Shimla: Five members of a Nepali family in Himachal Pradesh's Gawaldi village were washed away in a cloudburst early on Friday. A 12-year-old deaf and mute boy from the household, however, miraculously escaped the calamity.

The five family members died when their 'kachha' house was washed away in the cloudburst that occurred at a hilltop in Bandrali village, Naren Panchayat's president Naresh Chauhan said.

"The bodies of all five deceased have been recovered with the help of the local people and one 12-year-old physically challenged boy survived," Shimla deputy Commissioner, Rohan Chand Thakur said.

The deceased include a man, Lachhi Ram, his wife, and their three children.

Despite heavy rains and darkness, locals helped recover the bodies from the debris, Chauhan said.

The cloudburst damaged roads leading to Gawaldi village under Naren Panchayat in Rampur area, about 150 km away from Shimla. Apple orchards of some farmers were also washed away or damaged.

The SDM Nishant Thakur and the DSP rushed to the spot. The bodies of the victims have been sent for post-mortem.

Jayalalithaa announces deafness detection programme

31.08.2016, CHENNAI: In a bid to prevent children from losing their sense of hearing, the Tamil Nadu government on Tuesday announced that it will launch an early deafness detection programme in Chennai and Sivaganga districts.

Jayalalithaa said that deafness could be prevented if detected early in children.

Chennai and Sivaganga were chosen as these places had most number of deaf children. "A special testing programme will be launched in 11 government maternity centres in Chennai and in the district, block hospitals as well as in primary health centres in Sivaganga at a cost of Rs 3.30 crore," she said.

Jayalalithaa also announced that 5,000 blind persons would benefit when the government provides them with new glowing, foldable walking sticks.

"These modern walking sticks will help the blind person detect obstacles at a longer distance than the old sticks. This will be implemented at a cost of Rs 1.58 crore," she said.

To improve the communication abilities of children suffering with motor disabilities, a training programme using iPad and an app called "Aavaaz" would be started. The programme would teach these children to communicate using pictures.

NISH set to launch course in sign language

25.08.2016, Thiruvananthapuram: Sign language, a relatively unexplored domain, will now have an exclusive course in the city. National Institute of Speech and Hearing (NISH) in Akkulam here is all set to launch a diploma course in sign language from October 1.

The course is aimed at training students in the core elements of Indian sign language (ISL). There are three levels in ISL, level A, level B and level C. Level C is the highest level. The students will be trained in all the three levels in a course spanning one year. Students who have completed graduation can apply for the course.

"The course is meant to revamp deaf education in the state. Students who are deaf and mute are not being trained effectively even with regard to basic aspects of education, which will affect them later when they pursue higher education. It happens because properly trained language experts are not employed in educating deaf children. We want to create a pool of individuals trained in sign language who could impart their language to kids in schools," said Samuel Mathew, executive director, NISH.

The institute had a hard time filling the posts of sign language expert and sign language interpreter for the course. Applications were invited so many times before two candidates could be finalized for conducting the course. The institute has recruited two sign language experts, one from Kerala and another person from Uttar Pradesh and a sign language interpreter for the course.

"There is a dearth of sign language experts in the state. We had to wait a long time before we could find the right persons," said Mathew.

The first batch will have 20 students. NISH is already holding short-term courses for public in sign language. There have been requests from parents of deaf kids to learn sign language and the institute deputes its staff to conduct short-term courses. The short-term programme has already entered the fourth batch and one of the batches was from Technopark.

A video has emerged purportedly showing the beginning of a chase that resulted with a Highway Patrol trooper fatally shooting a deaf driver two weeks ago.

The motorist, Daniel Harris, 29, of Charlotte, was shot during a traffic stop on Aug. 18. The shooting occurred amid a national debate over the use of deadly force by police.

The cell phone video, posted on ABC affiliate WSOC-TV, showed what appeared to be a trooper standing near his squad car, facing a blue car stopped on the exit ramp. The car drives away and the trooper runs around his squad car, hops in the driver’s side and begins his pursuit, the video showed.

