Hearing, Speech Impaired Woman Raped, Denied Medical Exam For 6 Days

31.05.2016, GADCHIROLI, MAHARASHTRA: A woman with a hearing and speech impairment, who was allegedly raped in a village in Maharashtra, could not undergo a medical examination for six days due to "unavailability" of gynaecologist at government hospitals.

The incident of rape took place on the night of May 21 in Bamni village of Gadchiroli district, when the woman was asleep with her three children outside her house in the village, police said.

"At the time of incident, her husband was away from home. However, on his return, the woman narrated her ordeal to her husband through sign language, following which a complaint was lodged with the Bamni Sub Police Station the next day," sub-inspector of Bamni police station Mangesh Bhongade said.

Police registered the complaint and sent the woman to the Sub District Hospital of Aheri escorted by a lady police constable for her medical examination, he said.

"However, doctors at Aheri hospital flatly refused to conduct her medical examination saying that no gynaecologist was available there. They also asked the lady constable accompanying the victim to take her to Gadchiroli General Hospital. However, when the victim was taken there, they were told that the gynaecologist had gone on leave," Mr Bhongade said.

They asked the police to take the woman to adjoining Chandrapur district and get the examination done. However, doctors there refused to perform it saying the case did not take place in their jurisdiction and asked them to take her back to Gadchiroli.

"The woman was again brought to Gadchiroli General Hospital and finally, on May 27, her medical examination was done by a gynaecologist, who was specially called from nearby Kurkheda for this purpose," Mr Bhongade said.

The officer claimed that he had personally requested doctors of all the three hospitals, but no arrangement of medical examination was made till May 27.

"The woman was kept in the General Hospital for further examination till May 29," he added.

When contacted, Gadchiroli Superintendent of Police Sandeep Patil said a probe will be initiated and case will be registered against those found responsible for the delay in the medical exam.

The accused in the rape case, who also resides in the same village, has escaped and is suspected to be hiding in Andhra Pradesh, police said, adding that they hope to arrest him soon.

24.05.2016, Centre today assured to find out reasons behind deaf-dumb population in a remote village of Doda district of Jammu and Kashmir.''A team from Centre will soon visit Dhadkai village of Doda and find out the reasons why most of the people born in the village are deaf and dumb,'' Harshvardhan Singh, Union Minister for Science and Technology here told reporters at a press conference during a video conferencing.Mr Singh said that whether it is due to some climatic condition or medicine effect will be ascertained only after conducting survey and thorough study. Pertinent to mention here that people mostly in village Dhadkai including newly born are deaf and dumb.

Sonia meets rape victim at AIIMS

New Delhi: Congress president Sonia Gandhi on Thursday met the 13-year-old hearing and speech impaired girl, who was brutally raped and dumped along the railway tracks in Pul Prahladpur in southeast Delhi, at AIIMS.

Sources said Sonia reached the hospital around noon. Later, BJP MP Meenakshi Lekhi and former chairperson of Delhi Commission for Women (DCW) Barkha Shukla Singh also visited the girl.

Chief minister Arvind Kejriwal met the survivor in the morning and raised the issue of full statehood to Delhi to curb such incidents that 'occur repeatedly'. Kejriwal said he has sought time to meet Union home minister Rajnath Singh to discuss how such incidents could be stopped.

The condition of the survivor, an orphan, is stated to be stable. In a press statement, AIIMS said the girl may need a third surgery. "She has undergone two minor surgeries in past one week and another surgery may be required to repair the damage to her private parts," said a senior doctor.

The victim lived with her maternal aunt in a village near Pul Prahladpur. She had gone missing on May 17 and was found along the railway tracks in the early hours of May 18.

DCW chief Swati Maliwal had met the girl at AIIMS on Wednesday and issued a notice to Pul Prahladpur police station asking why it was not informed about the incident.

13-year-old speech and hearing impaired girl was raped and dumped

27.05.2016, New Delhi: It is a daily battle for residents of Gautampuri Colony to get their basic necessities as they have to cross through a forested area to even get water. The colony, which is near the Pul Prahladpur railway tracks where the 13-year-old speech and hearing impaired girl was raped and dumped, generally remains dark and desolate after the evening hours as streetlights only illuminate the market.

