JRC children bag 29 medals in Special Olympics Bharat
JAMMU, Apr 27: The Handicapped inmates of JRC Home for Handicapped bagged 28 medals in the special Olympics Bharat under the scheme of sports and games for the disabled of Ministry of Youth Affairs & Sports, Government of India held at Nagrota the other day.
In all 27 physically challenged and hearing impaired children of the Home including 8 girls participated in the games for which resource support was provided by by Paralympics Committee of India and All India Sports Council of the Deaf.Among the boys Harsh, Gulshan, Ritesh, Jeet Raj and Rohit won gold medals while Sabreena and Anjli bagged gold in girls category. Total medal tally included 7 gold, 18 silver and 3 bronze.
State indifferent to the handicapped
Ludhiana, April 26 They may be physically handicapped but the spirits are high. Devoted to the work they are engaged in these special boys and girls have earned appreciation from their employers by their dedication to duty.
But these hardworking and earnest workers have a grouse, and an apparently valid one. The State government does not seem to be serious in absorbing them in government jobs despite provision of job reservation for the handicapped.
You could be pleasantly surprised to see physically challenged (deaf, dumb or polio ridden) girls working at a number of beauty parlours in the town. They have an excellent art to make others beautiful by doing their make-over. Many of these are the lone bread-winners in the family.
Not just these girls but there are hundreds of other physically challenged youths, many of whom well educated, who have placed themselves well in local industries (working in garment industry, nut bolt industry, cycle industry etc.). Still their only grievance remains that the State government was not doing enough to absorb them in government departments. There are 4.25 lakh physically disabled persons in Punjab.
Around 10 deaf and dumb girls have been employed at a beauty parlour here and they are doing excellent, even better than their normal counterparts, in providing services to the clients. Indira Ahluwalia, who has trained about 50 such physically challenged girls till date, said that they had excellent aesthetic sense.
“The clients prefer to get their make-over from these deaf and dumb girls because they are sincere, hard-working and have great aesthetic sense. They are getting salaries in the range of Rs 10,000 to Rs 25,000 a month,” said Ahluwalia.
Similarly, Ajit Lakra, from Superfine Industries, said that about eight persons in his packing department were physically challenged youth, who come to the workplace on tricycles. “Those who believe that they cannot work at par with normal workers need to change their mindset as these disabled persons take their jobs seriously and are hard working,” Lakra said.
According to a survey done by the Government of India in 2011, there are around 4.25 lakh physically disable persons in Punjab. Dr Jitender Aggarwal, himself physically challenged, associated with Sarthak Educational Trust, said that the Trust provided skill based training to youth, and till date over 6,000 such persons trained by the Trust were now successfully working in the IT sector, hospitality sector, and industries across the country.
Though different NGOs have come forward to provide them skill based training so that they can be self-reliant but so far as the State government is concerned, the vacancies (as per prescribed quota) have hardly been filled up in government departments on regular basis.
Deepak, a graduate from SCD College here, is polio ridden but the disability has not dampened his spirits. He is getting Rs 7,000 a month by packing material at a local factory. But he would definitely be much better off if he could land up a government job.
A high level meeting regarding recruitments in government departments was held recently at Chandigarh under the chairmanship of Deputy Chief Minister Sukhbir Badal. Highly placed sources inform that till date, the government had not finalized about the vacancies to be filled in government departments. “How many handicapped persons would be absorbed is a secondary issue depending on the number of vacancies. Nothing has been finalized yet and it will take some more days to advertise vacancies,” said a well-placed official at Chandigarh.
Minor Deaf & Dumb Girl Allegedly Raped in UP
30.04.2016, Jaunpur (Uttar Pradesh): Police in Uttara Pradesh's Jaunpur area have confirmed receiving a complaint about a 12-year-old girl being raped during a wedding.
According to a preliminary investigation, the police said that the family had told them that they were attending the wedding, when the 12-year-old, who is both deaf and dumb, was raped by some male members from the groom's side. The incident took place in the Baksha police station area of Jaunpur district.
Police said the victim has been admitted to the district hospital for treatment and confirmation of rape. Further details are awaited.

Facebook helps special couple tie the knot
Vempalle (Kadapa): In a rare occurrence, two differently-abled, gritty youth, Nagarjuna Kumar and Ananthalakshmi Bhavani, entered into a wedlock on Thursday after they became friends on Facebook three months ago.
The marriage of this special couple took place at a function hall in Vempalle in the district. More than 100 differently-abled friends attended their marriage and became special attraction with their fun and frolic.
Nagarjuna Kumar of Nandimandalam village in the district and Ananthalakshmi Bhavani of Chodavaram of East Godavari district, both deaf and dumb, became friends on Facebook and fell in love even without meeting each other.
Daily conversation on this social media brought them closer. Their parents, after knowing of their love, hesitated to get them married as the native places of bride and bridegroom are far away from each other.
But the lovers finally succeeded in convincing their parents to agree to the union. The engagement function was organised at the bride’s house in East Godavari district a few days back and the wedding was performed on Thursday.
Speaking to The Hans India, bride’s father Subbarao said that though he hesitated at first, but finally agreed after bridegroom’s parents had visited their place.
Bridegroom’s father Lakshmi Narasaiah said that they had confidence in their son who has been helping them in their provision store after completion of his post graduation.

7th National cricket tournament of the Deaf: Uttar Pradesh thrash Tamil Nadu
26.04.2016, Hyderabad: Uttar Pradesh beat Tamil Nadu by ten wickets in the 7th National cricket tournament of the Deaf at Gymkhana Playground here on Monday. Host Telangana State got a walkover from Bihar.
Earlier, Ratanveer Cornelius, President, All India Cricket Association of the Deaf inaugurated the tournament. VVSLKM Prasad, President, Telangana State Cricket Association of the Deaf (TSCAD) and CH Phani Kiran, Founder, TSCAD & Hyderabad District Cricket Association of the Deaf (HDCAD) were present on the occasion.

