மாற்றுத்திறனாளி அரசு ஊழியர்களுக்கு ஊர்திப்படி வழங்க மாவட்ட அதிகாரிகளுக்கு அதிகாரம் வழங்கி தமிழக அரசு வெளியிட்டுள்ள புதிய அரசாணையில் போதிய தெளிவு இல்லை.

பேசமுடியாது
கோவை மாவட்டத்தைச் சேர்ந்தவர் சண்முகசுந்தரம். இவரது மகன் மீது லஞ்ச ஒழிப்பு சட்டப்பிரிவு உள்பட பல சட்டப்பிரிவுகளின் கீழ் சி.பி.ஐ. போலீசார் வழக்கு தொடர்ந்தனர். இந்த வழக்கு கோவை கோர்ட்டில் விசாரிக்கப்படுகிறது.

இந்த நிலையில் குற்றம் சுமத்தப்பட்டவர் 2006–ம் ஆண்டு பக்கவாதத்தால் பாதிக்கப்பட்டார். இதையடுத்து, அவரை டாக்டர்கள் குழு முன்பு ஆஜர்படுத்தி மருத்துவ சோதனைக்கு உள்ளாகும்படி கோவை கோர்ட்டு உத்தரவிட்டது. அதன்படி அவரது உடல் நிலையை டாக்டர்கள் சோதித்தனர். பின்னர், அவரால் பேசவோ, எழுதவோ, பிறர் உதவியில்லாமல் செயல்படவோ முடியாது என்று டாக்டர்கள் அறிக்கை கொடுத்தனர்.

ரத்து செய்யவேண்டும்
இந்தநிலையில், சென்னை ஐகோர்ட்டில் சண்முகசுந்தரம் மனு ஒன்றை தாக்கல் செய்தார்.

அதில், காது கேளாதோர், வாய்பேச முடியாதோர் நல்ல மனநிலையில் குற்றச்செயல்களில் ஈடுபட்டால், அவர்கள் மீதான குற்ற வழக்கை விசாரித்து, தண்டனை வழங்கலாம் என்று குற்றவியல் விசாரணை முறை சட்டம் 318 கூறுகிறது. இந்த சட்டப்பிரிவு அரசியல் அமைப்பு சட்டத்துக்கு எதிரானது என்று அறிவித்து, அந்த பிரிவை ரத்து செய்யவேண்டும் என்று கூறி இருந்தார்.

தண்டிக்கலாம்
இந்த வழக்கை சென்னை ஐகோர்ட்டு தலைமை நீதிபதி சஞ்சய்கிஷன்கவுல், நீதிபதி புஷ்பா சத்தியநாராயணா ஆகியோர் விசாரித்து வழக்கை தள்ளுபடி செய்து உத்தரவிட்டனர்.

அந்த உத்தரவில், ‘நல்ல மனநிலையில் உள்ள மாற்றுத்திறனாளிகள் குற்றச்செயலில் ஈடுபட்டால், சராசரி மனிதர் குற்றம் செய்தால், எவ்வாறு வழக்குகள் விசாரிக்கப்படுமோ, அதேபோல வழக்கை விசாரித்து குற்றச்சாட்டு நிரூபணமாகும்பட்சத்தில் அவர்களுக்கு தண்டனை வழங்கவேண்டும். எனவே குற்றவியல் விசாரணை முறை சட்டம் 318, அரசியல் சட்டத்துக்கு எதிரானது கிடையாது’ என்று கூறி உள்ளனர்.

மேற்கண்ட பணிகளுக்கு விண்ணப்பிக்க ஏதேனும் ஒரு பட்டப் படிப்பு படித்திருக்கவேண்டும். வயது 18 முதல் 32-க்குள் இருக்க வேண்டும். எஸ்.சி, எஸ்.டி வகுப்பினர் எனில் 5 ஆண்டுகளும்,ஓபிசி பிரிவினர் என்றால் 3 ஆண்டுகளும் உடல் ஊனமுற்றோர் உள்ளிட்ட மாற்றுத்திறனாளிகள் எனில் 10 ஆண்டுகளும் வயது வரம்பில் தளர்வு உண்டு. ஆன்லைன் வழியிலான எழுத்துத்தேர்வு மற்றும் சான்றிதழ் சரிபார்ப்பு அடிப்படையில் தகுதியுடையோர் பணிக்குத் தேர்வு செய்யப்படுவர்.

கணினி மூலம் நடத்தப்படும் ஆன்லைன் தேர்வு மார்ச், ஏப்ரல் மாதத்தில் நடத்தப்படும். இந்தத் தேர்வில் தவறான பதில்களுக்கு மைனஸ்மார்க் போடப்படும். அதாவது 3 கேள்விகளுக்கு தவறாக விடை அளித்தால், ஒரு மதிப்பெண்ணை இழக்க நேரிடும்.