Two other men are seen in the video, but their involvement in the incident is unclear. The station said that it obtained the video from a motorist who was near the scene and that it had showed it to authorities who are investigating the incident.

The State Highway Patrol said in a statement that a trooper tried to pull over a motorist on Interstate 485 for speeding. The driver fled and after a brief pursuit pulled over and got out of his car.

There was an “encounter” with the officer where a shot was fired, the statement said. The driver died at the scene.

The State Bureau of Investigation has identified the driver in a statement as Harris and the officer as Trooper Jermaine Saunders.

Saunders has been placed on administrative leave, which is standard procedure. The incident was being reviewed by the district attorney, the Highway Patrol and the State Bureau of Investigation.

“The police need to become aware of how to communicate with deaf people, what that might look like and how to avoid situations like this from ever happening again,” Harris’ brother Sam, who also is deaf, told WSOC through a sign-language interpreter.

24.08.2016, The North Carolina Highway Patrol is urging people to not jump to conclusions as state agents investigate how a deaf driver with a history of minor offenses ended up dead after leading a trooper on a 10-mile chase. The family of Daniel Kevin Harris said he was unarmed and suggested the sequence of events last week was a tragic misunderstanding, the type the state’s training manual warns troopers to avoid when dealing with the hearing impaired.

The investigation into the shooting is ongoing, Secretary Frank Perry of the state Department of Public Safety said in a news release. “Let us all refrain from making assumptions or drawing conclusions prior to the internal and independent reviews” by the patrol, the State Bureau of Investigation and the district attorney, said Perry, whose agency oversees the Highway Patrol.

Authorities haven’t said why Trooper Jermaine Saunders fired, and a review of public records shows a few traffic charges against Harris from other states, including damaging his employer’s vehicle with his own car after he was fired last year, according to a Denver police report.

Last Thursday’s incident started when Harris did not pull over as Saunders turned on his blue lights on Interstate 485 near Charlotte about 6:15 pm and ended after Harris drove down several miles of surface streets to his home.

North Carolina’s Basic Law Enforcement Training manual has a section that deals with interacting with deaf drivers. “Keep your eyes on the person’s hands,” it reads. “Deaf people have been stopped by an officer and then shot and killed because the deaf person made a quick move for a pen and pad in his or her coat pocket or glove compartment. These unfortunate incidents can be prevented by mutual awareness which overcomes the lack of communication.”

The victim’s family said Harris likely didn’t understand the officer’s command. Harris’ family said they want to make sure the incident is investigated thoroughly and also want the state to make changes so officers will immediately know they are dealing with a hearing-impaired driver.

Authorities have released little information about the investigation, including any possible body camera or dashboard camera footage or whether a gun was found near Harris. Saunders has been placed on administrative leave. A spokeswoman for the SBI didn’t respond Tuesday to questions, including whether authorities have interviewed Saunders yet.

Harris’ family is raising money for his funeral and will put any extra money toward educating police officers on interacting with hard-of-hearing people and calling for a computerized system to alert officers they are dealing with a deaf driver, according to the family’s posting on YouCaring.com.

“You don’t see deafness the way that you see the difference in race. We need to change the system,” Harris’ brother Sam said to reporters using sign language and an interpreter after the Monday night vigil.

Sam Harris is deaf, and so are his brother’s parents and other family members. They signed with each other. Sam Harris didn’t want to talk on Tuesday but wrote a note leaving an email address for an interpreter, who said no interviews could be conducted that day.

A review shows Harris had been charged with traffic offenses and other misdemeanors in three states. In 2015, Denver police were called to Shafer Commercial Seating after Harris was fired. Officials at the chair and tabletop manufacturer said Harris “got very mad and stormed out” after being fired, hitting an employer’s vehicle with his own car causing light damage, according to a police report.

A warrant was issued, but never served, but it wasn’t clear why. No one answer the phone at Shafer Commercial Seating after hours Tuesday.

Also in Denver, Harris had traffic stops in 2015 and 2008. The five misdemeanor charges filed in 2008 included obstructing a peace officer; all those charges were dropped. It’s unclear what happened with the 2015 charge.