Deaf cat looking for a new home

A deaf cat found with an abscess the size of a golf ball on her face has been rescued and nursed back to health by the RSPCA - and is now looking for a new home.
Scarlet, a black-and-white female thought to be around 16 years-old, was found in an extremely distressed state in the High Street in Milton Regis, near Sittingbourne in February.
She was spotted by a member of the public wandering the streets with the large infected mass on the side of her head. The RSPCA was called and took her into care. X-rays later found that the infected abscess had originally been caused by a gun pellet.
“Poor Scarlet was in such a sorry state when I came to collect her.
“The abscess was massive and had gone right down to her bone. She would have been in an awful lot of pain and discomfort as she wandered around on her own like that
“It is difficult to know whether she had been abandoned, or whether she had been so startled by being shot she had ended up straying and getting lost. She is deaf, so it may be that she didn’t hear someone coming up to her with a gun, which somehow makes her even more vulnerable."

“It took quite some care to get this lovely old lady fighting fit again - but now she is doing really well.
“We had no idea at first what had caused the infection, until veterinary investigations revealed the ball-bearing gun pellet stuck in her sinuses, such a difficult spot that it cannot be removed and so she will have to tolerate it for the rest of her life
“Scarlet is such a lovely old girl and will make the right person the perfect pet. She will not be on any long-term medication and does have a specific dietary needs, but would benefit from a quieter home where there are no young children or other animals, somewhere she can have all the attention and be spoilt to make up for the tough times she has had in life.
“As she is deaf, she might be better suited to a quiet neighbourhood or an indoor home.”

Deaf Girl raped in Muzaffarpur
25.04.2016, Patna: A minor speech and hearing impaired girl was allegedly raped by one Satish Mahto (42) at Sumeranoor Nagar village under Turki OP in Muzaffarpur district on Saturday.
Former mukhiya of Ladaura panchayat Mohammad Khurshid Alam said the incident took place near a pond on the outskirts of the village. Alam alleged that Mahto, who runs a tea stall in the village, used to offer the girl eatables. "On Saturday, he lured the girl to a maize field and raped her," Alam said, adding one Salim, a specially-abled villager caught Mahto committing the crime. The accused, however, managed to escape.

234 children receive free cochlear implant in city
24.04.2016, Surat: At least 234 children in the age group of eight months to 10 years were operated free-of-cost for cochlear implant by a private ENT hospital in the Diamond City under the state Government's school health scheme in the last one year.
A get-together was organized by Shruti ENT Hospital at KP Trust Vidhya Sankul, Mukbadhir Vikas Trust School at Parle Point where the children from across south Gujarat, Vadodara, and Kheda were felicitated on Saturday.
Shruti ENT Hospital is the only private hospital to sign an MoU with the state Government for treating the deaf and dumb children under the school health scheme in April 2015.
Deaf body raps Gogoi, AASU for ignoring feat of Miss India (deaf)
GUWAHATI, April 23: The Assam Association of the Deaf (AAD) has come down heavily on the State Government and various organizations, including the All Assam Students’ Union (AASU), for not felicitating Miss India (Deaf) Angela Lahon in a befitting manner.
In a press conference in its office at Khilipara in the city today, AAD working president Dhirendra Deva Adhikari and general secretary Tapan Kumar Sarma said: “The AAD has congratulated Priyadarshini Chatterjee and her parents for her feat of winning the Femina Miss India crown. We’re also happy that various people and organizations of the State, including Chief Minister Tarun Gogoi, felicitated Chatterjee. However, it’s very sad that neither the State Government nor any prominent social organizations, felt like felicitating Angela Lahon for her feat. Her’s is no mean achievement.”
They said: “The fourth Mr and Miss India (Deaf) contest was held at Bangaluru in January this year. We had to impart training to as many as 25 deaf youths under experienced trainers. Two males and two females were sent to the contest at Bangaluru. Former AAD member and former student of Northeast Deaf College Angela Lahon was adjudged Miss India (Deaf). She is the daughter of Kushal Lahon, Narengi in Guwahati. Angela is now going to contest the Miss World (Deaf) to be held in a country in Europe in July this year. This is a matter of sorrow as to why the State Government has failed to felicitate Lahon for her feat. The deaf people of the State had lent their support to the six-year-long Assam agitation. How come the AASU forget to felicitate a deaf girl achieving such a great achievement? Like every year, this year also the AASU felicitated many people from different fields for their contribution to the State at Latasil playground. However, the students’ body paid no attention to Lahon only because she is a deaf. Chief Minister Tarun Gogoi made numerous advertisements through the media that he had done a lot for the welfare of the deaf in the State. However, he has stopped short of felicitating deaf Angela for her big achievement. Had Angela been a girl of another State, should would have got much honour there for her achievement. There are numerous organizations who claim to have been working for differently abled people. Those organizations haven’t also felt like felicitating Angela for her achievement. These organizations are also busy in making money in the name of extending help to differently-abled people. However, under the aegis of the Tai Sahitya Sabha and dance teacher Ajay Malakar a few organizations did felicitate her.”
They further came down heavily on the Congress Government in the State, and said: “Even after Chief Minister Tarun Gogoi and Social Welfare Minister Gaumtam Roy’s assurance of cooperation in the 15th All-India Deaf Festival to be held in Guwahati, they are yet to lend any support. There had been agitation in the State on the demand of filling up the vacant posts in the State Deaf and Dumb School at Kahilipara in Guwahati. The State Government advertised the posts and filled them with general candidates depriving deaf candidates with requisite qualification. The State Government has done this violating the existing quota for disabled candidates. In this regard we seek intervention of the Governor. If our plea isn’t given justice, we’re going to stage a dharna on the very day when the new ministry to be formed will take charge at Dispur.”

