத்தையே அதிர வைத்தது.

தமிழ்நாடு அரசு சார்பில் பெண்களுக்கு மாதம் தோறும் ரூ.1000 உரிமைத் தொகை வழங்கப்படுகிறது. இந்தத் திட்டத்தின் 2வது கட்ட விரிவாக்க நிகழ்ச்சி இன்று சென்னையில் நடைபெற்றது. அத்தோடு சேர்த்து வெல்லும் தமிழ்ப் பெண்கள் என்ற நிகழ்ச்சியும் நடைபெற்றது. தமிழக அரசின் திட்டங்களால் பயனடைந்த பெண்கள் அந்தத் திட்டம் குறித்துப் பேசினார்.

மாற்றுத்திறனாளி பெண்
அப்போது காது கேட்காத வாய் பேச முடியாத மாற்றுத்திறனாளி பெண் எழிலரசி தனது அனுபவத்தைப் பகிர்ந்து கொண்டார். அவர் சைகை மொழியில் பேசவே அதை அருகே இருந்த மற்றொரு பெண், மொழிபெயர்ப்பு செய்தார். அந்தப் பெண் பேசுகையில், "நான் அரியலூர் மாவட்டத்தில் சிறிய கிராமத்தில் இருந்து வருகிறேன். எனது அப்பா மற்றும் தந்தை வாய் பேச முடியாத காது கேட்காத மாற்றுத்திறனாளி தான். எனது குடும்பத்தில் மிகவும் கஷ்டமான ஒரு நிலை தான். அப்பா விவசாயம் செய்கிறார். அம்மா வீட்டைப் பார்த்துக் கொள்கிறார். ஒரு ஏழ்மையான நிலையில் தான் இருக்கிறோம். ரொம்ப கஷ்டப்பட்டு இருக்கிறோம்

எனது தந்தைக்கு வெளியுலகம் தெரியாது. இதனால் வேறு இடங்களுக்கும் வேலைக்குப் போக முடியவில்லை. அவருடன் பிறந்த எல்லாரும் வாய் பேச முடியாத காது கேட்காத மாற்றுத்திறனாளி தான்! இந்தக் கஷ்டத்தில் இருந்து உடைத்து வெளியே வர வேண்டும் என யோசித்தேன். அப்போது எனது உறவினர்களே பலரும் +2 வரை படித்தது போதும் விவசாயம் பாருங்கள் என்றே சொன்னார்கள்.

5 ஆண்டுகள் வேலை கிடைக்கல
அம்மா தான் தொடர்ந்து படிக்கச் சொன்னார். இதனால் சென்னைக்கு வந்து கல்லூரியில் சேர்ந்தேன். கல்லூரிப் படிப்பையும் கூட கஷ்டப்பட்டு தான் முடித்தேன். அப்போதும் கூட ஈஸியாக வேலை கிடைக்கவில்லை.. 5 ஆண்டுகள் வேலை தேடி அலைந்தேன். நீ மாற்றுத்திறனாளி உன்னால் சமாளிக்க முடியாது.. சென்னையில் வாழ முடியாது எனச் சொல்லி பலரும் கஷ்டப்படுத்தினார்கள். அப்போது முதல்வர் கொடுக்கும் உதவித்தொகை தான் பெரியளவில் கை கொடுத்தது. மிகப் பெரியளவில் உதவியாக இருந்தது.


அந்தச் சூழலை எப்படியாவது உடைக்க வேண்டும் என்றே நினைத்தேன். எல்லாராலும் முடியும்போது நம்மாலும் நிச்சயம் முடியும் என நம்பினேன். அப்பாவுக்கு இருக்கும் சூழல் நமக்கும் வந்துவிடக்கூடாது என நினைத்தேன். உன்னால் முடியாது என்றே பலரும் தொடர்ந்து சொன்னார்கள்.

