Eight-month-old boy gets cochlear implants in both ears in Delhi

An eight-month-old baby, born with hearing loss in both ears, got a cochlear implant in a private Delhi hospital. Diagnosed at birth with severe hearing loss in both his ears, the baby, a resident of Punjabi Bagh, was brought to Indraprastha Apollo Hospital. If not treated early enough, children born with hearing loss will not develop normal speech and language skills.

The baby was initially fitted with hearing aids to ascertain the level of benefit, as per international protocol. The team eventually confirmed that the child would not get a normal hearing with hearing aids, and the family was counselled for cochlear implants. Even though his young age of eight months presented a huge challenge, the doctors, with the consent of the parents, decided to go ahead with the surgery.

“When dealing with hearing loss in children of such a young age, the most important part is to restore the hearing of the child as early as possible. In the child’s case the treatment of choice for good hearing restoration was cochlear implant, and on top of that, it was important to restore hearing in both his ears (bilateral simultaneous cochlear implant), which means that implantation was done in both ears at the same time,” said Dr Ameet Kishore, senior consultant, ENT, and cochlear implant surgeon at the hospital.

“It requires extensive surgical expertise and efficiency to safely handle a small eight months old baby weighing just 10 kg, which is why many people would hesitate to do this surgery on such a little baby,” he added.

Man arrested for raping his minor cousin

28.12.2018 Pune:
A man (27) was arrested on Wednesday from Talawade for raping his 13-year-old speechand hearing-impaired cousin at his home on December 11.

The girl’s mother lodged a complaint with the Chikhali police on Wednesday. The man has been booked under IPC sections 376, 377 and 354 as well as relevant sections of the POCSO Act.

Police said the suspect took the girl from her house ot his and raped her. He also attempted an unnatural offence on her. “He then threatened her with dire consequences and dropped her home,” a police officer said.

The girl’s mother found out about what happened and confronted the suspect. He warned the mother against lodging a complaint. “But the girl’s mother mustered courage and lodged the complaint,” he said.

Rescued hearing impaired youth to be shifted to Karnal centre

Ambala, December 27
The District Child Welfare Committee (CWC) has decided to shift a hearing and speech impaired youth to a welfare centre for persons with hearing and speech impairment as even after a month of being rescued from a mercy home, there is no information about his parents.

Amrit is an adult and is staying at a child care institute in Karnal.

Gurdev Singh, officiating chairperson, CWC, said, “Amrit is currently in Karnal and there is one such centre for persons with hearing and speech impairment there, so we will ask the Karnal CWC to shift him to the centre. If required, the CWC will talk to the welfare society and make arrangements at some other centre.”

The mercy home was raided on November 21 and 25 children were rescued. Another girl was rescued earlier this month. Of the 26 rescued children, 22 have been reunited with their families.

Mohit Aggarwal, member, CWC, said, “The remaining children will be reunited with their families soon. Efforts are being made to trace them.”

As per information, Amrit was first sent to the mercy home in 2015 to provide him temporary shelter by the CWC.

“The Haryana Welfare Society for Persons with Speech and Hearing Impairment has been running centres at Panchkula, Gurugram, Hisar, Sirsa, Karnal, Sonepat, Nagina, and Raipur Rani to provide education and vocational training to children with hearing impairment and facilitate their all-round development. Amrit will be able to learn sign language at the centre,” said Aggarwal.

Ayush N Chandra, deaf artist awarded the National Gaurav Award

Specially-abled Ayush N Chandra was awarded the National Gaurav Award at the Vigyan Bhawan. He is an activist who talks about the inclusion of disabled children into mainstream education and society

Specially-abled Ayush N Chandra was awarded the National Gaurav Award at the Vigyan Bhawan on Sunday, December 23.

Ayush is a Kathak dancer and plays several instruments such as Harmonium, Tabla and Guitar despite the fact that he has never heard a single sound in his life. The National Gaurav Award was organised by the Indian Brave Hearts, DNA and the Nagaland government.

The talented and versatile youth also performed a classical dance at the event.

Ayush was also invited by the UN President to participate in a UN Conference, YOUTH-72. He raised issues about the problems faced by deaf individuals and suggested ideas about having an inclusive setting for students with disabilities in education and society.

