Shaikh had participated in the 2005 Special Olympics World Winter Games in Japan.
A special Olympics Champion, who has won more than 50 other medals, has been running from pillar to post to secure a government job.
Deaf and mute since birth, Anwar Shaikh, a resident of Maharashtra's Latur, has been forced to do odd jobs to make ends meet, due to the government's apathy.
Shaikh has been working in a pan and beedi shop and has now decided to return the medals and awards in protest.
Shaikh, who lives with his wife and two-year-old daughter, said he had won two gold medals in hockey in the 2005 Special Olympics World Winter Games in Japan.
“Whenever I ask for a job, I get shooed away because I can't hear or speak. What to do with the medals? Are they just for show? Medals won't fill my stomach. I have no money," Shaikh's wife translated for him.