கை கொடுத்த முதல்வரின் திட்டம்
அப்போது தான் எனக்குள் ஒரு கேள்வி எழுந்தது.. நம்மிடம் திறமை இருக்கிறது.. எல்லாராலும் முடியும் போது நம்மாலும் நிச்சயம் முடியும் என நம்பினேன்.. கல்லூரி படித்த பிறகும் 5 ஆண்டுகள் வேலை இல்லாமல் இருந்தது. அப்போது மிகவும் கஷ்டமாக இருக்கும்.. அம்மா தான் எனக்கு தொடர்ந்து ஊக்கமளித்து வந்தார். தீவிர முயற்சிக்குப் பிறகும் வேலை கிடைக்கவில்லை. ஒரு கட்டத்தில் நானே மனதை விட்டுவிட்டேன்.. நம்மால் முடியாது தான் போல என யோசிக்க ஆரம்பித்தேன். அப்போது தான் முதல்வரின் வெற்றி நிச்சயம் திட்டத்தில் எனக்கு வேலை கிடைத்தது. அங்கேயே எனக்குப் பயிற்சி கொடுத்தனர். நிரந்தரமாக வேலையும் கிடைத்தது.

அப்போது அவ்வளவு மகிழ்ச்சியாக இருந்தது. குடும்பச் சூழலை மாற்றிவிட்டோம் என்று மகிழ்ச்சியாக இருந்தது. அம்மா, அப்பாவை நானே எனது வருமானத்தில் பார்த்துக் கொண்டேன். யாருடைய ஆதரவும் இல்லாமல் இருந்தபோது தான் இந்தத் திட்டம் எனக்குப் பெரியளவில் கை கொடுத்தது. ஈஸியாக வேலை கிடைத்தது. அத்தனை பேர் முடியாது என்ற போதிலும், என்னால் சாதிக்க முடிந்தது. இதற்காக நான் முதல்வருக்கு நன்றி தெரிவித்துக் கொள்கிறேன்" என்றார்.

அரங்கமே அதிர்ந்தது
அவரது இந்தப் பேச்சு பலரையும் கலங்க வைத்தது. இதைக் கேட்டதும் முதல்வர் ஸ்டாலின், துணை முதல்வர் உதயநிதி உள்ளிட்டோர் தங்கள் கைகளை உயர்த்தி, மாற்றுத்திறனாளி பெண்ணுக்கு கைகளை தட்டும் வகையில் சைகை செய்தனர். ஒரு துளி சத்தம் வரவில்லை என்றாலும் அரங்கமே அதிரும் வகையில் இந்தச் சம்பவம் இருந்ததாக நெட்டிசன்கள் பதிவிட்டு வருகிறார்கள்.

புதுடெல்லி: ஒன்றிய அரசு பணியாளர் தேர்வாணையம் யுபிஎஸ்சி நேற்று வெளியிட்ட அறிக்கையில், ‘‘மாற்றுத்திறனாளி விண்ணப்பதாரர்கள் அடிக்கடி எதிர்கொள்ளும் தளவாட சவால்கள் மற்றும் சிறப்பு தேவைகளை கவனத்தில் கொண்டு, மாற்றுத்திறனாளிகள் விண்ணப்ப படிவத்தில் அவர்களது விருப்பமான தேர்வு மையமாக குறிப்பிடும் தேர்வு மையத்தையே ஒதுக்கப்படும். இது மாற்றுத்திறனாளி விண்ணப்பதாரர்களின் அணுகலை மேம்படுத்துவதை நோக்கமாக கொண்டுள்ளது ” என்று குறிப்பிடப்பட்டுள்ளது.

உடலிலோ, மனதிலோ ஏற்படும் எதிர்பாராத மாற்றத்தின் காரணமாக ஒருவரால் சில செயல்களை நிரந்தரமாக செய்ய முடியாமல் போய் விடுவது உண்டு. அவ்வாறானவர்ளை நாம் ‘மாற்றுத் திறனாளிகள்’ (Differently abled people) என்று அழைக்கிறோம். ஹெலன் கெல்லர், பீத்தோவன், லூயி பிரெயில் போன்ற மாற்றுத்திறனாளிகள் தமது சுய ஊக்கத்தால் அவர் தம் வாழ்வில் பல சாதனைகளை படைத்துள்ளதாக வரலாறு கூறுகிறது.