Ayush is the second such Divyang to have certificates in Yoga from the Morarji Desai National Institute of Yoga (MDNIY).

He teaches Dance, Yoga and Art to children free of cost while also raising awareness in the society about inclusion for other disabled children.

He has been granted admission into Baruch College, New York and is all set to join from January 2019.

India’s deaf community – 2018’s big stories

Many major news developments relating to the deaf community emerged in 2018. So many that it was hard for the Newz Hook team to choose from. Here is our take of what makes it to the Top 5 list

• Indian Sign Language came in for some major attention, starting off with the Election Commission of India (ECI). Ahead of Assembly elections in some states, a training session in ISL was held for election officials in New Delhi. This was in partnership with the Indian Sign Language Research and Training Centre (ISLRTC).
• The move was much welcomed by disability experts because as Rati Misra, Advisor, National Centre for Promotion of Employment for Disabled People (NCPEDP) said “People with speech and hearing disabilities are so often left out of the accessibility discourse! Also so many people will have a basic understanding of, and exposure to, sign language as a result of this, and they will realise that there really is no stigma attached to its use".
• And talking of elections, the man of the moment was Sudeep Shukla, the first deaf candidate to contest Assembly elections in India. Shukla’s disability was just one of his hallmarks. He quit a well-paying job at Infosys and moved cities to follow his heart. Shukla also fought the campaign with his own funds and public donations. No wonder, his rallies and slogans were such a hit with the youth.
• Shukla lost the elections but in standing he has raised the flag for deaf leaders in other states. Pradeep More, a deaf leader from Maharashtra, called him an “inspiration”, adding, “This will inspire deaf people to participate in the politics of our country”.
• Early screening is critical to detect and treat hearing loss in a timely fashion, something that health authorities in India are waking up too. The Rajasthan government launched Sohum, a battery-operated, non-invasive device developed by the Union Ministry of Science and Technology. This is now available at primary health centres and will be invaluable when it comes to screening in remote areas where access to advanced health care is limited.
• A significant initiative said Tina Saighal, Founder, Sanket Foundation as the “delay in identification of deafness means delay in language development…and affects social, emotional and cognitive development”.
• The news that GnoSys is being developed for India was welcomed. This is an app that promises to offer affordable and high quality way to translate sign language into text and speech. Even better, it promises to do so in real time. Developed by a Netherlands-based start-up, Evalk, it is currently in talks with the National Deaf Association (NAD) in India to gather sign language data for India.
• And finally, the move towards inclusion in education acquired momentum with the Central Board of Secondary Education (CBSE) announcing that it plans to introduce Indian Sign Language (ISL) as a subject in the school curriculum. A move welcomed by parents and educators.
• ”This new scheme will benefit them a lot. Implementing this will be the biggest change to education system. Communication has always been hard for deaf students”, said Ruma Roka, Founder Noida Deaf Society.

திருப்பூர் மாவட்டம் அவினாசி தாலுகா காளிபாளையம் குருவாயூரப்பன் நகரை சேர்ந்தவர் பிரபு. இவர் திருப்பூரில் உள்ள ஒரு பனியன் நிறுவனத்தில் தையல் தொழிலாளியாக வேலை செய்து வருகிறார். இவர் கேரள மாநிலத்தை சேர்ந்த ரஞ்சிதா என்பவரை திருமணம் செய்து வசித்து வருகிறார். இவர்களுக்கு ஹரி கீர்த்தனா(வயது 2) என்ற பெண் குழந்தை உள்ளது. இந்த குழந்தை பிறவியிலேயே காது கேளாத மற்றும் வாய்பேச முடியாத நிலையில் உள்ளது. குழந்தைக்கு அறுவை சிகிச்சை செய்ய பிரபு முடிவு செய்தார். அதன்படி கேரள மாநிலம் கோழிக்கோட்டில் உள்ள ஒரு மருத்துவக்கல்லூரி மருத்துவமனையில் அறுவை சிகிச்சைக்காக அனுமதிக்கப்பட்டு அந்த குழந்தைக்கு சிகிச்சை மேற்கொள்ளப்பட்டது. ஆனால் கேரள மாநிலத்தில் அவர்களுக்கு ரேஷன் கார்டு இல்லாத காரணத்தால் அறுவை சிகிச்சை செய்ய முடியாது என்று டாக்டர்கள் மறுத்து விட்டனர்.