Assam girl wins Deaf Miss India

While everyone is busy talking about Priyadarshini bringing pride to the Northeast and rightly so, there is another beauty queen who has made us proud and that too being differently abled. Anjala Lahon, from Sivsagar, Assam who has been ignored by the media, recently won the title of Deaf Miss India, an event organised by the All India Deaf Arts and Cultural Society in Bengaluru. The pageant was held in January and she is yet to trend social media.

பார்க்கவும் கேட்கவும் இயலாத ஹெலன் கெல்லர் வாழ்க்கையில் புதிய விடியல் பிறக்க வழிவகுத்துத் தந்தவரும் தலைசிறந்த ஆசிரியருமான ஆனி சலிவன் ( Anne Sullivan) பிறந்த தினம் இன்று (ஏப்ரல் 14). அவரைப் பற்றிய அரிய முத்துக்கள் பத்து.
* மசாசூசெட்ஸ் மாநிலத்தில் மிகவும் ஏழ்மையான குடும்பத்தில் பிறந்த (1866) ஜொஹான்னா மான்ஸ்ஃபீல்ட் சலிவன், ஆனி என்று அழைக்கப்பட்டார். பெற்றோர் கல்வியறிவு இல்லாதவர்கள். இவருக்கு எட்டு வயதாக இருந்தபோது டிராக்கோமா என்ற கண் நோயால் பீடிக்கப்பட்டு கண் பார்வை போய்விட்டது.
* அம்மாவும் அதே வருடத்தில் இறந்தார். குடிகார அப்பாவோ தன்னால் இரண்டு குழந்தைகளையும் நெருக்கடி மிகுந்த ஒரு இலவச விடுதியில் சேர்த்துவிட்டார். அங்கு போய்ச் சேர்ந்த மூன்றே மாதங்களில் இவளது தம்பி நோய்வாய்ப்பட்டு இறந்துவிட்டான்.

20.04.2016 சேலம் : சேலம் அடுத்த கொண்டலாம்பட்டி பெரியபுத்தூர் பகுதியை சேர்ந்தவர் அருணாசலம். வாய் பேச முடியாத மாற்றுத்திறனாளி. இவருக்கும், வீராணம் அடுத்த தைலானூரை சேர்ந்த பழனியம்மாள் என்பவருக்கும் கடந்த 10 வருடத்திற்கு முன்பு திருமணம் நடந்தது. பழனியம்மாளுக்கும், அருணாசலத்தின் அண்ணன் சுப்ரமணிக்கும் கள்ளத்தொடர்பு இருந்ததாக கூறப்படுகிறது. இதனை அறிந்த பழனியம்மாளின் உறவினர்கள், அவரை கண்டித்துள்ளனர்.
இதனால் சுப்ரமணியுடன் இருந்த தொடர்பை பழனியம்மாள் நிறுத்தி கொண்டார். இதுதொடர்பாக, சுப்ரமணிக்கும், பழனியம்மாளுக்கும் இடையே அடிக்கடி தகராறு ஏற்பட்டுள்ளது. இந்நிலையில் சுப்ரமணி, கடந்த இரு தினங்களுக்கு முன்பு பழனியம்மாளை தாக்கியதாக கூறப்படுகிறது. நேற்று முன்தினம் மாலை, பழனியம்மாள் வீட்டில் மயங்கி கிடந்தார். சேலம் அரசு மருத்துவமனையில் சேர்க்கப்பட்ட அவர், சிகிச்சை பலனின்றி உயிரிழந்தார்.
தகவல் அறிந்த பழனியம்மாளின் உறவினர்கள் 30க்கும் மேற்பட்டோர், நேற்று காலை சேலம் கலெக்டர் அலுவலகத்திற்கு வந்து முற்றுகையிட்டனர். இதுகுறித்து அவர்கள் கூறுகையில், “பழனியம்மாளை, சுப்ரமணி, அவரது தாயார் மற்றும் மனைவி சேர்ந்து அடித்து கொலை செய்துள்ளனர். இதுகுறித்து புகார் கொடுத்தால், கொண்டலாம்பட்டி போலீசார் புகாரை ஏற்க மறுக்கின்றனர். கொலை செய்தவர்கள் மீது நடவடிக்கை எடுக்க வேண்டும்,” என்றனர். தகவல் அறிந்து வந்த உதவி கமிஷனர் ரவீந்திரன், இன்ஸ்பெக்டர்கள் குமரேசன், சரவணன் ஆகியோர் அவர்களை சமாதானம் செய்து அனுப்பி வைத்தனர்.