மாற்றுத் திறனாளிகளுக்கான சட்டம், சம வாய்ப்பு, உரிமைகள் பாதுகாப்பு மற்றும் முழு பங்கேற்பு சட்டம் 1955 ஆம் ஆண்டு நிறைவேற்றப்பட்டது. ஆனால், அது 1996 ஆம் ஆண்டுதான் நடைமுறைக்கு வந்தது.

இந்தியாவில் 7 கோடிக்கும் அதிகமான மாற்றுத் திறனாளிகள் உள்ளதாகக் கூறப்படுகிறது. 2006 ஆம் ஆண்டு மாற்றுத் திறனாளிகளுக்கான விதிகளை ஐக்கிய நாட்டு சபை அமைத்தது. இந்தியாவில் தற்போது அது அமலில் உள்ளது. 'மாற்றுத் திறனாளிகளின் தேவைகளை உரிமைகளின் அடிப்படையில் பார்க்க வேண்டும் என்பதும், அவர்களுக்கு எதிரான பாரபட்சங்களுக்கு முடிவு கட்ட வேண்டும்' என்பதும்தான் இதன் நோக்கமாகும்.

நாட்டில் பார்வையற்றோருக்கான பிரெயில் வடிவிலான ஆவணங்களும், செவித்திறனிலும், பேசுவதிலும் குறைபாடு உள்ளவர்களுக்கு உதவும் வகையில், சைகை மொழிபெயர்ப்பாளர்களும், மனவளர்ச்சி குன்றியவர்களுக்கான சிறப்பாசிரியர்களும் போதிய அளவில் இல்லை எனக் கூறப்படுகிறது. இந்நிலை மாற வேண்டும்.

மாற்றுத்திறனாளிகளுக்கு அரசுத் துறைகளில் C மற்றும் D பிரிவு ஊழியர் நியமனத்தில் இடஒதுக்கீடு வழங்கும் முறை 1977 ஆம் ஆண்டு அறிமுகப்படுத்தப்பட்டு, 1996 ஆம் ஆண்டு நடைமுறைக்கு வந்தது.

மாற்றுத்திறனாளிக்கான முதல் வேலைவாய்ப்பு மையம் பம்பாயில் ஏற்படுத்தப்பட்டு, தொடர்ந்து பல நிலையங்கள் மத்திய அரசால் பெரும் நகரங்களில் அமைக்கப்பட்டு உள்ளன. 1968 ஆம் ஆண்டு மத்திய அரசால் மாற்றுத்திறனாளிகளுக்கான மறுவாழ்வு இல்லங்கள் தொடங்கப்பட்டன.

1995 ஆம் ஆண்டின் மாற்றுத்திறனாளிகளுக்கான (சம வாய்ப்புகள், உரிமைகள், பாதுகாப்பு மற்றும் முழு பங்கேற்பு) சட்டமும், 1992 ஆம் ஆண்டின் மறுவாழ்வு குழுமச் சட்டமும், 1999 ஆம் ஆண்டின் மாற்றுத்திறனாளிகள் நலனுக்கான தேசிய அறக்கட்டளைச் சட்டமும் இந்திய அரசால் இயற்றப்பட்டன.