Fanatics angry on Geeta but we don’t ask needy’s religion – even dacoits help us: Bilquis Bano Edhi

25.12.2015, Bilquis Bano Edhi, who co-founded Pakistan’s Edhi Foundation with her husband Abdul Sattar Edhi, sheltered hearing and speech-impaired Indian Geeta for a decade before she returned to India in October 2015. While the search for Geeta’s parents continues in India, the Edhis faced flak from fanatics in Pakistan for sheltering Geeta. Visiting Mumbai to receive Harmony Foundation’s Mother Teresa Memorial International Award for Social Justice, Bano spoke with Mohammed Wajihuddin about withstanding zealots, charming dacoits, PM Narendra Modi moving her to tears – and serving Geeta and Gulshan:

Do you miss Geeta?
We miss her every moment. Ever since Pakistani officials brought her to our centre after she wandered into Pakistani territory, she was like my daughter. Since we work with deaf and mute children, i didn’t have difficulty in understanding her feelings through her signs.

When she met me, Geeta greeted me with folded hands and touched my feet – we knew she was a Hindu from India. We genuinely hoped Geeta would return home and find her parents.

When i saw Bajrangi Bhaijan, i said, ‘Yeh to meri aur Geeta ki kahani hai!’ After the Indian High Commission heard of Geeta’s story and my willingness to return her to India and Sushma Swaraj messaged, the process of Geeta’s homecoming started.

I was beside Geeta when PM Narendra Modi told her, ‘All of India will take care of you.’ As a mother, i was moved to tears.

I believe she will find her parents one day.

Was it difficult for you to shelter Geeta, a non-Muslim Indian girl?
Once the fanatics found a Hindu girl was at my centre, they started a campaign of canards. They questioned why we had kept her.

But when we take in abandoned people, we don’t ask their religion – humanity is the biggest religion for us.

We’ve been accused of being American agents, bad Muslims, what not – we are not scared. At different times, Pakistani rulers have offered dolelike defence land to us but my husband refused. Once, dacoits stopped our ambulance in which my husband was carrying a man seriously injured in an accident – on hearing he was Mr Edhi, the dacoits apologised and even offered help.

We accept help from common people, not kings and rulers.

Do you think India and Pakistan can come closer now? Your act was appreciated but politics over Ghulam Ali, etc., caused bitterness.

No-one’s ever stopped me from coming to India – this is my second home. We have relatives in Gujarat. A manmade boundary cannot divide hearts.

Artistes like Ghulam Ali don’t belong to one country – they rule the hearts of millions across the world. Everywhere i go in India, i’m welcomed warmly. At an award ceremony, i was overwhelmed by applause. I felt like a 20-year-old girl.

That is what people’s love does to you. Let both sides sink their hostilities and allow exchanges of artistes, singers and writers.

Our belief is in one life. We want to use every moment in service of the needy – whether Geeta or Gulshan.

விண்ணப்பிக்கும் நாளில் 21 வயது பூர்த்தியாகி இருக்க வேண்டும். பொதுப்பிரிவினராக இருந்தால் 35 வயதுக்கு மிகாமலும், தாழ்த்தப்பட்ட, பழங்குடியின,பிற்படுத்தப்பட்ட, மிகவும் பிற்படுத்தப்பட்ட வகுப்பினர், சீர்மரபினர், பெண்கள், முன்னாள் ராணுவத்தினர், திருநங்கையர், மாற்றுத்திறனாளிகள் ஆகிய சிறப்பு பிரிவினராக இருந்தால் 45 வயதுக்கு மிகாமலும் இருத்தல் வேண்டும். வருமான வரம்பு ஏதுமில்லை. 3 ஆண்டுகளாக தமிழகத்தில் தொடர்ந்து வசிப்பவராக இருத்தல் வேண்டும்.

இத்திட்டத்தின் கீழ் தொடங்கப்படும் தொழில்களுக்கு திட்ட மதிப்பீட்டில் 25 சதவிகிதம் அல்லது அதிக பட்சமாக ரூ. 25 லட்சம் மானியமும், 3 சதவிகிதம் வட்டி மானியமும் வழங்கப்படும்.

காதுகேளாதோர், பார்வையற்றோர் பள்ளிகளில் ஆசிரியர் நியமனங்களை மேற்கொள்ளும்போது சிறப்பு கல்வியியலில் பட்டப்படிப்பை முடித்தவர்களுக்கும் பணி வாய்ப்பு வழங்க வேண்டும் என்ற கோரிக்கையை பள்ளிக்கல்வித்துறை செயலாளர் பரிசீலிக்க வேண்டும் என்று மதுரை ஐகோர்ட்டு உத்தரவிட்டுள்ளது.

ஐகோர்ட்டில் மனு

மாற்றுத்திறன் மாணவர்களுக்கு சிறப்பு கல்வியியல் பட்டப்படிப்பை(ஸ்பெஷல் பி.எட்.) முடித்தவர்கள் தான் பாடம் கற்றுத் தர முடியும். தமிழகம் முழுவதும் சுமார் 5 ஆயிரம் பேர் சிறப்பு கல்வியியல் பட்டப்படிப்பை முடித்துள்ளனர். சிறப்பு பள்ளிகள் மட்டுமின்றி அரசுப்பள்ளிகளில் பயிலும் மாற்றுத்திறன் மாணவர்களின் கல்விக்காக ஒவ்வொரு பள்ளியிலும் சிறப்பு கல்வியியல் பட்டதாரி ஆசிரியர்களை நியமிப்பது தொடர்பாக தமிழக அரசு 30.1.2015 அன்று அரசாணை பிறப்பித்தது.