The girl's neighbours said that security is a major cause for concern. "We are worried about our safety when we walk back home. The place we stay in resembles a slum and we have to rely on our wits to keep ourselves safe," said the child's aunt.

As potable water supply is missing, women have to walk through the forested area to fetch it from DJB tankers stationed near Aligaon. The colony mainly has migrant labourers from UP and Bihar who rent the rooms from house owners who stay in other parts of south Delhi.

While policemen patrol the colony, the forested area along the railway tracks is usually overlooked. "That area is home to drug addicts, school dropouts and criminals who go there for illegal activities," said a neighbour.

The colony residents said that the area also remains unsafe as people do not stay there for long. "Labourers from many places come and stay here. But they leave the rooms when the work gets completed within a few months. As there are many unemployed people living here, the risk of crime increases," said Sonu, the Gautampuri resident who had found the child along the railway tracks.

The survivor's uncle, who works in a workshop at Okhla, said that her father died at their village in UP when she was an infant. Her mother died a few years later. She was then adopted by her aunt. "We could not afford to send her to a school for specially-abled children, but tried our best to get her the maximum possible exposure. She used to get water and groceries from the nearby shop and it helped her interact with people," he said.

Gang rape of a dumb and deaf minor girl: VRO, accomplices surrender

Hyderabad: Muchitnala Village Revenue Officer (VRO) Chandramohan and his friend Mahesh, who were facing charges of gang rape of a dumb and deaf minor girl at Shamshabad, surrendered in a local court on Thursday.

A minor girl with the help of her relatives lodged a complaint with the Shamshabad police on May 15, alleging that Muchintala VRO Chandramohan and his friends Mahesh, Krishna and Sekhar, had sexually assaulted her about three months ago.

The Shamshabad police booked a case under Nirbhaya Act, POCSO (Protection of Children from Sexual Offenses) Act and also under SC/ST Atrocities Act and arrested accused Krishna and Sekhar the next day.

On Thursday, the girl approached State Human Rights Commission and filed a petition stating that the police were not investigating her case seriously and was delaying the arrest of the accused VRO and his friend Mahesh.

Later in the day, VRO Chandramohan and Mahesh reportedly surrendered in a local court. The court has remanded the accused in judicial custody.

BCCI to provide Rs 5 crore as financial support for deaf, dumb and visually impaired cricketers

The newly elected President of the Board of Control for Cricket in India Anurag Thakur has many objectives to fulfil in his tenure. Amongst one of the many noble agendas that he has proposed, Thakur has promised to give INR 5 crore to the deaf and dumb cricketers, according to Deaf Cricket Society.

The officials of the society had a meeting with Thakur where they congratulated him for becoming the president of the Indian Cricket Board. The 41-year-old, who is also a Member of the Parliament, was praised by the society, “It is highly appreciable that immediately after becoming president Anurag Thakur announced Rs 5 crore help towards deaf and dumb and visually impaired cricketers for the next five years.”

Thakur, who took over the reins from Shashank Manohar, has a tough job at his hand. Amidst all the speculations regarding the Lodha Committee’s recommendations, Thakur has vowed to carry on the reforms process in the BCCI, insisting that the Board would not run away from implementing the "practical" recommendations of the Supreme Court-appointed Lodha Committee.

The Member of Parliament for the Bharatiya Janata Party seems to have taken the challenges in his stride as he said, "Where there is a challenge, there is an opportunity, it all depends on one's perspective. I see an opportunity that this is the time to deliver.”
Other noble recommendations

In the Special General Meeting, 10 objectives were proposed by the committee. There were quite a few noble causes amongst the objectives. Some of them were:

#1 INR 100 Crore were earmarked for one-year water conservation project using Solar Panels, trying ‘Rain Water Harvesting’ and ‘Sewage Treatment’ to conserve water during a crisis like drought. Earlier, drought conditions in Maharashtra and other states forced BCCI to shift IPL 2016 matches from Mumbai, Pune and Rajkot.