இந்தியாவில் மத்திய அரசும் மாநில அரசும் ஆண்டுதோறும் இவர்களுக்களுக்கான பல்வேறு நலத்திட்டங்களை செயல்படுத்தி வருகின்றன. இவர்களுக்கான இலவசப் இரயில் பயணச் சலுகை, தமிழ்நாடு அரசு போக்குவரத்துக் கழக பேருந்துகளில் இலவசப் பயணம் போன்ற சலுகைகள் வழங்கப்பட்டு வருகின்றன. இச்சலுகைகளை இவர்கள் பெற மருத்துவ அலுவலரின் சான்றிதழின்படி மாற்றுத்திறனாளர் மறுவாழ்வுத் துறை வழங்கும் அடையாள அட்டை இவர்களுக்கு தேவை. இதனைப் பெறுவதற்கு அசல் குடும்ப அட்டை மற்றும் அதன் நகல், மார்பளவுப் புகைப்படம், உடல் இயலாமையை உறுதி செய்யும் மருத்துவச் சான்றிதழ் போன்றவை தேவையாகும்.

தமிழ்நாட்டின் நகர்ப்புற உள்ளாட்சி அமைப்புகளில், மாற்றுத் திறனாளிகளை நியமன உறுப்பினர்களாக நியமிப்பதற்கான சட்டத்திருத்தம் கடந்த ஏப்ரல் 16ஆம் தேதி சட்டப் பேரவையில் தாக்கல் செய்யப்பட்டது. இதன் மூலம், தற்போது நகர்ப்புற உள்ளாட்சிகளில் தேர்ந்தெடுக்கப்பட்ட உறுப்பினர்களில் 35 பேர் மட்டுமே மாற்றுத் திறனாளிகள் உள்ள நிலையில், இந்த சட்டத் திருத்தத்தின் மூலம் சுமார் 650 மாற்றுத் திறனாளிகள் நகர்ப்புற உள்ளாட்சிகளிலும், 12,913 மாற்றுத் திறனாளிகள் கிராமப் பஞ்சாயத்துகளிலும், 388 மாற்றுத் திறனாளிகள் ஊராட்சி ஒன்றியங்களிலும், மாவட்ட ஊராட்சிகளில் 37 மாற்றுத்திறனாளிகளும் நியமனம் செய்யப்பட வாய்ப்புகள் ஏற்பட்டுள்ளன.

ஒன்றுக்கும் மேற்பட்ட மாற்றுத் திறனாளிகளுக்கான மேம்பாட்டுக்கான தேசிய நிறுவனம் சென்னை கோவளம் முட்டுக்காடு கிழக்கு கடற்கரை சாலையில் 15 ஏக்கர் பரப்பளவில் சிறப்பாக செயல்பட்டு வருகிறது. இந்தத் துறைக்கான நிதி ஒதுக்கீடு ரூபாய் 667 கோடியிலிருந்து, இந்த நிதியாண்டில் 1,432 கோடியாக உயர்த்தப்பட்டுள்ளது.

பள்ளியில் சேருதல், தேர்வுகளில் கூடுதல் நேரம் பெறுதல், 10, 11 மற்றும் 12-ம் வகுப்புகளில் மொழித் தாளிலிருந்து விலக்கு பெறுதல், பயணச்சீட்டுகளில் கட்டணச் சலுகை பெறுதல், வேலைவாய்ப்பில் முன்னுரிமை பெறுதல், அரசின் நலத்திட்டச் சலுகைகளில் முன்னுரிமை பெறுதல், இலவச நான்கு சக்கர வாகனம் பெறுதல், காதுகேள் பொறி, நிதியுதவி பெறுதல், கண்பார்வைக் குறைபாட்டிற்கான உதவி உபகரணங்கள் பெறுதல் போன்ற உதவிகளை மாற்றுத் திறனாளிகள் பெற தகுதி படைத்தவர்கள்.

இவ்வுதவிகளைப் பெற இவர்கள் தங்கள் மாவட்டங்களில் உள்ள மாற்றுத் திறனாளிகள் நல அலுவலகத்தைத் தொடர்பு கொண்டு அவற்றை பெறுவதற்கான வழிமுறைகளை அறிந்து கொள்ளலாம். இவர்கள் சமூகத்தில் எதிர்நோக்கும் சவால்களை மன உறுதியுடன் சந்தித்து வெற்றி பெற வேண்டும். சமூகத்தில் அவர்கள் கண்னியமாக நடத்தப்பட வேண்டும். இதுவே நாம் அனைவரும் எடுத்துக் கொள்ள வேண்டிய உறுதி மொழியாகும்.