இந்த அரசாணை இதுவரை அமல்படுத்தப்படவில்லை. இந்த அரசாணையை 2015–2016ம் கல்வி ஆண்டில் அமல்படுத்த உத்தரவிட வேணடும் என்று மதுரை ஐகோர்ட்டில் ஏற்கனவே வழக்கு தொடர்ந்துள்ளேன். அந்த வழக்கு நிலுவையில் உள்ளது.

ஆசிரியர் பணி
இந்தநிலையில், தமிழக அரசு சார்பில் நடத்தப்பட்டு வரும் பார்வையற்றோர் பள்ளி மற்றும் காதுகேளாதோர் பள்ளிகளில் பட்டதாரி ஆசிரியர் பணிக்கு தகுதியானவர்கள் விண்ணப்பிக்கலாம் என்று தமிழக மாற்றுத்திறனாளிகள் நல ஆணையர் 26.11.2015 அன்று அறிவிப்பு வெளியிட்டுள்ளார்.

மருத்துவ தொழில்நுட்ப பயிற்சி ஆர்வமில்லாத மாற்றுத்திறனாளிகள்

மாற்றுத்திறனாளி மாணவர்களுக்கான, மருத்துவ தொழில்நுட்ப பயிற்சி வகுப்பில் சேர, இரு ஆண்டாக விண்ணப்பம் வராததால், திட்டத்தை நிறுத்தும் நிலை ஏற்பட்டுள்ளது.கை, கால் பாதிக்கப்பட்ட, காது கேளாத மாற்றுத்திறனாளிகளுக்கு, மருத்துவ கல்லுாரி ஆய்வு கூடங்களில் தொழில்நுட்ப பயிற்சி அளிக்கப்படுகிறது. இதற்கு, தமிழகத்தில், சென்னை, கோவை, திருச்சி உள்ளிட்ட, 12 மாவட்டங்களில் உள்ள மருத்துவ கல்லுாரிகளில் மட்டுமே, சேர முடியும்.இரண்டு ஆண்டு பயிற்சி காலத்தில், மாதம், 300 ரூபாய் உதவித்தொகை அளிப்பதோடு, அண்டை மாவட்டங்களில் இருந்து வரும், மாணவர்கள் தங்கி படிக்க விடுதி வசதிகளையும், நலத்துறை சார்பில் ஏற்பாடு செய்யப்படும். இதற்கு, பிளஸ் 2 வகுப்பில், அறிவியல் பாடங்களை தேர்ந்தெடுத்து, தேர்ச்சி பெற்றிருந்தால் போதுமானது. இத்திட்டத்தில் படிக்க, இரண்டு ஆண்டுகளாக எந்த மாற்றுத்திறனாளி மாணவர்களும் விண்ணப்பிக்கவில்லை.

எப்போதும் இணையத்துடன் இணைந்திருக்கும் இந்த உலகில் கணினி இல்லையென்றால் எதுவும் சாத்தியம் இல்லை. சிபியு, மானிட்டர் போன்றவற்றின் பெயர்களை வார்த்தைகளாக மட்டும் காதால் கேட்டுப் பழகிய பார்வையற்றோர், இன்றைய டிஜிட்டல் யுகத்தில் கணினியை எளிதாக கையாள்வது சாத்தியம் என்பது உறுதியாகியுள்ளது.

Hearing and speech loss is no impediment

23.12.2015, Precision and perfection. These are the two words that go to describe 61-year-old S. Poornachandran, Senior Technician-cum-Instructor at Aravind Eye Hospital here. He has trained hundreds of people, including 23 ophthalmologists and eight administrators of big eye hospitals and repaired 55, 808 medical instruments over a quarter century. His trainees speak Tamil, Malayalam, Kannada, Telugu, Hindi, English, French, Spanish and Swahili. But Mr. Poornachandran does not speak any language as he was not born with the ability to speak and hear.

With an eighth standard qualification while getting general and technical education in a special school for the hearing impaired and a certificate from an Industrial Training Institute in Hyderabad, he has been working as a fitter or welder in small units across the country from 1975 to 1987, when his father, Sundaram, brought him to Aravind Eye Hospital.

After getting trained under V. Srinivasan, former professor of American College in ‘Room 240’ of the hospital, Mr. Poornachandran now handles the maintenance of about 900 machines with just nine employees.

An expert trainer in maintenance of medical instruments, Mr. Poornachandran explains through gestures that eye-hand-brain coordination helps him in setting right any equipment. “We cannot wait for engineers from far off places to come to Madurai to repair an imported machine. We believe that common sense technology is enough to take care of the problems. Mr. Poornachandran possesses this in abundance,” says N. Venkatesh Prajna, Director, Academics, Aravind Eye Care System.