He was arrested twice in Florida in 2010, once for petit theft and once for speeding. A charge of resisting an officer was dropped. That year he pleaded no-contest to petit theft and guilty to speeding.

And in December of that same year, he pleaded guilty to interfering with or resisting police in Watertown, Connecticut.

The National Association of the Deaf works with law enforcement agencies to improve existing training manuals but doesn’t have one of its own, CEO Howard Rosenblum said in an email.

The NAD supports intensive training for law enforcement officers on dealing with people who are deaf or hard-of-hearing and says some officers should be trained to communicate in American Sign Language.

Harris was white, and authorities haven’t revealed Saunders’ race.

Parul gets sponsor for her campaign in Slovenia

Thanking Usha Ananthasubramanian, Managing Director and Chief Executive Officer, Punjab National Bank, India, for sponsoring her campaign, Paruls' father Avinash Gupta said it was due to the cooperation from the bank that his daughter would be able to compete in the championship.

Gupta, an employee of the Punjab State Power Corporation Limited, along with his wife Madhu, a teacher at Yadavindra Public School, Patiala, exhausted all his savings on training Parul and sponsoring her to various competitions in the past.

However, finding it difficult to fund her future training and travel in the absence of sponsors, the parents had approached the Punjab Government and other institutions to sponsor her but to no avail.

Several speech and hearing impaired children in Kaliabor in Nagaon, Assam performed the National Anthem on Monday in sign language at an event commemorating Independence Day. The kids also participated in an art competition on Sunday under the same ceremonial programme.

The whole initiative was undertaken by the Sub Divisional Administration of Kaliabor as en effort to assimilate the kids into society’s mainstream.

The Ingraham Asha School for girls held self-defence classes for 70 girls with hearing and speech impairment from August 19 to 24. They were taught Mahima Choudhary, a16-year-old from California, USA, who holds a brown belt (second level) in Taekwondo.

The school, located on GT Road near Ghaziabad Railway Junction, has over 250 students, including those with physical and mental disabilities. The classes were held for girls between the ages of 13 and 19 years.

“The self-defence class was organised only for the hearing and speech impaired girls as others were not able to perform the actions being taught due to their disability,” said Darshan R Budden, school principal.

“Over the past few years, many girls have complained to us that some men stand outside the school or their house and try to grope them and make vulgar gestures. Last year, one of our students had also complained to the police when a man had grabbed her while she was returning home. It was only when she bit him on his hand that he had let go,” said Lalita Masih, special educator at the school.

The trainer, Choudhary, said, “My parents put me in Taekwondo classes when I was 11 and since then, I have religiously practised and followed my instructor’s teachings. My mother is closely associated with the school for the past many years and hence I decided to come to India and make a difference in these girls’ lives.”

Choudhury said she picked some of the best girls of the lot who quickly grasped the moves and held extra classes to enable them to train other girls.

“Even though these girls are hearing and speech impaired, their ability to learn the moves is laudable. Apart from Taekwondo moves, I taught them that in dangerous situations, the first instinct should be to run to a crowded place. I also taught them how their dupattas or hair clips can act as weapons in such situations,” she said.

Her mother, Jyoti Choudhary, also distributed whistles to the girls to keep with them at all times to attract attention in times of distress.

“This was the first time that we had such a class in the school. Since some girls have been trained to provide training to others, we will continue to let them practice all the moves everyday and also hold more such classes in future,” said Prakash Jethro, director, Asha Ingraham School.

The exhibition will be inaugurated today with the rendering of the National Anthem in India Sign Language by the students of DEEDS. The journey of DEEDS started 16 years ago with the building of a Special School for Deaf – Bajaj Institute of Learning (BIL) at Dehradun.

The Special School for Deaf is one of India’s premier institutes in the country, offering free education and vocational training to the Deaf from pre-primary to Standard XII free of cost. And now with the building of a 100 bed hostel, BIL can now offer residential facilities to hearing impaired students pan India.

DEEDS has strived to make it a better world for the hearing impaired by educating them, giving them training and empowering them with appropriate job placements.