சென்னை: மாற்றுத்திறனாளிகளின் வீடுகளுக்கு நேரடியாக செல்லாமல், மாவட்ட அலுவலகங்களில் அமர்ந்து, மாற்றுத்திறனாளிகள் குறித்து கணக் கெடுப்பு நடத்தும் ஊழியர்களால், இதன் செயல்பாடு கேள்விக்குறியாகி உள்ளது.

தமிழ்நாடு உரிமைகள் திட்டத்தின் கீழ், மாற்றுத்திறனாளிகள் எவ்வளவு பேர் உள்ளனர் என்பதை அறிய கணக்கெடுக்கும் பணி, கடந்த ஆண்டு ஆக., மாதம் துவங்கியது. உலக வங்கி நிதி உதவியுடன், இப்பணி மேற்கொள்ளப்படுகிறது.

Deaf educator launches Gujarat's first English course, wins national award

Vadodara: Rajesh Sharad Ketkar, 49, a deaf educationist from Gujarat, became the first deaf person to receive the 2025 National Award for Persons with Disabilities in the Sarvshreshth Divyangjan category, the country's highest honour for persons with disabilities.

President Droupadi Murmu presented the award at a ceremony in New Delhi on the International Day of Persons with Disabilities.

Born in Ratnagiri, Maharashtra, and raised in a modest tailor's household, Ketkar grew up in a family where his parents and elder brother were also deaf. Struck by polio at the age of five, he was unable to walk or attend school. After his grandfather's death, the family moved to Vadodara, where they faced poverty and social exclusion.

Ketkar learned to communicate through gestures, lip-reading and Indian Sign Language (ISL), and later studied a book on American sign language, which inspired him to empower other deaf children who were otherwise confined to Gujarati-medium rote learning with little conceptual understanding.

Ketkar's self-learning caught the attention of Dr Sibaji Panda, founder of the Ishara Foundation. In 2008, he partnered with the foundation to launch Gujarat's first structured English course for deaf students, opening new academic and professional pathways.

Later, he introduced leadership training modules to enable deaf youth to lead independent lives.

Over the years, through the Ishara Foundation, Mook Badhir Mandal (project director), and Orjet Foundation (director of education), Ketkar has trained more than 1,200 students, many of whom now run deaf associations and NGOs across Rajkot, Bhavnagar, Kutch, Nadiad and other regions.

Ketkar completed a BSc in computer science from the National College of Education and Management (Tamil Nadu Open University) in 2017, largely through self-study. He also founded MBM Vadodara, India's largest deaf-led YouTube channel, which has reached over 1.8 crore viewers.

International exposure further shaped his vision. Trips to the World Federation of the Deaf Congress in Spain (2007) and the Deaf Expo in the US (2010) introduced him to accessible communication systems abroad. Inspired, he launched MBM News in 2017, which became a lifeline during the Covid-19 pandemic, delivering vital updates in ISL to millions.

Eminent Audiologist and Speech-Language Pathologist Devangi Dalal has been honoured with the National Award for Empowerment of Persons with Disabilities 2025 by the Hon’ble President of India. She received the award under the category “Outstanding Individual working for the Empowerment of Persons with Disabilities.”

The ceremony, held in New Delhi on December 3, 2025, recognised individuals and organisations who have made exceptional contributions towards empowering persons with disabilities. Ms. Dalal was celebrated for her 33+ years of dedicated service in transforming the lives of hearing-impaired children through early intervention, inclusive education, therapy, parent training, and community awareness.