Mr. Poornachandran, who looks at his disability as a challenge, has travelled all over the world, especially African countries, to train people in maintenance of bio-medical instruments. He employs a unique methodology by encouraging participants to observe what he does. He is able to ‘feel’ the noise emanating from a machine by touch. “The touch transmits the status of the machine to my brain, which comes up with a solution,” explains Mr. Poornachandran through sign language.

His activities extend beyond ‘Room 240.’ He is a consultant for exhibitions organised for and by hearing impaired persons all over the country.

Last week, he was in Coimbatore to organise an exhibition at the 4th Deaf Expo 2015.

On December 3, he received the National Award for the Empowerment of Persons with Disabilities for outstanding performance as role model among persons with disabilities in the category of hearing impairment.

He was given the Best Employee Award of Tamil Nadu Government in 2013. He plays chess and has won prizes in tournaments. Mr. Poornachandran’s wife also has hearing and speech disability. But he always wears a smile that does even hint at his disability.

Grit in the face of multiple disabilities

23.12.2015, From a state of helplessness, I. Nivetha has scripted success. Dressed in blue jeans and checked short blouse with her hair held in place with clips, Nivetha focuses on creating trinkets from an assortment of colourful beads. In less than 10 minutes she can make a necklace.

Nivetha is certified as having cerebral palsy (80 per cent) and total hearing loss. “She was born a normal child but at the age of two she developed fever and the doctor administered an injection. The child collapsed immediately. It was a slow recovery after that. Though she did not lose her mental faculties, she stumbled while trying to walk and lost her hearing faculty,” recalls her father Ilayapandian, of the 25-year-old incident.

“It took us 10 years to accept that she may never recover fully. We tried admitting her to special schools. One school said she was too intelligent for them; another rejected her as she had only profound hearing loss. Finally a private mainstream school agreed to admit her,” says her mother Vanitha Pushpam.

Nivetha completed primary school without learning much. Her parents admitted her to a corporation school. But when she turned 13, the school told them it could not take care of her. Nivetha spent a few years at home until the National Institute for Empowerment of Persons with Multiple Disabilities (NIEPMD) was set up.

It was the best thing that happened to her. The institute trained her to walk and taught skills. “Initially I wanted to train her to use computers so she could be gainfully employed. At the school they taught her to string beads and crochet. In the last 10 years there has been a remarkable improvement in her. She is confident, independent and she can walk without help,” Ms. Vanitha says.

Nivetha is now employed as a trainer at the institute.

On December 3, the International Day of Persons with Disabilities, Union Finance Minister Arun Jaitley presented her with ‘Best Employee with Multiple Disabilities National Award (Female)’. “That day as I sat in the function I felt there was no difference between her and me as the entire programme was in Hindi and I couldn’t understand a word,” Ms. Vanitha recalls.

Finding high speed internet an issue for deaf travel blogger, who stopped off in Queenstown

United States-based deaf travel blogger Calvin Young's goal is to inspire and empower other deaf people to travel the world.

However, it can be a tricky task keeping in touch with friends and family or uploading content when travelling countries, such as New Zealand, where it lacked high speed internet.

Young arrived in New Zealand earlier this month and spent time in the North Island, visiting Lake Taupo and the Waitomo caves, before heading south to check out the Franz Josef Glacier and Queenstown.

"Internet is the biggest problem here. I can't Facetime with my family or friends or co-founder because it requires high speed to follow the motion of my sign language. It lags all the time," Young said.

Young, and co-founder John Hathaway II, started Seek the World, which broadcasts personal stories, photographs, videos and useful advice/tips catering for deaf travellers, in February.

Young has over 27,000 followers on social media, with 350,000 monthly engagements.

"For the past year, I've been travelling around the world breaking down communication barriers as a deaf traveller.

"I do not let my disability intervene on how I wish to make my travels as adventurous as possible. I want empower and inspire the rest of the world, especially the people with disabilities, to feel the same," he said.

Since the launch he has travelled to over 35 countries, including India, South Korea, Belgium, Turkey, Croatia and the United Kingdom.

Northern Europe and South Korea had the best internet connections but Southeast Asia did not.

"India was the hardest place to travel due to lack of English language.

"It was real hard to communicate with them. The most of them can understand English speaking, but not as in writing.

"They don't have internet, so it becomes more complicated to do some research for finding places or guiding us to a specific area. Communication always got confused.

"Luckily, India has countless deaf people so they all took me around. Without them, I can't imagine how hard it'll (would have been) on me," Young said.

Last week Young, and a photographer who was also deaf, visited Queenstown.

While in the resort he bungy jumped, went ziplining, rafting, on a Nomad safari, flying and tandem gliding.

"I was really stoked about these experiences. These adventures are what I need the most for myself and very fitting for my audience.

"My audience really enjoyed watching my adventure and I find it the best way to inspire them is to watch me taking challenges."

ROHTAK, Haryana -- A Rohtak session court on Monday sentenced to death seven accused in the Nepali girl's rape and murder case. The girl had speech and hearing disabilities.