தமிழகம் முழுவதும் உள்ள வாக்குச்சாவடிகளில், எந்தெந்த தொகுதியில் எத்தனை மாற்றுத் திறனாளி வாக்காளர்கள் உள்ளனர் என்ற விவரம்கூட தேர்தல் துறை அதிகாரிகளிடம் இல்லை என்று மாற்றுத்திறனாளி வழக்கறிஞர் ஒருவர் புகார் கூறியுள்ளார்.
இது தொடர்பாக மதுரை சர்வமத வழக்கறிஞர் கூட்டமைப்பு தலைவரான மாற்றுத்திறனாளி வழக்கறிஞர் எஸ்.முத்துக்குமார் ‘தி இந்து’விடம் கூறியதாவது:
தமிழகத்தில் உள்ள 234 சட்டமன்ற தொகுதிகளில் மொத்தம் 5 கோடியே 79 லட்சத்து 15 ஆயிரத்து 75 வாக்காளர்களும், 65 ஆயிரத்து 616 வாக்குச்சாவடிகளும் உள்ளதாக தேர்தல் ஆணையம் கூறுகிறது. கடந்த 2014 லோக்சபா தேர்தலை விட இந்த முறை 41 லட்சத்து 62 ஆயிரத்து 393 வாக்காளர்கள் புதிதாக சேர்க்கப் பட்டு, வாக்களிக்க உள்ளனர். ஆனால் இந்த வாக்காளர்களில் எவ்வளவு பேர் மாற்றுத்திறனாளி வாக்காளர்கள் என்கிற விவரம் அதிகாரிகளிடம் இல்லை.
கடந்த நாடாளுமன்ற தேர்தலின் போதே, மாற்றுத் திறனாளிகள் சிரமமின்றி வாக்களிக்க ஏதுவாக சாய்தளப் பாதை, சக்கர நாற்காலி, குடிநீர், கழிப்பறை உள்ளிட்ட வசதிகளை செய்து தரக்கோரி சென்னை உயர் நீதிமன்றத்தில் வழக்கு தொடர்ந்தேன். அந்த வழக்கை விசாரித்த உயர் நீதிமன்றம், மாற்றுத்திறனாளி வாக்காளர்களையும் வாக்களிக்க வைப்பது ஜனநாயகக் கடமை. எனவே அவர்களுக்கு தேவையான அனைத்து வசதிகளையும் தடையின்றி செய்துதர வேண்டும் என கடந்த 2.4.14-ல் தேர்தல் ஆணையத்துக்கு உத்தரவிட்டது.
ஆனால் 2014 நாடாளுமன்ற தேர்தலில் பல வாக்குச்சாவடிகளில் சாய்தளப் பாதை அமைக்கப்பட வில்லை. இதையடுத்து நான் நீதிமன்ற அவமதிப்பு வழக்கு தொடர்ந்தேன். அப்போது இனிவரும் நாட்களில் மாற்றுத் திறனாளிகளுக்கு தேவையான அனைத்து வசதிகளும் செய்து கொடுக்கப்படும் என தேர்தல் ஆணையம் உயர் நீதிமன்றத்தில் உத்தரவாதம் அளித்தது.
வரும் மே 16-ல் சட்டப்பேரவை தேர்தல் நடைபெறவுள்ள நிலை யில், “உங்கள் தொகுதியில் எவ்வளவு மாற்றுத்திறனாளிகள் உள்ளனர் என்பதை நீங்களே கணக்கெடுத்துச் சொல்லுங்கள்” என தேர்தல் பணியில் ஈடுபட்டுள்ள மாவட்ட ஆட்சியர்கள், சங்கங் களிடம் கூறி வருகின்றனர். இது பழியை எங்கள் மீதே போட்டு நீதிமன்ற உத்தரவை தட்டிக் கழிப்பதற்கு சமம்.
ஒரு தொகுதியில் 150-க்கும் மேற்பட்ட மாற்றுத்திறனாளிகள் இருந்தால் அவர்களுக்கென தனி வாக்குச்சாவடி அமைக்கப்படும் என தமிழக தலைமை தேர்தல் அதிகாரி ராஜேஷ் லக்கானி ஏற்கெனவே கூறியுள்ளார். எனவே தேர்தலுக்குள் உச்ச நீதிமன்ற, உயர் நீதிமன்ற உத்தரவுப்படி அனைத்து வாக்குச்சாவடிகளிலும் நிரந்தர சாய்தளப் பாதை, போதுமான சக்கர நாற்காலி, குடிநீர் மற்றும் கழிப்பறை வசதிகளை தேர்தல் ஆணையம் செய்துதர வேண்டும். 2014 தேர்தலைப் போல இந்த தேர்தலிலும் அதிகாரிகள் மெத் தனப்போக்குடன் செயல்பட்டால், மீண்டும் நீதிமன்ற அவமதிப்பு வழக்கு தொடருவேன்.

டெப் லீடர்ஸ் அசோசியேஷன் இயக்குனர் முரளி கூறுகையில்,'' காது கோளாத இளைஞர்களுக்கு, தொழில் வாய்ப்பு ஏற்படுத்தி தரும் நோக்கில், பிரதமரின், 'திறன் மேம்பாட்டு திட்டத்தின்' கீழ், இலவச கணினி பயிற்சி வகுப்பு நடக்கிறது. இதில், 18 முதல் 35 வயதுக்குட்பட்ட, 20 பேர் பயிற்சி பெற தகுதியுள்ளவர்கள்.

Former federal minister for human rights in Pakistan, Ansar Burney, called the whole process a political drama, and said both India and Pakistan should have verified Geeta's nationality.
Geeta made international headlines when she returned to India from Pakistan 13 years after she had unintentionally crossed the border.
But six months after returning 'home', Geeta's misfortune continues. She still lives in a shelter home, away from her family. Her nationality is yet to be verified. The hashtag #GeetaComesHome doesn't have any more updates.