As the Founder of Hearing Hearts and Co-Founder of Josh Foundation, she has supported 2000+ children with high-quality advanced digital hearing aids, guiding families through intervention, and helping children integrate confidently into mainstream schools. She believes that “World will aspire to the beauty of kindness if we make specially-abled children equally inclusive in our society.”

Speaking after receiving the award, Dalal said: “Being honoured by the Hon’ble President of India is a deeply humbling moment. This award is a recognition of every child who has inspired me, every parent who has trusted me, and every professional who works tirelessly for early intervention. My commitment to empowering hearing-impaired children remains stronger than ever.”

Tech Mahindra Foundation launches chess league for children with speech and hearing impairment; winners to attend Global Chess League in Mumbai

New Delhi [India], December 8 (ANI): Tech Mahindra Foundation, the CSR arm of Tech Mahindra, has launched a nationwide Chess League for children with speech and hearing impairment to make chess accessible, inclusive, and aspirational for players at every level.

The winners from each city will receive a special opportunity to witness the thrilling Global Chess League (GCL) Finals live in Mumbai this December. Over 130 children have already registered for this initiative, which is part of the Foundation's ARISE+ disability program, as per a press release.

Students across three age groups--below 12, 12-18, and 18-plus--are participating in a single-day format designed to make competitive chess approachable for beginners, with 15-minute games played individually and without time increments. The company plans to introduce time increments and team formats at the national level as the program expands.

The winners and runners-up will receive an opportunity to travel to Mumbai and witness the GCL live, along with meeting the chess players and champions. Winners in each category will also receive medals and certificates.

This initiative, undertaken by its philanthropic arm, is part of Tech Mahindra's broader investment in nurturing India's chess culture, talent, and accessibility. Earlier this year, the company announced that Season 3 of the Global Chess League (GCL), its flagship joint venture with FIDE, will take place from December 13 to 24, 2025, at Mumbai's iconic Royal Opera House.

The opportunity for young league winners to attend the GCL Finals embodies Tech Mahindra's broader mission to inspire talent, foster inclusivity, and build a thriving chess ecosystem for all.

After the kickoff in Delhi on 24 November, events have been held in Hyderabad on November 26 and 27 at the Deaf Enabled Foundation ARISE+ Centre and the Government School for the Deaf, Malakpet; in Mumbai on November 27 at Tech Mahindra's Chandivali office; in Pune on November 26 at the TechM Sharada Centre campus and closing with Bangalore on November 28 at the Sunaad School for Hearing Impaired.

80 hearing-impaired riders rally to sensitise city drivers

Lucknow: In a rare and impactful initiative, Lucknow Traffic Police on Sunday brought together 80 hearing impaired two-wheeler riders for a special awareness rally aimed at transforming how motorists perceive and respond to hearing-impaired commuters on city roads.

The rally, flagged off by ACP (traffic) Satish Kumar Rai at the KD Singh Babu Stadium crossing, turned heads as participants rode with ear-symbol stickers displayed prominently on their vehicles as a visual reminder for others to slow down, stay alert and avoid unnecessary honking. Held under the directions of DCP (traffic), the event sought to spread the message that safety of hearing impaired riders was not their burden alone but a shared civic responsibility. "Smoother roads and safer journeys are possible only when citizens recognise and respect the needs of every road user," said DCP Traffic Kamlesh Dixit. Traffic personnel interacted with motorists and passersby, explaining significance of ear logo and urging them to be extra cautious whenever they spot a vehicle marked with it. Such symbols, officers said, were not just stickers but silent signals to prevent accidents. The rally highlighted how excessive honking can be dangerous for hearing impaired riders who rely more on visual cues than sound.

Kalakshetra proudly revives its signature 14-year dance drama, with a heartfelt event honoring the legendary Muthuswami Dikshitar.