Additional District and Sessions Judge Seema Singhal, who had convicted the accused in the case on December 18 and reserved her judgment for today, announced death by hanging to all.

The girl had been subjected to inhuman torture and gang-rape before her murder.

The convicts include Rajesh, Sunil, Sarwar, Manbir, Pawan and Parmod, all residents of Gaddi Kheri village in the district.

A suspect, Sombir, of the same village had allegedly committed suicide while another accused hailing from Nepal is under trial in a juvenile court.

Notably, a 28-year-old Nepali woman staying with her sister in Rohtak went missing on February 1.

She was undergoing treatment for depression at Post Graduate Institute of Medical Sciences, Chandigarh.

Her mutilated body was found on February 4. The post-mortem report said pieces of condom and a stick was also found in her private parts. Her head had been bashed in and her vagina, rectum and anus were all ruptured.

தமிழக மீனவர்கள் 6 பேரை இலங்கை கடற்படையினர் நேற்று சிறைபிடித்து சென்றனர்.

ஜெகதாப்பட்டினம் மீனவர்கள்

புதுக்கோட்டை மாவட்டம் ஜெகதாப்பட்டினத்தில் இருந்து நேற்று முன்தினம் காலை 234 விசைப்படகுகளிலும், கோட்டைப்பட்டினத்தில் இருந்து 289 விசைப்படகுகளிலும் என மொத்தம் 523 விசைப்படகுகளில் சுமார் 2 ஆயிரத்திற்கு மேற்பட்ட மீனவர்கள் கடலுக்கு மீன்பிடிக்க சென்றனர்.

இவர்களில் ஜெகதாப்பட்டினத்தைச் சேர்ந்த குப்புராஜ் என்பவருக்கு சொந்தமான விசைப்படகில் அவரது மகன் தமிழ்ச்செல்வன்(வயது 40), பேரன் மணிகண்டன்(15), ராமச்சந்திரன்(35), மூர்த்தி (35), அருளாந்து(40), செல்வமணி(45) ஆகிய 6 மீனவர்களும் நேற்று அதிகாலை நடுக்கடலில் நெடுந்தீவு அருகே மீன்பிடித்துக் கொண்டிருந்தனர்.

சிறைபிடித்து சென்றனர்

அப்போது அங்கு திடீரென்று இரண்டுக்கும் மேற்பட்ட அதிநவீன ரோந்து படகுகளில் வந்த இலங்கை கடற்படையினர் தமிழ்ச்செல்வன் உள்ளிட்ட மீனவர்கள் சென்ற விசைப்படகை சுற்றி வளைத்தனர். பின்னர் தமிழ்ச்செல்வன் உள்ளிட்ட 6 மீனவர்கள் மற்றும் அவர்களின் விசைப்படகு ஆகியவற்றை சிறைபிடித்து சென்றனர்.

சிறைபிடிக்கப்பட்ட ஜெகதாப்பட்டினம் மீனவர்கள் 6 பேரையும், இலங்கையில் உள்ள காங்கேசன்துறை கடற்படை தளத்தில் வைத்து விசாரணை நடத்தினர். இதைத்தொடர்ந்து ஜெகதாப்பட்டின மீனவர்கள் 6 பேரையும் ஊர்காவல் துறை நீதிமன்ற நீதிபதி முன்பு ஆஜர் படுத்தினர். அவர்களை விசாரித்த நீதிபதி 6 மீனவர்களையும் வருகிற 31-ந் தேதி வரை காவலில் வைக்க உத்தரவிட்டார். இதையடுத்து அவர்கள் யாழ்ப்பாணம் சிறையில் அடைக்கப்பட்டனர்.

ஜெகதாப்பட்டினம் மீனவர்கள் 6 பேர் இலங்கை கடற்படையால் சிறைபிடிக்கப்பட்ட சம்பவம் மீனவர்களிடையே பெரும் கொந்தளிப்பை ஏற்படுத்தியுள்ளது.

திருமணம் நடைபெறுமா?

இலங்கை கடற்படையால் சிறைபிடிக்கப்பட்ட குப்புராஜின் விசைப்படகில் அவரது மகன் தமிழ்ச்செல்வன், பேரன் மணிகண்டன் உள்ளிட்ட 6 மீனவர்கள் கடலுக்கு மீன்பிடிக்க சென்றனர். இதில் தமிழ்செல்வன் வாய் பேச முடியாத மாற்றுத்திறனாளி, தமிழ்ச்செல்வனின் மகள் தமிழேந்திக்கு வருகிற பிப்ரவரி மாதம் 4-ந் தேதி திருமணம் நிச்சயம் செய்யப்பட்டு, திருமணத்திற்காக பத்திரிகையும் அச்சடிக்கப்பட்டுள்ளது. மகளின் திருமணத்திற்கான ஏற்பாடுகளை தமிழ்ச்செல்வன் செய்து வந்த நிலையில் அவரும், அவரது மகனும் இலங்கை சிறையில் அடைபட்ட துர்பாக்கிய நிலை ஏற்பட்டுள்ளது.