இதைத்தொடர்ந்து பிரபு, தனக்கு ரேஷன் கார்டு கேட்டு அவினாசி வட்ட வழங்கல் அதிகாரி ராகவியிடம் விண்ணப்பித்தார். அதன்பின்னர் கடந்த 17-ந் தேதி கலெக்டர் அலுவலகத்தில் நடந்த பொதுமக்கள் குறைதீர்க்கும் நாள் கூட்டத்துக்கு பிரபு-ரஞ்சிதா ஆகியோர் தனது குழந்தையுடன் வந்து கலெக்டரை சந்தித்தனர். தங்களின் குழந்தைக்கு அறுவை சிகிச்சை மூலம் குறைகளை நீக்குவதற்கு அரசின் நிதியுதவி கேட்டு விண்ணப்பம் செய்தனர். இதைக்கேட்டறிந்த கலெக்டர், சிறுமி ஹரி கீர்த்தனாவுக்கு ஆதார் எண் பெறப்பட்டு சிறுமியின் பெயரையும் ரேஷன் கார்டில் சேர்த்து வழங்க உத்தரவிட்டார். அதன்படி மாவட்ட வழங்கல் துறை மூலமாக பிரபுக்கு புதிய ஸ்மார்ட் ரேஷன் கார்டு வழங்கப் பட்டது. மேலும் தமிழ்நாடு முதல்-அமைச்சரின் மருத்துவ காப்பீட்டு திட்டத்தின் கீழ் கோவை மாவட்ட மருத்துவக்கல்லூரி மருத்துவமனையில் குழந்தைக்கு அறுவை சிகிச்சை செய்ய ரூ.6½ லட்சம் நிதியுதவி வழங்க கலெக்டர் கே.எஸ்.பழனிசாமி பரிந்துரை செய்தார். இதற்கு பிரபு நன்றி தெரிவித்தார். அறுவை சிகிச்சை மூலம் சிறுமிக்கு காது கேட்பதுடன் வாய் பேசவும் வாய்ப்பாக அமையும் என்று டாக்டர்கள் தெரிவித்துள்ளனர்.

இதில் மாவட்ட வருவாய் அதிகாரி பிரசன்னா ராமசாமி, மாவட்ட வழங்கல் அதிகாரி முருகன், மருத்துவ காப்பீட்டு அதிகாரிகள் கலந்து கொண்டனர்.

Disabled people left in the lurch as Centre winds up Swavlamban health plan

THIRUVANANTHAPURAM: The Union Ministry of Social Justice and Empowerment’s decision to wind up its Swavlamban Health Insurance Scheme has left one lakh persons with disabilities (PwDs) in the lurch in the state.

The decision, in the backdrop of the rollout of the Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), was a bolt from the blue for the PwDs who were included in the scheme by the State Initiative on Disability (SID) under the Kerala State Social Security Mission (KSSM).

“We had enrolled a total of one lakh PwDs belonging to the below poverty line (BPL) category as beneficiaries for the said scheme. But we now get the intimation that the said scheme stands terminated in the backdrop of the AB-PMJAY,” said Manoj Kurian, state project coordinator, SID.

According to him, for the scheme, which was a joint collaboration of Department of Empowerment of PwDs and The New India Assurance Company, the state had already handed over an amount of Rs 3.57 crore.

“The premium for the said scheme was Rs 3,100. On March 2017 itself, we enrolled one lakh PwDs belonging to the BPL category and handed over an amount of Rs 3.57 crore as state’s contribution to the New India Assurance Company. But the Centre didn’t release its contribution and now it says that it is terminating the scheme,” said Manoj.

Earlier, answering a question by Anto Antony MP at the Lok Sabha, Minister of State for Social Justice Krishanpal Gurjar said under the scheme 46,758 families with PwD members were enrolled nation-wide and a number of Rs 15 crore has been released to the New India Assurance Company. But as the newly launched AB-PMJAY also covers PwDs it has been decided to scrap the Swavlamban Health Insurance Scheme.