#2 Minimum 10 percent free tickets for international matches allocated for girl students, specially-abled persons.

#3 Creating ‘Mobile Coaching App’ licensed by BCCI which can be used in cricket academies in remote areas where they can get access to state-of-the-art coaching as 70 percent associated with these academies have access to smartphones.

#4 Implementation of Central Contracts for India’s women cricketers and a detailed report sought within a month.

The financial help for the deaf and dumb cricketers was one amongst these and it is surely a welcome move by the apex body. This noble initiative will surely act as a boost for the players who defy all the odds to play the game with full of zeal and zest.

Three held for raping, impregnating deaf and dumb teenager

Palghar May 25, 2016, Three youths were arrested for allegedly raping a teenager with speech and hearing impairment in Kasa village who got pregnant due to the crime and delivered earlier this month, police said today.

The youths (all in their 20s) were picked up from Dahanu tehsil yesterday, said sub-inspector A N Patil of Kasa police station in the district.

Each of the accused allegedly raped the girl separately, who was staying at the place of one of them, as her parents had left the village in search of work last year, police said, adding the teenager's parents do not have fix jobs.

The girl got pregnant and delivered a baby boy on May 1.

Afterwards, she confided in her parents who have returned to the village, police said.

The accused, whose names have been withheld, were booked under various sections of IPC including rape and the POCSO Act.

The trio were produced before a magistrate who remanded them in police custody.

தனது மாமாவின் சைக்கிள் கடையில் வேலை பார்த்துக் கொண்டே படித்துத் தேர்வெழுதிய காது கேளாத தருமபுரி மாணவர் மாரியப்பன், காது கேளாத - வாய்ப் பேச இயலாத மாணவர்களில் மாநில அளவில் இரண்டாமிடத்தைப் பெற்றுள்ளார்.
தருமபுரியை அடுத்த பேடரஅள்ளி அரசு உயர்நிலைப் பள்ளியில் படித்துத் தேர்வெழுதிய இவர் பெற்ற மதிப்பெண்கள்: தமிழ்- 90, கணிதம்- 100, அறிவியல்- 90, சமூக அறிவியல்- 95. மொத்தம் 375.
இதுகுறித்து பள்ளியின் தலைமை ஆசிரியை கே.கலா கூறியதாவது: காது கேளாத மாரியப்பனுக்கு எங்கள் ஆசிரியர்கள் சைகையிலேயே பாடம் நடத்திக் கொடுத்தனர். ஒரு கட்டத்தில் எங்களுக்கும் சைகை மொழி சுலபமானது. மாரியப்பனின் தந்தை இறந்து விட்டார். அவரது மாமா நாராயணனின் சைக்கிள் கடையில் வேலை பார்த்துக் கொண்டுதான் படித்தார்.

Dancing with the Stars champion Nyle DiMarco has opened up about the emotional moment judge Carrie Ann Inaba signed to him during the season finale Tuesday night.

Just minutes before DiMarco was crowned the new mirrorball champion, Ibana revealed that she had learned some sign language to communicate with the 27-year-old deaf model.

"Thank you for showing us your beautiful heart when you dance," Inaba signed as DiMarco wiped tears from his face and embraced pro Peta Murgatroyd.

DiMarco told Good Morning America Wednesday: "It was really very touching.

"She took the time to learn sign language and we don't really see that often in this world. So that really meant a lot to me and it really touched me. It really hit me right in the heart."

"This whole journey has been so special," Murgatroyd explained on GMA. "Nyle coming on to the show with all the courage in the world – he is absolutely fearless. And I will take that with me for the rest of my life. He has taught me so many lessons and made me a better teacher. He's just such a great friend."

Inaba wasn't the only judge praising DiMarco – who received 30 out of 30 for his final performance.

"The only boundaries are the ones we put on ourselves," said judge Len Goodman. "You don't get a sympathy vote from me. I just judge on what I see, and I'm telling you, you deserve to be in this final. And you just proved it tonight."