தந்தையும், மகனும் சிறையில் உள்ள நிலையில் தமிழேந்தியின் திருமணத்திற்கான பணிகளை அவரது தாத்தா குப்புராஜ், தாயார் லெட்சுமி ஆகியோரே செய்யும் நிலை ஏற்பட்டுள்ளது. திருமணத்திற்கு முன்பாக பல்வேறு பணிகளை தமிழ்செல்வன் செய்யவேண்டிய நிலை உள்ளதால், மத்திய, மாநில அரசுகள் இலங்கை கடற்படையால் சிறைபிடிக்கப்பட்ட தமிழ்செல்வன் உள்ளிட்ட மீனவர்களை விடுவிக்க உரிய நடவடிக்கை எடுக்க வேண்டும்.

அவர்களை விடுவிக்க நடவடிக்கை எடுக்காத பட்சத்தில் தமிழ்ச்செல்வன் மகளின் திருமணம் தடைபடும் நிலை ஏற்படும். எனவே தமிழக அரசும், மத்திய அரசும் உடனடியாக தமிழ்ச்செல்வன் உள்ளிட்ட மீனவர்களை விடுதலை செய்ய நடவடிக்கை எடுக்க வேண்டும் என மீனவர்களின் உறவினர்கள் அரசுக்கு கோரிக்கை விடுத்துள்ளனர்.

உண்டியலில் பணம் திருடிய DEAF சிறுவன்: சிறுவர் சீர்திருத்தப்பள்ளியில் சேர்ப்பு

21.12.2015, திருவண்ணாமலை: திருவண்ணாமலை அருகே, கோவில் உண்டியலில் பணம் திருடிய சிறுவன், சிறுவர் சீர்திருத்த பள்ளியில் சேர்க்கப்பட்டான்.

போளூர் அருகே, அருந்ததிபாளையம் பகுதியைச் சேர்ந்த மணி என்பவரின், 16 வயது மகன், வாய் பேச முடியாத மாற்றுத்திறனாளி. வேலூர் மாவட்டம், ஆம்பூரில் உள்ள அரசு காதுகேளாதோர் பள்ளியில், ஒன்பதாம் வகுப்பு படித்து வருகிறார். இவர், ஒவ்வொரு வெள்ளிக்கிழமை மாலை வீட்டுக்கு வந்து, பின் மீண்டும் திங்கட்கிழமை பள்ளிக்கு செல்வது வழக்கம். அதன்படி, கடந்த வெள்ளிக்கிழமை மாலை வீட்டுக்கு வந்தார். நேற்று முன்தினம் காலை, புதுப்பாளையம் கூட்ரோட்டில் உள்ள ஸ்ரீரேணுகாம்பாள் கோவிலில் பூட்டை உடைத்து, உள்ளே இருந்து, 500 ரூபாயை திருடினார். பின் காங்கேயனூர் மலை மீது உள்ள முருகன் கோவிலில் பணத்தை திருட முயன்றபோது, பொதுமக்கள் மடக்கி பிடித்து கலசப்பாக்கம் போலீசில் அவரை ஒப்படைத்தனர். பிடிபட்ட சிறுவன் வாய் பேச முடியாதவர் என்பதால், திருவண்ணாமலை ரங்கம்மாள் காது கேளாதோர் மேல்நிலைப்பள்ளியின் சிறப்பு ஆசிரியர் சங்கர் வரவழைக்கப்பட்டு, அவர் உதவியுடன் சிறுவனிடம் வாக்குமூலம் பெறப்பட்டது. அவரிடம் இருந்து, ரேணுகாம்பாள் கோவில் உண்டியலில் திருடப்பட்ட, 500 ரூபாய் பறிமுதல் செய்யப்பட்டது. பின் கலசப்பாக்கம் போலீசார் சிறுவனை கைது செய்து, நீதிமன்றத்தில் ஆஜர்படுத்தி, கடலூர் சிறுவர் சீர்திருத்தப்பள்ளிக்கு அனுப்பி வைத்தனர்

வயதுத்தகுதி:

விண்ணப்பதாரர்கள் 1–12–2015–ந் தேதியில் 21 முதல் 30 வயதிற்கு உட்பட்டவர்களாக இருக்க வேண்டும். அதாவது, 2–12–1985 மற்றும் 1–12–1994 ஆகிய தேதிகளுக்கு இடைப்பட்ட காலத்தில் பிறந்தவராக இருக்க வேண்டும். எஸ்.சி./ எஸ்.டி. பிரிவினருக்கு 5 ஆண்டுகளும், ஓ.பி.சி. பிரிவினருக்கு 3 ஆண்டுகளும், மாற்றுத் திறனாளிகளுக்கு 10 ஆண்டுகளும் வயது வரம்பில் தளர்வுகள் அனுமதிக்கப்படுகிறது.

கல்வித்தகுதி:

விண்ணப்பதாரர்கள் அங்கீகரிக்கப்பட்ட கல்வி நிறுவனத்தில் இளங்கலை அல்லது முதுகலையில் பட்டப்படிப்பை நிறைவு செய்திருக்க வேண்டும்.