The minister also added then that though the ministry received several representations demanding to reconsider the decision, it had made up its mind not to revive it. As per the data presented by the minister, the state had an enrolment of 4,721 families with PwD members.

KSSM executive director Mohammad Asheel said that though the state government had tried its best to persuade the ministry to revive the scheme, it remains adamant.

“The scheme might have been beneficial to a large number of PwDs. But in March they informed us that they are going to discontinue it. Since then the state government through representations had raised the demand of reviving the scheme,” said Asheel.

According to him, the ministry’s view that AB-PMJAY will cover the PwDs will not hold water as the guidelines of the said scheme might result in the exclusion of many. He further adds that AB-PMJAY could never become a substitute for the Swavlamban Health Insurance Scheme.

Meanwhile, Social Justice Department sources said that to cater to the needs of PwDs it will explore the possibility of including them in the proposed Karunya Arogya Suraksha Padhathi, that is likely to be rolled out in April 2019.

Swavlamban Health Insurance Scheme was implemented as a pilot scheme under the erstwhile Trust Fund for Empowerment of Persons with Disabilities. The scheme envisaged an annual insurance coverage of Rs 2 lakh for the family of PwDs, covering those with blindness, low vision, leprosy-cured, hearing impairment, locomotor disability, mental retardation, and mental illness.

நேற்று இந்த வழக்கில் நீதிபதி (பொறுப்பு) ஜீவானந்தம் தீர்ப்பு வழங்கினார். மாற்றுத்திறனாளி பெண்ணை பாலியல் பலாத்காரம் செய்த குமாருக்கு 7 ஆண்டு சிறை தண்டனை மற்றும் ரூ. 5 லட்சம் அபராதம் விதித்தும் தீர்ப்பு கூறினார். ஒரு மாதத்திற்குள் அபராதம் கட்ட தவறினால், அவருக்கு சொந்தமான அசையும் மற்றும் அசையா சொத்துக்களை பறிமுதல் செய்யலாம் என்றும் நீதிபதி ஜீவானந்தம் உத்தரவிட்டார்.

DEAF LEADERS FOUNDATION (DLF) started organizing INDIA INTERNATIONAL DEAF FILM FESTIVAL (IIDFF) since 2010. But the 6th edition of IIDFF promises to be bigger & better. Deaf candidate Sudeep Shukla impresses in polls, shows the way to disabled political aspirants

He may have lost the election from the Satna seat in Madhya Pradesh, but Sudeep Shukla, India's first deaf candidate to contest the Assembly elections struck a positive, even triumphant note in his post-results speech.

Of the 31 candidates who contested from this prestigious seat, Shukla ranked seven, which is a good performance given that he has no prior experience in politics or a political background. It's a sign of the future and holds out hope for people with disabilities who have an interest in politics.

I am happy to learn from this new experience. It was my first attempt and I went everywhere in the course of campaigning. I have not lost my deposit. I ranked number seven out of 31 candidates and am happy because it's a good performance. Shukla was up against heavyweights from both the Congress and the BJP, so a win was always unlikely. That did not deter many voters, who usually prefer going with the tried and tested, from backing him. He was especially attractive to the youth, who saw in him a welcome change - an educated, committed, clean candidate. The disability became secondary.

YOUTH FACTOR

College students like Aman Mishra were among those who regularly attended his rallies. "We are tired of the same old faces and the same old speeches. We liked Sudeep's ideas and his approach, the fact that he fought in a clean, simple way".

It is this clean and non-corrupt message that Shukla emphasized in his speech. "I would like to say that the Congress and the BJP won because they have so a lot of money running into crores for their campaigns and it is easier for them to win. This is the first time a deaf person has stood against them so do not be disappointed, we should all be happy too".

Shukla is not the first person with a disability to contest elections in India. Way back in 2004, late disability rights leader Javed Abidi had contested the Lok Sabha elections. Para athlete Suvarna Rajtoo threw her hat in the ring and last year a disabled woman candidate contested elections in Odisha and won.

Politicians like DMKs M Karunanidhi and Ajit Jogi of the Congress, while disabled were not trendsetters. Shukla could be the game changer.