"The return of Geeta was used as a political drama. She is still living in a shelter home. Her nationality and identity is still unknown," Ansar told Khaleej Times.
Burney has been actively involved in tracing Geeta's family since 2012. He is involved in several social works and runs a trust, Ansar Burney Trust International, in Pakistan.
Ansar said Geeta was made to meet all major political leaders of the country only for political benefits.
"She is not allowed to meet any NGO or media. It is something like a detention," Ansar added.
Ansar had tried to ask Indian external affairs minister Sushma Swaraj about Geeta on Twitter, "but instead of responding to me, she blocked me."
He alleged that many of his Indian friends who tried to get information about Geeta were also blocked by Sushma Swaraj.
"Geeta is our daughter. We are concerned about her. This issue has to be separated from politics," Ansar added.
"The day Geeta unites with her family, I shall personally go to congratulate Sushma Swaraj."
Jabir Maliyakkal, Community Welfare Secretary of the Indian Social Club (Oman) wondered why Indian government was not doing anything in Geeta's case.
"They should have traced her parents even before bringing her back. I wouldn't blame anyone if he/she accuses Indian government of political drama in the entire 'Geeta Vapasi' episode," Jabir said.
A senior official from Edhi Foundation, which has been Geeta's caretaker for over a decade, expects Geeta to meet her family soon.
"All through these years, we have been trying to send Geeta to India so that she can meet her family and we were successful in that," Anwer Kazmi from Edhi Foundation told Khaleej Times.
Whatever hint they had received from Geeta about her family was communicated to the Indian government, he said.
"We want her to unite with her family. It is the responsibility of the Indian government," Anwer said.
Swaraj could not be reached for comments. Messages and phone calls to Vikas Swarup, the official spokesperson of the Indian Ministry of External Affairs, did not elicit any response.

Government measures welcome, execution key
It is heartening to note that the campaign to give some form of legal recognition to the Indian Sign Language is gaining strength. Recently, it got a boost at the Limca Book of Records’ People of the Year awards ceremony, where specially-abled persons who had overcome their bodily limitations to achieve great successes in life were felicitated. At the ceremony, the awardees were joined by Infosys founder NR Narayana Murthy in petitioning the Prime Minister to give the ISL the status of an official language. It is too early to say if and when this specific demand will be met; however, there is scope for optimism when one views it against the backdrop of the Modi Government's overall commitment to incorporating the specially-abled in the larger inclusive development agenda through the Accessible India Campaign. In fact, only days before the Limca Book of Records event, the Prime Minister, in his address to the ninth World Assembly of the Disabled People's International, on April 11, in New Delhi, highlighted how such an effort was not just about his Government's policies but, indeed, integral to India's ancient civilisational ethos of vasudhaiva kutumbakam. At the same time, he also admitted that even though specially-abled persons make for a large section of the Indian population and can contribute significantly to society if given an enabling environment, their needs remain unmet.
To bridge this gap, the Government has announced several initiatives such as making public buildings more accessible and training 25 lakh specially-abled people in the next seven years. Similarly, the Union Ministry of Information and Broadcasting has recently asked television channels to consider programmes that will increase public awareness of the issues surrounding disability and accessibility as well as make content more accessible to the specially abled (for example, sub-titles for the hearing impaired). Previously, in November 2015, the Government approved the setting up of Indian Sign Language Research and Training Centre to develop the ISL, which is currently in its infancy. This centre will also train a new generation of teachers and interpreters who will play an important role in bringing specially-abled citizens, estimated to be about five-million strong, into the national mainstream.
While all these initiatives sound well and good on paper, executing them on the ground will be challenging. For example, the Government may sanction a school for the specially-abled, but it can be hamstrung by the lack of qualified teachers. Government measures welcome, execution key
It is heartening to note that the campaign to give some form of legal recognition to the Indian Sign Language is gaining strength. Recently, it got a boost at the Limca Book of Records’ People of the Year awards ceremony, where specially-abled persons who had overcome their bodily limitations to achieve great successes in life were felicitated. At the ceremony, the awardees were joined by Infosys founder NR Narayana Murthy in petitioning the Prime Minister to give the ISL the status of an official language. It is too early to say if and when this specific demand will be met; however, there is scope for optimism when one views it against the backdrop of the Modi Government's overall commitment to incorporating the specially-abled in the larger inclusive development agenda through the Accessible India Campaign. In fact, only days before the Limca Book of Records event, the Prime Minister, in his address to the ninth World Assembly of the Disabled People's International, on April 11, in New Delhi, highlighted how such an effort was not just about his Government's policies but, indeed, integral to India's ancient civilisational ethos of vasudhaiva kutumbakam. At the same time, he also admitted that even though specially-abled persons make for a large section of the Indian population and can contribute significantly to society if given an enabling environment, their needs remain unmet.
To bridge this gap, the Government has announced several initiatives such as making public buildings more accessible and training 25 lakh specially-abled people in the next seven years. Similarly, the Union Ministry of Information and Broadcasting has recently asked television channels to consider programmes that will increase public awareness of the issues surrounding disability and accessibility as well as make content more accessible to the specially abled (for example, sub-titles for the hearing impaired). Previously, in November 2015, the Government approved the setting up of Indian Sign Language Research and Training Centre to develop the ISL, which is currently in its infancy. This centre will also train a new generation of teachers and interpreters who will play an important role in bringing specially-abled citizens, estimated to be about five-million strong, into the national mainstream.
While all these initiatives sound well and good on paper, executing them on the ground will be challenging. For example, the Government may sanction a school for the specially-abled, but it can be hamstrung by the lack of qualified teachers. The Sunrisers Hyderabad (SRH) team expressed their solidarity for the efforts of doctors in completing 1,000 cochlear implants at a programme hosted by Apollo Hospitals and SAHI in Jubilee Hills on Friday. The cricketers later interacted and entertained the special kids, and the players unveiled SAHI Music Fest logo on the occasion.

Indian TV channels will now run subtitles for the hearing impaired

To make television viewing easier and for the hearing impaired people, the information and broadcasting ministry has asked all TV channels to run subtitles on the screen for their shows. It also directed them to start more shows for such people.
In a directive issued to the Indian Broadcasting Foundation (lBF), the News Broadcasters Association (NBA), the Association of Regional Television Broadcasters of India (ARTBI), and the Advertising Standards Council of India (ASCI), the ministry has said that there is a need to assign greater emphasis to programs for disabled persons.
Not just entertainment channels, news, sports and other genres will also have to follow the new directive.
There is also no clarity on how soon the new rule will be implemented as the channels have been asked to revert with a compliance report.