தேர்வு செய்யும் முறை:

விண்ணப்பதாரர்கள் இணைய வழி தேர்வு மற்றும் நேர்முகத் தேர்வு ஆகியவற்றின் மூலம் தேர்வு செய்யப்படுவார்கள். அதைத் தொடர்ந்து மருத்துவ பரிசோதனைக்குப் பின் பணி நியமனம் பெறலாம்.

கட்டணம்:

கட்டணமாக எஸ்.சி./ எஸ்.டி. மற்றும் மாற்றுத் திறனாளிகள் ரூபாய் 100–ம், இதர பிரிவினர் 600–ம் செலுத்த வேண்டும். கட்டணத்தை இன்டர்நெட் பேங்கிங், கிரடிட் கார்டு, டெபிட் கார்டு ஆகியவை வழியாக மட்டுமே செலுத்த முடியும்.

விண்ணப்பிக்கும் முறை:

விருப்பமும், தகுதியும் உள்ளவர்கள் இணையதளம் வழியாக விண்ணப்பிக்கலாம். 5–1–2016–ந்தேதி விண்ணப்பிக்க கடைசி நாள் ஆகும்.

கோவை ஈஷா யோக மையத்தில் பல்வேறு மாநிலங்களைச் சேர்ந்த வாய் பேச இயலாத, காது கேளாத 400 மாற்றுத் திறனாளிகளுக்கு தியான, யோகப் பயிற்சிகள் ஞாயிற்றுக்கிழமை அளிக்கப்பட்டன.

இந்தியாவின் பல மாநிலங்களில் இருந்தும், உலகின் பல நாடுகளில் இருந்தும் வாய் பேச இயலாத, காது கேளாத மாற்றுத் திறனாளிகள் ஈஷாவில் ஞாயிற்றுக்கிழமை நடைபெற்ற யோகப் பயிற்சி வகுப்பில் பங்கேற்றனர்.

Rape accused gets bail to marry survivor

19.12.2015, Ahmedabad: A sessions court at the Mirzapur rural court campus on Friday granted temporary bail to a deaf and mute rape accused to wed his 24-year old neighbour, who is the rape survivor and is also disabled like the accused. The prisoner, Nagar Hirab hai Anajara from Dholera villa ge is behind bars on allegations of raping the very girl he is going to marry . The application for bail was filed by the bride's sister, informing the court that both parties have come to a com promise in this case. 

During the hearing of the bail plea, principal district jud ge P R Patel questioned the applicant about whether there was pressure on the victim to enter a compromise with the accused.The applicant submitted that here was no pressure or compulsion on her sister. The court ordered the release of the accused on bail till December 28, for his wedding.

Anajara was held in January on complaint by the deaf and mute girl's father, who had then earned about his daughter's pregnancy . Later, the girl's father passed away . Her mother had died in 2008. After she delivered a girl child, the baby was sent to a women's protection home as the mother was not in a condition to look after her alone.

Chennai school for visually challenged hopes for donations to recover damage of upto Rs 7 crore

After weeks of heavy rain and floods, most schools in Chennai have reopened. Little Flower School for the visually challenged and hearing impaired has suffered extensive damage in the floods. Volunteers from a B-school in Chennai together with the teaching and non-teaching staff are working round the clock to bring the school back to normal. But with damage to equipment and facilities running up to at least Rs 7 crore, their only hope is that donations will pour in to replace all that was washed away in the floods.

KMC Hospital, Attavar empanelled under ADIP Scheme

MANGALURU: The Assistance to Disabled Persons (ADIP) scheme is a major initiative of ministry of social justice and empowerment, Government of India to promote physical and social rehabilitation to disabled persons by procuring modern aids and appliances for them. As part of this scheme, the government aims to provide rehabilitation through cochlear implantation to severely deaf children, who belong to financially deprived sections of society.

KMC Hospital, Attavar is only hospital in coastal Karnataka to get empanelled with government to implement ADIP scheme for cochlear implantation. Dr Jayashree Bhat, chief audiologist of hospital says this scheme is boon to severely deaf children who hail from financially poor background. Without such government schemes, severely deaf children have to wait until their parents are able to get enough sponsors for the implant, Dr Jayashree said.

The earlier the implant is carried out, better is the benefit from implant, added Dr Suja Sreedharan, implant surgeon of KMC Hospital. She hoped that with this scheme, age at implantation can be brought down below two-years which is the ideal age for developing good speech and language after cochlear implantation. For the purpose of identifying such patients, hospital is organizing a free consultation camp on December 22 in hospital premises from 9am to 4pm.

Interested parents can do early registration for the camp by calling 9108529022 and register their child's name. Children who are eligible for ADIP scheme will be treated after completion of the paper work and getting approval there upon. However, the preoperative work up including blood tests, scans and vaccination has to be borne by the patient. Dr Anand Venugopal, medical superintendent of the hospital requested the public to avail benefits of this camp.