In Mumbai, DEEDS started with the setting up of Basic English Literacy Courses for Deaf youth and for students in special schools for Deaf. The DEEDS Tailoring Institute is a one of its kind in Mumbai which offers training in tailoring to women with hearing impairment.

Till date, DEEDS has benefited 13500 hearing impaired youth to live a better quality of life and given suitable job placements to over 1300 such youths.

Convicted for attempt to rape, 3 men denied bail

24.08.2016, Madurai: The Madurai bench of the Madras high court on Tuesday refused to give bail to three convicts. They had sought bail till the appellate court decided their appeals filed against their conviction.
The additional sessions court in Tirunelveli on March 15, 2016 found Saravanamuthu, Selvam and Lakshmana Kumar guilty and sentenced them to eight years imprisonment and ordered each to pay 1.01 lakh fine for using criminal force on a deaf and dumb woman with intent to disrobe her and for wrongfully confining her. They were also accused of attempt to rape and charged under the SC/ST (Prevention of Atrocities) Act. Aggrieved over it, they preferred appeals against the convictions and filed bail petitions.

Justice P Devadass heard the petitions and dismissed them.

The judge said, "It is an offence committed against a woman who is the real victim. In such a case, the approach of the court should be different. The victim shall be treated as injured witness. Even without corroboration, her evidence can be acted upon."

The judge said, "The victim gave her evidence in sign language, which has been recorded with the assistance of a teacher of the Good Shepherd School for the Deaf, Tuticorin. In such circumstances, recording of her evidence cannot be faulted nor because of her physical disability her evidence could be eschewed." Thus it is not a fit case for grant of appeal bail, he said.

Videos helped her take no-abortion decision

24.08.2016, AHMEDABAD: After twice giving her consent for abortion, the speech and hearing impaired rape survivor of Paldi Vikas Gruh, changed her decision after watching two videos in the chamber of the HC judge who presided over her case.

The 32-year-old inmate of Paldi Vikas Gruh, who is called 'X' because she is not able to convey what was her name, had earlier given her consent to terminate her pregnancy when the shelter home authority had moved the HC seeking permission for abortion. First, she had consented before filing of the petition, and later when the HC asked her again.

On both the occasions, experts from the school for the deaf and mute tried communicated with her and interpreted her wishes. But when the medical reports suggested that there was no complication if the rape survivor is allowed to carry her pregnancy, Justice Sonia Gokani called her to ascertain her willingness "in camera" in presence of her two teachers and two doctors.

"She was also shown videos of both, having a child as well as of an abortion, to facilitate the entire process (of ascertaining her wish). It was reiteratively asked to the lady and she had shown her willingness to continue the pregnancy," the court order reads. Later, the HC turned down shelter home's plea seeking permission for abortion.

The HC has directed VS Hospital for her periodical examination and to render medical assistance to her, which includes psychopathological treatment. This assistance will continue post-delivery for a reasonable time period.

The state government was asked to pay compensation to the woman under the Gujarat Victim Compensation Scheme. The Women and Child Development Department has been asked to complete all formalities without insisting on her to undertake any task as she is differently abled. The government has also been directed to immediate release grants sanctioned to the shelter home.

The HC has directed the institution to put the premise on CCTV surveillance and to raise the height of the compound wall.

Deaf driver shot dead by US police during traffic stop

23.08.2016, MIAMI: Authorities in the southern US state of North Carolina said on Monday they are investigating the death of a deaf man who was fatally shot after a trooper tried to pull him over for speeding.

Daniel Harris, 29, who used sign language to communicate, led trooper Jermaine Saunders on an eight-mile (13-kilometer) chase on Thursday that started on an interstate highway and ended outside his home in Charlotte, local television station WSOC reported.

The driver exited his vehicle in the neighborhood and an "encounter took place" that led to a shot being fired, North Carolina State Highway Patrol spokesman Sergeant Michael Baker said in a statement.

The driver died at the scene, Baker said. No weapon was recovered from Harris, the State Bureau of Investigation told WSOC.

Saunders has been placed on administrative leave while investigators review evidence, including dashboard and body camera videos.