The directive, which also calls for audio support for programs for visually disabled, comes in the wake of a meeting between the I&B ministry and the department of empowerment of persons with disabilities for the dissemination of the Centre’s ‘Accessible India Campaign’ (Sugamya Bharat Abhiyan) a nation-wide initiative for universal accessibility.
The campaign was launched in 2015 with the aim to help persons with disabilities access to more opportunities, transport systems and information and the communication eco-system and make at least 50% of all government buildings in Delhi and other state capitals disabled-friendly by 2018.

Apart from interventions to make television viewing accessible, the I&B ministry has also asked the broadcasters to increase the frequency of programmes for disabled persons; which can include films documenting their achievements or highlighting issues relevant to them.
Television channels and broadcasters’ associations will have to submit details of the steps taken to ensure the inclusiveness of all citizens in sharing information and entertainment to the ministry.

Mateusz Mach, a 17-year-old Polish entrepreneur has positively impacted the lives of deaf people and those having hearing problems by making a mobile app, named ‘Five’.
Interestingly, he made this app without even realising that he will be helping many all over the world.
It all began when Mateusz wanted to create an app to secretly communicate with his friends using just hand gestures over the smartphone so that nobody understand what he and his friends are talking about.
With this in mind, the teenager created the app, named Five, in May 2015 that allows users to talk with just hand gestures. Basically, this app has custom hand signs and a user has to tap on buttons illustrating different hand postures to talk to each other. This app has been designed by Mateusz himself and has been developed by a couple of freelance coders.

15 specially abled persons awarded People of the Year by Limca Book of Records

Thirteen years ago, Rajive Rature was hit by a bullet in Kenya that left him visually impaired. But that didn’t stop the man from taking life head on. For over a decade, Rature has been working towards building legal knowledge of rights of persons with disabilities. He is now Asia Pacific head for Disability Rights Promotion International, a collaborative international system to monitor human rights situation of people with disabilities.
Also meet Zamir Dhale, who is deaf, dumb and blind. But his wish to talk and listen was so great that he overcame these hurdles and developed a special software to communicate with the world through his mobile and laptop. “It’s unbelievable to see him communicate the way he does,” says Arthy Muthanna Singh, Senior Editor, Limca Book of Records.
These are just two names among the 15 who were felicitated by the Limca Book of Records in the Capital on April 14. This year, the 27th People of the Year awards were given to the specially abled, who have not let their physical disabilities steer their life’s course, but have used their unusual position to give them more strength, and thereby inspire others.
“Every year we pick up the theme of the POY awards from one of the sections of Limca Book of Records. This time, instead of awarding people who have worked for the disabled, we decided on recognising the people themselves because their courage must be celebrated,” says Singh.
At the event hosted in Delhi’s India Habitat Centre, these achievers were awarded by Infosys founder NR Narayana Murthy, himself a Limca Book of Records awardee from 2004. “It is difficult to imagine India becoming a strong economy without becoming an inclusive economy – an economy which is inclusive in gender, ability, ethnicity and all other social parameters. People with disabilities have to be integrated with the mainstream. Corporates, civil society and governments must come together to accomplish the vision of an accessible India,” he says.
What makes these awards different is the selection process. Unlike those who usually appear in the Limca Book of Records by sending in their nominations to be selected, the POY awardees are selected by a jury of experts. This year the jury consisted of former parliamentarian HK Dua, Radhika Alkazi, Founder and Managing Director of Aarth Aastha, and Merry Barua, Founder Director of Action for Autism.
In an attempt to contribute towards the government’s ‘Accessible India’ mission of making the country’s infrastructure and social fabric disabled-friendly, Murthy, Vekatesh Kini, president Coca-Cola India and South West Asia and all the award-winners signed a petition addressed to the Prime Minister and the Ministry of Social Justice and Empowerment to make ‘sign language’ an official language of the country so as to make the society more inclusive.
Sky’s the limit: Kerala’s differently-abled man builds 2-seater plane
Saji James, a deaf and mute school drop-out from Kerala, has built an ultra-light two-seater aircraft, and was featured by Discovery Channel for his feat. |
It took James three attempts to build the aircraft. In his first attempt, he managed to build a frame and other equipment of the aircraft. He later he fitted it with a motorcycle engine, but couldn’t fly it. “He sold his second aircraft to an engineering college for Rs 1.50 lakh and completed the third one called Saji-X Air with this. A retired wing commander S K J Nair helped him realise his dream,” said James’ wife, Maria. Since he doesn’t have a pilot licence, James couldn’t fly the craft higher than 30 feet.
The aircraft was built using recycled materials, costing around Rs 13 lakh. To fund his passion, James sold a large portion of his land, and constantly does odd jobs like repair works for TVs, etc. However, it’s a tough life that James is looking to turn around. His efforts so far got him on TV (James was featured on HRX Super Heroes, a TV show anchored by actor Hrithik Roshan last year), and even a letter of praise from a former defence research and development officer.
“When I was 14, I was inspired by a pilot who came to spray pesticide... near my house. Moved by my enthusiasm he gave me a free ride. This really fuelled my imagination,” he wrote on his website.
The late former president APJ Abdul Kalam also become an inspiration. James is hoping his innovation catches a major investor’s eye so he can spend quality time and money on improving his crafts.