Highly connected people involved in rape of deaf-mute inmate: BJP

Opposition BJP in Uttarakhand today reiterated its demand for a CBI probe into the case of sexual exploitation of a speech and hearing impaired inmate at a women’s shelter home here and alleged involvement of “highly connected” people.

“Though some arrests have been made in the case, the real culprits are still at large due to their connection with politically-influential people. A probe by the apex investigating agency alone could bring the real perpetrators of the crime to book, he said. A deaf-mute inmate of the city’s lone government-run shelter home for women in distress was allegedly sexually exploited by a staffer and made to undergo an abortion “in connivance with authorities at the facility”.

The Uttarakhand government constituted an SIT earlier this month to probe the case which has so far rounded up over half a dozen persons including the former Director of the shelter home and her deputy but the perpetrators of the crime are still at large.

Questioning the acquisition of 350 acres of tea estate land here by state government for smart city project, Pant said that there are acres of alternative land lying in abeyance between Sheeshambada and Asan Barrage in Vikasnagar area of the city which can be used for the purpose. The state government recently sent a proposal to the Centre for constructing a smart city in Dehradun on 350 acres of land acquired from two tea companies.

Pant also questioned the legality of an MOU signed between Mussoorie Dehradun Development Authority (MDDA) with a Chinese University for developing the ambitious project without the state government’s proposal on smart city being cleared by the Centre.

With deaf athletes, coaches struggle to get instructions across; lack of customised training and specialised coaching other big hurdles

Disabled athletes face an array of obstacles in their way. They are as varied as they are numerous — ranging from the apathy of the officials to the lack of customised facilities at training and accommodation. The absence of advanced coaching techniques specific to disabled athletes is a big hindrance, too.

Good coaching depends on effective and thorough communication — so how does a coach communicate with a deaf-mute athlete? For a deaf-mute athlete, learning the technical intricacies of his or her sport becomes a massive challenge.

Gursimran Singh Sidhu and Parul Gupta are two athletes who have overcome this challenge to excel in sport. Patiala girl Parul has won countless medals in tennis, and her latest feat was winning a bronze medal in women’s doubles in the 8th Asia Deaf Pacific Games in Taiwan in October. High-jump specialist Gursimran, who hails from Amritsar, represented India in the same event and bagged the fourth place in his event.

The stories of these two athletes exemplify the difficulties that confront disabled athletes; they also show that success for disabled athletes is impossible without great support and sacrifices made by their families. Their parents/family must work very hard with their coaches to hone their talent.

Jumping star

Gursimran, 18, is the only child of his parents and has been training at NIS, Patiala, for over three years. He is a student of Class XII in Patiala School for Deaf and Dumb, Saifdipur. He is currently preparing for next month’s National Games, which will serve as a trial for the World Deaf Games.

His journey hasn’t been easy. As a child, he was initially enrolled in a ‘normal’ school, but since he could not learn anything there, his parents enrolled him in the Mook Badhir Vidyalaya in Sri Ganganagar. He was interested in sports, and began to train in high jump under a local coach, Mohan Lal. Lal advised his parents to get him trained by specialised coaches, and the family moved to Patiala in 2012.

In Patiala, coaching Gursimran has been a learning experience for coach Varinder Kumar Verma as well. “He is the first special child I have ever worked with and it certainly is a unique experience,” says Verma. “High jump is a technical sport and there were many things I just could not communicate to the child when he came to me two years back.”

Verma says he tried to get the help of Gursimran’s parents to communicate with the boy, but it wasn’t helpful. “Since they did not have much knowledge about the sport, it wasn’t of much help,” says Verma.

Then Verma thought of using video clips. “I started downloading videos on my phone, and it was easier to explain with them. Gradually, we started understanding each other’s body language and signs,” he adds. “He even started attending my diploma classes. His performance has improved remarkably. When he came to me, he was jumping about 1.35m — he’s reached 1.90m now.”

Tennis star

Parul, also 18, started playing tennis at age four in Patiala. She loved the sport and was evidently talented. Her parents took her to Canada in 2009, hoping to find better training facilities for their child. However, due to financial reasons they decided to come back to India.

Her father, Avinash Gupta, says it was tough for her to learn the basics of tennis because of the communication problem. It was extremely frustrating for her parents, coaches and Parul herself, but she never gave up.

“Working with her required a lot of effort,” says her coach, Gurvarinder Singh Sahota of the Tennis Excellence Academy (Mohali). “Unlike with the other kids, I could not just give her the directions and walk away to the next player — everything had to be physically demonstrated. One had to be present with her throughout to help her.”

Sahota began to communicate with Parul through the written word, and then began to use videos too. “I started interacting with her through messages, and then I would make her watch videos about various techniques,” says Sahota. “We soon were able to communicate well, and things became smooth. Now even fellow players are able to easily communicate with her through sign language.”

The coaches of both Parul and Gursimran say that their wards are extremely focussed.

“Parul never misses her practice sessions,” says her father, Avinash Gupta.

“He has very less distractions in his life because he cannot hear,” Verma says about Gursimran. “That is his biggest strength, rather than a disadvantage.