Sing it, sign it

As part of Margazhi Matram, an inclusive sign language choir led by hearing impaired students of the Clarke School for the deaf, alongside those with other disabilities, perform through sign language. For a change, the audience will also participate. The event will be held on Dec 7. "They will perform three songs, Tamil Taiwazhta and the national anthem. The lyrics of each will be flashed on screen, and every body will just do the signing with no sound, so they can understand what life means to a deaf person and what music means to them in their silent world," says Ranjini Kaushik, founder.

Raga shots

Concerts in intimate spaces have been gaining popularity in recent years and more cafes are opening up their spaces to this trend this year, including Vinyl and Brew, Alwarpet, which is holding a 'Kaapi Ragam series'. A series of seven concerts - A Carnatic Shot will also be held at Beachville Coffee Roasters curated by Aalaap, among which is one which gives a glimpse of a music classroom, by Carnatic musician Rithvik Raja and his students. "Paattu class invites the audience to sit in, listen, question and witness the unfiltered process behind learning and making music," says curator Akhila Krishnamurthy.

14-year dance drama

Kalakshetra's famed dance dramas return this season with a presentation of all six parts of the Ramayana between Dec 19 and Dec 28 at the Bharata Kalakshetra auditorium.

But what makes this edition special is that the choreography itself unfolded over 14 years, mirroring the epic's 14-year arc. Mysore Vasudevacharya created the first three parts - Sita Swayamvaram, Ramavanagamanam and Paduka Pattabhishekam but passed away before he could complete the rest. S Rajaram completed the remaining segments, Sabari Moksham, Choodamani Pradhanam and Maha Pattabhishekam.

Remembering a legend

2025 marks the 250th birth anniversary of Muthuswami Dikshitar. "A special year for us," says vocalist G Ravi Kiran, who has led the 'gurugruhamratha' movement for 16 years to spread awareness about the legendary composer. To mark the occasion, they're hosting a day-long celebration on Dec 14 at Ragasudha Hall, Mylapore, featuring only Dikshitar compositions. US-based veena exponent Nirmala Rajasekhar will be performing as well. "Dikshitar was a celebrated veena artist and his compositions sound amazing on the veena. The idea is to immerse themselves in his legacy the entire day."

Space for the young

At some sabhas, the young are taking centre stage this season. Ticketing platform MDnD is hosting a 15-25 age-only concert series at its intimate Mylapore hall. "It's a closed, chamber music kind of space," says co-founder Vijaya Kalyan. What began as a weeklong idea turned into a 16-day run from Dec 13 to Dec 28 after young musicians flooded them with requests. Performers will receive a small honorarium, and every concert will stream live on the MDnD website.

Instruments, reimagined

People are now more open towards music involving unusual instruments, says Tharun Sekhar and Siva of the band Uru Panaar. The group is performing as part of 'Kutty Kutchery festival', on Dec 15. "The band is made up of various ancient instruments such as yazh, kudamuzha, thudumbu, urumi, udakkai, kuzhal, kombu and kokkarai," says Tharun. "The performance 'Thol' is based on the ancient Tholkappiyam." Since they had no references to how these instruments should be played, they recreated the songscape themselves, but in a contemporary manner, says Siva. Raga, Roots and Jazz-also part of 'A Carnatic Shot' on Dec 25 features a 'Navtar', a self-designed nine-string instrument designed by Vishnu Ramprasad, which bridges classical depth and modern texture, accompanied by Muthu Kumar on the Tabla.

It was during his stint as a research scholar in New York in the early 2000s that musician Ganesh Kumar came across the news that killing of monitor lizards for their skin was banned. Ganesh set on a quest to find an alternative to the monitor lizard skin. In a few years, he succeeded in creating a synthetic version made of plastic and cloth, which were more popular in Europe and the US than in India, as they were more expensive than the original. "Many drum companies in Europe manufacture the Kanjira now and it is played in many jazz, fusion and other music concerts," says Ganesh Kumar. "I hope Carnatic musicians in the south switch to this cruelty-free kanjira eventually."

Indian Deaf Cricket Association unveils Team India jersey for three-match T20 Deaf cricket series