Infosys, Coca-Cola agree to make sign language official, urge govt too

Infosys co-founder NR Narayana Murthy and Coca-Cola India president Venkatesh Kini on Thursday co-signed a petition to make sign language an official language of India.
The petitioners also urged the Prime Minister Narendra Modi and the Union ministry of social justice and empowerment to include sign language in the Eighth Schedule of the Constitution.
The petition read that the Prime Minister's dream of “accessible India” could only be fulfilled if sign language became the official language of the country.
“This will bring millions of people to the mainstream and further enable our society to become an inclusive society,” the joint petition said.
Speaking at the annual event to felicitate “Special people of the year”, organised by the Limca Book of Awards in India, Murthy said that the government and corporates must come together to accomplish the vision of an accessible India.
“It is difficult to imagine India becoming a strong economy without becoming an inclusive economy, which is inclusive in gender, ability, ethnicity, and all other social parameters,” he said.
This year, the Limca Book of Records team felicitated 15 specially-abled persons from various spheres of life.
A first ever Braille edition of the Limca Book of Records was also launched on the occasion.

Soon, a centre to develop Indian sign language, PM Narendra Modi says
12.04.2016, NEW DELHI: A centre would soon be established to develop Indian sign language, and the government is "fully committed" to achieving empowerment and inclusion of disabled people, Prime Minister Narendra Modi has said.
"My government is fully committed to the UN Convention of Rights for Persons with Disabilities, for achieving empowerment and inclusion of persons with disabilities," Modi said in his message ahead of the 9th World Assembly of the Disabled People's International (DPI) to be held on April 11-13 in New Delhi.
"The cost of exclusion of people with disability from the workforce is 3-7 per cent of the GDP, as per World Bank estimates. Initiatives such as 'Accessibility India' campaign aim to male the built environment inclusive for persons with disabilities. We are also making Indian Railways accessible and starting a centre to develop Indian sign language," he said.
Thaawar Chand Gehlot, minister for social justice and empowerment, will address the plenary session of the event that is being supported by the UN and G3ICT.
G3ict or Global Initiative for Inclusive Information and Communication Technologies is an advocacy initiative launched in December 2006 by the UN Global Alliance for ICT and Development, in cooperation with the Secretariat for the Convention on the Rights of Persons with Disabilities at UN department of economic and social affairs.
In March 2016, the government's "Inclusiveness and Accessibility Index" — that measured actions and attitudes of organisations towards disabled employees — called for enabling access to them in buildings and workplaces, public transportation etc.
Javed Abidi, the global chair of DPI which has members from over 150 countries, said "rebuilding and retro-fitting to accommodate people with disability must be discouraged".
"Accessibility has to be built into both public and private sector procurement. Otherwise the disabled people cannot even get education, let alone employment," he said.
Over 70 DPI representatives from all over the world would speak at the event — including Yuri Afanasiev, UN resident coordinator and UNDP resident representative in India, Yes Bank managing director and CEO Rana Kapoor, and American India Foundation country director Nishant Pandey.
The theme of the three-day event is "Building Human Capital: Realizing SDGs for Persons with Disabilities".
The Sustainable Development Goals (SDGs) were adopted by the UN in September 2015. The 17 goals and 169 targets aim to eradicate extreme poverty, among others. There are 11 mentions of disability in the entire document but none in the most crucial goals.
The discussion will focus on a disability inclusive blueprint for Agenda 2030 for Sustainable Development.

Manual student making national news with hearing device

In the next month or so, Mukund Venkatakrishnan, 16, will miss around half of his school days because he’ll be traveling to various science fairs and conferences. That could be really rough for someone taking five AP classes, a university course and advanced Latin, but somehow we think Venkatakrishnan can make it work.
The duPont Manual junior is in the school’s Math, Science and Technology program and recently won the Kentucky State Science Fair in the Physical Science division for a hearing test and aid that he’s been developing for two years. He’s headed to the Intel Science Fair in Phoenix on May 8. Later this month, he’s going to the Junior Science and Humanities Symposia in Dayton.
Two years ago, Venkatakrishnan went to India and was tasked with helping his grandfather, now 81, get tested and fitted for a hearing aid. It was hard to find an audiologist and took a long time, and once they did find one, they were charged much more than the average person makes in a year in India.
This planted a seed with the teenager. When he came home, he started teaching himself coding — Python and C — through Code Academy and online tutorials. Venkatakrishnan insists that anyone can do what he did, anyone could learn coding in a few dedicated days (he admits it took him more like weeks because he was also watching Netflix at the time).
Venkatakrishnan credits professors in the University of Louisville Bioengineering program and Dr. Kenneth Hodge from Advanced ENT and Allergy of Kentucky with providing mentorship and guidance. What’s unique about this device is that not only is it cheap — the components cost around $60, and it uses standard earbuds or any earphones — it eliminates the need for a visit to an audiologist.
You calibrate the device by matching the sound of you rubbing your hands together to the sound of rubbing hands on an audio file. Then it runs through a series of beeps. If you hear the beep, press the green button; if not, hit the yellow button. Once you are done with the testing, the device sets itself up to compensate for the frequencies you didn’t hear.
Venkatakrishnan recently was featured on CNN Money and last night did a live feed for CNN-London.
If you need further proof that the worst of humanity comes out on the internet, the CNN article was a hot topic on Reddit, and while there were plenty of attaboys on the site for the teen, other people were not so kind.
“They really tore into me,” said Venkatakrishnan. His responses to detractors were the picture of politeness and humility.
The most ridiculous of the lousy comments (but not the ugliest) was that the story of “another whiz kid” was not “newsworthy.” But Reddit users themselves briefly upvoted the article to the second page of the website.
A couple of classmates jumped to his defense on the site. One said, “He’s honestly probably one of the smartest people I’ve ever met and that’s at a top 50ish high school in the nation.” Another said, “I freaking love Mukund. Crazy kid who is super social but also a hard working genius!”
Maybe the fact that Venkatakrishnan is really easy to talk to has benefitted his process.
A U of L professor helped him get published in a medical journal. He went to the American Society for Artificial Internal Organs conference in Chicago and learned from doctors and researchers.
This summer he will be spending a few weeks in India with his family. There he’ll give the device to his hearing-impaired grandfather.
Then he will fly back to the U.S. to spend six weeks at MIT at the Research Science Institute. This prestigious program is open to only 81 high school juniors worldwide. He’ll live in the dorms and spend around seven hours a day working on projects, hearing lectures and learning from mentors — last year there were a few Nobel Prize winners.
MIT is his first-choice college, but he’ll travel to California to look at some other schools this summer with his father. But as with most college-bound students, everything really hinges on scholarships.
Venkatakrishnan insists what he has done doesn’t require a high intelligence. He said it just requires passion. “Every time something clicks, it’s the best feeling,” he said, comparing that feeling to a runner’s high.
Venkatakrishnan knows that feeling. He’s also a long-distance runner who has done several half-marathons. In addition, he’s played the violin for 12 years.
Looking ahead, he intends to pair a science degree with studies in business, as he also is interested in entrepreneurship and startups.