Bruno Tonioli called their Tango/ChaCha fusion "glorious in every way possible."

During the semi finals, DiMarco performing a stirring dance that Inabadeclared the best ever in 22 seasons of the show.

"This is such an amazing feeling," Murgatroyd said in the final moments of the Tuesday's broadcast. "This whole thing has been so incredible because of this man. I owe everything to him."

மத்திய அரசின் "மாற்றுத் திறனாளிகள்' அதிகாரமளித்தல் துறையின் பெயரை, "அதீத திறமை கொண்டவர்கள்' துறை என்று பெயர் மாற்றம் செய்யப்பட்டுள்ளது.
அதன்படி, ஹிந்தியில் "விக்லாங்ஜன்' (மாற்றுத் திறனாளிகள்) என்பதற்குப் பதிலாக, இனிமேல் "திவ்யாங்' (அதீத திறனுடையோர்) என்று மாற்றப்பட்டுள்ளது.
கடந்த டிசம்பர் 27-ஆம் தேதி, பிரதமர் நரேந்திர மோடி தனது வானொலி உரையில், "மாற்றுத் திறனாளிகள் அதீத திறமை கொண்டவர்கள்; அவர்களை "மாற்றுத் திறனாளிகள்' என அழைப்பதற்குப் பதிலாக, "அதீத திறமை கொண்டவர்கள்' எனக் குறிப்பிட வேண்டும்' என்றார்.
அதையடுத்து பெயர் மாற்றம் தொடர்பாக மத்திய அரசு பரிந்துரை செய்திருந்தது. அதற்கு குடியரசுத் தலைவர் ஒப்புதல் அளித்ததை அடுத்து, பெயர் மாற்றம் தற்போது நடைமுறைக்கு வந்துள்ளது. 2011-ஆம் ஆண்டின் கணக்கெடுப்பின்படி, நாட்டின் மொத்த மக்கள் தொகையில் 2.21 சதவீதம் பேர் மாற்றுத் திறனாளிகளாக உள்ளனர்.

25.05.2016, பெங்களூரு: மாற்றுத்திறனாளிகள் பெற்ற கடன் தொகை முற்றிலும் தள்ளுபடி செய்ய முதல்வர் சித்தராமையா தலைமையில் நடந்த அமைச்சரவை கூட்டத்தில் முடிவு எடுக்கப்பட்டுள்ளது. முதல்வர் சித்தராமையா தலைமையில் திங்கட்கிழமை அமைச்சரவை கூட்டம் நடந்தது .இந்த கூட்டத்தில் அமைச்சர்கள் எச்.கே.பாட்டீல், ராமலிங்கரெட்டி , டிபி ஜெயச்சந்திரா உள்பட பலர் கலந்து கொண்டனர். அமைச்சரவை கூட்டத்திற்கு பிறகு சட்டத்துறை அமைச்சர் டிபி ஜெயச்சந்திரா நிருபர்களிடம் கூறியதாவது: ஏழை-எளிய மக்களுக்கு வீட்டு வசதி ஏற்படுத்தி கொடுக்க வேண்டும் என்பதற்காக அமைச்சரவையில் முக்கிய முடிவு எடுத்துள்ளோம். 

அரசு அலுவலகம், வீடற்ற ஏழைகளுக்கு வீட்டு வசதி ஏற்படுத்தி கொடுப்பதற்காக தனியாரின் அனுமதியுடன் 100 ஏக்கர் நிலம் கையகப்படுத்தப்படுகிறது. நிலத்தை அரசுக்கு வழங்கும் நபர்களுக்கு திருத்தப்பட்ட நில சட்டத்தின்படி உரிய நிவாரணம் வழங்கப்படும். மாநில அரசின் நில சட்டத்தின்படி இதற்கு முன்பு அரசு பயன்பாட்டிற்காக 5 ஏக்கர் நிலத்தை மட்டுமே கையகப்படுத்த இயலும். தற்போது மத்திய அரசு கொண்டு வந்துள்ள சட்டத்தின்படி அரசு பயன்பாட்டிற்காக 100 ஏக்கர் நிலத்தை கொள்முதல் செய்ய முடியும்.