A neighbor called the shooting "totally unacceptable."

"He didn't even hear the siren, he didn't hear anything... You're pulling someone over who is deaf, they are handicapped," Mark Barringer told WSOC.

Harris's family has launched an online fundraiser to pay for funeral expenses.

Leftover money "will be used to set up a foundation in his name to educate and provide law enforcement proper training on how to confront Deaf people," the family's YouCaring.com fundraising page said.

They hoped to change drivers' registration systems so that a "deaf" alert will show up when police look up a car's license plate.

"With this change, Daniel will be a hero in our deaf community," the family said.

More than $10,000 had been raised by late Monday.

'Suicide victim was close to deaf-mute daughter'

20.08.2016,AHMEDABAD: The Vaghela family which lives at Ganesh Sheri, Someshwarnagar in Vasna, was devastated on Wednesday when it learnt that the family patriarch Bhikhabhai, 53, had committed. The family was under the impression that Bhikhabhai had gone out for some work that morning. However, at 12:15 pm on Wednesday, his body was fished out of Sabarmati by the Ahmedabad Fire and Emergency Services (AFES).

Riverfront (W) police have registered a case of accidental death suspected to be suicide. But family members say they never saw it coming.

Riverfront (W) police said one possible reason why Bhikhabhai may have committed suicide is that he was worried about the future of his two unmarried daughters, one of whom has a speech and hearing impairment. There was, however, no suicide note as Bhikhabhai was illiterate, the police said.

Vaghela's son, Ishwar, said they were natives of Ognaj and had settled in Ahmedabad over two decades ago when his father and mother Revaben got jobs as sanitary workers in the AMC. "We are four siblings with three sisters - Bhavna, Aruna and Dharmistha. While Bhavna is married, a search for suitable grooms for the two others is still on," Ishwar said.He further said that he could not think of any possible reason why his father had committed suicide. "His job was fine and there were no apparent problems. He was a bit worried about my sisters and was actively looking for suitable matches. Due to Aruna's impairment, she was close to his heart," Ishwar said.

இந்த போராட்டம் குறித்து டிசம்பர் 3 இயக்கத்தின் மாநிலத் தலைவர் தீபக் கூறும்போது, ''கடந்த ஆறு மாதமாக மாற்றுத் திறனாளிகள், தங்களுக்கான உதவிகளைக் கேட்டு, ஆறுமுறை போராட்டங்கள் நடத்தி மனு அளித்திருக்கிறார்கள். கடந்த சட்டமன்றத் தேர்தலுக்கு முன், 110 விதியின் கீழ் அறிவிக்கப்பட்ட கடைசி அறிவிப்பு, ' 40% ஊனம் இருப்பவர்களுக்கு விதிகள் அனைத்தையும் தளர்த்தி உதவித் தொகை வழங்க வேண்டும்' என்பதுதான். இந்த அறிவிப்பு வெளியான அடுத்த இரண்டே நாட்களில் அரசு உத்தரவையும் கொண்டு வந்துவிட்டார்கள். பிப்ரவரி 22-ம் தேதி போடப்பட்ட அரசாணைப்படி எங்களுக்கு உதவித் தொகை வழங்க வேண்டும் என்று அதே மாதம் 29-ம் தேதியன்று 37 பேர், உரிய ஆவணங்களோடு விண்ணப்பித்து இருக்கிறார்கள். அதேபோல 265 மாற்றுத் திறனாளிகளும் ஆறுமுறை விண்ணப்ப படிவத்தையும் மனுவையும் அளித்திருக்கிறார்கள்.

இந்நிலையில் மாற்றுத் திறனாளிகளின் போராட்டம் குறித்து தகவல் அறிந்ததும், டி.எஸ்.பி. சுருளிராஜா, வட்டாட்சியர் வெற்றிவேல், கோட்டாட்சியர் ஜீனத்பானு உள்ளிட்ட அதிகாரிகள் தொடர்ச்சியாக நேரில் வந்து பேச்சுவார்தை நடத்தியும், 'கலெக்டர் வரும் வரை எங்கள் போராட்டத்தை கைவிட மாட்டோம் 'என மாற்றுத்திறனாளிகள் பிடிவாதமாக அங்கேயே தர்ணாவில் ஈடுபட்டதால், நேற்று நள்ளிரவு அவர்கள் அனைவரும் கைது செய்யப்பட்டு, தனியார் திருமண மண்டபத்தில் தங்க வைக்கப்பட்டிருக்கின்றனர்.