The response to Shukla is a sign of changing perceptions of voters, believes disability rights advocate Nipun Malhotra. "I think Shukla's performance is fantastic and a sign that voters are looking at disabled people as capable and competent. The fact that he ranked seven shows that he has substantial support. It cannot be that only disabled people voted for him".

Malhotra says that it s high time national parties read the signs and set up a disability cell. "There are women cells, SC/ST cells and even minority cells, so why not for people with disabilities?' he asks. "Disabled people are 7-8% pf the population and it is quite shameful that some 70 odd years after Independence, they are still not represented adequately in politics. Some party should seize the moment and set up such a cell. They will have first mover advantage", says Malhotra.

Shukla's performance is a sign that the glass ceiling is breaking. It's just a 

matter of time before disabled people become a political force to reckon with.

New disability law on the cards sans a survey

Jammu and Kashmir government is planning to implement a new disability law without even determining the exact population of persons with disabilities and the problems the marginalsed community faces.

A disability survey needs to be conducted before an effective law could be formulated.

Disability survey is a general survey that provides detailed and nuanced information about how people with and without disabilities conduct their lives and the difficulties they encounter, regardless of any underlying health condition or impairment.

With no figures to establish the number of people living with disability, the government is relying on the 2011 census figures which say that J&K has the highest number of disabled population among all state of India.

Until now, the social welfare department has not conducted any base-line survey to determine the population of persons with disabilities.

“Every day the population of disable people is growing. After the uprising of 2016, the number of disable has jumped, and they must not be even aware of the schemes meant for the disabled people,” said an official at Social Welfare Department.

“So there is a dire need of conducting a survey so that we have the exact figures.”

According to the last census report, around 3.60 Lakh people, nearly three percent of the state’s population, is with some disability, 2.8 Lakh are visually impaired, 0.38 Lakh are physically challenged, 0.17 Lakh have speech disability and 0.13 have hearing impairment.

Recently, the Governor’s administration cleared the Jammu and Kashmir Rights of Persons with Disabilities bill 2018.

The new proposed law, apart from identifying the range of disabilities proposes free education for children with benchmark disabilities as well as measures for effective participation of specially-abled persons in sporting activities.

Javaid Ahmad Tak, Chairperson Humanity Welfare Organization Helpline, who survived a bullet in his spine that made him wheel chair bound, said, “there is no base-line survey done to know the exact figures of the disabled people.”

“On September 26, a meeting was conducted by Governor with former social welfare minister (Sajad Lone) and commissioner disability, and they were asked to get the survey done so that the disabled people would be provided the benefits.”

Tak, who also participated in the meeting said the government afterwards promised to get the survey done from Anganwardi workers within 15 days.

“But no survey was conducted.”

Former Social Welfare Minister, Sajad Lone said the ‘disabled’ people are a forgotten community across the country.

“Some initiatives have been taken in a decade or so to try and bring specially-abled people at par, but there is still a lot of scope for development. As far as the survey is concerned, they should hand it over to Sarpanchs.”

Lone said he doubted if a proper survey would be carried out.

Sundargarh deaf, dumb lad now a known artist

A poor deaf and dumb youth of Sundargarh district is now known as a very good artist, and through his brush he has made a number of heart touching paintings and statues and is now a professional artist.

Asish Kumar Naik (30), a resident of Modern India area under Tangerpalli police station of Sundargarh district, is deaf and dumb since childhood.

Asish’s father Ajay had migrated from his native place at Ambabhaili in Dhenkanal district 40 years ago to search for work. Ajay too was doing painting. Ashis was a different sort of boy in school. Whenever he was getting a piece of paper, he was drawing a picture on the paper. After attending sixth class, due to financial hardship of his parents, he could not study further.

When he sat idle at home, he could recall about his father Ajay’s painting work. Inspired by father’s drawing, Ashis had started drawing a picture on paper. When his father Ajay noticed his art work, he had encouraged Asish to do more and more drawing and painting.

After being encouraged by his father, Asish started doing painting regularly. He has opened a small shop near his residential place whose name is Ajanta Arts, where he is writing number plates for vehicles and also making hoarding and banners to earn his livelihood. He also makes beautiful statues and idols through his art. Even if he is physically challenged, he has become inspiration for others.

“We are proud of our son,” said Ajay and Ashalata Naik, parents of Asish.