மத்திய அரசின் சட்டத்தை பயன்படுத்தி 100 ஏக்கர் நிலத்தை கொள்முதல் செய்ய அமைச்சரவையில் ஒருமனதாக முடிவு எடுக்கப்பட்டுள்ளது. இவ்வாறு கொள்முதல் செய்யப்படும் 100 ஏக்கர் நிலத்தில் பஸ் நிலையம், மின்சார நிலையங்கள், கூட்டுகுடிநீர் திட்டங்கள், ரோடுகள், பாதாளசாக்கடை உள்ளிட்ட பல்வேறு பொது பயன்பாட்டு அலுவலகங்கள் அமைக்கப்படும். இதுதவிர மாற்றுத்திறனாளிகள் மற்றும் மூத்த குடிமக்கள் வாங்கிய கடன்கள் அனைத்தையும் தள்ளுபடி செய்யவும் அமைச்சரவை அனுமதி அளித்துள்ளது. அரசின் இந்த முடிவின் காரணமாக ரூ.11.7 கோடி அரசுக்கு இழப்பு ஏற்படும்.

பெங்களூருவில் பயன்படுத்தப்பட்ட கழிவு நீரை மறுசுழற்சி செய்து அதை கோலார், சிக்கபள்ளாபுரா மாவட்டத்திலுள்ள 126 ஏரியில் நிரப்புவதற்கும் அனுமதி பெறப்பட்டுள்ளது. இதற்காக ரூ.148 கோடி செலவில் சிறப்பு திட்டம் அமல்படுத்தப்படுகிறது. கலபுர்கி விமான நிலையம் உள்ளிட்ட பணிகளுக்காக ரூ.88.73 கோடி, அங்கன்வாடியின் மூலம் குழந்தைகளுக்கு உணவு தானியங்கள் வினியோகம் செய்யப்படுகின்றன. இதற்கு தேவையான தானியங்கள் தனியாரிடம் இருந்து பெறப்படுவதை தவிர்த்து ஜனதா பஜாரில் அரசே நேரடியாக கொள்முதல் செய்வது உள்ளிட்ட பல்வேறு திட்டங்களுக்கு அமைச்சரவை கூட்டத்தில் அனுமதி பெறப்பட்டுள்ளது. இவ்வாறு அமைச்சர் டிபி ஜெயச்சந்திரா கூறினார்.

People with disabilities to get universal ID cards: Union minister

Union minister Thaawarchand Gehlot on Tuesday said the government will provide universal identity cards within a few months to the disabled people in Rajasthan.

At a workshop on ‘Accessible India Campaign’, Gehlot said two hostels wil be constructed in Jaipur and Kota to accommodate 500 boys and girls. “If the state government sends the proposal after allotting land, the Centre will give Rs 13.50 crore, while the state allocate Rs 1.50 crore and the plot. After receiving the proposal, funds will be released in three months.”

The Department of Empowerment of Persons with Disabilities has launched Accessible India Campaign throughout the country for achieving universal accessibility for people with disabilities.

Five national sports centres and similar facilities at district headquarters will be built across the country, the social justice and empowerment minister added.

Gehlot’s state counterpart Arun Chaturvedi lauded the Centre’s efforts to highlight the plight of the disabled people.


“The state government will send the proposals for construction of two hostels at Jaipur and Kota, and hostels for people with disabilities at seven divisional headquarters,” he said.

Minister of State for Social Justice and Empowerment Krishnapal Gurjar said 30,000 speech and hearing impaired children are born every year, of which 50% of them can lead normal lives if cochlear implants are done.

Gurjar said his department has empanelled 220 hospitals in the country and 350 children have underwent cochlear implant surgery.

Similarly, 2.50 lakh people have been provided artificial limbs and equipment such as crutches.

“Emphasis is on modernisation for which Rs 265 crore will be spent so that people with disabilities get latest prosthetic and equipment,” he added.