MIB tells broadcasters to pay heed to hearing impaired & visually challenged viewers
13.04.2016, NEW DELHI: All television channels have been requested by the government to assign greater emphasis to programmes for disabled persons and to include the facility of providing captions in their programmes for the hearing disabled and audio support for programs for the visually disabled.
In a notice put up on its website late in the evening, the Information and Broadcasting Ministry also requested the Indian Broadcasting Foundation (lBF), the News Broadcasters Association (NBA),the Association of Regional Television Broadcasters of India (ARTBI), and the Advertising Standards Council of India (ASCI) to take steps in this direction.
The notice, which was put up under directions of joint secretary (Broadcasting) R Jaya, said the request was being made as immense public interest is involved.
The notice follows a meeting held between I and B secretary Sunil Arora and the secretary in the department of Empowerment of Persons with Disability (DoEPwD) to discuss advocacy and dissemination requirements for 'Accessible India Campaign' and other related issues .

The note also said that the electronic media has played a crucial role in ensuring inclusiveness of all cilizens of the country in sharing information and entertainment.
The concerned bodies and channels have asked to give details of the achievements of such actions taken to the ministry.
In a notice put up on its website late in the evening, the Information and Broadcasting Ministry also requested the Indian Broadcasting Foundation (lBF), the News Broadcasters Association (NBA),the Association of Regional Television Broadcasters of India (ARTBI), and the Advertising Standards Council of India (ASCI) to take steps in this direction.
The notice, which was put up under directions of joint secretary (Broadcasting) R Jaya, said the request was being made as immense public interest is involved.
The notice follows a meeting held between I and B secretary Sunil Arora and the secretary in the department of Empowerment of Persons with Disability (DoEPwD) to discuss advocacy and dissemination requirements for 'Accessible India Campaign' and other related issues .

ரூ.4,000-க்கு காது கேளாதோருக்கான கருவி: அமெரிக்க வாழ் இந்திய சிறுவன் சாதனை
14.04.2016, அமெரிக்காவில் வசிக்கும் 16 வயது இந்திய சிறுவன் குறைந்த விலையில் காது கேளாதோருக்கான கருவியை தயாரித்து சாதனை படைத்துள்ளான். அதன் விலை சுமார் ரூ.4,000 ஆகும்.
இந்தியாவின் கர்நாடக மாநிலத்தை பூர்வீகமாகக் கொண்ட முகுந்த் வெங்கடகிருஷ்ணன் அமெரிக்காவின் கென்டுகி மாகாணத்தின் லூசிவில்லி சிட்டியில் பெற்றோருடன் வசித்து வருகிறார். டுபான்ட் மேனுவல் உயர்நிலைப் பள்ளியில் பயின்று வரும் இவர், கடந்த 2 ஆண்டுகளாக முயற்சி செய்து இந்த கருவியை உருவாக்கி உள்ளார்.
பல்வேறு சோதனைகளுக்கு உட்படுத்தப்பட்டு தயாரிக்கப் பட்டுள்ள இந்தக் கருவியை விலை குறைவான ஹெட்போன்களிலும் பயன்படுத்த முடியும்.
இதுகுறித்து முகுந்த் கூறும் போது, “காது கேளாதோருக்கான கருவியின் விலை சுமார் ரூ.99,750 ஆக இருக்கிறது. ஆனால் நான் தயாரித்துள்ள கருவியை ரூ.4,000-க்கு தயாரிக்க முடியும். இதில் காது கேளாதோரின் தேவைக்கேற்ப ஒலியின் அளவை கூட்டி, குறைத்துக் கொள்ளலாம்” என்றார்.
2 ஆண்டுகளுக்கு முன்பு தனது தாத்தா, பாட்டி வசிக்கும் பெங்களூருவுக்கு முகுந்த் சென்றுள்ளார். அப்போது தனது தாத்தாவுக்கு காது கேளாத பிரச்சினை காரணமாக மருத்து வரை அணுகி கருவியை பொருத்தி உள்ளனர்.
இதற்காக சுமார் ரூ.1.5 லட்சம் செலவிட்டுள்ளனர். இதன் காரணமாகவே குறைந்த விலை யில் இந்தக் கருவியை தயாரிக்க வேண்டும் என்ற எண்ணம் முகுந்துக்கு வந்துள்ளது.
வரும் கோடை விடுமுறையில் பெங்களூருவுக்கு செல்ல இருப்ப தாகவும், தனது தாத்தாவுக்கு தான் கண்டுபிடித்த கருவியை வழங்க இருப்பதாகவும் முகுந்த் தெரிவித்துள்ளார்.