இது குறித்து மாவட்ட ஆட்சியர் லட்சுமியிடம் கேட்டபோது, ''அப்படியெல்லாம் ஒன்றுமே இல்லை. கடந்த 4 நாட்களுக்கு முன்தான் 200 பேருக்கு மேல் விண்ணப்பம் கொடுத்துவிட்டு, உடனே கொடுக்கும்படி கேட்டார்கள். உடனே எப்படி கொடுக்க முடியும். ஆனாலும் நான், அதிகாரிகளை விரட்டி 189 பேருக்கு விண்ணப்பங்கள் தயார் செய்து வைத்துள்ளோம்,.

ஆனால் அவர்கள் அதை ஏற்காமல், தவறான குற்றச்சாட்டை முன்வைத்து, தேவையில்லாமல் போராட்டம் நடத்தி வருகின்றனர். மாற்றுத்திறனாளிகளின் வேதனையும், வலியும் எங்களுக்கும் தெரியும். அவர்களின் குற்றச்சாட்டில் எந்தவித ஆதாரமும் இல்லை. தற்போது, தயார் நிலையில் உள்ள 189 பேரின் விண்ணப்பங்களை அவர்களின் வீட்டிற்கே சென்று கொடுக்க ஏற்பாடு செய்தாகிவிட்டது" என்றார்.

மாற்றுதிறனாளிகளுக்கு ஊனத்தின் தன்மையை பொறுத்து மாதந்தோறும் உதவித்தொகை வழங்கப்பட்டு வருகின்றது. 40 சதவீத ஊனம் இருந்தாலே உதவித்தொகை வழங்க வேண்டும் என்று மாற்றுதிறனாளிகள் பல ஆண்டுகளாக அரசுக்கு கோரிக்கை விடுத்ததோடு போராட்டங்களிலும் ஈடுபட்டு வந்தனர். இதையடுத்து கடந்த 6 மாதங்களுக்கு முன்பு தமிழக சட்டசபையில் 110 விதியின் கீழ் முதலமைச்சர் ஜெயலலிதா 40 சதவீத ஊனம் இருந்தால் இனி உதவி தொகை வழங்கப்படும் என்று அறிவித்திருந்தார்.

At least 146 under privileged children, under five years of age, with speech and hearing disability will get financial aid for cochlear implant surgeries from Kanpur based Artificial Limbs and Manufacturing Corporation (ALIMCO).

ALIMCO chairman cum managing director (CMD) DR Sareen told PTI today that it had raised Rs 10 crore from public sector units (PSU) under corporate social responsibility (CSR) to fund these surgeries.

He said the surgery will allow deaf children to hear through an electronic device implanted in the ear.

"Each surgery will cost around Rs 6 lakhs and will be conducted at Mumbai based Ali Yavar Jung National Institute for the Hearing Handicapped (AYJNIH)," he said. Sareen urged private companies to also donate for the cause under their CSR activities.

ALIMCO, an undertaking of the Union Ministry of Social Justice and Empowerment, started the initiative last year and till date 492 children have undergone the surgery, the CMD said.

The corporation has also undertaken awareness programmes in Kanpur and areas around the city.

Around seven years ago, my world started changing, when I got access to smartphones and later to WhatsApp.

I am deaf and mute. My wife, too. We were born that way. For people like us, communication means much more than talking to people. We don’t talk, actually. They say we make unintelligible noises. Maybe, something like those unpleasant booms I hear while using a hearing aid. For most of my life, the sign language and lip-reading techniques I picked up in deaf school helped me convey what’s on my mind and understand others. Sometimes, when I wanted to direct someone to a location or communicate a design, I drew them out on a piece of paper and my lessons at the drawing school came in handy. At school, where I teach art to students from classes V to IX, the blackboard remains my trusted aid.

But for years, the world outside was beyond my reach. I had to take the help of others to convey my wish to marry my schoolmate, my life partner for 32 years now, to her parents. Thankfully, communication between us was never a problem because we were both on the same boat.

Around seven years ago, my world started changing, when I got access to smartphones and later to WhatsApp. Today, I don’t actually have to stand in front of anyone to convey my thoughts. More than anything, my wife and I no longer need to hunt for translators. It was a role that our daughter, who was born 25 years ago with the ability to hear and speak, has often had to perform. But even for her, it took some time before she started understanding us and our gestures. In fact, over the last four years, when she pursued an MBBS course in Tamil Nadu, we used to chat with her on WhatsApp and Skype every day.

These new apps have now become so crucial to our daily lives. We don’t have to wait any more for newspapers and TV updates to know what’s happening around us. I use my phone for shopping, too. Recently, my wife found one of her close friends in school, who is in the US now, on Facebook. Nowadays, Skype sessions with her family have become a fixture on Sundays. Then again, when a painting exhibition of mine was organised in Thiruvananthapuram, a friend in Delhi saw a news report about it online and contacted me on WhatsApp. I hadn’t seen him for years. But now, we are connected.

TNPSC recruitment 2016: Apply for 5,451 posts

TNPSC recruitment 2016: The Tamil Nadu Public Service Commission (TNPSC) has released a notification for the recruitment of 5,451 posts in various categories under TNPSC Group 4 services for direct recruitment. The last date to apply is on or before September 8, 2016 through tnpscexams.in. The examination is scheduled to be held on November 6, 2016.

The candidates will be selected on the basis of interview/ exam conducted by the organisation.

Educational qualification:
Junior assistant (non-security), bill collector (security), Field surveyor, draftsman: The candidate must have a minimum general educational qualification which is SSLC pass out or its equivalent with eligibility for admission to Higher Secondary Courses of Studies or to College Courses of studies.

Typist and steno-typist: The candidate must have a minimum general educational qualification which is SSLC pass out or its equivalent with eligibility for admission to Higher Secondary Courses of Studies or to College Courses of studies.

The candidate must have passed the government technical examination in typewriting.

Exam pattern: The examination duration will be of three hours in which objective type questions will be asked. The maximum qualifying marks is 300 while the minimum is 90 marks.

There will be two sets of question papers and a candidate can choose either of them. The paper 1 will contain three subjects which includes general studies (75 questions), aptitude test (25 questions) and general Tamil (100 questions).

The paper 2 will contain three subjects which includes general studies (75 questions), aptitude test (25 questions) and general English (100 questions).

Draft policy to recruit teachers for special kids

11.08.2016, Ranchi: The women, child development and social security department, in consultation with the state disability commission, has drafted a policy for the recruitment of permanent special educators for providing quality education to children with learning disabilities.

The draft policy will soon be submitted to the state cabinet for approval.

"We need to fill up vacant positions immediately," said M S Bhatia, the department's principal secretary.

There are currently only three state government-run special schools for differently-abled children, including a blind school and a deaf and mute school in Ranchi and one school in Dumka. Each school has a total strength of 30 students.

Disability commissioner Satish Chandra said, "There are seven teachers' and principal posts vacant in these schools. The draft makes a provision for a feasible teacher-student ratio (10:1) in the schools."

The draft also stipulates minimum education qualification requirements for special educators.

Teachers should have a Bachelor of Education (B.Ed) or Bachelor of Arts (BA) degree from the Rehabilitation Council of India. All teachers will be recruited through an examination organized by the Jharkhand Staff Selection Commission.

The draft also makes a provision for the promotion of special teachers.

"We plan to provide computer training to the children," said Chandra.

This apart, six new schools for differently-abled children are currently being constructed, one each in Hazaribag, Giridih, Chaibasa, Deoghar, Simdega and Gumla. Each school will be able to accommodate 30 students.
